Dia mengatakan, Presiden memilih Massa karena pernah memimpin sejumlah perusahaan, termasuk BUMN. “Selain itu, faktor usia menjadi penentu. Massa 53 tahun, sedangkan Sukandar mendekati 60 tahun,” kata sumber itu.

Juru bicara Presiden, Johan Budi S.P, menyatakan Jokowi memilih satu di antara dua nama. “Saya tidak tahu nama yang Presiden pilih," katanya. Johan mengatakan, direktur utama baru ditetapkan dalam rapat umum pemegang saham yang digelar hari ini.  

Menteri Rini menolak berkomentar. “Tunggu keputusan RUPS." Menteri Jonan belum bisa dimintai konfirmasi. Staf khusus Jonan, Hadi M. Djuraid, tidak merespons permintaan konfirmasi Tempo.

Sumber Tempo yang lain mengungkapkan, pertarungan memperebutkan kursi nomor satu Pertamina tidak hanya melibatkan Rini dan Jonan. "Ada juga Wakil Menteri Energi Arcandra Tahar" ujarnya. Arcandra menemui Jokowi di Istana Bogor sekitar pukul 22.00, Senin lalu.

Arcandra menyerahkan nama Direktur Hulu Pertamina Syamsu Alam." Arcandra belum menjawab panggilan telepon dan pesan yang dikirim Tempo ke ponselnya mengenai hal ini. Sedangkan Syamsu Alam mengatakan, “Mengenai dirut, saya serahkan kepada pemegang saham.” Adapun Massa kemarin bertemu dengan Rini di Kementerian BUMN. 

Staf Khusus Menteri BUMN Budi Gunadi Sadikin membenarkan kedatangan dia. “Ia menuju ke ruangan menteri,” ujarnya. Pertamina adalah salah satu perusahaan negara dengan total aset sekitar Rp 600 triliun dan laba Rp 40 triliun pada 2016. Sejak era reformasi, pergantian direksi Pertamina menimbulkan gonjang-ganjing. Crop Pertamina Drilling wells in the Mahakam block

Pertamina Pangkas Pemboran Sumur di Blok Mahakam

PT Pertamina mengurangi jumlah sumur yang akan dibor di Blok Mahakam pada tahun ini, dari 19 sumur menjadi hanya delapan sumur. Meski demikian, perusahaan migas milik pemerintah itu menjamin hal ini tidak akan menyebabkan penurunan produksi migas signifikan di Blok Mahakam.

Direktur Hulu Pertamina Syamsu Alam mengatakan, awalnya perseroan memang berencana mengebor hingga 19 sumur pada tahun ini untuk menjaga produksi migas di Blok Mahakam tetap stabil. Namun, karena ada masalah peraturan, perpajakan, dan lainnya, perseroan terpaksa memangkas jumlah sumur yang dibor.

“Dalam perjalanan ada peraturan, ada perpajakan, dan segala macam, sehingga paling mungkin kami bisa lakukan maksimal delapan sumur,” kata dia di Jakarta, Rabu (15/ 3). 

Menurutnya, pengurangan jumlah sumur yang dibor ini tidak akan menjadi masalah. Pasalnya, Tim Pertamina sudah menghitung bahwa pemangkasan jumlah sumur tidak akan menyebabkan produksi migas Blok Mahakam turun drastis setelah 2017. Apalagi, meski dibor tahun ini, ke-8 sumur ini akan diproduksikan pada 2018.

Terkait besaran investasi yang dikeluarkan, diakui Alam, akan berkurang dari yang sudah direncanakan. Pada awalnya, ditetapkan investasi untuk pemboran 19 sumur sebesar US$ 190 juta. Sayangnya, dia belum dapat memastikan berapa anggaran investasi yang dibutuhkan. “Saat ada US$ 190 juta, ada pemboran dan ada beberapa perbaikan fasilitas. Tetapi Kalau pemboran berkurang, pasti akan berkurang (investasi),” ujarnya.

Dia menambahkan, Pertamina akan segera mulai pengeboran sumur ini. Pertamina memiliki waktu 60-90 hari untuk merealisasikan rencana tersebut. Pasalnya, Total telah merampungkan pengeboran sumur yang menjadi jatahnya.

Pemboran sumur itu dapat dilakukan setelah ditekennya Bridging Agreement (BA) dan Funding Agreement (FA) oleh Pertamina dan operator Blok Mahakam saat ini, yakni Total E&P Indonesie serta Inpex Corporation. Kesepakatan tersebut juga sudah disetujui oleh Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas).

Pertamina Hulu Mahakam (PHM) mulai masuk ke Blok Mahakam pada tahun ini dengan adanya BA dan FA ini. Ketentuan bridging agreement tersebut mengatur tentang pelaksanaan kegiatan operasi yang dilakukan Total, sebagai operator eksisting pada 2017 untuk kepentingan PT Pertamina Hulu Mahakam. Adapun, funding agreement mengatur tentang mekanisme pembiayaan Pertamina Hulu Mahakam (PHM)  terhadap kegiatan operasi yang dilakukan Total sesuai dengan BA.

Sebelumnya, Pertamina berencana membor 19 sumur di Blok Mahakam pada 2017 ini. Investasi yang akan dikucurkan diperkirakan sebesar US$ 180 juta. Dengan begitu diharapkan produksi gas bumi dari Blok Mahakam dapat dipertahankan, sekitar 1.200 million standard cubic feet per day/mmscfd dan kondensat sekitar 20 ribu barel per hari (bph) pada 2018-2019.

Wakil Kepala SKK Migas Zikrullah sempat menuturkan, pihaknya akan terus mengawal pelaksanaan kegiatan operasi Pertamina yang dilakukan oleh Total ini. Pasalnya, seluruh kegiatan Total sudah selesai dikerjakan. Sehingga, Pertamina harus segera mulai menjalankan “program miliknya"

Meski demikian, dia memahami bahwa pelaksanaan program butuh persiapan terlebih dahulu. Pasalnya, perlu ada mobilisasi alat dan materialnya. “Idealnya langsung, maksudnya sesuai dengan programnya,” ujar dia.

Sebelumnya, pemerintah telah menugaskan Pertamina untuk menggarap Blok Mahakam 100%. Dalam kontrak yang diteken pada akhir 2015, perseroan menjanjikan bonus tanda tangan US$ 41 juta. Selain itu juga penerimaan negara dari bonus produksi meliputi US$ 5 juta dari kumulatif produksi 500 juta barel setara minyak, sebesar US$ 4 juta dari kumulatif produksi 750 juta barel setara minyak, dan US$ 4 juta dari kumulatif produksi 1.000 juta barel setara minyak.

   Sementara untuk rencana investasi tiga tahun pertama, Pertamina menjanjikan dana sebesar US$ 75,3 juta. Rinciannya secara berurutan US$ 1,3 juta, kemudian US$ 33,5 juta, dan US$ 40,5 juta.

Pertamina Hulu Energi (PHE) akan menyerahkan proposal hasil revisi bagi hasil (split) terkait dengan blok “Offshore North West Java” (ONWJ) kepada pemerintah paling lambat pada akhir semester I 2017 (Juni).

“Hal ini dimaksudkan untuk memastikan keekonomisan bagi hasil agar sesuai dengan skema yang ada yaitu ‘Gross Split’. Keekonomian dimaksudkan untuk menyamakan bagi hasil produksi (PSC) masih sama dengan skema ‘PSC cost recovery", kata Direktur Utama Pertamina Hulu Energi Gunung Sardjono Hadi di Jakarta, Rabu (15/ 3).

Dalam diskusi bersama media di Kantor Pertamina, Jakarta, tersebut ia menjelaskan ada beberapa hitungan yang belum masuk dalam skema bagi hasil sebelumnya. Lebih lanjut, ia mengatakan jika hitungan tersebut bisa menambah bagi hasil untuk PHE dalam mengelola blok ONWJ

“Angka tambahannya sedang disusun dan diproses untuk masuk dalam revisi, belum bisa disebutkan secara detail,” katanya.

Beberapa hal yang masih dalam perhitungan antara lain, munculnya biaya operasional yang belum termasuk dalam hitungan bagian pemerintah atau biaya pemulihan sebesar 453 dolar AS. Selanjutnya adanya kewajiban hak partisipasi (Participating Interest) untuk pemerintah daerah sebesar 10 persen.

Selain itu, hal yang menjadi perhitungan kembali, ia mengatakan adanya biaya pajak atau beban Pajak Pertambahan Nilai (PPN) setelah penggunaan skema bagi hasil produksi menjadi gross split.

“Tidak ada masalah dengan penerapan gross split di blok ONWJ, asalkan nilai ekonominya sama dengan PSC sebelumnya. Ini masih kami hitung kembali, dan akan kami ajukan kepada pemerintah, hal itu yang masuk dalam proposal revisi,” tuturnya.

Selanjutnya, apabila revisi bagi hasil tersebut sudah disepakati oleh pemerintah, akan muncul kemudian amandemen PSC. Sebagai informasi, Blok ONWJ merupakan industri hulu migas yang pertama kali menerapkan skema PSC gross split.

Dia menuturkan, beberapa waktu lalu ada beberapa nama yang sudah diusulkan kepada Presiden. Sebelum memilih sosok yang tepat, Presiden terlebih dahulu meminta banyak pendapat mengenai nama-nama calon. Salah satu ukuran yang utama adalah integritas. 

“Presiden punya banyak telinga yang kemudian memberi masukan. Presiden ini diberi beberapa nama usulan dari stakeholder, baik BUMN maupun kementerian lain, yang kemudian diminta Presiden untuk ada informasi," katanya.

Seperti diberitakan, awal Februari, 2017 lalu jajaran direksi Pertamina dirombak oleh Kementerian BUMN. Rapat umum pemegang saham luar biasa (RUPSLB) perseroan resmi memberhentikan Dwi Soetjipto dan Ahmad Bambang dari jabatannya selaku direktur utama dan Wakil direktur utama perseroan. 

Dewan Komisaris Pertamina lalu menunjuk Direktur Gas dan Energi Baru Terbarukan Pertamina Yenni Andayani sebagai pelaksana tugas direktur utama hingga ditetapkannya direktur utama definitif dalam jangka waktu 30 hari.

Sejumlah nama, baik dari kalangan internal maupun eksternal, disebut-sebut sebagai kandidat bos baru Pertamina. Dari internal, nama yang beredar adalah Direktur Hulu Syamsu Alam Serta Direktur Megaproyek Pengolahan dan Petrokimia Rachmad Hardadi.

Adapun dari kalangan eksternal antara lain Wakil Menteri ESDM Arcandra Tahar, Direktur Utama PLN Sofyan Basir, mantan Direktur Utama Bank Mandiri Budi Gunadi Sadikin, Serta Direktur Utama PTPN III Holding Elia Massa Manik. Belakangan nama Elia Massa Manik santer disebut sebagai calon kuat direktur utama Pertamina. Rencananya penetapan direktur utama Pertamina akan disahkan melalui RUPS perseroan hari ini.

Ada proyek besar yang menanti direktur utama Pertamina baru, yakni kilang minyak

Bila tidak ada hambatan, Kementerian Badan Usaha Milik Negara (BUMN) akan mengumumkan secara resmi Direktur Utama PT Pertamina pada hari ini (16/3). Pengumuman bertepatan dengan Rapat Umum Pemegang Saham (RUPS), yang salah satu agendanya adalah keputusan soal penentuan nahkoda Pertamina yang baru.

Nah, siapapun yang terpilih, bos perusahaan minyak terbesar di Indonesia ini membopong tugas yang sangat berat. Menurut Deputi Bidang Energi, Logistik, Kawasan dan Pariwisata sekaligus Komisaris Pertamina Edwin Hidayat Abdullah, salah satu tugas pertama yang akan diemban pimpinan anyar Pertamina ini adalah membuat kompak manajemen perusahaan lewat langkah konsolidasi.

Maklum, salah satu isu yang membuat Dwi Sucipto terdepak dari kursi nomor satu perusahaan ini adalah tidak ada hubungan harmonis dengan direksi Pertamina lain, khususnya Wakil Direktur Utama yang saat itu dijabat oleh Ahmad Bambang. 

     Direktur Utama Pertamina yang baru nanti harus bisa menciptakan keharmonisan di jajaran pimpinan dan manajemen. Bila jajaran manajemen kompak dan bersatu ini bisa menjadi modal. Terkait nama-nama calon orang nomor satu di Pertamina itu, Edwin enggan buka-bukaan, karena belum menggelar RUPS. "Lihat saja keputusan (RUPS)," jelas Edwin. 

Beberapa nama yang sempat yang muncul 9 Maret 2017, adalah: Elisa Masa Manik, Elia Massa Manik, CEO PTPN Holding, Rachmad Hardadi, Direktur Mega Proyek Pengolahan dan Petrokimia, Syamsu Alam Direktur Hulu Pertamina dan Pelaksana Tugas (Plt) Direktur Utama Pertamina Yenni Andayani. 

Hemat Pangkal Laba 

Dengan bos baru, paling tidak, kinerja Pertamina yang diraih tahun lalu minimal bisa dipertahankan. "Kami mempunyai tugas berat ke depan, yakni membangun kilang, " kata Edwin Rabu (15/3).

Berdasarkan laporan kinerja keuangan Pertamina unaudited, BUMN perminyakan ini memperoleh Pendapatan Us$ 35,45 miliar tahun lalu. Turun dibanding 2015 sebesar US$ 41,76 miliar. Namun laba operasi naik dan 2015 US$ 3,92 miliar menjadi US$ 6,17 miliar di 2016. Laba bersih juga meningkat dari US$ 1,42 miliar menjadi US$ 3,14 miliar.

     Salah satu kunci Sukses kinerja Pertamina adalah penghematan. Menteri BUMN Rini M Soemarno bilang, tahun lalu, Pertamina menghasilkan saving (penghematan) hingga Rp 26 triliun. Ini tidak lepas dari 2.661 inovasi Pertamina 2016. Ia berharap, inovasi tersebut ada yang dipatenkan.

Plt Direktur Utama Pertamina Yenny Andayani mengklaim, inovasi dan teknologi sudah jadi bagian Pertamina. Ia berharap langkah ini akan terus berlanjut, tentu dengan manajemen baru.

Sharing in the Six Block Oil and Gas Evaluated

According to Mount, in essence, it does not mind a split gross scheme applied throughout the economic value of the project are met and remain attractive in terms of investment. Bagi Hasil di Enam Blok Migas Dievaluasi

Skema bagi hasil minyak dan gas berdasarkan produksi bruto di enam blok dievaluasi. Enam blok migas yang habis masa kontraknya pada 2018 itu diserahkan pemerintah kepada PT Pertamina Hulu Energi, anak usaha PT Pertamina untuk dikelola.

Ke-enam blok yang pengelolaannya diserahkan kepada Pertamina Hulu Energi itu adalah Blok South East Sumatera, Blok East Kalimantan, Blok Tengah di Kalimantan Timur, Blok North Sumatera Offshore, Blok Ogan Komering JOB di Sumatera Selatan, dan Blok Tuban JOB di Jawa Timur.

”Terhadap ke-enam blok yang diserahkan kepada kami pengelolaannya itu, kami diberi waktu mengevaluasi terkait gross split, (pembagian hasil minyak dan gas berdasarkan produksi bruto). Lalu kami akan mengajukan proposal berisi masukan kepada pemerintah terkait pemberlakuan gross split terhadap ke-enam blok itu,” ujar Direktur Utama Pertamina Hulu Energi Gunung Sardjono Hadi di Jakarta, Rabu (15/3).

Menurut Gunung, pada intinya pihaknya tidak keberatan skema gross split diberlakukan sepanjang nilai keekonomian proyek terpenuhi dan tetap menarik dari sisi investasi. Apabila berdasarkan evaluasi skema gross split dibandingkan konsep bagi hasil dengan komponen cost recovery (biaya operasi yang bisa dipulihkan) masih ada kekurangan, pihaknya akan mengajukan penambahan insentif kepada pemerintah.

”Sebelum semester I tahun ini hasil evaluasi sudah harus kami serahkan kepada pemerintah,” kata Gunung.

Pemerintah sudah menerbitkan Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 8 Tahun 2017 tentang Kontrak Bagi Hasil Gross Split. Konsep ini berlaku bagi kontrak migas baru dan kontrak yang sudah diterminasi. Adapun untuk kontrak migas hasil perpanjangan, kontraktor mempunyai dua pilihan, menggunakan gross split atau cost recovery.

Energi terbarukan

Kamar Dagang dan Industri (Kadin) Indonesia mendukung upaya pemerintah mengurangi ketergantungan terhadap bahan bakar fosil. Apalagi, potensi pengembangan energi baru dan terbarukan di Indonesia besar. Namun, Kadin menilai, ada berbagai masalah yang menyulitkan pengembangan energi baru dan terbarukan di Indonesia.

”Selain masalah finansial, ada berbagai tantangan lain,” kata Ketua Komite Tetap Kadin Indonesia Bidang Lingkungan dan Pengelolaan Limbah Donny Yoesgiantoro dalam acara Biogas and, Waste to Energy Indonesia Forum 2017 di Jakarta, Rabu.

Masalah itu antara lain kesulitan menyediakan dan menyiapkan lahan, proses perizinan, dan tumpang tindih Wilayah. Direktur Jenderal Energi Baru dan Terbarukan serta Konservasi Energi Kementerian ESDM Rida Mulyana mengatakan, pemerintah berkomitmen mengembangkan dan memanfaatkan energi baru dan terbarukan.

Pertamina Crop Activity in Mahakam

DRILLING OIL AND GAS WELLS

PT Pertamina Hulu Mahakam, a subsidiary of PT Pertamina plans to cut drilling new wells in the Mahakam block into eight wells of 19 wells previously for reasons all the field economy. Pertamina Upstream Director Syamsu Alam estimates, execution of drilling new wells in the Mahakam block will not be in accordance with the work plan and budget 2017 have been set at last year's 19 wells. PT Pertamina Hulu Mahakam, anak usaha PT Pertamina memangkas rencana pengeboran sumur baru di Blok Mahakam menjadi delapan sumur dari sebelumnya 19 sumur karena alasan ke-ekonomian lapangan. Direktur Hulu Pertamina Syamsu Alam memperkirakan, eksekusi kegiatan pengeboran sumur baru di Blok Mahakam tidak akan sesuai dengan rencana kerja dan anggaran 2017 yang telah ditetapkan pada tahun lalu yakni 19 sumur. Menurutnya, faktor-faktor seperti perpajakan membuat perseroan menghitung ulang kegiatan yang akan dilakukan di Blok Mahakam.

Dia menargetkan, jumlah sumur baru yang dibor pada tahun ini hanya delapan sumur atau turun hingga 50%. Pertamina Hulu Mahakam sebagai operator baru Mahakam mengeluarkan anggaran US$ 180 juta. Syamsu tidak menyebutkan secara detail regulasi yang menyebabkan nilai keekonomian proyek di Blok Mahakam turun. Untuk menjaga produksi migas, pemerintah akan mengeluarkan regulasi agar biaya investasi pada masa peralihan ditanggung oleh kontraktor baru. 

Ketentuan itu dinilai akan menurunkan keekonomian lapangan karena menjadi beban bagi kontraktor baru. Pertamina menjadi operator blok minyak dan gas bumi yang berlokasi di Kalimantan Timur itu mulai 1 Januari 2018.

“Pada awal ada sekitar 19 sumur yang bisa kami eksekusi, tapi dalam perjalanan, ada peraturan, ada perpajakan dan segala macam-segala macam sehingga paling mungkin kami bisa lakukan maksimal delapan,” ujarnya usai menghadiri acara APQ Awards 2017, Rabu (15/3).

Sejak penandatanganan kesepakatan bersama dengan Total dan Inpex pada Senin (13/3), Pertamina memiliki tenggat 60-90 hari untuk memulai kegiatan karena pekerjaan yang dieksekusi dan didanai oleh Total sudah selesai pada akhir pekan lalu.

Syamsu memproyeksikan, pengurangan kegiatan itu juga akan mengurangi dana yang dialokasikan US$ 180 juta. Dia menuturkan, berkurangnya jumlah sumur yang akan dibor pada tahun ini tidak akan berpengaruh terhadap produksi migas di blok tersebut. Pasalnya, kegiatan pengeboran pada tahun ini baru berpengaruh terhadap produksi tahun depan.

Rerata produksi gas di Blok Mahakam sekitar 1.635 juta kaki kubik per hari (MMscfd) dan minyak bumi 63.000 barel per hari (bph) . Blok Mahakam berproduksi pertama kali pada 1974. Produksi Blok Mahakam berasal dari lapangan gas Peciko, Tunu, Tambora, Sisi Nubi, dan South Mahakam.

Sementara itu, Presiden Direktur PT Pertamina Hulu Energi Gunung Sardjono Hadi mengatakan, pada tahun ini perseroan hanya fokus pada kegiatan di Wilayah kerja yang telah mendapat kepastian perpanjangan seperti Blok Offshore North West Java dan Blok West Madura Offshore.

Menurutnya, kegiatan di blok lainnya seperti di North Sumatera Offshore (NSO), Aceh; Blok B, Aceh; Blok Siak, Riau; Blok Kampar, Riau; Joint Operating Body East Java, Jawa Timur; dan Badan Operasi Bersama Bumi Siak Pusako, Riau terpaksa dikurangi karena faktor harga minyak yang rendah.

“Jadi untuk beberapa blok yang mau habis, kami tidak lakukan kegiatan besar karena terkait depresiasi,” katanya. Dia menuturkan, target laba bersih PHE tahun ini US$ 151 juta atau turun dari capaian 2016 sebanyak US$ 191 juta.

     Menurutnya, penurunan target laba bersih itu disebabkan ada biaya yang harus dibayarkan pada tahun ini. Khusus pendapatan sebelum bunga, pajak, depresiasi dan amortisasi dan pendapatan perseroan ditargetkan naik.

Gas Firms hope for more incentives

State-owned firms Pertamina and PT Perusahaan Gas Negara (PGN) have called for more incentives, including higher gas prices, as the government plans to require all gas stations to build gas infrastructure. Under a new ministerial decree, set to be issued by the end of the month, gas stations will be required to have at least one dis penser of compressed natural gas (CNG) or liquefied gas for vehicle (LGV). 

This aims to help make CNG, widely recognized as cleaner than other fossil fuels, more accessible and encourage consumers to reduce the use of gasoline or diesel. However, the two gas giants recognize that the installation of gas dispensers in 5,000 gas stations nationwide will be not be economically feasible with the current prices and Internal Rate of Return (IRR). Pertamina City Gas and CNG manager Ryrien Marisa said on Tuesday that it would be difficult for the government to force gas station operators to set up gas dispensers without incentives. “We need prices that will help us compensate for our investment. 

For example, we need to be assured that the current IRR of 16 percent will be easily maintained,” she told reporters, adding that consumers might also want incentives to encourage them to install converter kits worth Rp 20 million (US$ 1,495) in their vehicles. The government has long been trying to convert consumers to gas with only little result. While gas is sold for half the price of subsidized gasoline, its consumption by vehicles is still not massive, partly due to the small number of CNG and LVG stations (SPBG) available across the country. 

Pertamina will start operating 53 SPBG by the end of the year, adding to the 34 units already in operation, including seven Mobile Refueling Units (MRU). Meanwhile, PGN operates 10 SPBG and five MRU. Most of the SPBG are located in Greater Jakarta, with several located in Palembang in South Sumatra, Semarang in Central Java and Balikpapan in East Kalimantan.For comparison, India, where CNG has been available since 1993, operates 1,010 CNG stations serving around 25,500 vehicles that can use dual fuel. China, meanwhile, supplies CNG to 1.5 to 2 million vehicles. 

Official data from Pertamina shows that consumption of gas fuel declined to 2.8 million standard cubic feet per day (mmscfd) in thefrst two months this year, from 3.8 mmscfd last year, because of the move by Transjakarta that allows its buses to use die- sel instead of CNG. Although Pertamina and PGN are supportive of the newly prepared ministerial decree, both have asked that the government increase the price of CNG. 

PGN commerce director Danny Praditya said ideally CNG would be sold at around Rp 4,600 per liter equal to gasoline instead of the current price of Rp 3,100. Pertamina’s Ryrien shared a similar view on the price level, but acknowledged that raising the price might deter consumers from converting to gas. “That is why Pertamina is waiting for this new policy as we would like to see whether the price will be increased or if there will be some sort of special subsidy to maintain the gap [with gasoline],” she said. 

However, Pertamina and PGN might and their expectations unanswered as Energy and Mineral Resources Minister Ignasius Jonan stands firm, holding that CNG prices must remain lower than gasoline or diesel to entice more consumers. “If the price is higher than Premium [subsidized gasoline], a RON 88 fuel, then it is unlikely anyone will be interested. There must be a significant gap of around 30 to 40 percent,” he said.

Pertamina to Work on Mahakam in Q2

State-owned oil and gas giant Pertamina will start drilling wells at the gas-rich Mahakam block next quarter to maintain production before taking over its operations from France’s Total E&P Indonesie (TEPI) next January. Pertamina offcially signed Mahakam bridging and funding agreements with current shareholders TEPI and Japan’s Inpex on Monday evening that would allow it to start drilling activities during the transition phase this year. 

It is committed to drilling 19 wells with an investment of US$1.5 billion this year, according to its work plan and budget submitted to the Upstream Oil and Gas Regulatory Special Task Force (SKK Migas). With such a move, it hopes to sightly deter any production drop next year. The new agreements also entail that Pertamina’s subsidiary, PT Pertamina Hulu Mahakam, will open a joint account with Total E&P Indonesie (TEPI)  to conduct these activities. “Mahakam block’s operatorship transfer to Pertamina Hulu Mahakam will help maintain production continuity,” Pertamina spokes person Wianda Pusponegoro said.

Mahakam, acknowledged as the backbone of national gas production, is currently operated by Total E&P Indonesie (TEPI)  with a 50 percent share, while the remaining half is held by Inpex. Located in East Kalimantan, it is currently the country’s biggest gas producing block. The block generated 1,722 million standard cubic feet of gas per day (mmscfd) and 64,288 barrels of oil per day (bopd) last year. Total E&P Indonesie (TEPI)  expects to produce 1,430 mmscfd and 53,000 bopd this year. 

The oil and gas sector has been rocked by low crude oil prices in the past few years, causing weak exploration and production. Although gas production has remained fairly on target, the government has kept the production goal for this year similar to last year’s 1.15 million barrels of oil equivalent per day (boepd) owing to a lack of new discovery in the past couple of years. 

This has led to concerns that the block takeover by Pertamina will lead to a drop in production. Total E&P Indonesie (TEPI)  it self drilled 100 wells and conducted maintenance on 8,500 aging wells at Mahakam last year to maintain production. Even so, SKK Migas remains optimistic that Pertamina’s drilling activities will start on time this year to ensure production does not drop drastically. “TEPl’s activities are scheduled to be concluded by the end of the first quarter, while Pertaimina’s [activities] are expected to start in the second quarter,” SKK-Migas deputy head Zikrullah said. “Ideally, everything will start according to the program.” 

Although Pertamina is slated to control a 100 percent share of the block, it must divest 10 percent to the local administration and it is allowed to divest up to 30 percent of its ownership to partners. The government has recently hinted that Pertamina will be allowed to add 9 percent more shares on its offers to Total E&P Indonesie (TEPI)  and Inpex through business-to—business negotiations. 

The energy and mineral resources ministe expert staff for media relations, Hadi M. Djuraid, said even if Total E&P Indonesie (TEPI) and Inpex took the higher offer, Pertamina would remain operator of the block. Both Total E&P Indonesie (TEPI)  and Inpex have remained tight-lipped on the contractor share issue. Inpex’s vice president for corporate services, Nico Muhyiddin, said it would stick to any decision Total E&P Indonesie (TEPI)  made about its potential shares.

Menurut sumber Investor Daily, Selasa (14/ 3), bahwa Elia Massa Manik pada Selasa sore sudah mendapatkan persetujuan dari Istana untuk menduduki posisi orang nomor satu di Pertamina, menggantikan Dwi Soetjipto yang diberhentikan oleh Menteri BUMN pada Jumat (3/2) melalui SK No : SK-26/MBU/ 02/2017, bersamaan dengan Ahmad Bambang dan kursi wakil dirut. 

Elia sebelum duduk sebagai dirut PTPN III juga pernah menjabat sebagai dirut PT Elnusa Tbk periode Juni 2011 hingga Mei 2014. Menurut pengamat migas Sofyano Zakaria, dirinya juga sudah mendengar kabar bahwa Elia Massa Manik akan menjadi dirut Pertamina. “jika kemarin pelantikan, saya belum mendengar, tapi Elia Manik yang sudah dipilih, saya sudah dengar,” kata Sofyano kepada Investor Daily. Menurut dia, Pertamina sebagai perusahaan energi pada dasarnya memerlukan dirut yang andal dan sudah terbukti menguasai bisnis migas. 

Pada harga minyak yang anjlok, Pertamina membutuhkan nakhoda yang mampu melakukan inovasi yang bisa membuat laba Pertamina semakin membesar, di atas laba tahun 2016. “Menempatkan orang untuk dirut Pertamina tidak boleh coba-coba, karena Pertamina sebuah perusahaan yang berhubungan dengan hajat hidup rakyat secara langsung. Selain itu dirut Pertamina harus pula mendapat support penuh dari seluruh pekerja Pertamina,” kata Sofyano. 

Sofyano menegaskan, jika ternyata pada tahun 2017 ini laba Pertamina menurun dibanding tahun 2016, maka yang akan jadi sorotan masyarakat adalah Pemerintah dan Presiden. “Ini akan mencederai kepercayaan publik terhadap Presiden disamping berpengaruh pula terhadap penerimaan negara dari dividen yang disumbang oleh Pertamina,” tegasnya. Dia mengakui bahwa karyawan Pertamina masih diliputi trauma atas adanya ‘matahari kembar’ di tubuh Pertamina. 

Karenanya Sofyano berharap hal ini tidak terulang kembali di masa mendatang “Terpuruknya harga minyak dunia mau tidak mau harus ditutupi oleh Pertamina dengan inovasi bisnis lain yang bisa dikerjakan Pertamina. Artinya bisnis inovasi ini harus mendapat dukungan penuh dari pekerja Pertamina,” kata Sofyano. Selain Elia Manik, nama Dirut Krakatau Steel juga sempat menguat sebagai calon dirut Pertamina.

Menurut Ketua umum Federasi Serikat Pekerja BUMN Bersatu Arief Poyuono, posisi dirut Pertamina boleh saja diisi oleh orang luar Pertamina, sepanjang orang tersebut punya leadership yang kuat, mampu memotivasi seluruh pekerja untuk bisa bekerja keras bersama sama, mampu mempersatukan direksi yang ada. Selain itu terbukti andal dalam menjalankan BUMN yang ada, mampu membuat inovasi bisnis yang bisa membuat pertamina menghasilkan laba besar tanpa mengandalkan kepada harga minyak dunia yang terpuruk saat ini.
