The transfer of the production sharing contract scheme was signed yesterday and witnessed by Archandra Tahar Deputy Minister of Energy and Mineral Resources.

"I promised to complete a gross split change contract in a month. And today is a true witness for one month, "said Arcandra.

Arcandra explained that the Duyung WK ​​cooperation contract previously signed on January 16, 2007 uses a cost recovery scheme and is currently in the status of Exploration Working Area with West Natuna Exploration Ltd. contractor. 

    This change in scheme does not affect the period of the production sharing contract for 30 years from the effective date of the initial contract or until January 16, 2037. The current working area is 926.94 square kilometers.

"The government advised the contractor to continue the process of completing the Plan of Development, so that the field can immediately produce," he said.

West Natuna Exploration Ltd is the second KKKS to switch to using the Gross Split scheme. The change to the previous gross split scheme was carried out by Eni East Sepinggan on December 11, 2018.

"Thus, 37 oil and gas contracts using gross split schemes are listed," Arcandra said.

In accordance with the applicable rules and regulations, the costs incurred by the contractor during the exploration period are still recognized and applied as operating costs.

Wilayah Kerja Duyung Beralih ke Gross Split

Wilayah Kerja WK) minyak dan gas bumi Duyung menambah jumlah kontrak kerja yang menggunakan skema gross split. Blok migas yang terletak di lepas pantai Cekungan Natuna Barat itu sebelumnya menggunakan skema bagi hasil cost recovery.

Peralihan skema kontrak bagi hasil itu ditandatangani kemarin dan disaksikan oleh Wakil Menteri Energi dan Sumber Daya Mineral Archandra Tahar. 

“Saya waktu itu berjanji selesaikan kontrak ganti gross split dalam sebulan. Dan hari ini menjadi saksi benar satu bulan,” kata Arcandra.

Arcandra menerangkan kontrak kerja sama WK Duyung sebelumnya ditandatangani 16 Januari 2007 menggunakan skema bagi hasil cost recovery dan saat ini masih berstatus Wilayah Kerja Eksplorasi dengan kontraktor West Natuna Exploration Ltd. 

    Perubahan skema ini tidak mempengaruhi masa kontrak bagi hasil selama 30 tahun dari tanggal efektif kontrak awal atau sampai dengan 16 Januari 2037. Luas Wilayah kerja saat ini adalah 926,94 kilometer persegi.

“Pemerintah berpesan kepada kontraktor agar melanjutkan proses penyelesaian Plan Of Development, sehingga lapangan tersebut dapat segera berproduksi,” ujarnya.

West Natuna Exploration Ltd merupakan KKKS kedua yang beralih menggunakan skema Gross Split. Perubahan menjadi skema gross split sebelumnya telah dilakukan oleh Eni East Sepinggan pada 11 Desember 2018 lalu. 

“Dengan demikian, kontrak migas yang menggunakan skema gross split tercatat sebanyak 37 kontrak,” ujar Arcandra.

Sesuai dengan ketentuan peraturan dan perundangan yang berlaku, biaya yang sudah dikeluarkan kontraktor pada masa eksplorasi tetap diakui dan diberlakukan sebagai biaya operasi.
