Pertamina pushes for more efficiency



State-owned energy giant Pertamina aims to save up to US$100 million through the introduction of efficiency measures in the company’s integrated supply chain (ISC) activities.

Pertamina ISC senior vice president Daniel Purba said the company expected to reach the target by for example, finding cheaper suppliers and optimizing the newly upgraded facilities in Tanjung Uban and the Sambu islands, both in Riau Islands, to manage its own fuel blending process in an attempt to reduce imports of finished fuel products.

Daniel said the company, for this year, was planning to secure 181.3 million barrels of oil from domestic procurement, a slight increase from the 176.6 million barrels secured in 2016.

“With the revocation of the income tax rule, we expect there to be more contractors that are willing to sell their oil to us,” he said. Pertamina’s ISC unit was established in 2015 after the dissolution of its Singapore-based subsidiary Petral, the operation of which was cancelled as a result of allegations of corruption and illicit practices in procurement. 

Daniel previously served as Petral’s vice president. According to Pertamina, the unit has earned $523 million in efficiency from the introduction of streamlined fuel procurement. The full liquidation of Petral, meanwhile, is still pending the debt clearance of its two subsidiaries, namely Zambesi Investment Ltd., established in 1979 and based in Hong Kong, and Pertamina Energy Services Pte. Ltd., which was created in 1992 and incorporated in Singapore.

As of March, Pertamina Oil Production Reaches 95% of target

PT Pertamina EP anak usaha PT Pertamina membukukan produksi minyak sebesar 80.727 barel per hari (bph) per Maret lalu, atau baru 95% dari target tahun ini 85 ribu bph. Pelaksana Tugas Harian Presiden Direktur Pertamina EP Nanang Abdul Manaf mengatakan, pihaknya telah melakukan berbagai upaya optimalisasi untuk mencapai target produksi tahun ini. Sehingga, produksi migas beberapa lapangan naik cukup signifikan.

Sampai Triwulan 1 ini, Pertamina EP dapat menahan laju penurunan produksi alamiah sebesar 20% per tahun dan menjaga tingkat produksi dikisaran 80 ribu bph. “Kami optimis untuk memenuhi target 2017 sebesar 85 ribu bph,” kata dia 

Lapangan dengan kinerja positif ini yakni Jatibarang Field. Peningkatan produksi didapatkan dari hasil reparasi sumur atau Kerja Ulang Pindah Lapisan (KUPL) Sumur XA 09 di lapangan lepas pantai Platform XRay dari awalnya tingkat produksi di kisaran 87 bph menjadi 2.781 bph.

Selain itu, kinerja Rantau Field juga menunjukkan tren positif, produksi Rantau Field mengalami kenaikan dari 2.100 bph pada awal tahun menjadi 2.831 bph pada awal April 2017 dengan pencapaian 127% terhadap target. Peningkatan produksi didapatkan dari pekerjaan lima sumur reparasi dan satu sumur pengeboran.

Aset 3 Pertamina EP termasuk di dalamnya Lapangan Jatibarang, akan menjadi tulang punggung Pertamina EP untuk mencapai target internal 100 ribu bph, bersama Aset 5. General Manager Asset 3 Wisnu Hindadari menuturkan, Lapangan Jatibarang ditargetkan bisa memproduksi minyak sebesar 10.551 bph pada tahun ini. 

Per April ini, realisasi produksinya telah mencapai 7.318 bph untuk minyak dan 50,43 mmscfd untuk gas. Adapun struktur yang menjadi backbone produksi di Jatibarang Field adalah Struktur X-Ray yang merupakan lapangan offshore dan Struktur Jatibarang, serta Karang Komplek dan Cemara untuk lapangan onshore.

Jatibarang Field Manager Herman Rachmadi menjelaskan, pencapaian target produksi tahun ini terutama difokuskan pada Struktur Jatibarang dan Struktur X-Ray “Di Struktur Jatibarang akan dilakukan pemboran, fracturing dan well intervention di lapisan vulkanik sedangkan di Struktur X-Ray difokuskan pada reparasi dan optimasi produksi di lapisan X~26, X-25, X-34 dan X-35”, ujarnya.

Komitmen Eksplorasi

Nanang menambahkan, selain capaian produksi tersebut, kinerja Seismik juga menunjukkan tren yang positif. Hingga akhir Maret 2017, realisasi Seismik 2D tercatat mencapai 426 kilometer, atau 48% dari target sepanjang 833 kilometer. Sementara seismik 3D sudah terealisasi 171 kilometer persegi atau 26% dari target sebesar 669 kilometer persegi. 

Pertamina EP berkomitmen menambah cadangan untuk memastikan peningkatan produksi migas. Untuk kegiatan pemboran eksplorasi, pihaknya sudah menyelesaikan pengeboran tiga sumur dan sedang mengerjakan 6 sumur lainnya yang telah dimulai pada kuartal pertama lalu. “Jadi target sumur eksplorasi sebanyak 12 sumur dapat kami selesaikan hingga akhir tahun 2017", tegasnya.

Menurut Nanang, tren eksplorasi ke depannya terletak di Kawasan Timur Indonesia. Pihaknya telah masuk kawasan ini, yakni dengan melakukan seismik di Klamasosa, Papua Barat sepanjang 500 kilometer. Tahun ini, seismik akan ditambah sepanjang 200 kilometer dan dilanjutkan 300 kilometer pada 2018.

Lebih lanjut, Nanang menambahkan, Pertamina EP juga mendapatkan temuan eksplorasi di Sumur Piraiba di Tanjung Kalimantan Selatan pada 2014 lalu. “Melihat potensi dari sumur Piraiba tersebut, tahun ini kami masuk kegiatan seismik di Tanjung Kalimantan Selatan dengan target total 350 kilometer. Kemudian kami akan menambah data seismik 2D di area Tanjung Area Barat,” jelasnya.

Terkait Seismik Kupalanda di Area Bintuni, Papua Barat yang sudah di mulai sejak 2016, pihaknya menargetkan harus memperoleh cadangan yang besarnya signifikan. Pasalnya, apabila temuan cadangannya kecil, maka tidak akan ekonomis, mengingat upaya yang dilakukan sangat besar karena areanya mayoritas merupakan rawa.

PT Pertamina melalui anak usahanya, PT Pertamina EP Cepu (PEPC), menargetkan dapat mengambilalih hak partisipasi ExxonMobil di Proyek Jambaran Tiung Biru pada Mei nanti. Akuisisi ini untuk memastikan proyek tersebut dapat mulai menghasilkan migas (on stream) pada 2020

Hal ini adalah sebagai tindak lanjut Surat Menteri ESDM No 9/13/ MEM.M/ 2017 tertanggal 3 Januari 2017 yang memerintahkan Pertamina untuk mengembangkan secara penuh lapangan ITB dan menyelesaikan pembahasan dengan ExxonMobil melalui skema bisnis (business to business/b to b). Pertamina telah memulai langkah negosiasi bisnis ini dengan ExxonMobil.

Direktur Utama PEPC Adriansyah menuturkan, melalui negosiasi tersebut, hak kelola ExxonMobil untuk Jambaran-Tiung Biru akan dialihkan ke pihaknya. Pada Maret lalu, pihaknya dan ExxonMobil telah meneken Interim Agreement yang menyepakati bahwa keduanya harus menyelaraskan hal-hal teknis berkaitan dengan pengambilalihan hak partisipasi ini. “Mei nanti kami targetkan negosiasi sudah selesai, sudah ada settlement agreement,” kata dia 

Skema yang akan dilakukan Pertamina, yakni permanent sole risk. Hal ini berarti hak partisipasi ExxonMobil akan dihargai secara komersil sesuai praktik bisnis yang berlaku. Selanjutnya, begitu ada kompensasi atau pembayaran, ExxonMobil tidak lagi memiliki hak untuk kembali terlibat dalam pengelolaan Proyek Jambaran-Tiung Biru.

Adriansyah menjelaskan, dari negosiasi yang telah berjalan, pihaknya dan ExxonMobil telah menyelaraskan beberapa parameter keekonomian yang dijadikan dasar perhitungan nilai hak partisipasi tersebut. Sementara beberapa hal yang belum disepakati yakni soal discount rate dan interpretasi perpajakan. Hal-hal inilah yang harus diselesaikan sehingga sudah ada keputusan pengambilalihan hak partisipasi pada Mei.

“Mei harus selesai karena Proyek jambaran-Tiung Biru harus di mulai tahun ini juga supaya on stream pada 2020. Jika tidak, maka profil keekonomian proyek akan berubah, demikian juga harga gasnya. Sehingga bisa jadi lebih panjang lagi prosesnya,” kata Adriansyah. Setiap penundaan jadwal produksi satu tahun disebutnya mengakibatkan IRR turun nilai lebih dari 2%. 

Hal ini lantaran kontrak kerja samanya berakhir pada 2035. Lapangan Jambaran merupakan bagian dari Blok Cepu yang di operasikan oleh ExxonMobil. Namun, untuk Proyek Jambaran-Tiung Biru, PEPC menjadi operator karena sebagian lapangannya terhubung dengan Lapangan Tiung Biru milik PT Pertamina EP. Saat ini, untuk kepemilikan hak partisipasi di Blok Cepu sendiri yakni PEPC 45%, Ampolex 24,5%, ExxonMobil 20,5%, dan BUMD 10%.

Menurut Ardiansyah. pihaknya sudah memperoleh surat yang mengalihkan alokasi gas Proyek Jambaran-Tiung Biru dari PT Pupuk Kujang Cikampek ke Pertamina. 

     Sehingga, gas yang diproduksikan sebesar 172 million standard cubic feet per day/mmscfd. Pihaknya juga sudah menyiapkan perjanjian jual beli gas (PJBG) dengan perseroan. “Finalisasi PJBG kami targetkan di kuartal kedua di 2017,” ujar dia.

Tahun ini, Pertamina EP Cepu telah menyiapkan dana sekitar US$ 100 juta untuk melanjutkan pengerjaan Proyek Unitisasi Lapangan Jambaran-Tiung Biru. Anggaran tidak terlalu besar lantaran kegiatan yang dilakukan pada tahun ini belum banyak kegiatan konstruksi. 

Aktifitas yang dilakukan yakni pengerjaan rekayasa (engineering), persiapan, dan pembebasan sebagian kecil lahan yang dibutuhkan. Saat ini pengembangan Lapangan ITB sedang dalam pelaksanaan EPC Early Civil Work (ECW). “Kalau semua sudah ok, kami berkomitmen selesaikan secepatnya karena kontrak dengan kontraktor EPC sudah disiapkan,” kata Ardiansyah.

Lapangan Jambaran-Tiung Biru bisa menghasilkan gas hingga 320 million standard cubic feet per day/ mmscfd. Namun dengan kandungan karbondioksida sebesar 30%, gas bersih yang bisa digunakan hanya sekitar 180-185 mmscfd.

Pertamina Competing Get Gas Field in Iran

"Kita optimistis. Kita sudah sampaikan proposal ke NIOC (National Iran Oil Company). Saat ini kita menunggu respon dari Iran," ujar Direktur Hulu Pertamina Syamsu Alam, di Cirebon, Jawa Barat

Menurut dia, pemerintah mendukung penuh keinginan Pertamina mengelola secara penuh dua ladang migas di Iran. Bahkan, ketika Presiden Joko Widodo bertemu dengan presiden Iran, secara eksplisit telah disampaikan keinginan untuk dapat mengelola dua blok migas tersebut. ”Saya kira itu merupakan dukungan pemerintah yang sangat luar biasa. Sekarang tergantung keputusan pemerintah Iran,".

Dia mengatakan, Pertamina telah menyiapkan investasi pengelolaan dua ladang migas yang terletak di darat tersebut dalam jangka waktu selama 20 tahun. Adapun investasi yang disiapkan Pertamina sebesar USD12 miliar. "Kita harapkan tahun ini sudah ditunjuk, setelah itu bisa langsung eksekusi," ujarnya.

Dia menambahkan, Pertamina siap bekerja sama dengan perusahaan lokal dari Iran. Berdasarkan aturan dari Pemerintah Iran, kontraktor migas yang melakukan investasi memang harus melibatkan perusahaan lokal selain NIOC.

Senior Vice President Upstream & Development Business Pertamina Denie Tampubolon mengatakan bahwa keinginan mengelola ladang migas di Iran merupakan upaya Pertamina mengembangkan sektor hulu. Dia menyebut total kapasitas produksi di dua blok migas, yakni Ab-Teymour dan Mansouri sebesar 100.000 barel oil equivalent per day (BOEPD). Adapun masing-masing blok mempunyai produksi sebesar 50.000 BOEPD.

"Angka itu masih bisa ditingkatkan secara signifikan. Kalau Pertamina ditunjuk mengembangkan lapangan ini, kita punya kompetensi teknis dan siap pendanaan pengembangan lapangan," ujarnya.

Dia meyakini proposal lelang yang diajukan Pertamina mampu bersaing dengan kompetitor. ”Kita optimistis. Pemerintah Iran tentu tidak hanya mempertimbangkan sisi komersial, tapi juga hubungan baik dengan Indonesia. Di samping itu, sebelum submit, kita juga sudah tes proposal dengan NIOC,” imbuhnya.

Di samping Timur Tengah, Pertamina juga berencana mengembangkan bisnis hulu migas di Rusia dan juga berekspansi ke Afrika dan Asia Pasifik.

Premium Auction Block Gas New Scheme

Director General of Oil and Gas Ministry of Energy and Mineral Resources Wiratmaja Puja IGN said the government is ready to auction 15 oil and gas blocks consisting of 10 blocks of conventional and non-conventional 5 blocks. Lelang Perdana Blok Migas Skema Baru


Kementerian Energi dan Sumber Daya Mineral (ESDM) akan kembali melelang sejumlah wilayah kerja blok minyak dan gas bumi baru pada tahun ini. Lelang tahap pertama 2017 akan di laksanakan pada Mei 2017, bertepatan dengan perhelatan IPA Conference.

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM IGN Wiratmaja Puja mengatakan, pemerintah siap melelang 15 blok migas yang terdiri dari 10 blok konvensional dan 5 blok non konvensional. "Ini masih tentatif, akan kami rapatkan. Lapor kepada Menteri dulu, kami umumkan," kata Wiratmaja, Selasa (11/4). Demi menarik investor, pemerintah akan menawarkan skema gross split untuk seluruh blok migas yang akan dilelang pada tahun ini. 

Selain gross split, pemerintah akan memberikan kesempatan kepada calon investor menawar skema dan besaran signature bonus. "Agar lebih menarik lagi, selain gross split, signature bonus kami open bid kan, dulu dibatasi sekian," urainya.

Meskipun begitu, pemerintah masih akan menetapkan batasan signature bonus di setiap blok yang akan dilelang. "Masih ada owner estimated, karena yang dilelang ini dari sisi bentuk cekungan punya karakter masing-masing, data berbeda dan potensi juga berbeda-beda," katanya.

Sementara, untuk blok migas yang tidak laku setelah dilelang tahun lalu kemungkinan besar akan kembali dilelang pada tahap kedua tahun ini. Kemungkinan besar lelang tahap II akan dilakukan pada semester II-2017.

"Yang tahun 2016 itu kami evaluasi ulang dulu, mungkin pada semester dua kami evaluasi lagi kenapa tidak laku. Itu membutuhkan waktu," kata Wiratmaja.

Tahun lalu, pemerintah memang telah melelang 14 blok migas konvensional, tepatnya pada April 2016. Namun hanya dua blok yang diminati. Saat ini pemenang lelang itu masih berunding tidak memakai gross split. Mereka tetap menginginkan skema kontrak bagi hasil alias production sharing contract (PSC).

Erwin Maryoto, Vice President Public and Goverment Affairs ExxonMobil Indonesia, bilang, Exxonmobil akan melihat blok yang akan dilelang. Kemudian Exxonmobil mengevaluasi blok itu. “Kami akan melihat semua, Karena belum ditawarkan, kami evaluasi," ujarnya.

Erwin juga belum bisa memastikan lelang blok migas tahun ini akan lebih menarik, terutama dengan adanya skema gross split. Pasalnya EXXonmobil harus membandingkan seluruh potensi blok migas yang akan ditawarkan. 

"Tidak hanya gross split atau PSC yang dilihat, tapi kualitas, potensi blok. Exxonmobil punya evaluasi sendiri- sendiri. Tapi kami akan lihat apa yang ditawarkan," jelasnya.

Jika Exxonmobil masih membuka peluang mengkaji blok migas yang akan ditawarkan tahun ini, berbeda dengan PT Pertamina. Direktur Hulu Pertamina, Syamsu Alam pernah menyatakan Pertamina belum berencana mengikuti penawaran blok baru. Pertamina saat ini masih fokus pada blok-blok yang telah menjadi portofolio perseroan.  “Kami sedang fokus menangani yang eksisting, termasuk PSC yang akan berakhir," kata Alam.

WK Auction Terms Gas More Soft



Ministry of Energy and Mineral Resources (MEMR) plans to auction 15 working areas (WK) of oil and gas in May. Details, 10 work areas of conventional and 5 non-conventional working area.

Kementerian Energi dan Sumber Daya Mineral (Kementerian ESDM) berencana melelang 15 wilayah kerja (WK) minyak dan gas pada Mei mendatang. Perinciannya, 10 wilayah kerja konvensional dan 5 wilayah kerja non-konvensional.

Direktur Jenderal Migas Kementerian ESDM IGN Wiratmaja Puja menyatakan, seluruh lelang menggunakan skema bagi hasil berupa gross split untuk menggantikan skema cost recovery. Dengan skema gross split pemerintah memperoleh bagian minyak dan gas bumi yang lebih kecil jika dibandingkan dengan persentase bagi hasil selama ini. 

     Namun, bagian minyak dan gas yang diterima pemerintah itu utuh karena tidak lagi dikurangi penggantian biaya operasional untuk kegiatan eksploitasi minyak yang ditagihkan kontraktor kontrak kerja sama (KKKS).

Menurut Wiratmaja, skema gross split lebih disukai KKKS karena arus kasnya tidak terpengaruh durasi pengembalian biaya operasional dan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas). "Untuk lelang pada semester pertama tahun ini, ada 15 WK. Semua akan ditawarkan dalam PSC (production sharing contract) gross split,” ujarnya 

Bukan hanya skema gross split, pemerintah juga meminta bonus tanda tangan (signature bonus) dengan sistem lelang terbuka. Nanti peserta lelang menyebutkan jaminan kemampuan keuangan tersebut dalam dokumen lelang wilayah kerja migas.

     Jadi, antara pemerintah dan peserta lelang, dimungkinkan terjadi tawar-menawar nilai signature bonus. Tawar-menawar terjadi karena potensi dan tantangan setiap wilayah kerja migas berbeda-beda.

"Dulu (signature bonus) dibatasi sekian. Ada owner estimate karena bentuk cekungan (wilayah kerja migas) punya karakter masing-masing. Datanya berbeda dan potensi juga berbeda-beda" kata guru besar ITB tersebut.

Vice President Public & Government Affairs ExxonMobil Indonesia Erwin Maryoto mengatakan, saat ini pihaknya menjalani proses negosiasi komersial untuk melepas 45% saham partisipasi Lapangan Gas Jambaran-Tiung Biru, Blok Cepu kepada PT Pertamina EP Cepu.

Jambaran-Tiung Biru merupakan lapangan gas antara Lapangan Jambaran (Blok Cepu) dan Lapangan Tiung Biru (blok PT Pertamina EP). Pada proyek tersebut, Pertamina EP Cepu sebagai operator menguasai saham partisipasi 45%, sedangkan sisanya 10% dimiliki oleh badan kerja sama badan usaha milik daerah.

Berdasarkan surat dari Menteri Energi dan Sumber Daya Mineral (ESDM) No. 9/13/MEM/2017 pada 3 Januari 2017, pemerintah menugaskan Pertamina untuk mengembangkan secara penuh Jambaran-Tiung Biru agar cepat beroperasi. Pasalnya, sejak rencana pengembangan lapangan (POD) diteken pada 2015, lapangan belum bisa dikembangkan karena terdapat perbedaan standar keekonomian proyek antara Exxon dan Pertamina.

“Untuk JTB [Jambaran-Tiung Biru], saat ini saya belum bisa memberikan komentar karena sedang melakukan negosiasi komersial dengan Pertamina. Kami ingin mendapatkan solusi yang terbaik bagi semua pihak,” ujarnya 

Sementara itu, ExxonMobil masih memiliki beberapa struktur yang mungkin bisa dikembangkan lebih lanjut di Blok Cepu. Saat ini, pihaknya masih melakukan uji sumur atau high rate test untuk mencapai produksi lebih dari 200.000 barel per hari (bph). Pasalnya, produksi minyak akan dinaikkan dari semula 165.000 bph menjadi 200.000 bph.

Namun, revisi analisis dampak lingkungan (Amdal) belum diperoleh dari Kementerian Kehutanan dan Lingkungan Hidup agar bisa melakukan produksi harian 200.000 bph. Struktur lainnya yang juga sedang dikembangkan yakni Lapangan Kedung Keris yang direncanakan menghasilkan 10.000 bph pada 2019. “Untuk Kedung Keris, kami sedang dalam tahap persiapan untuk kegiatan pengembangannya,” katanya.

Sebelumnya, Direktur Utama PT Pertamina EP Cepu Adriansyah mengatakan, pada pengembangan tahap 1, akan dilakukan kajian geologi dan geofisika, usulan pengeboran sumur delineasi dan eksplorasi untuk stuktur, Alas Tua West dan Alas Tua East.

Pada pengembangan tahap 2 untuk 2019 hingga 2022, PoD Iapangan Cendana dan Iapangan Alas Tua East ditargetkan bisa disampaikan pada 2018. Selain itu, pengeboran eksplorasi struktur Giyanti dan Pilang serta kegiatan pengurasan lanjutan (enhanced od recovery/EOR) Iapangan Banyu Urip juga dilakukan.

Dalam pengembangan tahap 3 pada 2022-2035, Pertamina akan mengebor sumur pembuktian di Lapangan Kalisari, penyusunan PoD untuk empat struktur (Giyanti, Kalisari, Alas Tua East dan Pilang) juga uji coba EOR-Banyu Urip. Ada rencana untuk kembangkan Cendana dan Alas Tua West,” katanya.

Tax Regulation Unclear


PSC Gross split Scheme

Regulasi Pajak Belum Jelas


Kontraktor minyak dan gas bumi meminta pemerintah membentuk regulasi soal pajak dalam skema kontrak bagi hasil kotor atau gross split agar tidak mengganggu iklim investasi migas di Tanah Air.

Peraturan tentang pembayaran pajak tidak tercantum dalam Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 8/2017 tentang Kontrak Bagi Hasil Gross Split. Dalam Pasal 13 Peraturan Menteri ESDM No. 8/2017 menyatakan kontraktor wajib membayar pajak penghasilan sesuai dengan ketentuan peraturan perundang-undangan perlakuan pajak penghasilan di bidang kegiatan usaha minyak dan gas bumi.

Executive Director Indonesia Petroleum Association (IPA) Marjolijn Wajong mengatakan, pajak tersebut perlu dipertegas dan diperjelas secara rinci melalui regulasi lain agar kontraktor migas bisa menentukan anggaran dan beralih ke skema bagi hasil kotor yang menggantikan skema cost recovery.

“Rezim soal perpajakan gross split belum jelas. Perlu ada aturan yang lebih tegas. IPA akan menyampaikan hal ini kepada Kementerian ESDM,” katanya dalam temu media soal Menilik Krisis Energi di Indonesia dari Sudut Pandang Ekonomi.

Marjolijn mengatakan, kontraktor migas yang beralih dari skema cost recovery ke gross split akan kebingunan dalam pembayaran pajak. Kontraktor bisa saja salah menghitung pajak. Atau mungkin, ada pajak yang tidak diketahui oleh kontraktor yang pada akhirnya harus dibayar”

Dia berpendapat seharusnya Kementerian ESDM segera menentukan kebijakan bersama Kementerian Keuangan untuk menyusun regulasi. Menurutnya, kerja sama antar kementerian juga perlu dipererat untuk penyusunan regulasi agar kontraktor percaya dengan skema dasar gross split 53% pemerintah dan 47% kontraktor. 

Skema ini berpengaruh terhadap investasi di sektor migas. Menurutnya, skema ini bisa saja membuat investasi di sektor migas tidak menarik, karena biaya yang harus dikeluarkan masih belum jelas. “Selain itu, pemerintah juga tidak menanggung risiko," kata Marjolijn.

Sementara itu, investasi migas di Indonesia mengalami penurunan selama beberapa tahun terakhir. Catatan Survey Policy Perception Index 2016 yang dirilis Fraser Institute menunjukkan bahwa iklim investasi migas di Tanah Air kalah bersaing dibandingkan dengan negara tetangga. Hal itu terlihat dari sepinya peminat lelang Wilayah Kerja (WK) dalam 2 tahun terakhir.

Pemerintah menawarkan 17 wilayah kerja migas pada tahun lalu. Namun, hanya satu kontraktor yang berminat mengikuti lelang. Periode sebelumnya, pemerintah menawarkan 11 blok migas, tetapi tidak satupun kontraktor yang tertarik.

Pengamat minyak bumi dan gas Indonesia Suyitno Patmukismo mengatakan, beberapa faktor yang memengaruhi adalah soal ketidakpastian pajak dan regulasi. “Tentu saja hal ini berpengaruh terhadap investasi di sektor migas."

Suyitno yang juga mantan Dirjen Minyak Bumi dan Gas sekaligus mantan Direktur Pertamina EP tersebut berpendapat bahwa ada beberapa langkah strategis yang harus dilakukan pemerintah.

Menurutnya, swasta nasional perlu diberi kesempatan untuk ikut membangun industri migas yang tangguh. Dia juga berpendapat langkah pemerintah yang perlu dilakukan untuk kontrak baru. Pemerintah perlu memberikan blok tanpa tender, tanpa bayar bonus, namun dengan eksplorasi aktif, sebagai privilege. Namun, hal ini dikhususkan bagi PSC yang tidak diperpanjang.

15 WILAYAH KERJA (WK) DILELANG

Kementerian ESDM siap melelang 15 wilayah kerja minyak dan gas bumi pada Mei 2017 dengan menggunakan skema kontrak bagi hasil kotor atau gross split menggantikan skema bagi hasil biaya operasional yang dapat dikembalikan atau cost recovery.

Ada 10 wilayah kerja (WK) konvensional yang akan dilelang. Sebanyak tiga WK akan menggunakan mekanisme lelang reguler, yakni WK Dunan di Kepulauan Riau, WK Tanimbar di Maluku, dan WK Memberamo di Papua.

Sementara itu, tujuh WK konvensional lainnya yang akan dilakukan penawaran langsung adalah WK Andaman 1, WK Andaman 2, WK South Tuna di Kepulauan Riau, WK Merak di Banten dan Lampung, WK Pekawai di Kalimantan Timur, WK West Yamdena di Maluku, dan WK Kasuri 3 di Papua Barat.

Adapun lima WK lainnya merupakan wilayah non-konvensional yang terdiri dari dua WK hidrokarbon serpih, yakni WK Jambi 1 dan WK Jambi 2. Adapun tiga lainnya adalah WK gas metana batu bara, yakni WK Raja di Sumatera Selatan, WK Bungamas dan WK West Air Komering di Sumatra Selatan. 

Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM I Gusti Nyoman Wiratmaja Puja mengatakan, skema gross split tersebut diterapkan dengan harapan penawaran wilayah kerja menjadi lebih menarik.
