SKK Migas Maping the Block Abadi LNG Buyers

The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that it has received an idea of ​​a buyer of 40% of the production capacity of the Masela Blok Abadi LNG project as much as 9.5 million tons per year (mtpa).

The Head of SKK Migas Dwi Soetjipto said that he had obtained a description of the gas needs of PT PLN (Persero) of around 2-3 million mtpa. However, to ensure these needs, PLN is still waiting for approval of the Electricity Supply Business Plan (RUPTL). In addition to prospective buyers from within the country, SKK Migas also captured the interest of foreign gas buyers, namely Tokyo Gas and Japan Corporation.

"Now maybe around 40% -50% have committed and conveyed their interest to take it," he said after the Socialization of the Abadi LNG Project to the National Upstream Oil and Gas Support Industry.

In addition to potential buyers who have been recorded, SKK Migas is also still waiting for a letter of interest to purchase gas from the Masela Block. Dwi added that the excess supply of world gas made searching for buyers even more challenging. The SKK Migas team together with lnpex Corporation are currently holding a roadshow in the search for potential buyers of the Masela refinery gas.

"Indeed, the problem is that lately, the world's excess gas supply is very much. This is a challenge. We haven't talked about prices yet, but we talk about volume because prices will depend on the market, "he added.

The government has set the Masela Block production capacity of 9.5 metric tons per year (mtpa) of LNG and 150 million standard cubic feet (mmscfd) of gas pipelines. Cumulative production of condensate during 2027-2025 is estimated at 255.28 million MMSTB. 

      Dwi added prioritizing finding buyers of gas from within the country after the needs were met after it was sold for export needs. He estimates that by calculating the gas balance, SKK Migas has calculated that 60% will be purchased for domestic needs.

"With national production also going down because of the existing decline, it is certain that PLN is a buyer, while PGN, which also supplies industry, gas is for domestic use. The rest go abroad, "he said.

And in terms of the progress of project development, Dwi admits that the government and Inpex Corporation are taking care of all the requirements for developing the Masela Block in parallel. For example, SKK Migas helps Inpex Corporation take care of various land permits and environmental impact analysis, to help marketing. Not only that, SKK and Inpex will open tenders to select contractors who work on the system design process to be built (EPC) at the LNG plant.

Currently, lnpex Corporation is working on Front End Engineering Design (FEED) which is expected to be completed in the next two to three years. He explained in parallel the government would help Inpex to get additional fundraising.

"Because there are four groups that move parallel and for licensing, thank God, we get good support from various ministries and local governments," he said.

In terms of capacity building, with a construction project value of around US $ 19.8 billion, it is estimated that there is a potential of US $ 5.27 billion in domestic goods or services expenditure.

SKK Migas Petakan Penyerap LNG Abadi

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan sudah mendapat gambaran pembeli 40% kapasitas produksi proyek LNG Abadi Blok Masela sebanyak 9,5 juta ton per tahun (mtpa). 

Kepala SKK Migas Dwi Soetjipto mengatakan telah mendapatkan gambaran kebutuhan gas dari PT PLN (Persero) sekitar 2-3 juta mtpa. Hanya saja, untuk kepastian kebutuhan tersebut, PLN masih menunggu persetujuan Rencana Usaha Penyediaan Tenaga Listrik (RUPTL). Selain calon pembeli dari dalam negeri, SKK Migas juga menangkap minat pembeli gas dari luar negeri, yakni Tokyo Gas dan Japan Corporation.

“Sekarang mungkin sekitar 40%-50 % sudah ada yang berkomitmen dan menyampaikan minat untuk mengambil,” tuturnya usai acara Sosialisasi Proyek LNG Abadi kepada lndustri Nasional Penunjang Hulu Migas.

Selain calon pembeli yang sudah terekam, SKK Migas juga masih menunggu surat pernyataan minat untuk membeli gas dari Blok Masela tersebut. Dwi menambahkan pasokan gas dunia yang berlebih membuat pencarian pembeli menjadi semakin menantang. Adapun tim SKK Migas bersama lnpex Corporation saat ini sedang roadshow dalam pencarian pembeli potensial gas Kilang Masela. 

“Memang yang menjadi masalah bahwa belakangan ini suplai gas dunia berlebih sangat banyak. Ini yang menjadi tantangan. Kami belum berbicara harga, tapi bicara masalah volume karena harga nanti tergantung market,” tambahnya.

Pemerintah menetapkan kapasitas produksi Blok Masela 9,5 metrik ton per tahun (mtpa) LNG dan 150 juta standar kaki kubik (mmscfd) gas pipa. Kumulatif produksi kondensat selama 2027-2025 ditaksir 255,28 juta MMSTB. Dwi menambahkan mengutamakan mencari pembeli gas dari dalam negeri setelah kebutuhan terpenuhi setelah itu dijual untuk kebutuhan ekspor. Dia memperkirakan dengan memperhitungkan neraca gas, SKK Migas telah menghitung 60% akan terbeli untuk kebutuhan dalam negeri.

“Dengan produksi nasional nanti juga akan turun karena decline yang existing, memang sudah pasti pembeli PLN, sementara PGN yang juga supply ke industri, gas itu untuk dalam negeri. Sisanya ke luar negeri,” katanya.

Dan sisi kemajuan pengembangan proyek, Dwi mengaku pemerintah dan Inpex sedang membereskan semua persyaratan pengembangan Blok Masela

secara paralel. Misalnya, SKK Migas membantu Inpex mengurus bermacam perizinan lahan dan analisis dampak lingkungan, hingga membantu pemasaran. Tidak hanya itu, SKK dan Inpex akan membuka tender untuk memilih kontraktor yang mengerjakan proses perancangan sistem yang akan dibangun (EPC) di kilang LNG.

Saat ini, lnpex sedang mengerjakan Front End Engineering Design (FEED) yang diharapkan rampung dalam dua sampai tiga tahun mendatang. Ia menjelaskan secara paralel pemerintah akan membantu Inpex untuk mendapatkan tambahan penggalangan dana.

“Karena ada empat grup yang bergerak paralel dan untuk perizinan, alhamdulillah, kita mendapat support yang bagus dari berbagai kementerian dan pemerintah daerah,” ujarnya. 

Dari sisi peningkatan kapasitas, dengan nilai proyek pembangunan sekitar US$19,8 miliar diperkirakan ada potensi senilai US$5,27 miliar belanja barang atau jasa di dalam negeri.
