Kementerian Energi dan Sumber Daya Mineral mengumumkan pembangunan fasilitas pengolahan gas terapung (floating production unit) Lapangan Jangkrik memerlukan biaya US$ 4,2 miliar (Iebih dari Rp 54 triliun). Jonan mengapresiasi kontraktor yang mempercepat pembangunan kilang lebih cepat setahun dari jadwal. Dengan begitu, mulai Mei 2017, kilang bisa beroperasi bersamaan dengan produksi gas Lapangan Jangkrik. Kilang Jangkrik mampu mengolah gas hingga 450 juta standar kaki kubik per hari (MMSCFD) dan kondensat sebanyak 4.100 barel per hari.

Menurut Jonan, kapal berdimensi 200 x 46 x 40 meter itu merupakan fasilitas pengolahan migas terbesar di Indonesia. Kilang ini menyokong produksi migas dari proyek gas laut dalam (Indonesia Deepwater Development) yang digarap ENI di Blok Muara Bakau. Letaknya sekitar 70 kilometer dari garis pantai Kalimantan Timur. Gas akan disedot dari 10 sumur produksi yang terhubung oleh pipa bawah laut 79 km.

Jonan menuturkan produk kilang ini dimanfaatkan oleh konsumen di Kalimantan Timur. Sebagian besar alokasi gas domestik akan dimanfaatkan PT PLN. Kontrak proyek Jangkrik ditanda tangani pemerintah bersama ENI sejak 2002. Kontraktor baru menemukan gas pada 2009 di garis sumur Jangkrik-1, yang disusul penemuan kedua pada 2011. Proyek gas terdiri atas dua dokumen pengembangan (plan of development/POD) terintegrasi yang disetujui  pemerintah pada 2011 dan 2013.

Proyek gas Jangkrik ini dikendalikan ENI (ITALY) Muara Bakau, yang memegang 55 persen saham. Sisanya dimiliki Engie E&P dan PT Saka Energi Muara Bakau masing-masing 33,3 persen dan 11,7 persen. Jonan meminta ENI memperbesar kapasitas kilang menjadi 800 MMSCFD. Tujuannya, supaya fasilitas kilang bisa dikelola bersama Chevron Indonesia Company yang mengelola proyek IDD Bangka dan Gendalo-Gehem.

Menurut Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas), sampai hari ini Chevron Indonesia Company belum menyetorkan revisi proposal proyek gas laut dalam Gendalo-Gehem. Juru bicara SKK Migas, Taslim Z. Yunus, mengatakan kelanjutan proyek yang berlokasi di Selat Makassar itu tertahan harga minyak yang masih rendah. Sementara itu, proyek IDD tahap 1 (Lapangan Bangka) sudah berproduksi sejak Agustus 2016. "Harga minyak masih rendah, keekonomiannya masih marginal,” kata Taslim.

Pertamina Rehabilitation 104 Oil Well Ilegal

Pertamina mencatat ada 104 sumur minyak ilegal di Asset 2, Sumatera Selatan. Sebanyak 81 sumur berada di Mangunjaya, sisanya berada di Keluang, Musi Banyuasin, yakni 23 sumur. Nanang menjelaskan, penambangan ilegal terjadi sejak 2011. Akibat aktivitas tersebut, perusahaan kehilangan produksi hingga 1.500 barel per hari (bph).

Angka tersebut justru jauh lebih besar dari produksi minyak Pertamina EP di Mangunjaya yang sebesar 400 bph.  Ia mengaku telah berkoordinasi dengan kepolisian untuk mencegah penambangan ilegal terulang, Pasalnya, penambang kerap tidak mengindahkan aspek keselamatan kerja.

Terakhir, penambangan ilegal di Sumatera Selatan pernah memakan 18 korban Iuka-luka ketika mesin pompa meledak dan mengakibatkan kebakaran hebat pada awal tahun lalu.

Dia berjanji akan memperbaiki lingkungan di sekitar sumur yang tercemar akibat penambangan ilegal. Pertamina EP juga berpeluang memproduksi sumur tersebut. Namun, untuk sampai ke tahap produksi, kajian lebih mendalam dibutuhkan. “Kami evaluasi. Yang masih punya nilai ekonomi tinggi bisa dipakai.

Padahal, targetnya mencapai 1.020 MMSCFD. Adapun target penjualan gas tahun lalu sebesar 790 MMSCFD. Adapun realisasinya tidak tercapai hanya sebanyak 768 MMSCFD.

Work on Five New Projects, Pertamina EP Prepare $ 778 Million

PT Pertamina EP subsidiary of PT Pertamina will issue an investment of $ 778 million this year to fund five new projects. This is to achieve the production target of 85 thousand barrels of oil per day (bpd) and 1,041 million cubic feet of gas per day / MMSCFD this year.

Pertamina EP will work on five new projects this year, namely Jatiasri Complex Project, Big Bamboo, Akasia Bagus, Tapen, and Bengal. Profit Rise

Then there is also the Project EOR (enhanced oil recovery / oil depletion advanced stage) in the Field Jirak now 421 bpd production. The project is still in progress and expected to be completed in 2018.

PT Pertamina EP anak usaha PT Pertamina akan mengeluarkan investasi sebesar US$ 778 juta pada tahun ini untuk membiayai lima proyek baru. Hal ini untuk mencapai target produksi minyak 85 ribu barel per hari (bph) dan gas 1,041 juta kaki kubik per hari /mmscfd pada tahun ini.

Pelaksana Tugas Harian Presiden Direktur Pertamina Nanang Abdul Manaf mengatakan, target produksi migas tahun ini lebih tinggi dari tahun lalu yang tercatat sebesar 83.674 bph untuk minyak dan 989 mmscfd untuk gas. Untuk mengejar target produksi 2017, pihaknya akan lebih agresif dengan memperbanyak pengeboran sumur pengembangan dan menggarap sejumlah proyek baru.

Tahun ini, kami merencanakan capex (capital expenditure/ investasi) US$ 778 juta, sementara opex (operational expenditure/biaya operasi) US$ 1,3 miliar,” kata dia dalam media workshop di Jakarta, Rabu (22/3). Besaran capex ini naik 46,2% jika dibandingkan realisasi investasi tahun lalu yang sebesar US$ 532 juta.

Pertamina EP akan mengerjakan lima proyek baru pada tahun ini, yakni Proyek Jatiasri Komplek, Bambu Besar, Akasia Bagus, Tapen, dan Benggala. Menurut Nanang, rencana pengembangan (plan of development/ POD) untuk Proyek Jatiasri telah disetujui Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas). Sementara POD untuk empat proyek lainnya masih dalam proses persetujuan.

“Jadi, lima POD selesai April, karena ini target Wakil Menteri Energi dan Sumber Daya Mineral Arcandra Tahar, sehingga bisa dieksekusi di April langsung,” ujar Nanang.

Untuk Proyek jatiasri, disebutnya akan dibor tujuh sumur pengembangan, diantaranya Jatiasri, Jatisinta, Jatirimba, dan Jatikeling. Selain itu, juga akan dilakukan perbaikan fasilitas, seperti pipa gas. Kemudian di Bambu Besar, Pertamina EP berencana mengaktifkan empat sumur eksplorasi yang langsung dikerja ulang (work over) sehingga langsung memberikan tambahan produksi. 

Proyek Bambu Besar, Tapen, dan Akasia Bagus ditargetkan mulai berproduksi pada 2018, sementara proyek lainnya pada tahun berikutnya. Meski tidak merinci angkanya, Nanang menyatakan tambahan produksi dari lima proyek baru ini cukup besar. Di Aset-3 Jawa Barat saja, Proyek Jatiasri, Bambu Besar, dan Akasia Bagus dapat menaikkan produksi total aset dari kisaran 10 ribu bph menjadi 15-17 ribu bph.

Sementara untuk kegiatan produksi tahun ini, Pertamina EP total akan mengebor 48 sumur pengembangan. Selanjutnya untuk kegiatan eksplorasi, perusahaan akan melaksanakan seismik 2D sepanjang 883 kilometer (km), seismik 3D 621 kilometer persergi (km2), dan pengeboran 12 sumur eksplorasi.

Kemudian dari kinerja keuangan, Pertamina EP menargetkan kenaikan laba dan pendapatan. Pada 2016, anak usaha Pertamina ini membukukan pendapatan US$ 2,4 miliar dan laba US$ 590 juta. Sementara tahun ini, laba ditargetkan meningkat tipis menjadi US$ 596 juta dan pendapatan mencapai US$ 2,8 miliar.

Perbaikan kinerja keuangan ini, didorong baik oleh peningkatan produksi migas maupun naiknya harga minyak mentah. “Produksi lebih tinggi dari 2016, kemudian harga minyak asumsinya US$ 50 per barel, dari realisasi tahun lalu yang hanya US$ 39 per barel,” kata dia.

Dia menjelaskan, Aset-2 Sumatera Selatan dan Aset-3 Jawa Barat masih menjadi andalan perusahaan untuk mengejarkan target kinerja tahun ini. Pasalnya produksi gas di kedua aset ini cukup besar, yakni sekitar 350 mmscfd di Sumatera Selatan dan 250 mmscfd di Jawa Barat.

“Ini karena cost produksi gas rendah, kemudian harga gas stabil. Meski sekarang ada policy cap (pembatasan) harga gas, kami masih profit karena produksi gas di dua aset ini besar,” kata Nanang. Selain itu, tambahan produksi tahun ini diantaranya juga diperoleh dari empat proyek baru yang mulai on stream pada 2017. 

Tiga diantaranya bakal beroperasi pada bulan depan, yakni Proyek Matindok, Paku Gajah, dan Cikarang Tegal Pacing. Tambahan produksi dari masing-masing proyek ini yaitu sebesar 55 mmscfd dari Matindok, 45-49 mmscfd dari Paku Gajah, dan 14 mmscfd dari Cikarang Tegal Pacing.

     Kemudian ada juga Proyek EOR (enhanced oil recovery/ pengurasan minyak tahap lanjut) di Lapangan Jirak yang kini produksinya 421 bph. Proyek ini masih dalam pengerjaan dan diharapkan selesai pada 2018.

Boosts Production, Pertamina EP Using EOR

PT Pertamina EP prepare expenditufre operation (OPEX) for US $ 1.3 billion to increase production of old oil and gas fields. One effort to increase production is the advanced stage of depletion mechanisms alias enhanced oil recovery (EOR).

Pelaksana Tugas Harian Presiden Direktur Pertamina EP Nanang Abdul Manaf mengaku, penggunaan EOR tidak banyak digunakan pada tahun ini, karena investasi yang dikeluarkan cukup mahal. Untuk itu teknik EOR hanya digunakan di beberapa lapangan migas saja. Seperti Lapangan Jirak, Sumatra Selatan yang mulai dilakukan pada tahun lalu. 

Di lapangan tersebut, Pertamina akan menggunakan skema EOR di 21 sumur. Saat ini proses di Lapangan Jirak sudah mencapai 6,7%. "Untuk menggunakan EOR tersebut, Pertamina EP harus mengeluarkan investasi sebesar US$ 3,9 juta," kata dia, dalam pemaparan kinerja perusahaan tahun 2016, Rabu (22/3).

Dengan teknik EOR Nanang yakin, produksi Lapangan Jirak bisa mencapai 421 billion cubic feet per day gas pada tahun 2018 nanti. Selain Lapangan Jirak, Pertamina EP juga akan menggunakan teknik EOR untuk lapangan-lapangan migas yang telah melewati teknik water flooding (pengurasan sekunder, yakni air di injeksikan ke dalam reservoir). Di antaranya lapangan Tanjung, Lapangan Rantau, lapangan Tanjung Jiman, dan Lapangan Lirik di Riau.

Saat ini, lapangan-lapangan yang dikelola Pertamina EP telah bergeser ke secondary recovery dan tertiary recovery alias bukan lagi primary recovery. ”Eranya bergeser ke secondary dan tertiary surfactan. Makanya kami menggunakan itu," katanya.

Untuk EOR di lapangan eksisiting Nanang mengungkapkan, Pertamina EP tidak lagi membutuhkan investasi baru. lni karena sudah ada fasilitas water flooding yang sudah dibangun sebelumnya.

Sementara, untuk target produksi tahun ini adalah 83.865 barel minyak per hari, naik dari 2016 sebesar 83.674 bph. Produksi gas 1.042 mmscfd atau naik dari realisasi tahun lalu 989 mmscfd Capital expenditure (capex) Pertamina EP tahun ini mencapai sebesar US$ 778 juta.

Menurut Sekretaris Perusahaan PT Krakatau Steel Iip Arief Budiman, di Cilegon, Banten, Rabu (22/8), harga turun sesuai Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 40 Tahun 2016 tentang Harga Gas Bumi untuk Industri Tertentu. Sebelum penurunan harga gas direalisasikan, produsen baja itu mengusulkan agar harga menjadi 4-5 dollar AS per juta metrik british thermal unit (MMBTU).

”Sekarang sudah ditetapkan pemerintah. Kami menerima keputusan tersebut,” kata lip. Penurunan harga gas ditambah gencarnya pembangunan infrastruktur menurut Iip, diyakini akan meningkatkan laba perusahaan pada 2017 PT Krakatau Steel membukukan laba operasi pada tahun 2016 sebesar 4,39 juta dollar AS atau sekitar Rp 58,98 miliar. Pada tahun itu, volume penjualan PT Krakatau Steel sekitar 2,3 juta ton dengan produk utama seperti baja Iembaran canai panas, kawat baja, dan baja lembaran canai dingin.

”Penurunan harga gas ini ikut meningkatkan kinerja perusahaan kami. Kami bisa melakukan penghematan untuk mengembangkan sektor potensial lainnya,” kata Sukandar. 

Dedi Fahruli, Manajer Pemasaran PT Thermax Indonesia di Cilegon, mengatakan, pihaknya menyambut positif penurunan harga gas. Kondisi itu diharapkan membuat industri yang menggunakan gas lebih bergairah dan mendorong pembangunan pabrik. ”Harga gas diharapkan lebih murah daripada listrik, tidak hanya untuk Thermax Indonesia, tetapi juga semua industri,” ujarnya.

Thermax Indonesia antara lain menghasilkan boiler (ketel), pengontrol polusi udara, serta penanganan air dan limbah cair. ”Kalau pembangunan pabrik semakin cepat, kami akan mendapat dampak positif” kata Dedi.

Menurut Ketua Umum Federasi Serikat Pekerja Baja Cilegon Safrudin, penurunan harga gas untuk industri tertentu diharapkan membuat produsen baja, termasuk PT Krakatau Steel, lebih memperhatikan kesejahteraan karyawan. Penurunan harga tentu akan berkontribusi positif terhadap bisnis baja.

Nanang melanjutkan target optimalisasi enhanced oil recovery (EOR) juga dinaikkan menjadi 3.372 barrels of oil per day (BOPD) minyak per hari BOPD. Sebelumnya pada 2016 target produksi EOR Pertamina EP sebesar 2.977 BOPD. Pencapaiannya 99 persen dari target atau sebesar 2.957 BOPD.

Pertamina EP memiliki lima aset produksi yang tersebar di 155 Kabupaten di seluruh Indonesia. Anak perusahaan PT Pertamina itu menargetkan tiga proyek di antaranya bisa mulai menghasilkan gas bumi dan minyak pada tahun ini.

Ketiga proyek itu yaitu pengembangan gas Donggi Matindok (Sulawesi Tengah), Lapangan Paku Gajah (Sumatra Utara), dan pengembangan Cikarang Tegal Pacing (Jawa Barat). Produksi proyek gas Donggi Matindok akan dinaikkan 55 juta kaki kubik per hari (MMscfd) menjadi 105 MMscfd. Proyek itu ditargetkan beroperasi April 2017.

Pengembangan Lapangan Paku Gajah dengan target produksi puncak 45 MMscfd gas dan 1.100 barel per hari (bph) minyak ditargetkan mulai berproduksi pada April. Sementara itu, proyek Cikarang Tegal Pacing dengan produksi puncak gas 14 MMscfd akan beroperasi pada bulan ini. Adapun, Lapangan Jirak di Sumatra Selatan ditargetkan menghasilkan 421 barrel condensate per day/bcpd pada Desember 2018.

Tambahan produksi migas dari ketiga proyek tersebut diharapkan bisa menopang target perseroan pada tahun ini. Dia menuturkan, pada 2016 produksi migas PEP turun karena faktor harga minyak yang lebih rendah dari proyeksi yang ditetapkan. Perseroan menetapkan proyeksi harga minyak di kisaran US$50 per barel, tetapi realisasi hingga 2016 rerata US$30 per barel. 

Pertamina EP menargetkan produksi minyak tahun ini 83.865 bph lebih tinggi dari tahun lalu 83.674 bph. Produksi gas ditargetkan bisa mencapai 1.042 MMscfd lebih tinggi dari tahun lalu 989 MMscfd.

Proposal pengembangan lain diharapkan mendapat persetujuan pada April 2017. Kelima pengembangan lapangan baru yakni Bambu Besar (Jawa Barat), Tapen (Jawa Timur), Gantar (Jawa Tengah), Benggala (Sumatra Utara), dan Bunyu (Kalimantan Timur). Ada lima PoD yang selesai pada April,” katanya.

Dia berharap agar kegiatan produksi dan eksplorasi yang terealisasi pada tahun ini bisa naik dibandingkan dengan tahun lalu. Hal,itu ditunjang oleh belanja modal PEP tahun ini US$778 juta lebih tinggi dari 2016 US$ 590 juta. Pertamina EP menargetkan kegiatan eksplorasi berupa seismik 2D sepanjang 883 km dan seismik 3D 621 km2. Ini lebih cepat daripada perkiraan yang tercantum dalam Rencana Strategis Kementerian ESDM Tahun 2015-2018, yaitu produksi pertama pada 2018,” kata Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan pada upacara penamaan FPU itu, di Saipem Karimun Yard, Tanjung Balai, Kepulauan Riau.

Jonan memberikan nama jangkrik untuk FPU berukuran 46 x 192 meter itu. Nama jangkrik diambil dari lokasi lapangan gas Sumber gas alam Blok Muara Bakau, yang akan diolah dengan menggunakan kapal FPU itu. Nama lokasi itu ialah Lapangan Jangkrik. Kapal FPU Jangkrik akan beroperasi di Blok Muara Bakau yang berlokasi di Cekungan Kutai, lepas pantai Selat Makassar, yakni sekitar 70 km dari garis pantai Kalimantan Timur. 

Kapal tersebut dirancang untuk pengolahan gas dengan kapasitas hingga 450 juta standar kaki kubik per hari (mmscfd). Sebanyak 10 sumur produksi gas bawah laut yang telah dikompresi dan siap diproduksi akan dihubungkan dengan FPU yang kemudian mengolah dan menyalurkan gas dengan menggunakan pipa bawah laut sepanjang 79 km.

Selanjutnya, gas akan disalurkan ke darat, yaitu ke jaringan produsen gas Kalimantan Timur dan berakhir pada pemakai dalam negeri di Kalimantan Timur dan kilang LNG Bontang.

Menurut Jonan, FPU Jangkrik juga berfungsi sebagai penyulingan dan dapat menstabilkan kondensat serta menyalurkannya ke darat melalui jaringan distribusi setempat dan berakhir di kilang kondensat Senipah. Lebih dari 50% produksi Lapangan Jangkrik akan digunakan untuk memenuhi kebutuhan gas domestik. Diharapkan, itu dapat memberikan kontribusi signifikan terhadap kebutuhan energi nasional dan pembangunan ekonomi.

FPU jangkrik juga berfungsi sebagai penyulingan dan menstabilkan kondensat serta menyalurkannya ke darat melalui jaringan distribusi dan berakhir di kilang Senipah. Blok Muara Bakau dioperasikan ENI Muara Bakau BV sejak 2002 dengan kepemilikan saham 55% dan mitra mereka, Engie E&P, 33,30/0, serta PT Saka Energi 11,7%. Penawaran migas Pemerintah segera mengumumkan penawaran Wilayah Kerja (WK) migas tahap satu pada Mei mendatang.

Penawaran masuk rangkaian acara konvensi dan konferensi Indonesian Petroleum Association (IPA) 2017. Direktur Pembinaan Usaha Hulu Migas Kementerian Energi dan Sumber Daya Mineral (ESDM), Tunggal, menyatakan pemerintah sedang menyiapkan 10 WK migas konvensional yang akan ditawarkan pada tahun ini. Dari jumlah tersebut, 7 WK merupakan joint study, sedangkan 3 WK ditawarkan melalui lelang reguler. Ke-10 WK migas tersebut merupakan WK migas yang memang baru saja ditawarkan.

Sementara itu, apabila dari hasil evaluasi ternyata WK migas yang belum laku pada penawaran sebelumnya dapat memenuhi persyaratan untuk dilelang ulang, pemerintah akan menawarkannya kembali. “Ada kemungkinan (WK yang ditawarkan) bertambah. Dari hasil evaluasi kaIau memungkinkan, (bisa) bertambah" kata Tunggal.
