The Ministry of Energy and Mineral Resources (ESDM) claimed that regulatory improvements had already affected the investment climate in upstream oil and gas. For example the regulation of the gross split scheme from the previous using cost recovery. Now there are some contractors who buy the auction results of oil and gas blocks using a gross split scheme.
From January 2017 to May 2018, there are already 20 oil and gas block contracts using a gross split sharing scheme. The details are ONWJ Block, five blocks of auction results in 2017, six termination blocks by 2018, four blocks of direct offer auction results in 2018 and four termination blocks by 2019.
"The results of regular auctions announced June 2019. Can be increased again," said Agung Pribadi, Head of Communication, Public Service and Cooperation Services (KLIK) Ministry of Energy and Mineral Resources.
In addition to the gross split policy, there is also Minister of Energy and Mineral Resources Regulation No. 23/2018 on Management of Oil and Gas Working Areas that Will End Their Contract of Work. The spirit of the Minister of Energy and Mineral Resources Regulation is to maintain, even increase oil and gas production from termination blocks.
"Pertamina also remains able and very potential to get the right to manage the termination of oil and gas blocks," he said.
Since last year, 12 oil and gas termination blocks have been granted to Pertamina. Finally, there are two oil and gas blocks for 2019 termination blocks.

ESDM Klaim Menerbitkan Regulasi Ramah lnvestasi
Kementerian Energi dan Sumber Daya Mineral (ESDM) mengklaim, perbaikan regulasi sudah berdampak pada iklim investasi di hulu migas. Misalnya regulasi skema gross split dari yang sebelumnya menggunakan cost recovery. Kini sudah ada beberapa kontraktor yang membeli hasil lelang blok migas dengan menggunakan skema gross split.
Sejak Januari 2017 hingga Mei 2018 ini, sudah ada 20 kontrak blok migas yang menggunakan skema bagi hasil gross split. Rinciannya satu Blok ONWJ, lima blok hasil lelang tahun 2017 , enam blok terminasi tahun 2018, empat blok hasil lelang penawaran langsung tahun 2018 dan empat blok terminasi tahun 2019.
“Hasil lelang reguler diumumkan Juni 2019. Bisa bertambah lagi," kata Agung Pribadi, Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama (KLIK) Kementerian ESDM.
Selain kebijakan gross split, ada juga Peraturan Menteri ESDM Nomor 23/2018 tentang Pengelolaan Wilayah Kerja Migas yang Akan Berakhir Kontrak Kerja Samanya. Semangat Peraturan Menteri ESDM tersebut untuk menjaga, bahkan meningkatkan produksi migas dari blok terminasi.
"Pertamina juga tetap bisa dan sangat berpotensi untuk mendapatkan hak kelola blok migas terminasi," ujarnya.
Sejak tahun lalu sudah 12 blok migas terminasi yang diberikan kepada Pertamina. Terakhir, ada dua blok migas untuk blok terminasi tahun 2019.
