PT Pertamina (Persero) stated that it has a strong intention to invest in the Rokan Block before the existing block contract expires in 2021. Pertamina and PT Chevron Pacific Indonesia (CPI) must reach a business model and key term agreement before the Company can be involved in investing in Blok Rokan.
Upstream Director of Pertamina Dharmawan H. Samsu said that the Rokan Block operatorship transition would be carried out in a more advanced way, namely the transition starting from this year.
A kick-off meeting between Pertamina, Chevron, and the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) regarding the management of the Rokan Block has also been carried out. One of the discussions is a drilling program that allows Pertamina to participate.
"How Chevron and Pertamina reached an agreement regarding the business model and key term for Pertamina could begin to drill. I don't know when to drill, but the intensity is very strong, "he said.

He explained, it is not easy so that Pertamina can participate in investing in the Rokan Block before 2021. Because, legally, the Rokan Block is still Chevron's management rights. However, it needs to do this to maintain the production of the Rokan Block.
"It must be done so that when taking over management, there is already a drilling crew," he added.
In addition, added Dharmawan, there are plans to replace oil pipes from Minas-Duri-Dumai and Balam Bangko-Dumai this year. The reason is, if the pipe replacement is waiting for 2021, then there will be 18 months to 2 years in which the new pipeline is still being built where the existing pipeline is potentially not functioning.
"This means that to prevent production from being able to flow because the existing pipe must be treated, the pipe must be replaced. Now the execution plan is being studied and hopefully it will work in 2019. I cannot share who is building it, "he explained.
Finally, he discussed the discussion with Chevron about how to make institutional knowledge transferable to Pertamina. In the future, said Dharmawan, there will be a periodic steering committee meeting at SKK Migas regarding this transfer. Regarding the partnership in managing the Rokan Block, Dharmawan said that his party would follow the provisions of the government.

Direktur Hulu Pertamina Dharmawan H Samsu mengatakan, transisi operatorship Blok Rokan akan dilaksanakan dengan cara lebih maju, yakni transisi dimulai dari tahun ini. Kick off meeting antara Pertamina, Chevron, dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) soal alih kelola Blok Rokan juga telah dilaksanakan. Salah satu pembahasannya, adanya program pengeboran yang memungkinkan Pertamina berpartisipasi.
“Bagaimana Chevron dan Pertamina capai kesepakatan mengenai business model dan key term untuk Pertamina bisa mulai mengebor. Saya tidak tahu kapan pengeboran, tetapi intensinya sangat kuat,” kata dia.
Dia menjelaskan, tidak mudah agar Pertamina bisa turut berinvestasi di Blok Rokan sebelum 2021. Pasalnya, secara hukum, Blok Rokan masih menjadi hak kelola Chevron. Namun, pihaknya perlu melakukan hal tersebut untuk menjaga produksi Blok Rokan.
“Harus dilakukan agar saat ambil alih kelola, di sana sudah ada kru pengeboran,” tambahnya.
Selain itu, tambah Dharmawan, ada rencana untuk penggantian pipa minyak dari Minas-Duri-Dumai dan Balam Bangko-Dumai pada tahun ini juga. Pasalnya, jika penggantian pipa menunggu 2021, maka ada waktu 18 bulan sampai 2 tahun di mana pipa baru masih dibangun di mana pipa eksisting berpotensi tidak berfungsi.
“Artinya untuk mencegah produksi tidak bisa dialirkan karena pipa (eksisting) harus dirawat, maka diputuskan pipa harus diganti. Sekarang sedang dikaji execution plan-nya dan mudah-mudahan bisa jalan di 2019. Saya tidak bisa share siapa yang membangun," jelas dia.
Terakhir, pembahasan dengan Chevron disebutnya juga tentang bagaimana agar institutional knowledge bisa ditransfer ke Pertamina. Ke depannya, kata Dharmawan, akan ada pertemuan steering committee periodik di SKK Migas tentang alih kelola ini. Terkait kemitraan dalam mengelola Blok Rokan, Dharmawan menyatakan pihaknya akan mengikuti ketentuan dari pemerintah.
“Mengenai blok Rokan, dalam ketetapan menteri kami memang diarahkan untuk mencari mitra, dan kami melihat itu sebagai sebagai sesuatu yang harus kami jalankan,” tutur dia.
Mengacu Keputusan Menteri ESDM 1923K/ 10/ MEM/ 2018, Pertamina atau afiliasinya wajib bekerja sama dengan mitra, baik badan usaha atau badan usaha tetap, yang memiliki kemampuan di bidang hulu migas sesuai dengan kelaziman bisnis (business to business) sebelum alih kelola pada 8

Sejauh ini, lanjut Dharmawan, Pertamina sudah membayarkan bonus tanda tangan Blok Rokan sebesar US$ 784 juta. Selain itu, perseroan juga telah merampungkan pembentukan anak usaha yang khusus menggarap blok ini pada 21 Desember 2018, yakni Pertamina Hulu Rokan.
“Pertamina Hulu Rokan berada langsung di bawah Direktorat Hulu Pertamina,” ujarnya.
Sementara tanda tangan kontrak ditargetkan bisa dilakukan bulan ini.
