The government is looking for loopholes to increase national oil and gas production by encouraging advanced or enhanced oil depletion projects oil recovery (EOR). The Coordinating Minister for Maritime and Investment Luhut Binsar Pandjaitan brought together oil and gas sector stakeholders to ensure that this advanced oil drainage project took place.

Not only the Ministry of Energy and Mineral Resources (ESDM) and the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), Luhut also summoned the 10 largest oil and gas producers in Indonesia. Luhut said oil and gas producers would identify steps to increase national oil production. According to him, when the decline in natural oil and gas production, efforts to drain 1.6 billion barrels of oil could revive the industry.
"I ask them to immediately make plans on how to use EOR, so that our production can be 1 million barrels per day [BPD in the next few years," he said, at the Office of the Maritime and Investment Coordinating Ministry.
Efforts to increase oil and gas production become a necessity to cut oil and gas lifting gap with the target in the state budget. Although EOR is a solution to increase production, it also encourages efforts to find new oil and gas reserves.
"So all of us identified which EORs could be. There are no special requests from them. But later they will follow up on this EOR, "he added.
Based on SKK Migas data, oil production was recorded at 748,000 barrels of oil per day (BPD) and natural gas at 7,200 mmscfd as of October 2019. Looking at the realization of oil and gas production performance depicted a total decline of approximately 5% compared to last year's production. Luhut also instructed PT Pertamina to seriously work on the EOR program.
The reason is that Pertamina has at least eight EOR programs that are projected to operate the fastest in 2023. Pertamina, through its subsidiary PT Pertamina EP, is carrying out eight EOR drainage projects. The project includes EOR activities in the field, namely Tanjung, Sukowati, Rantau, Sago, Ramba, Jirak, Limau, and Jatibarang.
Acting Director-General of Oil and Gas Ministry of Energy and Mineral Resources Djoko Siswanto said the focus of the meeting with the Coordinating Minister for Maritime and Investment focused on efforts to increase oil and gas production.
"Earlier also mentioned about the exploration that was carried out continuously, although waiting 5 years or 10 years," he said. Djokomen added to increase oil and gas production, the EOR program was also accelerated. Later, to deepen the rolling EOR program, a coordination meeting will be held again on 25 January.

Luhut Desak Penerapan EOR
Pemerintah mencari celah peningkatan produksi minyak dan gas bumi nasional dengan mendorong proyek pengurasan minyak tahap lanjut atau enhanced oil recovery (EOR). Menteri Koordinator Maritim dan Investasi Luhut Binsar Pandjaitan mengumpulkan pemangku kepentingan sektor migas untuk memastikan proyek pengurasan minyak tahap lanjut ini berlangsung.
Tidak hanya Kementerian Energi dan Sumber Daya Mineral (ESDM) dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), Luhut juga memanggil 10 produsen migas terbesar yang ada di Indonesia.
Luhut mengatakan, para produsen migas akan mengidentifikasi langkah meningkatkan produksi siap jual (lifting) minyak nasional. Menurutnya, di saat penurunan produksi migas alami, upaya pengurasan 1,6 miliar barel minyak dapat kembali menggairahkan industri ini.
“Saya minta pada mereka, untuk segera membuat perencanaan bagaimana menggunakan EOR, agar produksi kita bisa 1 juta barel per hari [BPH] beberapa tahun ke depan,” katanya, di Kantor Kemenko Maritim dan Investasi.
Upaya peningkatan produksi migas menjadi keniscayaan untuk memangkas gap lifting migas dengan target dalam APBN. Meski EOR menjadi solusi peningkatan produksi, pihaknya juga mendorong adanya upaya pencarian cadangan migas baru.
“Jadi semua kami identifikasi mana saja EOR yang bisa. Tidak ada permintaan khusus dari mereka. Tapi nanti mereka akan follow up soal EOR ini,” tambahnya.
Berdasarkan data SKK Migas, produksi minyak tercatat 748.000 barel minyak per hari (bph) dan gas bumi 7.200 mmscfd per Oktober 2019. Melihat realisasi kinerja produksi migas menggambarkan penurunan secara total kurang lebih 5% dibandingkan dengan produksi tahun lalu. Luhut pun menginstruksikan kepada PT Pertamina untuk serius mengerjakan program EOR.
Pasalnya, Pertamina setidaknya memiliki delapan program EOR yang diproyeksi beroperasi paling cepat pada 2023. Pertamina, melalui anak usahanya PT Pertamina EP, menggelar delapan proyek pengurasan EOR. Proyek tersebut meliputi kegiatan EOR di lapangan yaitu Tanjung, Sukowati, Rantau, Sago, Ramba, Jirak, Limau, dan Jatibarang.
Pelaksana Tugas Dirjen Migas Kementerian ESDM Djoko Siswanto mengatakan fokus rapat dengan Menteri Koordinator Maritim dan Investasi menitik-beratkan pada upaya peningkatan produksi migas.
“Tadi disinggung juga tentang eksplorasi yang dilakukan terus, meski tunggu 5 tahun atau 10 tahun,” katanya. Djokomenambahkan untuk meningkatkan produksi migas, program EOR juga dikebut. Nantinya, untuk memperdalam program EOR yang sudah bergulir, akan kembali diadakan rapat koordinasi pada 25 Januari mendatang.
