PT Pertamina (Persero) will begin construction of Refinery Development Master Plan Project (RDMP) of Balikpapan Refinery. The project that will increase the capacity of the Balikpapan Refinery by 100 thousand barrels per day (bph) is targeted to be completed by 2021.
Vice President Corporate Communications Pertamina Adiatma Sardjito said, the first phase of the project work Balikpapan RDMP Project. One of them, the company has completed construction of the jeti for the project. Jeti will serve as a port to carry tools for Balikpapan Refinery. So the construction of RDMP Project of Balikpapan Refinery can be done immediately.
"Just waiting for the ceremony, but it has started its construction," he said in Jakarta, Thursday (21/6).
The development of the Balikpapan refinery starts in 2017 and is done in two stages. The Phase I work on this project is targeted to be completed in 2021. The Balikpapan I Phase I RDMP is targeted to be completed by 2021. At that time, Balikpapan Refinery capacity will increase by 100 thousand bpd to 350 thousand bpd.
While the Balikpapan Phase II RDMP is targeted to be completed by 2025. The RDMP program will increase the capacity and complexity of the refinery. In the second stage, the refinery becomes capable of processing oil until the sour type from before only medium heavy. The investment requirement for Balikpapan's RDMP refinery reaches US $ 4.6 billion. In detail, the first phase requires US $ 2.6 billion and the second phase of US $ 2 billion.
Nicke Widyawati
Previously, Acting President Director of Pertamina Nicke Widyawati said it plans to hold partners in working on refinery Balikpapan. This is the company's new strategy in completing projects that require large amounts of funding.
"We also open partnership, we also do partner selection," She said.
Nicke explained the initial stage of screening partners will be done market sounding. The same applies to the Bontang refinery. She mentioned that there has been an informal communication from several companies that expressed interest in participating in the development of the Balikpapan refinery. It will see various aspects in determining partners.
Furthermore, Nicke explained, the process of development that has been run will not be stopped. That way the selection process of partner and the construction of the refinery will run in parallel.
"We started like Cilacap. Saudi Aramco, when all conditions are met, then join. so we started it, there is no desire to delay, "said Nicke.

Konstruksi Kilang Balikpapan Segera Dimulai
PT Pertamina (Persero) segera memulai konstruksi Proyek Refinery Development Master Plan (RDMP) Kilang Balikpapan. Proyek yang akan menambah kapasitas Kilang Balikpapan sebesar 100 ribu barel per hari (bph) ini ditargetkan selesai pada 2021.
Vice President Corporate Communication Pertamina Adiatma Sardjito menuturkan, fase pertama pengerjaan Proyek RDMP Kilang Balikpapan. Salah satunya, perseroan telah merampungkan konstruksi jeti untuk proyek tersebut. Jeti akan berfungsi sebagai pelabuhan untuk membawa alat-alat untuk Kilang Balikpapan. Sehingga konstruksi Proyek RDMP Kilang Balikpapan bisa segera dilakukan.
“Hanya menunggu Seremoni, tetapi sudah dimulai konstruksnya,” kata dia di Jakarta, Kamis (21/6).
Pengembangan kilang Balikpapan dimulai sejak tahun 2017 dan dikerjakan dalam dua tahap. Pengerjaan Tahap I proyek ini ditargetkan rampung pada 2021. RDMP Kilang Balikpapan Tahap I ditargetkan selesai pada 2021. Pada saat itu, kapasitas Kilang Balikpapan akan bertambah sebesar 100 ribu bph menjadi 350 ribu bph.
Sementara RDMP Kilang Balikpapan Tahap II ditargetkan selesai pada 2025. Program RDMP nantinya akan meningkatkan kapasitas sekaligus kompleksitas kilang. Pada tahap kedua, kilang menjadi mampu mengolah minyak hingga jenis sour dari sebelumnya hanya medium heavy. Kebutuhan investasi untuk RDMP Kilang Balikpapan ini mencapai US$ 4,6 miliar. Rincinya, tahap pertama membutuhkan US$ 2,6 miliar dan tahap kedua US$ 2 miliar.
Sebelumnya, Pelaksana Tugas Direktur Utama Pertamina Nicke Widyawati mengatakan pihaknya berencana menggandeng mitra dalam mengerjakan Kilang Balikpapan. Hal ini merupakan strategi baru perusahaan dalam menyelesaikan proyek yang membutuhkan pendanaan dalam jumlah besar.
“Kami buka juga partnership, kami juga lakukan partner selection,” kata dia.
Nicke menjelaskan tahap awal penyaringan mitra kerja itu akan dilakukan market sounding. Hal serupa diterapkan pada kilang Bontang. Dia menyebut sudah terjalin komunikasi informal dari beberapa perusahaan yang menyatakan minatnya ikut dalam pengembangan kilang Balikpapan. Pihaknya akan melihat berbagai aspek dalam menentukan mitra.
Lebih lanjut Nicke menjelaskan, proses pembangunan yang sudah berjalan tidak akan dihentikan. Dengan begitu proses pemilihan partner dan pembangunan kilang akan berjalan secara paralel.
“Kami mulai saja seperti Cilacap. Saudi Aramco, ketika syarat semua sudah terpenuhi, setelah itu kemudian bergabung. jadi kami mulai saja, tidak ada keinginan menunda,” kata Nicke.
