Pertamina Immediately Operates Rokan

From 72 wells, Pertamina will drill 20 wells.

PT Pertamina (Persero) will begin drilling in the Rokan Block in Riau Province in the third quarter of 2020. The government requests the current Rokan Block operators and future operators to coordinate well. Pertamina Upstream Director Dharmawan Samsu explained, this acceleration step needed to be done to maintain the production of the Rokan Block.

"This is very important because we need to make sure in 2020 we can really do the drilling," Dharmawan said.

To do the drilling, there are several conditions agreed upon between the prospective new operators, namely Pertamina and the old operators. namely Chevron. This is to maintain investment in the transition period. Darmawan explained naturally the reserves in the reservoir will continue to decline. To overcome this, Pertamina needs to drill. The plan is, to begin with, Pertamina will drill 20 wells.

"Yes, these are steps that need to be taken apart from the need to maintain wells, maintain compression, and maintain production stability," Dharmawan said.

To get to the drilling schedule in the third quarter, Dharmawan explained, in the first half of this year, Pertamina needed to make preparations for procurement. These include long lead items such as rig readiness and wheel heads (wells to be drilled).

"In the first semester, we focus on providing goods for drilling. We want to ensure that the rig and crew are ready," Dharmawan said.

With this drilling plan, Darmawan said, it was possible that there would be a revision of the company's Work and Budget Plan (RKP & B). These changes will be discussed with the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), including production and investment targets.

"SKK Migas is very supportive and conducive. They ensure that all initiatives to maintain production will be supported," Darmawan said.

In the WP&B 2020 SKK Migas, Rokan Block oil production is targeted at 161 thousand barrels per day (BPH). In 2018, this block can still produce 210 thousand BPD, the second largest after Cepu Block oil production.

Arifin Tasrif

ESDM Minister Arifin Tasrif said Pertamina planned to drill 20 wells in the Rokan Block by 2020. In total, 72 wells were planned. Even so, Arifin did not specify the investment value to be spent by the government oil and gas company in the Rokan Block.

"Of the 72 targets, at least 20 can be implemented next year. It could be faster," Arifin said when meet at the BPH Migas Building.

Arifin has also asked Pertamina to be more proactive in order to smooth the transition process in the Rokan Block to run smoothly. He appealed to Chevron as the current manager not to close down when Pertamina entered before the Chevron contract in the Rokan Block expires in 2021. Therefore, Arifin hopes that discussions between Pertamina and Chevron regarding the transition in the Rokan Block can soon be completed in the near future.

"Chevron reports every week, there are matters relating to regulations and contractual rights," Arifin said.

Since it was first discovered in 1941 to date, the Rokan Block has produced approximately 4.5 billion barrels of oil. It is estimated that the Rokan Block currently still holds 500 million to 1.5 billion barrels of oil.

As for 2020, SKK Migas set a production target in the Rokan Block of only 161 thousand bopd, down from this year's target of 190 thousand bopd. That is because there is no activity that will be carried out by Chevron in the Rokan Block in 2021.

PT Pertamina (Persero) akan mulai melakukan pengeboran di Blok Rokan di Provinsi Riau pada kuartal III tahun 2020 ini. Pemerintah meminta operator Blok Rokan saat ini dan operator ke depan dapat berkoordinasi dengan baik. Direktur Hulu Pertamina Dharmawan Samsu menjelaskan, langkah percepatan ini perlu dilakukan untuk menjaga produksi Blok Rokan. 

"Ini penting sekali karena kami perlu meyakinkan pada 2020 kami betul-betul bisa melakukan pengeboran," ujar Dharmawan.

Untuk melakukan pengeboran, ada beberapa ketentuan yang disepakati antara calon operator baru, yakni Pertamina dengan operator lama. yakni Chevron. Hal ini untuk menjaga lnvestasi di masa transisi. Darmawan menjelaskan secara alamiah cadangan dalam reservoar akan tetap mengalami penurunan. Untuk bisa mengatasi hal tersebut, Pertamina perlu melakukan pengeboran. Rencananya, untuk awalan, Pertamina akan mengebor 20 sumur.

"Ya ini langkah-langkah yang perlu dilakukan selain perlu melakukan perawatan sumur, menjaga kompresi, dan menjaga stabilan produksi," ujar Dharmawan.

Untuk menuju jadwal pengeboran pada kuartal tiga tersebut, Dharmawan menjelaskan, pada semester pertama tahun ini, Pertamina perlu melakukan persiapan pengadaan. Pengadaan tersebut antara lain adalah long lead item seperti kesiapan rig dan wheel head (kepala sumur untuk bisa dibor).

"Semester satu kami fokus melakukan penyediaan barang untuk pengeboran. Kami mau memastikan rig dan kru siap," ujar Dharmawan.

Dengan rencana pengeboran ini, Darmawan mengatakan, tidak menutup kemungkinan bakal ada revisi Rencana Kerja dan Anggaran (RKP&B) perusahaan. Perubahan-perubahan ini akan dibicarakan dengan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), termasuk target produksi dan investasi.

"SKK Migas sangat suportif dan kondusif. Mereka memastikan semua inisiatif menjaga produksi akan didukung," ujar Darmawan.

Dalam WP&B 2020 SKK Migas, produksi minyak Blok Rokan ditargetkan sebanyak 161 ribu barel per hari (BPH). Pada 2018, blok ini masih bisa produksi 210 ribu bph atau kedua terbesar setelah produksi minyak Blok Cepu. 

Menteri ESDM Arifin Tasrif mengatakan, Pertamina berencana melakukan pengeboran sumur di Blok Rokan sebanyak 20 sumur pada 2020. Secara total, target yang dicanangkan sebanyak 72 sumur. Meski begitu, Arifin tidak memerinci nilai investasi yang akan dikeluarkan oleh perusahaan minyak dan gas mili pemerintah tersebut di Blok Rokan.

"Dari 72 target, paling tidak 20 itu bisa terlaksana di tahun depan. Bisa lebih cepatlah," kata Arifin saat ditemui di Gedung BPH Migas.

Arifin pun sudah meminta Pertamina untuk lebih proaktif guna memuluskan proses transisi di Blok Rokan berlangsung lancar. Ia mengimbau Chevron selaku pengelola saat ini agar tidak menutup diri ketika Pertamina masuk sebelum kontrak Chevron di Blok Rokan berakhir pada 2021. Maka itu, Arifin berharap, agar diskusi antara Pertamina dan Chevron terkait transisi di Blok Rokan dapat segera rampung dalam waktu dekat. 

"Tiap minggu Chevron sudah lapor, ada hal-hal yang terkait regulasi maupun hak-hak kontraktual," ujar Arifin.

Sejak ditemukan pertama kali pada 1941 sampai saat ini, Blok Rokan telah menghasilkan kurang lebih 4,5 miliar barel minyak. Diperkirakan saat ini Blok Rokan masih menyimpan 500 juta hingga 1,5 miliar barel minyak. 

Adapun pada tahun 2020, SKK Migas mematok target produksi di Blok Rokan hanya sebesar 161 ribu bopd atau turun dibandingkan target tahun ini yang sebesar 190 ribu bopd. Hal tersebut karena tidak ada aktivitas apa pun yang bakal dilaksanakan Chevron di Blok Rokan pada tahun 2021.
