The Ministry of Energy and Mineral Resources (ESDM) shall not use Regulation of the Minister of Energy and Mineral Resources no. 23/2018 on Management of Oil and Gas Working Areas Terminating the Contract of Work to decide the extension of the Rokan Block contract. This means not directly given to the existing contractor Chevron Pacific Indonesia.
The reason is the enthusiast, Block Rokan lot, so there will be auction process. The Rokan block will run out of contract in 2021. However, the block with the production of 230,000 barrels per day (bpd) is already a battle for PT Chevron Pacific Indonesia and PT Pertamina. Even last month Chevron proposed a 20-year contract extension of the Rokan Block with a gross split scheme.
ESDM Ministry has asked Chevron to open Rokan Block data room to Pertamina. This means that Pertamina can see Rokan Block's profile to be considered in continuing the block. Syamsu Alam, Pertamina's Upstream Director acknowledged the Rokan Block and is one of the main targets to support the target of increasing production.
"From the big blocks we are interested Rokan one of them," he said.
But he did not want to boast, Pertamina able to match the proposal for a contract. The company is only certain to be ready to compete to compete for Rokan management rights.

Djoko Siswanto, Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, said that as one of the biggest production blocks in the country.
"If there are many people interested in it, then we are the only auction that can give benefit to the big government," said Djoko.
Although there is already a rule for existing contractors who have the right to apply for a contract extension in Minister of Energy and Mineral Resources Regulation no. 23/2018, according to Djoko, the government has no obligation to provide management rights to the existing contractors. In the decision making process Rokan block, if the existing proposal is not good, then the government offers to Pertamina.
"Pertamina also proposed, it should be better than the existing contractor," he said.

ESDM Akan Lelang Blok Rokan Bulan Juli
Kementerian Energi dan Sumber Daya Mineral (ESDM) tidak akan memakai Peraturan Menteri ESDM No. 23/2018 tentang Pengelolaan Wilayah Kerja Migas yang Berakhir Kotrak Kerjasama-nya untuk memutuskan perpanjangan kontrak Blok Rokan. Artinya tidak langsung diberikan ke kontraktor eksisting yakni Chevron Pacific Indonesia.
Alasannya peminat, Blok Rokan banyak, sehingga akan ada proses lelang. Blok Rokan akan habis kontrak tahun 2021. Namun blok dengan produksi 230.000 barel per hari (bph) ini sudah menjadi rebutan PT Chevron Pacific Indonesia dan PT Pertamina. Bahkan bulan lalu Chevron mengajukan proposal perpanjangan kontrak Blok Rokan selama 20 tahun dengan skema gross split.
Kementerian ESDM sudah meminta Chevron membuka data room Blok Rokan ke Pertamina. Artinya Pertamina bisa melihat profil Blok Rokan untuk menjadi pertimbangan dalam meneruskan blok itu. Syamsu Alam, Direktur Hulu Pertamina mengakui Blok Rokan dan salah satu target utama untuk mendukung target peningkatan produksi.
"Dari blok-blok besar kita tertarik Rokan salah satunya," ujarnya.
Namun ia tidak mau sesumbar, Pertamina mampu menandingi proposal pengajuan kontrak. Perusahaan hanya dipastikan siap berkompetisi untuk bisa memperebutkan hak pengelolaan Rokan.
“Doakan saja. Juli nanti keputusannya," katanya.
Djoko Siswanto, Dirjen Migas Kementerian ESDM, menyatakan, sebagai salah satu blok dengan kemampuan produksi terbesar di tanah air, wajar jika blok Rokan banyak peminat.
"Kalau banyak peminatnya, ~ya kita lelang saja mana yang bisa memberikan benefit kepada pemerintah yang besar," kata Djoko.
Meskipun sudah ada aturan bagi kontraktor eksisting yang mendapatkan hak untuk ajukan perpanjangan kontrak di Peraturan Menteri ESDM No. 23/2018, menurut Djoko, pemerintah tidak ada kewajiban memberikan hak pengelolaan kepada kontraktor eksisting. Dalam proses pengambilan keputusan blok Rokan, jika proposal eksisting dianggap tidak bagus, maka pemerintah menawarkan ke Pertamina.
"Pertamina juga mengajukan proposal, harus lebih baik dari kontraktor eksisiting," ujarnya.
