Two Oil and Gas Blocks Attracted



Two of the six oil and gas working areas (WK) or blocks entered in auction II 2018 are in demand. The government targets the remaining WK ​​auction to be completed before the end of the year. The two WKs are WK South Jambi B and WK Banyumas. WK South Jambi B will be operated by Hong Kong Jindi Group (HJG), Hong Kong.

HJG won the auction because it offered the amount of a definite work commitment (CTF) of 60 million US dollars and a signature bonus of 5 million US dollars. Meanwhile, WK Banyumas was won by a local company, PT Minarak Berantas Gas.

    Minarak offered a KKP of 4 million dollars and a signature bonus of 500 thousand US dollars. Deputy Minister of ESDM Arcandra Tahar said, these two WKs added four WKs that were sold in the 2018 phase I auction. Future domestic oil and gas production could rely on production WKs which were now getting operators.

"We hope that the winners can immediately complete the contract so that it can produce faster. What is important is that we need contractors who can increase production and find new oil reserves," said Arcandra at the Ministry of Energy and Mineral Resources.

Actually there are six WKs offered in the Phase II auction, Two WKs, namely the South East Makasar and Andika Bumi, stated that there are no interested parties because no one has submitted the auction documents. Meanwhile, the other two WKs, namely Makassar Strait and the Long Strait WK, did not get the auction winner.

"From the second phase of the auction, six are offered, two practices. To this day, there have been six WKs who are gross gross schemes," Arcandra said.

The remaining four WKs will be included in the Phase III auction. Announcement of the auction will be held next week and will be announced in December.

Found separately, VP Exploration PT Eni Muara Bakau B (ENI) Davide Casini Ropa was reluctant to explain why ENI failed to operate the Makassar Strait Block. David explained, his party was still very interested in this WK.

"We see good potential in the Kutai Basin. This is a potential block," David said.


Despite failing in this phase II auction, ENI was interested in being able to take part in the III stage auction. Because, ENI has facilities near this WK so that production can be more efficient. Makasar Strait Block is located off the coast of the Makassar Strait, East Kalimantan. The area is 1,555 square kilometers. This block already has a producing field, West Seno. As of January 1, 2017, the remaining proven oil and condensate reserves reached 1.8 million barrels from the potential of around 2.15 million to 4.1 million barrels.

Offer to Pertamina

ESDM Ministry Director General of Oil and Gas Djoko Siswanto said the government planned to offer several WK that were not in demand at auction to Pertamina. Djoko explained, in writing, Pertamina expressed interest in this WK-WK. However, until now Pertamina has not submitted documents.

"There is a week. Orally, Pertamina is interested in a joint study, we will discuss it later," said Djoko at the ESDM Ministry.

Reflecting on the tide of the Makassar Strait Block which was decided by the government there were no winners even though there were interested parties, Djoko said, it would also be evaluated again. Although he did not say the problem, Djoko stated that the point was an obligation that must be met by oil and gas contractors.

"The terms and conditions have a point. There are points that have not been fulfilled by contractors. Pertamina wants to negotiate first," Djoko said.

Phase III auction will be opened next week and while offering seven WK. When the Makassar Strait Block is entered, there are eight WK to be auctioned.

Dua Blok Migas Diminati


Dua dari enam wilayah kerja (WK) migas atau blok yang masuk dalam lelang tahap II 2018 diminati. Pemerintah menargetkan lelang WK tersisa bisa rampung sebelum akhir tahun. Dua WK tersebut adalah WK South Jambi B dan WK Banyumas. WK South Jambi B akan dioperasikan oleh Hong Kong Jindi Group (HJG), Hong Kong.

HJG memenangi lelang karena menawarkan besaran komitmen kerja pasti (KKP) sebesar 60 juta dolar AS dan bonus tanda tangan (signature bonus) sebesar 5 juta dolar AS. Sedangkan, WK Banyumas dimenangkan oleh perusahaan lokal, PT Minarak Berantas Gas. Minarak menawarkan KKP sebesar 4 juta dolar dan bonus tanda tangan sebesar 500 ribu dolar AS. Wakil Menteri ESDM Arcandra Tahar mengatakan, dua WK ini menambah empat WK yang laku dalam lelang tahap I 2018. Produksi migas dalam negeri ke depan bisa bertumpu pada WK produksi yang kini kembali mendapatkan operator.

"Kami berharap para pemenang bisa segera menyelesaikan kontrak agar bisa lebih cepat berproduksi. Yang penting, kami butuh kontraktor yang bisa meningkatkan produksi dan menemukan cadangan minyak baru," ujar Arcandra di Kementerian ESDM.

Sebenarnya ada enam WK yang ditawarkan pada Ielang tahap II ini, Dua WK, yakni South East Makasar dan Andika Bumi, dinyatakan tidak ada peminat karena tidak ada yang menyerahkan dokumen lelang. Sedangkan, dua WK lainnya, yaitu Makasar Strait dan WK Selat Panjang, tidak mendapatkan pemenang lelang.

"Dari lelang tahap dua ini, enam yang ditawarkan, dua laku. Sampai hari ini, sudah ada enam WK yang laku dengan skema gross split," ujar Arcandra.

Empat WK tersisa akan dimasukkan dalam lelang tahap III. Pengumuman lelang akan dilakukan pekan depan dan akan diumumkan pada Desember.

"Pekan depan lelang tahap III terdiri dari WK-WK yang sudah atau sedang melakukan joint study. Penutupan lelang sebelum akhir tahun, jadi penentuan pemenang bisa segera," ujar Arcandra.

Ditemui terpisah, VP Exploration PT Eni Muara Bakau B (ENI) Davide Casini Ropa enggan menjabarkan alasan ENI gagal mengoperatori Blok Makasar Strait. David menjelaskan, pihaknya masih sangat tertarik terhadap WK ini.

"Kami melihat potensi yang baik dalam cekungan Kutai Basin. Ini blok yang potensial," ujar David.

Meski gagal dalam lelang tahap II ini, ENI berminat untuk bisa mengikuti lelang tahap III. Sebab, ENI memiliki fasilitas di dekat WK ini sehingga produksi bisa lebih efisien. Blok Makasar Strait ini terletak di lepas pantai Selat Makassar, Kalimantan Timur. Luas areanya 1.555 kilometer persegi. Blok ini telah memiliki lapangan yang sudah berproduksi, yakni West Seno. Sampai 1 Januari 2017, sisa cadangan minyak dan kondensat yang terbukti di sana mencapai 1,8 juta barel dari potensi sekitar 2,15 juta hingga 4,1 juta barel.

Tawarkan ke Pertamina

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan, pemerintah berencana menawarkan beberapa WK yang tidak diminati dalam lelang kepada Pertamina. Djoko menjelaskan, secara tertulis, Pertamina menyatakan minat terhadap WK-WK ini. Namun, hingga saat ini Pertamina belum menyerahkan dokumen.

"Ada waktu sepekan. Secara lisan, Pertamina minat untuk joint study, nanti kita bicarakan lagi," ujar Djoko di Kementerian ESDM.

Berkaca pada lalang Blok Makasar Strait yang diputuskan pemerintah tidak ada pemenang meski ada peminat, Djoko mengatakan, itu juga akan dievaluasi lagi. Meski tidak mengatakan kendalanya, Djoko menyatakan poin tersebut merupakan kewajiban yang perlu dipenuhi oleh kontraktor migas.

"Syarat dan ketentuan ada pointnya. Ada poin yang belum dipenuhi kontraktor. Pertamina mau menegosiasikan dulu," ujar Djoko.

Lelang tahap III yang akan dibuka pekan depan dan sementara menawarkan tujuh WK. Bila Blok Makassar Strait masuk, ada delapan WK yang akan dilelang.

Indonesia Can Add Commitment to Oil and Gas Investment US $ 64 M



Indonesia obtained an additional investment commitment in the upstream oil and gas sector of US $ 64 million after the announcement of the winner of the second phase of the oil and gas block 2018. Two oil and gas companies were declared winners in this auction, namely Hong Kong Jindi Group Co Ltd for South Jambi B Block and PT Minarak Brantas Gas for the Banyumas Block.

He said, until the deadline for submission of participation documents on October 12, there were 18 documents accessed by oil and gas companies. But he was reluctant to reveal what the unmet requirements were. Arcandra ensures that the unmet requirements are not from the commercial side.

"This is between the government and the company (who knows these requirements)," he said.

Meanwhile. ESDM Ministry's Director General of Oil and Gas Djoko Siswanto explained, there are obligations in these terms and conditions that must be met for auction winners. However, the prospective winner actually questioned one of these obligations.

Meanwhile, Djoko said, there are at least eight oil and gas blocks that will be auctioned in the third phase of the auction. Unfortunately, he did not specify what oil and gas blocks would be offered.

"What is clear is all direct bidding auctions," he said.

In addition to being auctioned, the block that is not in demand in the second phase of the auction, namely southeast Mahakam and Andika Bumi Kita, he said will be offered a joint study by PT Pertamina (Persero).

"Pertamina is interested in blocks that have not been sold, but with a joint study," he said.

It has communicated with Pertamina about the joint study plan in the two blocks. Later, Pertamina will look at data from the two blocks. It hopes that Pertamina will conduct a joint study in these two blocks, one of which is because the South East Mahakam Block is located close to the Mahakam Block.

The Government Will Again Auction Four Oil and Gas Blocks

The government has completed the auction process for the second phase of the oil and gas working area (WK) in 2018. As a result, the government has established winners in two oil and gas blocks, while the other four oil and gas blocks have no winners. Of the four oil and gas blocks, the government refused offers in two blocks. While the other two blocks are not interested.

The Ministry of Energy and Mineral Resources (ESDM) opened the second phase of the oil and gas block auction since August 14, 2018. The auction document was accessed by 18 participants. However, only five participants entered bidding documents for four oil and gas WKs.

"From the commercial side (signature bonus and firm commitment) there are no problems. But there are other requirements that are not fulfilled, so Eni's offer failed," he said.

Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto added, Eni actually did not not want to meet the requirements, but they wanted to negotiate terms with economic reasons.

"They still question the obligation of the winner," he explained.

Pemerintah telah menyelesaikan proses lelang enam Wilayah kerja (WK) migas tahap kedua 2018. Hasilnya, pemerintah menetapkan pemenang di dua blok migas, sementara empat blok migas lainnya tidak ada pemenang. Dari empat blok migas tadi, pemerintah menolak penawaran di dua blok. Sedangkan dua blok lainnya tidak ada peminat.

Kementerian Energi dan Sumber Daya Mineral (ESDM) membuka lelang blok migas tahap kedua sejak 14 Agustus 2018. Dokumen lelang kali ini diakses 18 peserta. Namun hanya lima peserta yang memasukkan dokumen lelang untuk empat WK migas. 

Wakil Menteri ESDM, Arcandra Tahar menyebutkan, ada dua pemenang lelang WK Migas, yaitu Hong Kong  Jindi Group Co Ltd untuk WK South Jambi B dan PT Minarak Brantas Gas yang memenangi WK Banyumas. Minarak Brantas adalah anak usaha Lapindo Brantas Inc. 

Di WK South Jambi  B, Hong Kong  Jindi Group menyatakan Komitmen Kerja Pasti (KKP) lima tahun senilai US$ 60 juta serta wajib membayar bonus tanda tangan US$ 5 juta. Untuk WK Banyumas, Minarak Brantas wajib melaksanakan komitmen pasti eksplorasi dengan total nilai US$ 4 juta dan membayar bonus tandatangan US$ 500.000.

Dari lelang ini, pemerintah mendapatkan total bonus tandatangan (signature bonus) senilai US$ 5,5 juta. Pemerintah juga meraih total komitmen pasti US$ 64 juta. Arcandra berharap tanda-tangan kedua WK paling lambat akhir November 2018. Untuk dua blok migas, Makassar Strait dan Selat Panjang, semula diminati investor. Namun para peserta yang memasukkan dokumen lelang tidak memenuhi persyaratan.

Adapun di dua blok lainnya, yaitu WK Andhika Bumi Kita dan South East Mahakam, tidak ada satu pun peminatnya. Pada lelang berikutnya, pemerintah berencana kembali menawarkan empat blok migas yang tidak laku. Sementara perusahaan energi dari Italia, Eni, mesti gigit jari lantaran penawarannya pada WK Migas Makassar Straits ditolak. Arcandra bilang, proposal ENI tidak memenuhi syarat dalam terms and conditions (T&C). 

"Dari sisi komersial (signature bonus dan firm commitment) tidak ada masalah. Tapi ada persyaratan lain yang tidak dipenuhi, sehingga penawaran Eni gagal,” kata dia. 

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM, Djoko Siswanto menambahkan, Eni sebenarnya bukan tidak ingin memenuhi persyaratan, namun mereka ingin menegosiasikan persyaratan dengan alasan keekonomian. 

"Mereka masih mempertanyakan kewajiban pemenang," jelas dia.

Casini Ropa, VP Exploration Eni Muara Bakau B. V. mengatakan, Eni masih tertarik melihat potensi migas di Blok Makassar Strait. 

"Blok ini menarik karena kami memiliki fasilitas dekat blok migas tersebut," ujar dia.

Kementerian Energi dan Sumber Daya Mineral (ESDM) mengumumkan hasil lelang wilayah kerja (WK) atau blok migas konvensional tahap kedua. Pengumuman ini dilakukan langsung oleh Wakil Menteri ESDM Arcandra Tahar.

Dalam lelang blok migas tahap kedua tahun ini, ada enam blok migas yang ditawarkan antara lain Makassar Strait, Selat Panjang, South Jambi B, Andika Bumi Kita, Banyumas, dan South East Mahakam. Keenam blok migas tersebut terbagi dalam blok produksi, yaitu Makassar Strait, Selat Panjang, dan South Jambi B dan blok eksplorasi yaitu Southeast Mahakam, Banyumas, dan Andika Bumi Kita.

Jadwal lelang dari keenam blok migas tersebut dimulai sejak 14 Agustus 2018 sampai dengan 12 Oktober 2018. Hingga batas akhir pemasukan dokumen partisipasi/penawaran tanggal 12 Oktober 2018 secara keseluruhan terdapat 18 bid document yang diakses oleh peminat lelang, dengan hasil empat blok migas diminati oleh lima peserta lelang.

"Hari ini adalah hari di mana kita akan mengumumkan pemenang lelang tahap kedua," kata Arcandra di Kementerian ESDM.

Arcandra kemudian mengumumkan keenam blok migas berikut pemenang lelangnya. Untuk Blok Makassar Strait tidak ada pemenang karena ada persyaratan yang tidak sesuai dengan ketentuan. Blok migas ini diminati satu peserta. Kemudian, Blok Selat Panjang juga tidak ada pemenangnya karena tidak memenuhi persyaratan. Blok ini diminati dua peserta. Ketiga, Blok South Jambi B yang dimenangkan oleh Hong Kong Jindi Group dengan komitmen kerja pasti lima tahun senilai USD 60 juta dan bonus tanda tangan US$ 5 juta.

Selanjutnya, Blok Banyumas yang dimenangkan oleh PT Minarak Brantas Gas dengan komitmen pasti eksplorasi USD 4 juta dan bonus tanda tangan US$ 500.000. Sedangkan untuk Blok Andika Bumi Kita dan Southeast Mahakam tidak diminati.

"Andika Bumi Kita tidak ada pemenang tidak ada yang mengajukan. Southeast Mahakam juga tidak ada pemenangnya," kata Arcandra.

Total bonus tanda tangan (signature bonus) yang diperoleh pemerintah sebesar USD 5.500.000, serta komitmen pasti sebesar USD 64.000.000 yang meliputi kegiatan G&G USD 1.000.000, survei seismik 2D 300 km, seismik 3D 400 km2, dan pengeboran empat sumur. Arcandra menambahkan, untuk blok migas yang belum laku akan diikutsertakan dalam lelang tahap berikutnya pekan depan. 

"Bagi blok tidak laku maka ada kemungkinan akan kita masukkan pada lelang tahap selanjutnya atau round selanjutnya dibuka minggu depan," tutur Arcandra.

Jindi Group Controls South Jambi Block B

Deputy Minister of ESDM Arcandra Tahar said that for four oil and gas blocks that were not in demand, they would be included in the phase III / 2018 oil and gas auction. The third phase of the auction will open next week. Phase III / 2018 oil and gas block auction consists of working areas that are already and are conducting joint studies between the government and oil and gas contractors.

Hong Kong Jindi Group promises to sign the South Jambi B Block contract at the end of November 2018. The oil and gas block located in Jambi has the highest oil production rate of 1,500 barrels per day.

PT Minarak Brantas Gas gave a definite work commitment of US $ 4 million and provided a signature bonus worth US $ 500,000 in the Banyu Mas Block. The signing of the block contract is also planned at the end of November.

President Director of Lapindo Brantas Inc. Faruq Adi Nugroho claimed that he had prepared himself to manage the block with the potential for oil and gas as much as 45 million oil equivalent (boe). The gas obtained from the Banyumas Block will be sold to the government through PT Perusahaan Gas Negara Tbk. or PT Pertamina Gas (Pertagas).

"This is my homeland, so it's okay to build your own country. Later the production of oil will be higher, "he said.



ENI REFUSED

Meanwhile, two other work areas that are of interest to contractors, namely the Makassar Strait Block and the Long Strait Block. However, the ESDM Ministry rejected the proposal submitted by Eni Muara Bakau B.V. in the Makassar Strait Block because the oil and gas contractor from Italy did not meet the requirements provided by the government. Arcandra said from the commercial side there were no problems, such as signature bonuses and definite work commitments.

"There are other requirements so Eni's offer fails. This is between the government and ENI alone [discussion]. "

Representative from Eni Muara Bakau BM Davide Casini Ropa said, he was interested in the Makassar Strait Block so he would try to take part in the next auction.

David explained, the reason for Eni's interest in oil and gas blocks off the coast of East Kalimantan was because of the Kutai Basin. Eni also projects that oil and gas reserves in Makassar Strait are quite good.

"This is not our decision. This block is interesting because it is close to our other facilities [Jangkrik Field], "he said.

Director General of Oil and Gas of the Ministry of Energy and Mineral Resources, Djoko Siswanto, said the government would discuss the continuation of Makassar Strait and the Long Strait. In the third phase of the auction, the two blocks will be included again. Rejection of Eni's proposal, according to him, because there is substance in the terms and conditions given and differences in the views of the government and companies from Italy.

"They (ENI) consider these conditions to interfere with commercialization, while we consider it an obligation. And it looks like they will negotiate first, but if the auction doesn't work, "he said.

In this auction, there are also blocks that are lonely interested, namely the Andika Block Bumi Kita and Southest Mahakam. Djoko said there was a possibility that Pertamina would conduct a joint study of the two blocks. He admitted, PT Pertamina (Persero) had indeed not shown interest in official statements, but verbally expressed interest.

Jindi Group Kuasai Blok South Jambi B


Pemerintah memberikan wilayah kerja minyak dan gas bumi yang berlokasi di Jambi, Blok South Jambi B, kepada Hong Kong Jindi Group dalam Lelang blok migas tahap ll/2018.

Selain Jindi Group, PT Minarak Brantas Gas memenangkan tender Blok Banyumas yang berlokasi di Jawa Tengah. South Jambi B, merupakan wilayah kerja migas darat (onshore) yang sebelumnya dioperatori oleh ConocoPhillips. Para investor hanya mengambil dua wilayah kerja minyak dan gas bumi dan total enam blok yang ditawarkan dalam lelang tahap ll/2018 oleh Kementerian Energi dan Sumber Daya Mineral.

Lelang blok migas tahap II/2018 digelar pada 14 Agustus-12 Oktober 2018. Blok yang dilelang itu terbagi dari wilayah kerja produksi dan eksplorasi. Wilayah kerja produksi terdiri atas Blok Makassar Strait, Selat Panjang, dan South Jambi B. Wilayah kerja eksplorasi adalah Blok Southeast Mahakam, Banyumas, dan Andika Bumi Kita.

Hingga batas akhir pemasukan dokumen partisipasi/penawaran pada 12 Oktober 2018, ada 18 dokumen penawaran yang diakses oleh peminat lelang, dengan hasil empat wilayah kerja diminati oleh lima peserta lelang.

Wakil Menteri ESDM Arcandra Tahar mengatakan bahwa untuk empat blok migas yang tidak diminati akan dimasukkan dalam lelang migas tahap III/2018. Lelang tahap ketiga itu akan dibuka pada pekan depan. Lelang blok migas tahap III/2018 terdiri atas wilayah kerja yang sudah dan sedang melakukan studi bersama antara pemerintah dan kontraktor migas.

Untuk menarik para investor, lelang tahap III ini akan dilakukan secara langsung dan melalui mekanisme studi bersama. Dengan skema penawaran langsung, kontraktor sudah terlebih dulu melakukan studi bersama dengan pemerintah sebelum lelang blok migas dibuka. Kontraktor migas mencari data sendiri.

Dalam lelang reguler, pemerintah menyiapkan data sendiri terkait dengan blok migas yang akan ditawarkan kepada kontraktor. Dalam arena pemilihan terbatas (beauty contest) blok migas kali ini, Kementerian ESDM telah mengevaluasi peserta lelang dengan kriteria memiliki kemampuan finansial dan teknik untuk membiayai dan melaksanakan kegiatan operasi perminyakan, memiliki rekam jejak baik, dan memenuhi syarat dan ketentuan inti lelang wilayah kerja migas.

Hasilnya, Blok South Jambi B diserahkan kepada Hong Kong Jindi Group Co. Ltd., serta Blok Banyumas dikelola oleh PT Minarak Brantas Gas. Blok Banyumas merupakan wilayah darat yang berlokasi di Jawa Tengah. 

“Sampai sekarang berarti sudah ada enam Wilayah Kerja (WK) yang laku dengan [skema kontrak] gross split [bagi hasil kotor],” tuturnya.

Pemerintah menerima proposal Hong Kong Jindi Group dengan komitmen kerja pasti selama 5 tahun pertama yang tersaji melalui survei seismic 2D sepanjang 300 km, seimsik 3D seluas 400 km2, dan tiga sumur dengan nilai US$ 60 juta.

Hong Kong Jindi Group menjanjikan penandatanganan kontrak Blok South Jambi B pada akhir November 2018. Blok migas yang berlokasi di Jambi itu memiliki tingkat produksi minyak tertinggi 1.500 barel per hari.

PT Minarak Brantas Gas memberikan komitmen kerja pasti US$ 4 juta dan memberikan bonus tanda tangan senilai US$ 500.000 di Blok Banyu mas. Penandatanganan kontrak blok ini juga rencananya pada akhir November.

Presiden Direktur Lapindo Brantas Inc. Faruq Adi Nugroho mengaku bahwa pihaknya sudah menyiapkan diri untuk mengelola blok dengan potensi migas sebanyak 45 juta setara minyak (boe). Gas yang didapat dari Blok Banyumas akan dijual ke pemerintah melalui PT Perusahaan Gas Negara Tbk. atau PT Pertamina Gas (Pertagas).

“Ini Tanah Air saya, jadi tidak apa-apa apa dong membangun Tanah Air sendiri. Nanti seperitnya produksinya minyak akan lebih banyak," katanya.

ENI DITOLAK

Sementara itu, dua wilayah kerja lain yang diminati kontraktor, yakni Blok Makassar Strait dan Blok Selat Panjang. Namun, Kementerian ESDM menolak proposal yang diajukan oleh Eni Muara Bakau B.V. di Blok Makassar Strait karena kontraktor migas dari Italia tersebut tidak memenuhi persyaratan yang diberikan oleh pemerintah. Arcandra mengatakan dari sisi komersial tidak ada masalah, seperti bonus tanda tangan dan komitmen kerja pasti. 

“Ada persyaratan lain sehingga penawaran Eni gagal. Ini antara pemerintah dan ENI saja [pembahasannya]."

Perwakilan dari Eni Muara Bakau BM Davide Casini Ropa mengatakan, pihaknya tertarik dengan Blok Makassar Strait sehingga akan mencoba ikut lelang berikutnya.

David menjelaskan, alasan ketertarikan Eni pada blok migas lepas pantai Kalimantan Timur ini karena ada Cekungan Kutai. Eni juga memproyeksikan cadangan migas di Makassar Strait cukup bagus. 

“Ini bukan keputusan kami. Blok ini menarik karena dekat dengan fasilitas kami yang lain [Lapangan Jangkrik]," katanya.

Dirjen Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan, pemerintah akan membahas mengenai kelanjutan Makassar Strait dan Selat Panjang. Dalam lelang tahap ketiga, dua blok tersebut akan diikutsertakan lagi. Ditolaknya proposal Eni, menurutnya, karena ada substansi dalam syarat dan ketentuan yang diberikan dan perbedaan cara pandang pemerintah dan perusahaan dari Italia tersebut.

“Mereka (ENI) mengganggap syarat tersebut mengganggu komersialisasi, sedangkan kami menganggap itu kewajiban. Dan sepertinya mereka akan menegosiasikan dulu, tetapi kalau dalam lelang tidak bisa begitu,” katanya.

Dalam lelang kali ini, ada pula blok yang sepi peminat, yakni Blok Andika Bumi Kita dan Southest Mahakam. Djoko mengatakan ada kemungkinan Pertamina melakukan studi bersama terhadap dua blok tersebut. Dia mengakui, PT Pertamina (Persero) memang belum menunjukkan ketertarikan dengan pernyataan resmi, tetapi secara lisan sudah mengutarakan minatnya.

Chevron Cuts Costs



Chevron Indonesia Company Ltd. will cut the operating and development costs of Indonesia's Deep Water Development (IDD) project in Gendalo-Gehem Field to US $ 6.8 billion.

Under the initial plan, Gendalo-Gehem's operating and development expenses stood at US $ 12.8 billion. Deputy Minister of Energy and Mineral Resources (ESDM) Arcandra Tahar said it was discussing with Chevron when visiting Houston, United States (US). As a result of the visit, the US company agreed to cut IDD project development costs.

"Thus, the cost of state cost recovery on IDD projects will decrease by approximately US $ 6 billion," he said.

Arcandra said, it has not received a detailed proposal related to the revision of the plan of development (PoD) of the deep sea.

"Later, on June 28, 2018 will see the exact figure of cutting the cost of development of IDD by Chevron," he said.



Until May 2018, the realization of cost recovery is worth US $ 4.7 billion or 47% and the target of APBN 2,018 worth US $ 10.1 billion. On the other hand, Senior Vice President of Government Policy and Public Affairs of Chevron Indonesia Yanto Sianipar said, The study and the concept of feasibility of engineering and design work or pre-font end engineering and design (pre-FEED) on IDD project have started well. It has been pre-FEED since December 2017.

"We have also optimized the concept of development and simplification of the design basis. It makes an indication of significant reductions in development and operational costs, "he told Bisnis.

In the SKK Migas data, Chevron's Managed IDD Gendalo and Gehem project will start operations in 2024 and 2025. IDD Gendalo is estimated to have approximately 500 million cubic feet of gas per day (MMscfd) while Gehem 420 MMscfd. Arcandra mentions that Chevron will submit an IDD proposal without special conditions.

"The IDD renewal time will depend on the Chevron given PoD, interesting or not," he said.

The Ministry of Energy and Mineral Resources was intent on cutting the cost of developing oil and gas fields more efficiently. This is to make the return of oil and gas production cost does not rise too high. Previously, the ESDM Ministry has cut development costs at Merakes Square. Eni, manager of Merakes Field, agreed to cut costs by about US $ 200 million to about US $ 1.03 billion compared with US $ 1.2 billion previously.

In addition, the ESDM Ministry also requested Kasuri Block manager to conduct third party audits. This is done to see the cost of drilling and other development. The government does that does not mean that the cost of developing Kasuri Block is too high, but for verification it will be fairer.

MAKASSAR STRAIT

Chevron will also submit a proposal for a new Makassar Strait contract along with the submission of POD at the deep-sea oil and gas project in Makassar Strait. The contract scheme for Makassar-Strait will then use the gross split share. Arcandra said the development plans of IDD and Makassar Strait will be different. Later, Chevron will file the POD of the two blocks differently.

"However, in the implementation there may be a synergized, but still must be submitted one by one," he said.

Makassar Strait is one of the oil and gas blocks that will terminate by 2020. In addition to Makassar Strait, there are five other blocks to terminate, namely South Jambi B block will be managed by Petrochina, Brantas Block managed by Lapindo, Malacca Strait managed by EMR Salawati and Bird Head will be managed by Petrogas.

The other five blocks have obtained the terms and conditions of new contracts with the gross profit sharing scheme of the ESDM Ministry. The five block termination managers established a total commitment of US $ 291.52 million. In detail, the exact commitment of Brantas Block worth US $ 115.55 million, Malacca Strait US $ 45.75 million, South Jambi B worth US $ 32.75 million, Bird Head US $ 61.22 million and Salawati worth US $ 36 , 25 million.

Chevron Pangkas Biaya


Chevron Indonesia Company Ltd. akan memangkas biaya operasional dan pengembangan proyek minyak dan gas bumi laut dalam atau Indonesia deep water development (IDD) di Lapangan Gendalo-Gehem menjadi US$ 6,8 miliar.

Berdasarkan rencana awal, biaya operasional dan pengembangan Gendalo-Gehem mencapai US$12,8 miliar. Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar mengatakan, pihaknya berdiskusi dengan Chevron ketika berkunjung ke Houston, Amerika Serikat (AS). Hasil dari kunjungan itu, perusahaan dari AS itu setuju untuk memangkas biaya pengembangan proyek IDD.

“Dengan begitu, beban cost recovery [biaya produksi] negara pada proyek IDD akan berkurang sekitar US$6 miliar,” ujarnya.

Arcandra menuturkan, pihaknya belum mendapatkan proposal detail terkait dengan revisi rencana pengembangan (plan of development/PoD) laut dalam tersebut. 

“Nanti, pada 28 Juni 2018 akan terlihat angka pasti pemangkasan biaya pengembangan IDD oleh Chevron tersebut,” tuturnya.

Sampai Mei 2018, realisasi cost recovery senilai US$4,7 miliar atau 47% dan target APBN 2.018 senilai US$10,1 miliar. Di sisi lain, Senior Vice President Policy Government and Public Affairs Chevron Indonesia Yanto Sianipar mengatakan, Studi dan konsep kelayakan pekerjaan keteknikan dan desain atau pre-font end engineering and design (pre-FEED) pada proyek IDD telah dimulai dengan baik. Pihaknya telah melakukan pre-FEED sejak Desember 2017.

“Kami pun telah melakukan optimalisasi konsep pengembangan dan penyederhanaan basis rancangan. Hal itu membuat ada indikasi pengurangan biaya pengembangan dan operasional yang signifikan,” ujarnya kepada Bisnis.

Dalam data SKK Migas, Proyek IDD Gendalo dan Gehem yang dikelola oleh Chevron akan mulai beroperasi pada 2024 dan 2025. IDD Gendalo diperkirakan memiliki produksi gas bumi sekitar 500 juta kaki kubik per hari (MMscfd), sedangkan Gehem 420 MMscfd. Arcandra menyebutkan bahwa Chevron akan menyerahkan proposal IDD tanpa syarat-syarat khusus. 

“Waktu perpanjangan IDD akan tergantung PoD yang diberikan Chevron, menarik atau tidak,” sebutnya.

Kementerian ESDM pun tengah gencar untuk bisa memangkas biaya pengembangan lapangan migas lebih efisien lagi. Hal itu demi membuat tingkat pengembalian biaya produksi migas tidak naik terlalu tinggi. Sebelumnya, Kementerian ESDM sudah memangkas biaya pengembangan di Lapangan Merakes. Eni, pengelola Lapangan Merakes, setuju memangkas biaya sekitar US$ 200 juta menjadi sekitar US$ 1,03 miliar dibandingkan dengan sebelumnya senilai US$ 1,2 miliar.

Selain itu, Kementerian ESDM juga meminta pengelola Blok Kasuri untuk melakukan audit pihak ketiga. Hal itu dilakukan untuk melihat biaya pengeboran dan pengembangan lainnya. Pemerintah melakukan hal itu bukan berarti menilai biaya pengembangan Blok Kasuri terlalu tinggi, tetapi untuk verifikasi biar lebih adil.

MAKASSAR STRAIT

Chevron juga akan mengajukan proposal untuk kontrak baru Makassar Strait bersamaan dengan pengajuan POD di proyek migas laut dalam di Selat Makassar. Skema kontrak untuk Makassar-Strait nantinya menggunakan bagi hasil kotor atau gross split. Arcandra mengatakan, rencana pengembangan IDD dan Makassar Strait akan berbeda. Nanti, Chevron akan mengajukan POD kedua blok itu secara berbeda.

“Namun, dalam pelaksanaannya mungkin akan ada yang disinergikan, tetapi tetap harus di-submit satu per satu,” ujarnya.

Makassar Strait adalah salah satu blok migas yang akan terminasi pada 2020. Selain Makassar Strait, ada lima blok lain yang akan terminasi, yakni Blok South Jambi B akan dikelola oleh Petrochina, Blok Brantas dikelola oleh Lapindo, Malacca Strait dikelola oleh EMR Salawati dan Kepala Burung akan dikelola oleh Petrogas.

Kelima blok lain sudah mendapatkan ketentuan dan syarat (term and condition) kontrak baru dengan skema bagi hasil kotor dari Kementerian ESDM. Pengelola lima blok terminasi itu menetapkan komitmen pasti secara total US$ 291,52 juta. Secara rinci, komitmen pasti Blok Brantas senilai US$ 115,55 juta, Malacca Strait US$ 45,75 juta, South Jambi B senilai US$ 32,75 juta, Kepala Burung US$ 61,22 juta, dan Salawati senilai US$ 36,25 juta.
