Jonan Visit the Mahakam Block Jump

Menteri Energi dan Sumber Daya Mineral Ignasius Jonan meninjau lokasi “South Processing Unit” salah satu lapangan Blok Mahakam di Anggana, Kabupaten Kutai Kertanegara, Kalimantan Timur.

Wilayah Blok Mahakam yang akan dikunjungi meliputi South Processing Unit (SPU), Lapangan Bekapai dan Terminal Gas Senipah. Blok Mahakam merupakan produsen gas terbesar Indonesia yang dilengkapi dengan terminal Liquified Natural Gas (LNG), selain LNG Tangguh, dan LNG Donggi Senoro. Kontribusi gas Blok Mahakam dalam total produksi gas nasional sekitar 20 persen, disusul Proyek Tangguh sekitar 17 persen.

Blok yang dikelola oleh Kontraktor Kontrak Kerja Sama (KKKS) Total E & P Indonesie dan Inpex Corporation akan berakhir kontraknya pada 31 Desember 2017.

Saat ini blok Mahakam dalam tahap alih kelola dari kontraktor eksisting kepada kontraktor baru yaitu PT Pertamina Hulu Mahakam. Kontrak Kerja Sama (KKS) Blok Mahakam telah ditandatangani antara SKK Migas dengan PT Pertamina Hulu Mahakam tanggal 29 Desember 2015 dan akan berlaku efektif pada tanggal 1 Januari 2018. 

“Proses transisi Blok Mahakam dari Total dan Inpex kepada Pertamina merupakan contoh alih kelola blok migas yang berjalan cukup mulus. Telah dipersiapkan dengan baik sehingga keberlangsungan operasi migas tetap terjaga di saat pergantian operator,” kata Ignasius Jonan.

Dalam masa transisi alih kelola blok Mahakam, SKK Migas dan Pertamina Hulu Mahakam telah menandatangi amendemen KKKS pada bulan Oktober 2016. Amendemen tersebut menjadi dasar bagi Pertamina untuk dapat berinvestasi lebih awal untuk kegiatan pengeboran blok Mahakam dalam rangka menjaga tingkat produksi Migas Blok Mahakam.

Pada tahun 2017 rencananya akan dilakukan pengeboran sebanyak 6 sumur oleh Total E & P Indonesie dan 19 sumur oleh PT Pertamina Hulu Mahakam. Penting untuk memastikan tingkat produksi migas Blok Mahakam. Disaat harga minyak yang masih sekitar 50 dolar AS per barel, produksi migas harus tetap dijaga bahkan ditingkatkan. Tahun 2016 lalu, pertama kalinya dalam 10 tahun terakhir, lifting minyak nasional lebih tinggi dari yang ditargetkan dalam APBN Lifting minyak sekitar 829 ribu barrel per day (bpd), sedangkan target dalam APBN sebesar 820 ribu bpd, kata Jonan.

Dalam kunjungan ini Menteri ESDM juga mengungkapkan pentingnya efisiensi dan teknologi dalam pengelolaan blok migas, karena harga jual migas lebih merupakan unsur di luar kendali KKKS. Semakin efisien kegiatan operasi migas, maka kontribusi bagi seluruh pemangku kepentingan akan meningkat. Hal ini menjadi prioritas Pemerintah.

“Apalagi blok Mahakam ini merupakan blok yang sudah tua, sehingga dibutuhkan teknologi agar produksi nya tetap terjaga,” ujar Jonan. “Proses transisi Blok Mahakam dari Total dan Inpex kepada Pertamina, telah dipersiapkan dengan baik sejak 2015. Produksi harus dipertahankan dan operasi harus efisien. Untuk itu biaya tidak boleh naik dan hasil produksi tidak boleh turun,” tambah Ignasius Jonan.

Fuel Price Can Still Be Hold



The government still could not raise fuel prices despite the trend of rising world oil prices. If fuel prices rise, inflation is expected to reach 5 percent this year.

Pemerintah masih bisa tidak menaikkan harga bahan bakar minyak walaupun ada tren kenaikan harga minyak dunia. Jika harga bahan bakar minyak naik, inflasi diperkirakan bisa mencapai 5 persen pada tahun ini.

Direktur Eksekutif ReforMiner Institute Komaidi Notonegoro mengatakan, meskipun ada kecenderungan harga minyak dunia naik, besarannya tidak terlalu signifikan. Apalagi nilai tukar rupiah terhadap dollar AS dalam beberapa waktu terakhir relatif stabil. Dengan asumsi tersebut, potensi kenaikan harga bahan bakar minyak (BBM) cukup kecil.

”Bila memang harus dinaikkan karena harga minyak dunia sedang naik, kenaikan itu sebaiknya bisa di distribusikan waktunya atau tidak dilakukan dalam waktu dekat,” kata Komaidi

Mengacu pada laman Bloomberg pada Jumat sore (10/3), harga minyak jenis Brent dipatok 52,32 dollar AS per barrel dan WTI 49,48 dollar AS per barrel. Harga tersebut tidak jauh berbeda pada periode sama tahun lalu saat pemerintah menurunkan harga BBM pada I April 2016.

    Saat itu harga premium turun dari Rp 6.950 menjadi Rp 6.450 per liter dan harga solar turun dari Rp 5.650 menjadi Rp 5.150 per liter. 

Memicu inflasi

Sementara itu, Kepala Perwakilan Bank Indonesia Provinsi Jawa Timur Difi Ahmad Johansyah mengatakan, apabila pemerintah menaikkan harga BBM dalam Waktu 1-2 bulan ke depan, inflasi bisa naik. Apalagi, kenaikan biaya pajak kendaraan bermotor dan kenaikan tarif listrik menjadi penyumbang inflasi terbesar pada Januari 2017.

”Sebaiknya (harga BBM) jangan dinaikkan karena sudah ada dua komponen yang naik bulan lalu, yakni pajak motor dan tarif listrik. Terlebih lagi harga cabai rawit yang menempati urutan ketiga penyumbang inflasi masih tinggi dan membebani masyarakat,” ujar Difi.

Pengajar pada Fakultas Ekonomi dan Bisnis Universitas Indonesia, Lana Soelistianingsih, mengatakan, inflasi berpotensi naik menjadi 5-persen apabila harga BBM dinaikkan. Padahal, angka inflasi nasional pada Februari 2017 tercatat sebesar 3,83 persen.

”Asumsinya, apabila harga minyak dunia menyentuh 60 dollar AS per barrel, inflasi bisa mencapai 5,32 persen hingga 5,53 persen,” kata Lana.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan sampai kini Chevron Indonesia Company belum menyetorkan revisi rencana pengembangan proyek gas laut dalam (Indonesia deepwater development/ IDD) tahap 2. Menurut juru bicara SKK Migas, Taslim Z. Yunus, pengembangan lapangan Gendalo dan Gehem di Selat Makassar tertahan oleh harga minyak yang masih rendah.  “Keekonomian proyek masih marginal,” ujar Taslim.

Chevron telah mengajukan dokumen rencana pengembangan (plan of development/POD) Gendalo-Gehem pada akhir 2015. Namun SKK Migas mengembalikannya karena dinilai kurang lengkap. 

Deputi Pengendalian Perencanaan SKK Migas, Gunawan Sutadiwiria, mengatakan revisi POD untuk IDD juga berisi perubahan jadwal produksi atau onstream dan nilai investasi. Sebab, dokumen proyek IDD disusun dengan asumsi harga minyak US$ 100 per barel. Padahal, saat ini harga minyak dunia di pasar Brent hanya US$ 53,11 per barel.

Adapun dalam perdagangan pasar West Texas Intermediate, minyak mentah dibanderol dengan harga US$ 50,28 per barel. “Mereka masih pakai acuan harga minyak lama, yakni US$ 100 per barel," ujar Gunawan.

Gunawan mengatakan jadwal produksi lapangan Gendalo-Gehem dimundurkan menjadi 2023. Untuk memperbaiki keekonomian proyek, Chevron meminta insentif berupa kredit investasi di atas 100 persen. Namun pemerintah menolak. Apalagi, nilai investasi proyek IDD diperkirakan tidak sampai US$ 10 miliar. 

 Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral, I Gusti Nyoman Wiratmaja, membenarkan adanya permintaan insentif tersebut. Saat ini, ujar Wiratmaja, hal itu masih dibahas bersama Chevron dan SKK Migas. “Sedang intensif didiskusikan.”

Kementerian Energi mencatat produksi Lapangan Gendalo dan Gehem diperkirakan mencapai 1,1 miliar kaki kubik gas alam dan 47 ribu barel kondensat per hari. Adapun proyek IDD tahap I di lapangan Bangka sudah berproduksi sejak akhir Agustus tahun lalu. Rabu lalu, Chevron menemui Wakil Presiden Jusuf Kalla di kantor Wakil Presiden, Jakarta.

Construction of Tangguh Train III to Start

Untuk memperlancar persiapan lahan, Dharmawan bilang, BP Indonesia terus melakukan sosialisasi dengan pemangku kepentingan di sekitar Wilayah Kerja Tangguh. BP menargetkan, persiapan lahan bisa selesai pada akhir tahun ini. Dengan begitu, proses konstruksi proyek Tangguh Train III bisa dimulai pada kuartal III atau kuartal IV 2017. "Rig-nya baru datang sekitar bulan Oktober," ujarnya.

BP menargetkan, produksi gas pertama kali dari Tangguh Train III bisa tercapai pada tahun 2020. Dengan begitu proses konstruksi proyek Tangguh Train III memakan waktu sekitar dua tahun. "Jika first gas tahun 2020, selama periode itu adalah proyek konstruksi. Kami harapkan semua lahan sudah siap akhir tahun, sebelum akhir tahun kami sudah mulai konstruksi," katanya.

Pada akhir tahun 2017, BP Indonesia juga menargetkan sudah bisa memulai kegiatan pengeboran Train III. Sehingga bisa memenuhi komitmen penjualan gas kepada konsumen, baik di dalam negeri maupun luar negeri.

"Yang jelas komitmen kami untuk Train III haruslah volume yang dibutuhkan. Ada juga komitmen pupuk. Itu juga yang kami sedang fokuskan," kata Dharmawan. Itu sebabnya, pada akhir tahun ini sudah mulai melakukan pengeboran

BP Indonesia memang harus menyerahkan komitmen gas dari Tangguh Train III untuk kebutuhan listrik masyarakat Papua sebesar 20 juta kaki kubik. Jika pada tahun 2019 infrastruktur listrik di Papua sudah dibangun, tapi proyek Tangguh Train III masih belum bisa berproduksi, maka BP akan memenuhi gas tersebut dari Tangguh Train I dan Tangguh Train II.

Dharmawan bilang, pihaknya melakukan pemeliharaan bergilir di Tangguh Train I dan Tangguh Train II agar bisa mencapai produksi yang stabil. Tahun ini BP akan melakukan pengecekan dan perawatan rutin untuk Tangguh LNG Train II

Pada 2017, lifting gas dari ketiga blok migas itu turun menjadi 986 MMscfd dengan kegiatan perawatan terhadap 155 sumur Penurunan produksi gas siap jual itu karena rendahnya penyerapan kebutuhan konsumen serta penghentian operasi terencana beberapa kilang LNG.

“Pengecekan dan perawatan rutin untuk LNG Train-2 yang akan dimulai dari awal April hingga sekitar minggu kedua Mei 2017,” ujarnya.

Perawatan kilang sudah lazim dilakukan setiap tahun secara bergantian. Penghentian sementara kegiatan produksi kilang LNG, menurutnya, tidak berpengaruh terhadap produksi serta komitmen terhadap konsumen. 

Berdasarkan data Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), produksi LNG di Indonesia pada tahun ini 278 kargo yang 163 kargo antara lain berasal dari Kilang LNG Bontang dan 115 kargo dari Kilang LNG Tangguh.

“Proses pengecekan dan perawatan ini sudah diperhitungkan dalam rencana produksi Tangguh tahun 2017 dan tidak akan mengganggu komitmen terhadap konsumen LNG kami.”

    Selain kegiatan perawatan kilang, saat ini proyek penambahan kapasitas kilang berjalan sesuai target yang telah ditetapkan. Sebelum memulai konstruksi fisik di sekitar kuartal III/ 201 7, dia menyebut, BP sedang menyiapkan lokasi sambil melakukan sosialisasi kepada masyarakat sekitar. Dengan kegiatan tersebut, proyek diharapkan mulai menghasilkan gas pertama pada 2020.

Proyek Kilang LNG Tangguh Train-3 merupakan fase pengembangan berupa tambahan satu fasilitas proses LNG baru. Melalui penambahan fasilitas pemroses LNG tersebut, terdapat tambahan kapasitas produksi 3,8 Mtpa). Secara total, kapasitas kilang LNG Tangguh menjadi 11,4 Mtpa dari Train-1 dan Train-2 yang sudah beroperasi sejak 2009. Selain tambahan satu fasilitas pemrosesan LNG, ada tambahan 13 sumur produksi baru, dua anjungan lepas pantai dan dermaga baru sebagai pemuatan LNG.

Dharmawan menjelaskan, proses yang juga berjalan bersamaan yakni kegiatan pengeboran sumur. Proyek Kilang LNG Tangguh Train-3 yang membutuhkan investasi US$8 miliar itu, 75% produksi LNG akan dijual kepada PLN.

“Kami harapkan semua pihak siap, jadi sebelum akhir tahun sudah bisa konstruksi. Sejauh ini sosialisasi juga lancar,” kata dia.

Seperti diberitakan sebelumnya, kontraktor yang menggarap proyek ini yakni konsorsium PTT Tripatra Engineering. Sementara untuk pengeboran sumur dijadwalkan dimulai 2018-2019. Pengerjaan kilang dan pengeboran  ini akan diintegrasikan sehingga selesai pada saat bersamaan.

Proyek Pengembangan Kilang Tangguh akan menambahkan satu fasilitas proses LNG baru (Train 3) dan tambahan kapasitas produksi sebesar 3,8 juta ton per tahun (million ton per annum/ mtpa) yang menjadikan kapasitas total kilang LNG Tangguh menjadi 11,4 mtpa. 

Proyek ini juga akan menambahkan dua anjungan lepas pantai, 13 sumur produksi baru, dermaga pemuatan LNG baru, dan infrastruktur pendukung lainnya. “First gas (produksi gas pertama) pada 2020. Komitmen kami, Train-3 ini harus terdeliver (selesai) ,” kata Darmawan.

Terkait pasokan gas untuk kelistrikan di Papua, pihaknya tetap berkomitmen menyalurkan sebesar 20 million standard cubic feet per day/ mmscfd. BP juga tetap berkomitmen akan memasok gas untuk pabrik pupuk yang akan dibangun di Papua Barat. Berdasarkan komitmen, gas untuk pupuk ini harus mengalir pada 2019. 

“Kami melihatnya ada kemungkinan kalau lebih cepat selesai pada 2019, kalau infrastruktur sudah siap, kami beri gas dari eksisting,” katanya. Saat ini, Kilang Tangguh beroperasi dengan kapasitas sebesar 7,6 mtpa. Menurut Darmawan, pihaknya berencana melakukan perawatan rutin (maintenance) pada train eksisting. Perawatan rutin dilakukan satu kali setiap tahunnya; “Akhir Maret ini kami persiapan (maintenance), berapa lamanya tergantung tingkat kesulitan,” ujarnya.

Nilai investasi Kilang LNG Tangguh Train-3 mencapai USS 8 miliar. BP telah memperoleh pinjaman sebesar US$ 3,7 miliar untuk menutup kebutuhan investasi ini. Fasilitas pinjaman Proyek Tangguh dilakukan melalui metode Trustee Borrowing Scheme (TBS) dengan HSBC (New York) sebagai wali amanat (trustee) dan HSBC (Jakarta) sebagai akun bank dalam negeri. Pendanaan ini telah mendapatkan persetujuan dari Tim Pinjaman Komersial Luar Negeri (PKLN) Pemerintah Indonesia.

Sebanyak 75% produksi LNG dari Kilang Tangguh Train-3 dijual ke PT PLN. PLN nantinya akan menerima 688 kargo dari Kilang LNG Tangguh selama 2016-2033, yakni sebanyak 12 kargo pada 2016, 20 kargo per tahun selama 2017-2019, dan 44 kargo pada periode 2020-2033. Pembeli LNG lainnya yakni Kansai Electric Power Company sebesar 1 juta ton per tahun.

Oil, chemical industry integration needed



Business players are calling for the integration of existing and future oil refineries with the petrochemical industry to meet rising domestic demand for raw materials from plastics and textile industries.

Deputy chairman of the Indonesian Olefin, Aromatics and Plastics lndustry Association (INAPlas), Suhat Miyarso, said Indonesia currently imported half of all its ethylene demand, which currently averages around 1.6 million tons each year. At present, local production annually stands around 800,000 tons.

“Chandra Asri Petrochemical currently produces around 860,000 tons, which is around 50 percent of our needs. The rest is imported from Korea, Japan, Singapore and Malaysia,” Suhat said Tuesday, referring to the publicly listed petrochemical giant. 

lNAPlas estimates that petrochemical demand Will rise to more than 2 million tons per year in 2021. The surging demand will be driven primarily by industrial sectors such as plastics and textiles, Suhat said.

National demand for plastics products now reaches 5.2 million tons each year, While annual domestic output currently settles at around 2.4 million tons. Apart from fulfilling the country’s demand, business players believe integrating oil refineries with the petrochemical industry can create added value to derivative materials.

Under current crude oil prices, Suhat estimates that refined fuels made from‘~'crud‘e~‘ oil arelat' present Worth only around US$480 per ton. 

“For example, if crude oil is currently around $500 [per ton], the ethylene produced from it can average $900 to $1,100. When it is further processed to polypropylene, it can be sold at $1,400,” he said.

“Compared to refined fuels, the crude oil can increase its original value threefold if it is turned into polypropylene.”

Meanwhile, state-owned oil and gas giant Pertamina is considering expanding petrochemical facilities at its existing and future refineries. Pertarnina senior Vice president for petrochemical projects Dhani Prasetyawan said the firm would focus on the production of polypropylene and polyethylene in the petrochemical sector as the two products seemed to be the most promising.

Polypropylene is widely used in packaging for consumer products and plastic ‘parts for numerousindustries like automotives and textiles. Meanwhile, polyethylene is primarily deployed to make plastic bags, containers and bottles.

“Now Pertamina only has a small number of petrochemical products because We previously designed them as by-products only. For instance, We only produce around 45,000 tons of poly-propylene at the Plaju refinery every year,” he said. “Based on petrochemical supply and demand, Pertamina is now considering developing the business and building olefine crackers to produce polyethylene and polypropylene.” 

Dhani further added that Pertamina planned to design and produce petrochemical products at its future Tuban refinery in East Java. Separately, the government is discussing a plan to distribute piped gas from the upcoming Masela block in the Arafura Sea in Maluku to nearby petrochemical and fertilizer firms.

Industry Ministry’s upstream chemical industry director Muhammad Khayam said the government was reconsidering the piped gas capacity of 474 million standard cubic feet per day (mmscfd) as Pertamina had shown an interest in obtaining around 200 mmscfd.

Tren harga minyak bumi Indonesia meningkat sejak pengumuman pemangkasan produksi minyak anggota OPEC akhir tahun lalu. Pemerintah perlu mengantisipasi dampak kenaikan harga minyak itu terhadap harga jual bahan bakar minyak dalam negeri.

Dalam pengumuman Tim Harga Minyak Indonesia pada Kementerian Energi dan Sumber Daya Mineral (ESDM), harga minyak Indonesia (ICP) Februari 2017 naik 0,62 dollar AS per barrel dibandingkan Januari 2017. Maka, dibandingkan dengan triwulan IV-2016, tren ICP meningkat, terutama jika dikaitkan dengan kebijakan Organisasi Negara-negara Pengekspor Minyak atau OPEC memangkas produksi minyak anggotanya.

Kenaikan ICP tersebut seiring dengan kenaikan harga minyak dunia yang juga dijadikan patokan, yakni Brent naik dari 55,45 dollar AS per barrel menjadi 56 dollar AS per barrel dan WTI naik dari 52,61 dollar AS per barrel menjadi 53,46 dollar AS per barrel. Harga patokan OPEC juga naik dari 52,4 dollar AS per barrel menjadi 53,37 dollar AS per barrel.

Pengajar Universitas Trisakti, Jakarta, Pri Agung Rakhmanto, berpendapat, kenaikan ICP dan patokan lain sangat dipengaruhi langkah negara-negara yang tergabung dalam OPEC. Jika kebijakan pengurangan produksi tidak benar-benar diterapkan dan terjadi kelebihan pasokan dari produksi minyak serpih (shale oil) dari Amerika Serikat, harga minyak berpotensi kembali melemah.

”Tren kenaikan ICP ini belum tentu berlanjut dalam tiga bulan atau enam bulan ke depan. Yang lebih memungkinkan adalah terjadi fluktuasi harga minyak di kisaran 50 dollar AS sampai 55 dollar AS per barrel,” ujar Pri  Agung, Rabu (8/3), di Jakarta.

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mencatat, rata-rata ICP tahun 2016 sebesar 39;15 dollar AS per barrel. Angka ini lebih rendah dari patokan APBN 2016 yang sebesar 40 dollar AS per barrel. Tahun ini, ICP dipatok 45 dollar AS per barrel, sementara target produksi minyak siap jual atau lifting sebesar 815.000 barrel per hari. Pemerintah optimistis realisasi lifting 2017 mencapai 825.000 barrel per hari.

Untuk kawasan Asia Pasifik, kenaikan harga minyak dipengaruhi permintaan dari India yang naik 197.000 barrel per hari menjadi 4,7 juta barrel per hari pada Desember 2016. Selain itu, stok di China berkurang 400.000 barrel menjadi 362,8 juta barrel pada Desember 2016.

”Secara fundamental, kebijakan pemangkasan produksi anggota OPEC belum mampu mencegah kelebihan pasokan di pasar. Namun, secara psikologis, kebijakan tersebut berdampak ke pasar,” katanya.

Pri Agung menambahkan, hal yang harus diantisipasi pemerintah berkaitan dengan tren kenaikan harga minyak dunia adalah potensi kenaikan harga bahan bakar minyak (BBM) di dalam negeri. Jika harus menaikkan harga BBM seiring kenaikan harga minyak, pemerintah harus mengimbangi dengan ketelitian menyusun APBN dan memperhitungkan dampaknya terhadap keuangan PT Pertamina selaku pemasok dan penjual BBM di Indonesia. ”Menaikkan harga BBM termasuk salah satu opsi yang patut dihitung berikut segala resikonya,” ujar Pri Agung

Dalam berbagai kesempatan, Menteri ESDM Ignasius Jonan memastikan, harga BBM jenis premium dan solar bersubsidi tidak akan naik hingga akhir Maret. Saat ini harga premium Rp 6.450 per liter dan harga solar bersubsidi Rp 5.150 per liter. Pemerintah akan mengkaji ulang harga premium dan solar bersubsidi pada Maret 2017 untuk menentukan harga per 1 April. Pemerintah mengevaluasi harga BBM setiap tiga bulan.

Sementara itu, Pertamina menaikkan harga BBM jenis pertamax, pertalite, dan dexlite sebagai dampak kenaikan harga minyak dunia. Sejak awal Januari 2012 harga BBM ketiga jenis tersebut naik Rp 300 per liter. Kenaikan harga itu berlaku di seluruh daerah di Indonesia.
