PT Pertamina (Persero) is ready to partner with Oman oil company Overseas Oil and Gas LLC (OOG) as well as Cosmo Oil International Pte Ltd (COI) trading company which is a trading arm of Cosmo Energy Group, as a potential partner for Bontang refinery development. The value of development projects in East Kalimantan is estimated to reach Rp130 trillion.

Director of Mega Processing and Petrochemical Processing Center Ardhy Mokobambang said the consortium was selected after the selection of prospective partners for the Grasss Root Refinery (GRR) Bontang project. The selection process is carried out under the government's assignment scheme through Decree of the Minister of EMR 7935 K / 10 / MEM / 2016 dated December 9, 2016.
"The selection process runs since January 2017 which was initially followed by about 100 registrants. Furthermore, after the initial selection stage, project expose, until the stage of request for information and workshop, obtained 8 potential potential partners, "he said.
Furthermore, Pertamina conveyed a number of conditions related to changes in the business structure of GRR Bontang to potential partners, including from the financial side Pertamina does not participate in financing the project and is entitled to get more than 10% stake.

Pertamina chose OOG as a strategic partner with several considerations, partly because it received support from the Oman government, both for funding and supply of crude oil, and to have strategic partnerships with COI in terms of technical support and product marketing.
Construction of the refinery in Bontang Regency is expected to contribute in the form of additional processing capacity of 300 thousand barrels per day which will produce the main products of gasoline and diesel.

Pertamina Gandeng Konsorsium Garap Proyek Kilang di Bontang
PT Pertamina (Persero) siap bermitra dengan perusahaan minyak yang berasal dari Oman yakni Overseas Oil and Gas LLC (OOG) serta perusahaan trading Cosmo Oil International Pte Ltd (COI) yang merupakan trading arm Cosmo Energy Group, sebagai calon mitra untuk pembangunan kilang Bontang. Nilai proyek pembangunan di Kalimantan Timur ini diperkirakan mencapai Rp130 triliun.
Direktur Megaproyek Pengolahan dan Petrokimia Ardhy Mokobambang mengatakan, konsorsium ini terpilih setelah proses seleksi calon mitra untuk proyek Grasss Root Refinery (GRR) Bontang. Proses pemilihan ini dilaksanakan berdasarkan skema penugasan pemerintah melalui Keputusan Menteri ESDM 7935 K/10/MEM/2016 tanggal 9 Desember 2016.
“Proses seleksi dijalankan sejak Januari 2017 yang pada awalnya diikuti sekitar 100 perusahaan pendaftar. Selanjutnya, setelah tahapan seleksi awal, project expose, hingga tahap request for information and workshop, diperoleh 8 calon mitra potensial,” ujarnya.
Selanjutnya, Pertamina menyampaikan sejumlah syarat terkait dengan perubahan struktur bisnis GRR Bontang kepada mitra potensial tersebut, antara lain dari sisi finansial Pertamina tidak ikut mendanai proyek dan berhak mendapatkan lebih dari 10% saham.
“Dan dua calon mitra itu yang menyanggupi,” kata Ardhy.
Pertamina memilih OOG sebagai mitra strategis dengan beberapa pertimbangan, antara lain karena perusahaan itu mendapatkan dukungan dari pemerintah Oman, baik untuk pendanaan maupun penyediaan pasokan minyak mentah, serta memiliki kemitraan strategis dengan COI dalam hal dukungan teknis dan pemasaran produk.
Pembangunan kilang di Kabupaten Bontang ini diharapkan memberikan kontribusi berupa penambahan kapasitas pengolahan sebesar300 ribu barel per hari yang akan menghasilkan produk utama berupa bensin dan diesel.
