East Kalimantan and Attaka Auctions



The ESDM Ministry will accelerate the auction process of East Kalimantan Block and Attaka in East Kalimantan. EMR Deputy Minister of Energy and Mineral Resources Arcandra Tahar said preparations for the auction of the two blocks are still underway. It is expected that it can be completed this month so the auction can be done soon.

With the accelerated auction schedule, the announcement of the winner is expected to be faster. Since the end of the contract in East Kalimantan Block is near, on October 24, 2018.

    Previously Managing Director of Oil and Gas Directorate General of the Ministry of Energy and Mineral Resources Ego Syahrial said the two-block auction will be conducted in March 2018. While the announcement of the auction winner is targeted in August 2018.

"The most difficult is to prepare the data for the bid document. It's being processed, but overall we're 80%. The signature of KKKS [contractor of cooperation contract] that we expect on 24 August. So, there is a time of 2 months until the process of accelerated transition, "he said.

Ego assesses time 2 months enough for the transition period. Where necessary, the government may request an existing contractor to undertake interim management in order that production is not affected. Both blocks have actually been offered by the government to PT Pertamina (Persero). However, the government-owned company is returning to the government because it is considered not meet the scale of the economy according to company calculations.

The government also had to auction both of them simultaneously because the processing of the products was united or joined. Especially for the Attaka Block, the government has assigned Pertamina to become a temporary operator. The reason, the contracts of Chevron USA and Inpex Corporation Japan as a contractor has been exhausted in 2017.

Later the two blocks will be auctioned along with other oil and gas blocks that will be exhausted and unsold contracts for the last three years scheduled for January 2018.

Previously, Upstream Director of Pertamina Syamsu Alam said it had submitted a proposal for the plan to manage oil and gas blocks which will expire contract. It also awaits the government's decision whether the company gets the green light to manage the blocks.

"It should be asked to the ESDM because the decision is there," said Syamsu.

Lelang East Kalimantan dan Attaka


Kementerian ESDM akan mempercepat proses lelang Blok East Kalimantan dan Attaka di Kalimantan Timur. Wakil Menteri ESDM Arcandra Tahar mengatakan persiapan untuk lelang kedua blok tersebut masih dilakukan. Diharapkan hal itu bisa diselesaikan pada bulan ini agar lelang bisa segera dilakukan.

“Lelang akan kita percepat. Kalau data-data selesai, saya targetkan Januari ini buka lelang termasuk blok-blok lain,” ujarnya di kantor Kementerian ESDM.

Dengan dipercepatnya jadwal lelang, maka pengumuman pemenangnya pun diharapkan menjadi lebih cepat. Karena masa akhir kontrak di Blok East Kalimantan sudah dekat, yakni pada 24 Oktober 2018.

Namun, Arcandra belum bisa mengungkapkan detail persiapan yang sedang dilakukan. Yang jelas, semakin cepat pemenang lelang diperoleh, semakin panjang waktu yang dimiliki untuk melakukan transisi. 

     Sebelumnya Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial menyatakan lelang dua blok tersebut akan dilakukan pada Maret 2018. Sementara pengumuman pemenang lelangnya ditargetkan pada Agustus 2018.

“Yang paling sulit itu menyiapkan data-data untuk bid document. Itu sedang diproses, tapi secara overall kita sudah 80%. Tanda tangan KKKS [kontraktor kontrak kerja sama] itu kita harapkan di 24 Agustus. Jadi, ada waktu 2 bulan sampai proses dipercepat peralihan,” katanya.

Ego menilai waktu 2 bulan cukup untuk masa peralihan. Apabila diperlukan, maka pemerintah bisa meminta kontraktor eksisting untuk melakukan pengelolaan sementara supaya produksi tidak terdampak. Kedua blok tersebut sebenarnya telah ditawarkan pemerintah kepada PT Pertamina (Persero). Namun, perusahaan milik pemerintah ini mengembalikan kepada pemerintah karena dianggap tidak memenuhi skala keekonomian menurut perhitungan perusahaan.

Pemerintah pun harus melelang keduanya secara bersamaan karena pemrosesan hasil produksinya disatukan atau digabung. Khusus untuk Blok Attaka, pemerintah telah menugaskan Pertamina untuk menjadi operator sementara. Alasannya, kontrak Chevron USA dan Inpex Corporation Jepang sebagai kontraktor telah habis pada 2017.

Nantinya kedua blok tersebut akan dilelang bersama dengan blok-blok migas lain yang akan habis kontrak dan yang tidak laku selama tiga tahun terakhir yang dijadwalkan pada Januari 2018. 

     Sebelumnya, Direktur Hulu Pertamina Syamsu Alam mengatakan pihaknya telah menyampaikan proposal untuk rencana pengelolaan blok-blok migas yang akan habis kontrak. Pihaknya pun menanti keputusan pemerintah apakah perseroan mendapat lampu hijau untuk mengelola blok-blok tersebut. 

“Sebaiknya ditanyakan ke ESDM karena keputusan ada di sana,” kata Syamsu.

Chevron Still Manages East Kalimantan Block



The Ministry of Energy and Mineral Resources (ESDM) asked Chevron to maintain the East Kalimantan Block, so that production does not fall during the transition period. East Kalimantan Block will expire on October 24, 2018. While the Attaka Block whose contract has been exhausted while managed by Pertamina.

This is considering the distance of the two blocks are close together. The decision was also due to PT Pertamina not willing to manage the two blocks termination it.

Because Pertamina is unwilling, then the two blocks whose contract is made into one will be auctioned specifically. Currently, East Kalimantan and Attaka Block auction have reached 80%.

"The rather heavy it is preparing the data bid document," said Ego, who also serves as Secretary General of the Ministry of Energy and Mineral Resources.

He targets, preparation of the auction can be completed in March 2018. The government will wait for the bidding of the combined blocs for four months. So the announcement of the winner is done in August. Exactly two months before Chevron's contract in East Kalimantan runs out.

"The winner will sign the contract immediately, I expect the next August 24, 2018. So there is time for two months until the transition process," he said.

So, in the meantime East Kalimantan Block will be managed by Chevron. This decision was taken to keep East Kalimantan's production from being too impacted in this short transitional period.

"The government asks the existing contractor to maintain the performance of the two blocks," he said.

While related to the Attaka Block, although Pertamina is unwilling, the government still assigns State-Owned Enterprises (SOEs) as temporary operators until there are winners from the second auction of the block. For information, Inpex Corporation Japan's contract in Attaka Block has expired at the end of 2017 yesterday.

Chevron Masih Kelola Blok East Kalimantan


Kementerian Energi dan Sumber Daya Mineral (ESDM) meminta Chevron tetap mengelola Blok East Kalimantan, agar produksi tidak turun saat masa peralihan. Blok East Kalimantan akan habis kontrak pada 24 Oktober 2018. Sedangkan Blok Attaka yang kontraknya sudah habis sementara dikelola oleh Pertamina.

Pelaksana Tugas Direktur Jenderal Migas (Dirjen Migas) Kementerian ESDM Ego Syahrial menyatakan, Blok East Kalimantan dan Blok Attaka akan digabungkan alias diunitisasi. Ini mengingat jarak kedua blok tersebut berdekatan. Keputusan itu juga karena PT Pertamina tidak bersedia mengelola kedua blok terminasi itu.

Karena Pertamina tidak bersedia, maka dua blok yang kontraknya dijadikan satu itu akan dilelang secara khusus. Saat ini persiapan lelang Blok East Kalimantan dan Attaka sudah mencapai 80%. 

"Yang agak berat itu mempersiapkan data-data bid document," kata Ego, yang juga menjabat sebagai Sekretaris Jenderal Kementerian ESDM.

Dia menargetkan, persiapan lelang tersebut bisa selesai pada bulan Maret 2018 mendatang. Pemerintah akan menunggu penawaran terhadap kedua blok yang digabung tersebut selama empat bulan. Sehingga pengumuman pemenang dilakukan bulan Agustus. Tepatnya dua bulan sebelum kontrak Chevron di East Kalimantan habis.

"Pemenangnya langsung menandatangani kontrak. Saya mengharapkan 24 Agustus 2018 mendatang. Jadi ada waktu selama dua bulan sampai proses peralihan," ujarnya.

Jadi, sementara ini Blok East Kalimantan akan tetap dikelola oleh Chevron. Keputusan ini diambil untuk menjaga produksi East Kalimantan agar tidak terlalu terdampak dalam masa peralihan yang singkat ini. 

"Pemerintah meminta kontraktor eksisting menjaga kinerja kedua blok tersebut," katanya.

Sementara terkait Blok Attaka, meski Pertamina tidak bersedia, pemerintah tetap menugaskan Badan Usaha Milik Negara (BUMN) itu sebagai operator sementara sampai ada pemenang dari lelang kedua blok itu. Sebagai informasi, kontrak Inpex Corporation Japan di Blok Attaka telah berakhir pada akhir tahun 2017 kemarin.

Pertamina needs to improve work plan



The government has given state-owned energy giant Pertamina until the end of January to improve its work program and budget (WPSCB) proposals for four oil and gas blocks. Otherwise, those blocks will remain in the hands of their current operators.

The Energy and Mineral Resources Ministry mandated in January 2017 that Pertamina take over eight oil and gas blocks, all of which would see their contracts with their current operators expire in 2018. The blocks are: Tuban, Ogan Komering, Sanga-sanga,  Southeast Sumatra, North Sumatra Offshore (NSO). Tengah, East Kalimantan and Attaka.

However, the ministry has given a chance to the current contractors of four of the eight blocks to submit a proposal to extend their operatorship. The four blocks are Tuban, Ogan Komering, Sanga-sanga and Southeast Sumatra.

The ministry has compared the WP&B proposed by the four contractors with the ones proposed by Pertamina.

“ln general, the current contractors of the four blocks have submitted better proposals than Pertamina,” the ministry’s secretary-general, Ego Syahrial, said on Thursday.

“We have handed over all of the documents [from the current contractors] to Pertamina. So, now the ball is in Pertamina’s court. If Pertamina can improve and match its proposals with other contractors in the next few weeks, we will grant the four blocks to the company” Ego said Pertamina. did not have to single-handedly operate the four blocks. If needed, the company could jointly operate those blocks with other contractors while still controlling the blocks’ majority stake, he added.

At present, Pertamina’s subsidiary Pertamina Hulu Energi jointly operates the Tuban block in East Java and the Ogan Komering block in South Sumatra with China’s PetroChina and Singapore’s Jadestone Energ, respectively.

China National Odshore Oil Corporation (CNOOC) operates and holds the majority stake in Southeast Sumatra block. Mean-while, the Sanga-sanga block in East Kalimantan is jointly operated by several contractors, including local firm PT Saka Energi Indonesia, ltaly’s Eni and the United States-based Overseas Petroleum and Investment Corp. (OPIC).

“We will still show our partiality for Pertamina as a national oil company for these four blocks. We plan to make a decision on these four blocks in January” Deputy Energy and Mineral Resources Minister Arcandra Tahar said.

Aside from the four blocks, the government has officially ordered Pertamina to take over the Tengah and NSO blocks. The ministry says Pertamina will be able to operate the Tengah block more efficiently because the block has unitized operations with the Mahakam block in East Kalimantan, which was taken over recently by Pertamina from France’s Total E&P lndonesie and Japan’s lnpex 

Pertamina is also expected to merge the operation of the NSO block with the North Sumatra B (NSB) block, all of which are currently operated by Pertamina Hulu Energi, for further efficiency For the East Kalimantan and Attaka blocks, Pertamina will return these two blocks to the government. 

The firm said it would be too costly to bear the burdens coming from the blocks’ abandonment and site restoration. Hence, the ministry plans to offer these two blocks through a special auction in March. 

“We hope we can find the tender winners and sign contracts with them by the end of August,” Ego said.

The ministry previously said it would open another tender in January for 22 oil and gas blocks that failed to attract investors in 2015-2016 auctions, as well as for ll other new blocks.

“We are still evaluating which blocks will be put up for auction, as we will only offer blocks with good seismic data,” Ego said, 

While adding that the ministry had found it difficult to improve the seismic data quality of many oil and gas blocks in the country due to a lack of budget.

This year, the ministry has allocated Rp 58 billion (US$4.32 million) to conduct 2D seismic surveys in Southeast Sulawesi and West Kalimantan, down from Rp 75 billion in 2017.

Mahakam Block Send LNG Perolana to Nusantara Regas



The first LNG cargo of 2 million MMBTU belonging to PT Nusantara Regas arrives at the FSRU Nusantara Regas One Floating Storage Unit in Jakarta Bay. The addition of the offloading feature for the LNG mini tanker is the Initiative of Nusantara Regas to meet domestic demand for small-scale LNG supply for PLN, Mining, Transportation and Industry, which until now still can not be fulfilled due to infrastructure limitations.

Blok Mahakam Kirim LNG Perolana ke Nusantara Regas


Kargo LNG perdana sebesar 2 juta MMBTU milik PT Nusantara Regas tiba di (Floating Storage Regasification Unit) FSRU Nusantara Regas Satu di Teluk Jakarta. Kargo ini merupakan kargo istimewa karena merupakan pengiriman perdana domestik dari Blok Mahakam pasca dioperasikan oleh Pertamina melalui cucu perusahaannya, Pertamina Hulu Mahakam (PHM), pada 1 Januari 2018 yang lalu. Kargo perdana LNG ini diangkut oleh LNG Carrier Aquarius.

Direktur Komersial dan Operasi PT Nusantara Regas Bara Frontasia menyampaikan apresiasi dan kebanggaan kepada PHM untuk pengiriman perdana LNG blok Mahakam yang ditujukan ke Nusantara Regas ini.

“Merupakan suatu kehormatan dan kebanggaan bagi kami untuk menerima pengiriman perdana LNG dari Blok Mahakam pasca dioperasikan Pertamina melalui cucu perusahaannya yaitu Pertamina Hulu Mahakam. Alhamdulillah kargo sudah tiba sesuai schedule dan akan langsung kami proses untuk penyaluran ke pembangkit listrik PLN area DKI dan sekitarnya” jelas Bara.

Lebih lanjut disampaikan jika pada tahun 2018, Nusantara Regas akan mengelola 23,7 kargo LNG (setara 52 juta MMBTU) dimana 17,7 kargo LNG akan dipasok dari Blok Mahakam. Sedangkan 6 kargo lainnya dipasok dari lapangan Tangguh Papua dan Bontang Kalimantan. 

Seperti diketahui, Blok Mahakam merupakan penghasil gas bumi terbesar di Indonesia dan berkontribusi sekitar 13% produksi gas nasional. Ditanya tentang bisnis Nusantara Regas di tahun 2018, Bara menjelaskan bahwa Nusantara Regas saat ini sedang melakukan pengembangan fasilitas FSRU dengan menambahkan fitur Offloading LNG untuk mini tanker LNG ataupun LNG Barge.

“Penambahan fitur offloading ditargetkan selesai pada awal kuartal 4 tahun ini, sehingga kedepannya layanan Nusantara Regas tidak hanya sebatas pengangkutan LNG, penyimpanan LNG, Regasifikasi LNG, penyaluran distribusi gas hasil regasifikasi saja, tetapi juga penyaluran distribusi LNG skala kecil” jelas Bara.

Penambahan fitur offloading untuk tanker mini LNG ini merupakan Inisiatif Nusantara Regas untuk memenuhi kebutuhan domestik atas suplai LNG skala kecil baik untuk PLN, Pertambangan, Transportasi, maupun Industri, yang hingga saat ini masih belum dapat dipenuhi karena keterbatasan infrastruktur.

Government Soon Open Auction 20 Oil and Gas Blocks



The Ministry of Energy and Mineral Resources (ESDM) will hold an oil and gas Working Unit (WK) auction this January. At least 20 WKs will be offered to investors. The existing WKs have expired or not sold out in the previous period.

Pemerintah Segera Buka Lelang 20 Blok Migas


Kementerian Energi dan Sumber Daya Mineral (ESDM) akan menggelar lelang Wilayah-Kerja (WK) minyak dan gas bumi pada Januari ini. Sedikitnya 20 WK yang akan ditawarkan kepada investor. WK tersebut ada yang sudah habis masa kontraknya maupun tidak laku dilelang pada periode-periode sebelumnya.

Wakil Menteri ESDM Arcandra Tahar mengatakan proses lelang dibuka setelah pihaknya selesai melakukan evaluasi. Dia bilang evaluasi mulai berlangsung pada awal pekan depan. Evaluasi itu meliputi kelengkapan data dan sebagainya.

Tahun ini lebih banyak sedang valuasi. Minggu depan sedang dievaluasi yang akan kita lelang berdasarkan kelengkapan data-data Januari juga lelangnya,” kata Arbandra di Jakarta.

Arcandra menegaskan WK yang ditawarkan tersebut akan menggunakan skema gross split. Tidak lagi menggunakan skema cost recovery selain itu dia menyebut WK migas yang dilelang tidak ada non-konvensional. Artiannya seluruh WK yang ditawarkan merupakan WK migas konvensional. 

“Dengan Gross Split semua,” ujarnya. 

Sementara itu, Pelaksana tugas Direktur Jendral Minyak dan Gas Bumi Kemententerian ESDM Ego Syahrial menambahkan, akan ada lelang khusus terhadap blok East Kalimantan dan Attaka pada Maret mendatang. Lelang ini berbeda dengan lelang yang dibuka pada Januari nanti. Lelang kedua blok tersebut saat ini dalam proses persiapan. 

“Saya harapkan bulan Maret kita sudah bisa umumkan, jadi lelang kita buka,” ujarnya.

Ego menuturkan pengumuman pemenang lelang akan disampaikan pada Agustus mendatang. Pemerintah hanya memberi waktu selama empat bulan terhitung sejak Maret bagi investor yang ingin melakukan penawaran. Pasalnya kontrak Chevron di East Kalimantan berakhir pada 24 Oktober mendatang.

“Pemenangnya maupun langsung tanda tangan kontrak dengan kontraktor itu kita harapkan di 24 Agustus, jadi ada waktu dua bulan sampai proses peralihan,” ujarnya.

Pemerintah sebenarnya sudah menyerahkan Blok East Kalimantan dan Attaka kepada PT Pertamina (persero). Namun Pertamina memilih mengembalikan kedua blok tersebut. Hal ini karena hasil evaluasi menyatakan nilai keekonomian tidak sesuai dengan perhitungan perseroan. Pemerintah kemudian meminta kontraktor eksisting untuk menjaga kinerja kedua blok tersebut.

ESDM Auctioning Oil and Gas Blocks and Mining Areas



This year the Ministry of Energy and Mineral Resources (ESDM) will auction off oil and gas blocks and mining areas resulting from the negotiation of the Coal Mining Concession Working Agreement (PKP2B), Contract of Work and Mining Business License (IUP).

Arcandra Tahar, Deputy Minister of Energy and Mineral Resources (ESDM) asserted, dozens of oil and gas blocks prepared from oil and gas blocks are not in demand between 2015 to 2017.

"More than 20 oil and gas blocks, I want this month to exist, the old and the unhealthy are being auctioned," he said in his office.

In 2015 there were eight oil and gas blocks that were not sold, 2016 there were 14 oil and gas blocks that did not sell, and in 2017 there are five conventional oil and gas blocks are also not sold. As a result 27 blocks of oil and gas ready to be auctioned again.

Although there are 27 blocks that are not sold in 2015-2017, the government will not directly auction the entire oil and gas block, but still must go through the evaluation and improvement of data quality of oil and gas blocks.

"Next week is evaluated we will auction based on the completeness of the data with gross split all" he said.

Meanwhile, the ESDM Ministry will also hold an auction for several mining areas. Head of Public Service and Cooperation Communication Bureau, Ministry of ESDM Agung Pribadi said the central government will conduct auction of former Contract of Work and PK2B.

"But for the former IUP which conducts auction is the provincial government, referring to Ministerial Regulation prepared by the Minister of Energy and Mineral Resources," he said.

Agung said there will be about 16 mining areas to be auctioned this year. Among these are five mining areas of the former Contract of Work, one former PKP2B and the remaining ex IUP

"Nowadays, we have finished the price of the 16 Territories, but there will be potential to increase," he explained.

Tahun ini Kementerian Energi dan Sumber Daya Mineral (ESDM) akan melelang blok migas dan wilayah pertambangan hasil negosiasi Perjanjian Karya Pengusahaan Pertambangan Batubara (PKP2B), Kontrak Karya dan Izin Usaha Pertambangan (IUP). 

Arcandra Tahar, Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) menegaskan, puluhan blok migas yang disiapkan berasal dari blok migas yang tidak diminati antara tahun 2015 sampai 2017.

"Lebih dari 20 blok migas. Saya mau bulan ini eksisting. Yang lama dan belum diminati dilelang," kata dia di kantornya.

Tahun 2015 silam ada delapan blok migas yang tidak laku dilelang, tahun 2016 terdapat 14 blok migas yang tidak laku, dan tahun 2017 ada lima blok migas konvensional yang juga tidak terjual. Alhasil 27 blok migas siap dilelang kembali.

Meski ada 27 blok yang tidak laku pada tahun 2015-2017, pemerintah tidak akan Iangsung melelang seluruh blok migas, melainkan tetap harus melalui tahap evaluasi serta perbaikan kualitas data blok migas. 

“Pekan depan dievaluasi yang akan kami lelang berdasarkan kelengkapan data-data dengan gross split semua" katanya.

Sementara itu Kementerian ESDM juga akan menggelar lelang untuk beberapa wilayah pertambangan. Kepala Biro Komunikasi Layanan Publik dan Kerjasama, Kementerian ESDM Agung Pribadi menyatakan, pemerintah pusat akan melakukan lelang bekas perusahaan Kontrak Karya dan PK2B. 

"Tapi untuk eks IUP yang melakukan lelang adalah pemerintah provinsi, mengacu Peraturan Menteri yang disiapkan oleh Menteri ESDM," katanya.

Agung menyatakan, akan ada sekitar 16 Wilayah pertambangan yang akan dilelang tahun ini. Di antaranya lima wilayah pertambangan eks Kontrak Karya, satu eks PKP2B dan sisanya eks IUP 

"Sementara sekarang ini yang sudah selesai harga dari 16 Wilayah pertarnbangan, tapi akan ada potensi bertambah," terangnya.

Masalah tata ruang 16 Wilayah pertambangan itu sudah selesai dari Kementerian Lingkungan Hulu dan Kehutanan. Jadi tidak ada kendala lagi untuk melelang.

Residents Refuse Rosneft Refinery



Meeting with Pertamina Back Deadlock

The process of land acquisition owned by villagers of Remen and Mentoso Village, Jenu Sub-district, Tuban Regency of East Java, which is planned to be used as the location of the Rosneft oil refinery, is continued with negotiations. Warga Tolak Kilang Rosneft


Pertemuan dengan Pertamina Kembali Deadlock

Proses pembebasan lahan milik warga Desa Remen dan Desa Mentoso, Kecamatan Jenu, Kabupaten Tuban Jawa Timur yang rencananya digunakan sebagai lokasi pendirian kilang minyak Rosneft kembali dilanjutkan dengan perundingan. Pertemuan antara pertamina dengan warga tersebut dimediasi oleh Komisi A Dewan Perwakilan Rakyat Daerah (DPRD) berlangsung di ruang rapat Gedung DPRD setempat, Kamis (4/1).

Proses perundingan berlangsung sangat sulit seperti pertemuan sebelumnya. Pertemuan itu tidak menghasilkan kesepakatan antara kedua belah pihak. Perwakilan warga dari kedua desa yang hadir masih ngotot enggan melepas tanah miliknya dan menolak pendirian kilang minyak di desa tempat mereka tinggal.

Sesekali tampak ketegangan mewarnai berlangsungnya pertemuan, apalagi ketika perwakilan dari Pertamina menyampaikan secara teknis rencana pendirian kilang minyak tersebut. Warga yang seperti sudah anti pati dengan keberadaan perusahaan yang berada di desanya berulang kali memotong pemaparan yang disampaikan pihak pertamina.

“Pokok’e ora tak dol (Intinya tidak saya jual),” sergah salah satu warga yang ikut dalam pertemuan.

Suwarto, salah satu perwakilan warga mengungkapkan alasan warga enggan melepas tanahnya karena merupakan lahan produktif sebagai tempat mata pencaharian masyarakat. Untuk itu, warga dengan tegas menolak menjual lahan.

“Saya dan semua masyarakat desa Remen dan Mentoso menolak berdirinya pabrik di desa kami,” ucap Suwarto dengan nada tinggi. "Terlebih, kejadian semacam ini juga telah terulang pada kasus pembebasan lahan sebelumnya, yakni berdirinya perusahaan PT. Trans Pacific Petrochemical Indonesia (TPPI) dan beberapa pabrik yang ada di Tuban hanya memberikan sebuah janji-janji manis saat awal pendirian, namun setelah berdiri tidak ada realisasinya. 

Ini bukan soal harga, namun warga tidak mau terjerumus pada kasus yang sama seperti kasus-kasus yang dulu. Perusahaan hanya mengumbar janji manis saja, janji memberi pekerjaan hanya omong kosong tanpa bukti,” tambahnya.

Sementara Vice President Asset Investment Pertamina Achmad Syaihu Rais menilai penolakan tersebut merupakan hal yang wajar. Ia menjelaskan bahwa beberapa proyek sebelumnya juga mendapatkan hal serupa, yakni selalu ada penolakan.

“Kita akan evaluasi dan kaji lebih lanjut terkait kelanjutan proyek ini, setelah pertemuan ini kita jadikan bahan kajian untuk ke depannya,” jelasnya.

Di sisi lain, Ketua Komisi A Dewan Perwakilan Rakyat Daerah (DPRD) Tuban Agung Supriyanto mengatakan pihaknya akan mengagendakan pertemuan kembali karena pertemuan yang dilaksanakan hari ini belum membuahkan hasil.

"Pertamina maupun warga memiliki keinginan masing-masing yang harus ditemukan agar tidak ada yang dirugikan. Kita akan terus mediasi lagi pada pertemuan selanjutnya,” pungkasnya.

Auction 20 Oil and Gas Blocks



The Ministry of Energy and Mineral Resources (ESDM) will auction more than 20 working areas (WK) or oil and gas blocks last year, more than the oil and gas block auctioned last year, namely 15 oil and gas blocks, both conventional and non-conventional.

Wakil Menteri ESDM Arcandra Tahar menyatakan, pihaknya fokus menawarkan blok migas yang dilelang secara langsung ke investor. 

"Kami lihat success rationya kemarin 5 dari 7. Kami akan evaluasi minggu depan. Setelah dievaluasi, setelah itu nanti berapa-nya kami usahakan secepatnya dibuka saja,” katanya di Kementerian ESDM.

Arcandra berharap blok migas dapat dilelang pada Februari mendatang. Pada lelang tahap pertama, sebelas blok migas akan ditawarkan kepada investor. Perinciannya, delapan blok migas konvensional dan tiga blok migas nonkonvensional.

In the draft of the Third Revision of Government Regulation (PP) no. 35/2004 on Upstream Oil and Gas Business Activities, the contractor may transfer certain commitments in other operated areas.

In the harmonization draft, there are several new chapters among them article 51 on the transfer of definite commitments. The Contractor may propose to the minister the change in the definite work program or the residual value of the definite work program for technical and economic reasons.

Dana Eksplorasi Bisa Dialihkan ke Wilayah Lain


Kontraktor kontrak kerja sama dapat mengalihkan kegiatan eksplorasi minyak dan gas bumi, termasuk dananya, ke wilayah kerja lain yang masih terafiliasi. Pengalihan komitmen pasti dalam kegiatan eksplorasi migas itu akan tercantum dalam revisi Peraturan Pemerintah No. 35/2004 tentang Kegiatan Hulu Minyak dan Gas Bumi.

Direktur Pembinaan Usaha Hulu Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Tunggal mengatakan bahwa pengalihan komitmen pasti oleh kontraktor bisa dilakukan dari wilayah kerja eksplorasi ke wilayah kerja lain termasuk wilayah kerja migas yang sudah masuk tahap eksploitasi atau produksi. Dengan syarat wilayah kerja itu masih dioperasikan oleh badan usaha afiliasinya.

Menurutnya, hal itu lebih baik daripada kontraktor tidak bisa melanjutkan kegiatan karena alasan teknis seperti tidak adanya potensi gas bumi atau hidrokarbon. Pengalihan kegiatan, menurut Tunggal, dimungkinkan untuk meningkatkan kegiatan eksplorasi daripada sekadar menambah pundi-pundi penerimaan negara bukan pajak (PNBP).

Ketika kontraktor migas menandatangani kontrak kerja sama untuk menggarap wilayah kerja migas, ada sejumlah nilai yang merupakan komitmen investasi selama 3 tahun pertama untuk menyelesaikan komitmen pasti tersebut. Komitmen pasti bisa berupa Studi geologi dan geofisika hingga pengeboran beberapa sumur eksplorasi.

“Mengebor dua sumur kosong, apa perlu yang ketiga? Kan lebih baik di Wilayah Kerja yang lain. Kan begitu skemanya. Kami itu mau cari minyak bukan mau can uang untuk PNBP,” ujarnya

Dia menilai, regulasi saat ini mewajibkan kontraktor menyetor sejumlah uang kepada pemerintah bila tidak bisa menyelesaikan komitmen pasti setoran dana tersebut akan masuk dalam PNBP sektor migas.

Pemerintah membutuhkan eksplorasi migas para kontraktor untuk menjamin keberlangsungan produksi minyak dan gas nasional. 

“Menurut aturan, kalau komitmen pasti tidak dilaksanakan, harus disetor ke kas negara senilai itu [komitmen pasti] sebagai PNBP.”

Dalam draf Revisi Ketiga Peraturan Pemerintah (PP) No. 35/2004 tentang Kegiatan Usaha Hulu Minyak dan Gas Bumi, kontraktor bisa mengalihkan komitmen pasti di wilayah kerja lain  yang dioperasaikannya.

Pada draf hasil harmonisasi, terdapat beberapa pasal baru di antaranya pasal 51 tentang pengalihan komitmen pasti. Kontraktor bisa mengusulkan kepada menteri perubahan program kerja pasti atau nilai sisa program kerja pasti atas alasan teknis dan keekonomian.

"What is done now is planned shutdown, which is a planned shutdown. We plan it on 4 to 23 December 2017. Alhamdulillah can be finished on 19. Under these conditions, we are still trying to supply gas to PGN but it flowed by 3.5 MMSCFD. "

In the future, PT Perta Arun Gas will invite related parties to jointly find the right schedule to make repairs and maintenance of the refinery.

According to him, scheduled refinery maintenance can be one solution to the problem of supply retardation does not happen again. Although PT Perta Arun Gas does not deal directly with customers, it also empathizes with the situation experienced by industrialists in Medan.

He explained that in conducting its operational activities, PT Perta Arun Gas manages the Gas Treating Unit, Condensate Recovery Unit and Sulfur Recovery Unit at the Arun Refinery. The Treating Unit Gas Storage Facility is managed for gas supply from the NSB well, while the Sulfur Recovery Unit is for the supply of the NSO wells.

When PAG was initially managed on April 10, 2017, the gas processing facilities at the Arun Refinery had been very long maintained and repaired so that it decided to start doing so in 2017 so that it is projected to complete in 2018.

Adi Harianto, General Manager of PHE NSB and PHE NSO, revealed that the NSB well is 45 years old so that after the shutdown can not directly provide the expected gas pressure.

"If the NSO wells the pressure is up to 1200 psi, while the NSB is only 40 so it operates slowly."

However, the gas pressure at the NSB well has reached 60 and added with only 50 from the NSO is currently considered to be good enough to channel natural gas to Medan.

Kisah Kilang Tua di Lhokseumawe yang Bikin Panik di Medan


Sejak di ruang tunggu penumpang di Bandara Kualanamu, Deliserdang, Sumatra Utara, hingga mendarat di Bandara Malikulsaleh, Aceh Utara, Direktur Teknik dan Operasi PT Perta Arun Gas Budiana terlihat santai, gembira dan tanpa beban.

Sikap yang sama pun ditunjukkannya setiap kali diberi kesempatan berbicara dalam pertemuan di ruang rapat perusahaannya dengan berbagai pihak yang terkait dengan permasalahan gas bumi.

Pada kesempatan itu, dia berkali-kali menyelingi ucapannya dengan mengatakan bahwa saat ini pasokan gas bumi ke Sumatera Utara sudah tidak ada masalah.

Menurutnya, inti persoalan dari hiruk-pikuk soal gas ini adalah pada aspek komunikasi yang dilakukan oleh masing-masing pihak. Begitu juga dengan sikap keterbukaan.  Ini kesempatan yang sangat baik untuk kita memberikan informasi dengan segala kejujuran dan kami PT Perta Arun Gas ini jujur,” katanya.

Dia mengatakan bahwa selama ini perusahaannya sudah melayani pelanggan dengan sebaik-baiknya. Dia berharap kondisi ini dapat menjadi pembelajaran bagi masing-masing pihak bahwa yang terjadi sesungguhnya adalah adanya pemeliharaan dan perbaikan kilang.

Dia menjelaskan, kilang millik PT Perta Arun Gas merupakan kilang tua. Oleh karena itu, pihaknya berencana melakukan pemeliharaan pada April . Namun karena mempertimbangkan customer, mereka menunda pemeliharaan.

“Yang dilakukan kini adalah planned shutdown, yakni penghentian yang direncanakan. Kami merencanakannya pada 4 sampai 23 Desember 2017. Alhamdulillah bisa selesai tanggal 19. Dalam kondisi tersebut, kami masih berupaya suplai gas ke PGN tetapi dialirkan sebanyak 3,5 MMSCFD."

Pada masa yang akan datang, PT Perta Arun Gas akan mengajak para pihak terkait agar bersama-sama mencari jadwal yang tepat untuk melakukan perbaikan dan perawatan kilang.

Menurutnya, perawatan kilang yang terjadwal dapat menjadi salah satu solusi agar persoalan ketersendatan pasokan tidak terulang lagi. Meskipun PT Perta Arun Gas tidak berhubungan langsung dengan pelanggan, pihaknya turut berempati dengan keadaan yang sempat dialami industriawan di Medan. 

Dia menjelaskan, dalam melakukan aktivitas operasionalnya, PT Perta Arun Gas mengelola Fasilitas Pemerosesan Gas Treating Unit, Condensate Recovery Unit dan Sulfur Recovery Unit di Kilang Arun. Fasilitas Pemerosesan Gas Treating Unit dikelola untuk pasokan gas dari sumur NSB, sedangkan Sulfur Recovery Unit bagi pasokan dari sumur NSO.

Saat awal dikelola PAG pada 10 April 2017, fasilitas-fasilitas pemrosesan gas di Kilang Arun tersebut sudah sangat lama tidak mengalami perawatan dan perbaikan sehingga pihaknya memutuskan untuk mulai melakukannya pada 2017 sehingga diproyeksikan tuntas pada 2018.

Adi Harianto, General Manager PHE NSB dan PHE NSO, mengungkapkan bahwa sumur NSB sudah berusia 45 tahun sehingga setelah shutdown tidak dapat langsung memberikan tekanan gas yang diharapkan. 

“Kalau sumur NSO itu tekanannya sampai 1.200 psi, sedangkan NSB hanya 40 sehingga beroperasinya pelan-pelan.”

Namun demikian, tekanan gas di sumur NSB sudah mencapai 60 dan ditambah dengan hanya 50 dari NSO saat ini dinilai sudah cukup baik mengalirkan gas bumi sampai ke Medan.
