PT. Pertamina (Persero) establishes partners to build refineries in Bontang. The partner, among others, Overseas Oil and Gas LLC (OOG) oil company is from Oman who cooperates with Cosmo Oil International Pte Ltd (COI) oil trading company, which is a business unit of Cosmo Energy Group of Japan. The $ 10 billion project, or approximately Rp 130 trillion, is expected to be effective from 2025.

Director of Processing and Petrochemical Mega Ardro N Mokobombang explains, the selection made since early 2017, Pertamina has obtained partners to build a new refinery or grass root refinery (GRR) Bontang. This partner is a consortium consisting of OOG in collaboration with COI.
Pertamina and the consortium will work together in Bontang to process 300 thousand barrels of oil per day with an investment of 10 billion US dollars.
"Hopefully, soon we will sign a framework agreement with the consortium," Ardhy said at a press conference at Pertamina's office in Jakarta on Tuesday (30/1).
After the determination of this partner Pertamina and selected partners will sign a framework agreement followed by a feasibility study (FS) to be completed by mid 2019. After that, the process will continue with the preparation of the technology study package (FEED) until the end of 2020.
Pertamina conveyed the requirement related to the change of business structure of GRR Bontang to the potential partner, that is, from financial side Pertamina did not participate in financing the project and Pertamina get 10% stake from project without cost.
Director of Investment Planning and Risk Management of PT Pertamina (Persero) Gigih Prakoso explained that the share of Pertamina's participation in the preparation, study, and technology studies is 10 percent without cost. After FID, Pertamina will evaluate the possibility of adding or reducing its share.
A 10 percent share does not mean no voice. It can be designed at the beginning that Pertamina is committed to take the product of Bontang refinery processing.
"If for the national interest, we can ask partners to prioritize domestic needs," said Gigih in a press conference setting the partners of Bontang refinery project at Pertamina Office Jakarta.

Pertamina Tetapkan Mitra Kilang Bontang
PT. Pertamina (Persero) menetapkan mitra untuk membangun kilang di Bontang. Mitra tersebut, antara lain, perusahaan minyak Overseas Oil and Gas LLC (OOG) berasal dari Oman yang menggandeng perusahaan perdagangan minyak Cosmo Oil International Pte Ltd (COI) yang merupakan unit bisnis Cosmo Energy Group dari Jepang. Proyek senilai 10 miliar dolar AS atau sekitar Rp 130 triliun diharapkan dapat beroperasi efektif mulai 2025 mendatang.
Direktur Megaproyek Pengolahan dan Petrokimia Ardhy N Mokobombang menjelaskan, seleksi yang dilakukan sejak awal 2017, Pertamina sudah mendapatkan mitra untuk membangun kilang baru atau grass root refinery (GRR) Bontang. Mitra ini adalah satu konsorsium yang terdiri dari OOG yang berkolaborasi dengan COI.
Pertamina dan konsorsium ini akan berkerja sama di Bontang untuk mengolah 300 ribu barel minyak per hari dengan investasi 10 miliar dolar AS.
"Semoga, tidak lama lagi kami akan menandatangani kesepakatan kerangka kerja dengan konsorsium," kata Ardhy dalam konferensi pers di Kantor Pertamina di Jakarta, Selasa (30/1).
Setelah penetapan mitra ini Pertamina dan mitra terpilih akan menandatangani kesepakatan kerangka kerja yang dilanjutkan dengan studi kelayakan (FS) yang akan diselesaikan pada pertengahan 2019. Setelah itu, proses akan dilanjutkan dengan penyusunan paket studi teknologi (FEED) hingga akhir 2020.
Pertamina menyampaikan persyaratan terkait dengan perubahan struktur bisnis GRR Bontang kepada mitra potensial tersebut, yakni dari sisi finansial Pertamina tidak ikut mendanai proyek dan Pertamina mendapatkan 10 persen saham dari proyek tanpa mengeluarkan biaya.
Direktur Perencanaan Investasi dan Manajemen Risiko PT Pertamina (Persero) Gigih Prakoso menjelaskan, pangsa partisipasi Pertamina pada tahap persiapan, studi, sampai kajian teknologi adalah 10 persen tanpa mengeluarkan biaya. Setelah FID, Pertamina akan mengevaluasi kemungkinan penambahan atau pengurangan pangsa.
Pangsa 10 persen tidak berarti tidak punya suara. Bisa didesain di awal bahwa Pertamina punya komitmen untuk mengambil produk hasil pengolahan kilang Bontang.
"Kalau untuk kepentingan nasional, kami bisa minta mitra prioritaskan kebutuhan dalam negeri," kata Gigih dalam konferensi pers penetapan mitra proyek kilang Bontang di Kantor Pertamina Jakarta.
