In the latest article mentions, signature bonuses of at least US $ 1 million and no maximum quantity. While in article 12 of the old rules, the signature bonus limit is pegged at least US $ 1 million and at most US $ 250 million. Head of Communications, Public Information Services and Cooperation Bureau of the Ministry of ESDM Agung Pribadi said the change was in order to increase state revenue on upstream oil and gas business activities by considering the greatest benefit for the country.
Meanwhile, Deputy Minister of Energy and Mineral Resources Arcandra Tahar said the change in this rule is not for any particular oil and gas block.

Kementerian Energi dan Sumber Daya Mineral (ESDM) menetapkan peraturan baru terkait acuan bonus tandatangan alias signature bonus untuk pengelola baru pada blok migas yang kontrak kerjasamanya akan berakhir. Aturan sebelumnya, terdapat batas atas besaran bonus tanda tangan untuk negara, yaitu sebesar US$ 250 juta, sekarang tidak ada batas atas, sehingga penerimaan negara bisa lebih besar.
Hal ini ada dalam Peraturan Menteri ESDM No. 28 tahun 2018 tentang Perubahan atas Peraturan Menteri ESDM Nomor 23 Tahun 2018 tentang Pengelolaan Wilayah kerja Minyak dan Gas Bumi yang Akan Berakhir Kontrak Kerjasamanya. Aturan ini diundangkan pada 7 Mei 2018. Di peraturan terbaru ini, terdapat perubahan ketentuan di pasal 12 mengenai besaran bonus tanda tangan.
Pada pasal terbaru menyebutkan, bonus tanda tangan paling sedikit US$ 1 juta dan tidak ada besaran maksimal. Sementara di pasal 12 aturan lama, batas bonus tanda tangan dipatok paling sedikit US$ 1 juta dan paling banyak US$ 250 juta. Kepala Biro Komunikasi, Layanan Informasi Publik dan Kerja Sama Kementerian ESDM Agung Pribadi mengatakan, perubahan itu dalam rangka meningkatkan penerimaan negara pada kegiatan usaha hulu migas dengan mempertimbangkan manfaat sebesar-besarnya bagi negara.
Sementara Wakil Menteri ESDM Arcandra Tahar mengatakan, perubahan aturan ini bukan untuk salah satu blok migas tertentu.
"Berlaku untuk semua," ujarnya.
