      IPA Convex 2015 dibuka oleh Menteri Koordinator Bidang Kemaritiman Indroyono Soesilo. Pada 2016, acara tersebut dibuka oleh Menko Perekonomian Darmin Nasution, sedangkan pada 2017 dibuka oleh Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan.

Setelah absen tiga kali, Kepala Negara akhirnya hadir dalam acara Sektor hulu migas itu sekaligus membuka acara tersebut di Jakarta Convention Center, Rabu (2/5). Jika mengutip keterangan pers, Ketua Panitia IPA Convex 2018 Novie Hemawati menilai, kehadiran Jokowi dapat mempertegas komitmen Pemerintah Indonesia sebagai salah satu seluruh pemangku kepentingan untuk meningkatkan kembali daya saing sektor hulu migas Indonesia.

Benar saja, dalam sambutan Jokowi yang berdurasi sekitar 17 menit, penegasan mengenai komitmen pemerintah tentang keberlanjutan industri hulu minyak dan gas disampaikan. Dalam sambutan IPA Convex 2018, Jokowi memuji pelaku industri minyak dan gas sebagai salah satu sektor paling terkenal dan elite. Bahkan, nama besar perusahaan dan pelaku usahanya, membuat gemetar para politisi. 

“Tapi untuk saya ya, biasa-biasa saja,” selorohnya.

Di tengah tantangan global, Jokowi juga menjelaskan tantangan industri migas ke depan. Setidaknya dengan membandingkan kinerja 10 perusahaan terbesar di dunia dalam dekade terakhir. Dalam kurun waktu 10-20 tahun terakhir, setidaknya lima perusahaan dari sektor migas menempati 10 besar korporasi paling menjanjikan. Berbeda dengan sekarang, di mana perusahaan dengan inti bisnis teknologi informasi menjadi juara.

GELENG-GELENG KEPALA (HERAN)

“Yang kita harapkan, bisa lebih menyederhanakan sehingga investasi masuk ke negara kita.”

Pemerintah mengharapkan aliran investasi lebih deras masuk di sektor minyak dan gas seiring dengan upaya memotong 186 aturan yang dianggap mempersulit arus penanaman modal. Namun, Presiden Joko Widodo meminta para pelaku usaha terbuka, jika masih ada kendala atau pun kerumitan investor dalam memenuhi syarat perizinan. Kepala Negara mengaku sejak tahun lalu telah memerintahkan Menteri ESDM untuk memotong berbagai kebijakan yang mempersulit investasi masuk.

“Kalau masih dianggap sulit, itu sebelah mana? Supaya eksplorasi meningkat, Supaya orang [investor] masuk ke sini," kata Jokowi.

Kepala Negara berharap agar dalam pertemuan tahunan Asosiasi Petroleum Indonesia, para pelaku usaha menyampaikan aturan apa saja yang masih
menghambat dan mengganggu arus investasi.

“Termasuk juga, urusan yang berkaitan dengan gross split [skema bagi hasil kotor], apa yang harus dibenahi di situ. Sampaikan kepada Menteri ESDM, kalau sulit, sampaikan langsung kepada saya."

SVP Upstream Business Development Pertamina Denie Tampubolon mengatakan, kritikan dari Presiden Joko Widodo itu berarti sebuah arahan untuk lebih menggiatkan kegiatan eksplorasi ke depan.

“Namun, perlu dicek juga, kami itu sebetulnya menjadi perusahaan minyak yang melakukan pengeboran sumur eksplorasi yang paling banyak daripada operator-operator blok migas lainnya,” ujarnya.

Kepala SKK Migas Amien Sunaryadi mengatakan, untuk menggiatkan perencanaan cadangan migas baru dibutuhkan strategi untuk mendorong iklim investasi dalam negeri lebih kompetitif. 

"Sampai Maret 2018, investasi hulu migas Indonesia sudah US$ 2,4 miliar atau 17% dari total target 2018 yang senilai US$ 14,2 miliar," ujarnya.

Namun, kehadiran pertama Jokowi di IPA seringkali muncul multif tafsir. Apalagi, sektor energi hampir tidak bisa lepas dan unsur politik. Pasalnya, pada 2015, 2016, dan 2017, Kepala Negara tidak hadir, Bisa jadi, acara IPA saat itu berbarengan dengan agenda Presiden yang lebih penting. Chevron Supports Deep Sea Project



Chevron is committed to supporting the development of energy resources in Indonesia, both onshore and offshore. One of them is through the development of a deep-sea gas field or the Indonesia Deepwater Development Project (IDD). The first phase of Chevron's IDD project is the development of Bangka Field which has been in production since August 2016 and produced eight liquefied natural gas (LNG) cargoes which are shipped from Bontang LNG Terminal, East Kalimantan.

While the second stage, namely the development of Gendalo-Gehem in Makassar Strait is expected to provide opportunities in maximizing the value of deep-sea gas assets for stakeholders in the country. Managing Director of Chevron IndoAsia Business Unit Chuck Taylor said the study and concept of feasibility of engineering work and design or pre-front end engineering and desing of IDD project has started in December 2017 run well.

"We are working to complete this study as soon as possible and will continue to work with the Government of Indonesia to continue this strategic project to the next stage" he said.

Meanwhile, past the age of 77 years, Duri Field in Riau until now still be the support of oil production Chevron. The success is thanks to the application of steam hood technology that makes Duri Field production five times more than conventional technology.

Chevron Dukung Proyek Laut Dalam


Chevron berkomitmen mendukung pengembangan sumber daya energi di Indonesia, baik di darat maupun lepas pantai. Salah satunya melalui pengembangan lapangan gas Iaut dalam atau Proyek Indonesia Deepwater Development (IDD). Tahap pertama proyek IDD yang dilakukan Chevron adalah pengembangan Lapangan Bangka yang telah herproduksi sejak Agustus 2016 dan menghasilkan delapan kargo gas alam cair (LNG) yang dikapalkan dari Terminal LNG Bontang, Kalimantan Timur. 

Sedangkan tahap kedua, yakni pengembangan GendaIo-Gehem di Selat Makassar yang diharapkan memberikan peluang dalam memaksimalkan nilai dari aset-aset gas laut dalam bagi pemangku kepentingan di Tanah Air. Managing Director Chevron IndoAsia Business Unit Chuck Taylor mengatakan, studi dan konsep kelayakan pekerjaan keteknikan dan desain atau pre-front end engineering and desing atas proyek IDD telah dimulai pada Desember 2017 berjalan baik.

"Kami berupaya menyelesaikan studi ini sesegera mungkin dan akan terus bekerja sama dengan Pemerintah Indonesia untuk melanjutkan proyek strategis ini ke tahap selanjutnya" katanya.

Sementara itu, melewati usia yang ke-77 tahun, Lapangan Duri di Riau hingga saat ini masih menjadi penopang produksi minyak Chevron. Keberhasilan tersebut berkat penerapan teknologi injeksi uap (steam Hood) yang membuat produksi Lapangan Duri lima kali lebih banyak dibandingkan teknologi konvensional.

“Teknologi injeksi uap di lapangan tersebut merupakan yang pertama di Indonesia dan salah satu yang terbesar di dunia,” ujar Senior Vice President Policy, Government, and Public Affairs ChevronYanto Sianipar.

Yanto mengatakan, keberhasilan pengelolaan dan penambahan usia lapangan migas juga ditentukan oleh teknologi yang digunakan. Chevron terus berinvestasi dalam pengembangan teknologi pencarian minyak maupun enhanced oil recovery (EOR) guna mengoptimalkan tingkat perolehan minyak. Lapangan Duri termasuk wilayah kerja Blok Rukan di Riau yang dikelola PT Chevron Pacific Indonesia (CPI). Lapangan tersebut ditemukan pada 1941 dan setelah itu berproduksi 17 tahun kemudian,yakni pada 1958.

CPI memulai proyek percontohan (pilot project injeksi uap di Lapangan Duri pada 1975. Sepuluh tahun kemudian, teknologi ini diterapkan dalam skala besar dan mampu kembali menaikkan produksi hingga mencapai 300.000 barel per hari pada 1993. Hingga saat ini Lapangan Duri telah menghasilkan lebih dari 2,6 miliar barel.

BHGE is eyeing an old Oil and Gas Field



BHGE (Baker Hughes and General Electric) Indonesia is eyeing projects in the old oil and gas fields. To run it, a joint venture between Baker Hughes and GE (General Electric) is launching support services for the Indonesian oil and gas industry, FullStream.

BHGE Mengincar Lapangan Minyak dan Gas Tua


BHGE (Baker Hughes dan General Electric) Indonesia mengincar proyek-proyek di lapangan-lapangan migas yang sudah tua. Untuk menjalankannya, perusahaan patungan antara Baker Hughes dan GE  (General Electric) ini meluncurkan layanan jasa penunjang untuk industri migas Indonesia yakni FullStream.

Presiden Direktur BHGE Indonesia Iwan S. Chandra mengatakan, FuIlStream adalah layanan untuk industri minyak dan gas (migas) mulai dari kegiatan hulu yaitu pengeboran. Hingga ke kegiatan di hilir seperti pembuatan liqufied natural gas (LNG) Plant hingga pembangkit listrik dengan sistem digital. Dengan pengontrolan itu kegiatan operasional menjadi lebih optimal. 

"Banyak lapangan-lapangan tua yang kandungan minyaknya kecil. Kami studi lagi. Dari pengeboran sampai produksi bisa kami optimalkan lapangan-lapangan
lama bagaimana produksinya, apakah dengan pompa atau pengeboran baru yang tepat sasaran, jelas Iwan.

Iwan bahkan mengklaim, layanan ini dapat menaikan produksi migas hingga 20% untuk lapangan-lapangan tua. Kenaikan produksi ini bisa terlihat dalam waktu setahun. Adapun, beberapa lapangan yang telah dilakukan studi oleh BHGE adalah Blok Salawati dan Blok Simenggaris. Selain itu, Iwan bilang pihaknya sedang mengincar lapangan-lapangan migas tua lainnya seperti Blok Mahakam dan delapan blok terminasi yang saat ini dikelola oleh PT Pertamina (Persero). Apalagi dengan kontrak bagi hasil atau gross split yang diterapkan di blok-blok terminasi ini bisa menguntungkan bagi BHGE.

Performance of Oil and Gas giant is Shiny



The increase in crude oil prices became one of their performance factors during the first 3 months of this year is very shining. At that time, seven oil and gas companies were Anlo-Iranian Oil Company (now BP), Gulf Oil (now part of Chevron), Royal Dutch Shell, Standard Oil Company of Califonia (now Chevron), Standard Oil Company of New Jersey now part of ExxonMobil), and Texaco (merged into Chevron).

The seven companies are the first group dubbed The Seven Sister because it has a big influence on world oil production. Although the nickname has begun to fade with the presence of the Organization of Petroleum Exporting Countries (OPEC), but the perception is still attached to the four major companies, namely ExxonMobil, Chevron, Shell, and BP. 



     On the other hand, upstream oil and gas business was disrupted along with the decline in world oil prices to the level of lows at the level of US $ 25 per barrel in the early period of 2016. However, the dark period for oil and gas companies has begun to end, especially when world oil prices began to rise again during the first 4 months of this year.

As of Monday, West Texas Intermediate (WTI) oil prices rose 11.5% to US $ 67.37 per barrel compared to the end of last year, while Brent oil prices had risen by 10.13% to US $ 73, 65 per barrel compared to the end of 2017. DOWNSTREAM IS DARK

Kenaikan harga minyak mentah menjadi salah satu faktor kinerja mereka selama 3 bulan pertama tahun ini sangat bersinar. Julukan The Seven Sisters yang diambil dari  mitologi Yunani ini muncul pada pertengahan 1940-an. Saat itu, tujuh perusahaan migas yang tergabung antara lain Anlo-Iranian Oil Company (sekarang BP), Gulf Oil (sekarang bagian dari Chevron), Royal Dutch Shell, Standard Oil Company of Califonia (sekarang Chevron), Standard Oil Company of New Jersey (sekarang bagian dari ExxonMobil), dan Texaco (dimerger ke dalam Chevron).

Ketujuh perusahaan itu adalah grup pertama yang dijuluki The Seven Sister karena punya pengaruh besar terhadap produksi migas dunia. Shell mencatat pertumbuhan laba bersih pada kuartal I/2018 sebesar 68,67% menjadi US$ 5,7 miliar dibandingkan dengan periode yang sama pada 2017. Chief Executive Officer Royal Dutch Shell Ben Van Beurden mengatakan, laba bersih pada kuartal pertama ini mendapatkan dukungan kuat dari posisi harga minyak dan gas yang lebih tinggi. “Bisnis hulu migas kami masih mampu meningkatkan keuntungan di saat bisnis hilir minyak dan gas yang kurang menguntungkan ujarnya melalui situs resmi Shell, Senin (30/4).

Begitu juga dengan ExxonMobil, perusahaan yang berasal dari AS itu mencatat pertumbuhan laba bersih sebesar 15,96% menjadi US$4,65 miliar dibandingkan dengan periode yang sama pada tahun lalu senilai US$ 4,01 miliar, Chief Executive Officer ExxonMobil Danen W Woods mengatakan, kenaikan harga komoditas menjadi pendukung utama kenaikan laba sepanjang 3 bulan pertama tahun ini. Selain itu, ExxonMobil juga terus melakukan operasi secara efisien serta memperkuat portofolio bisnis.

“Lewat penemuan-penemuan [cadangan migas] baru maupun akusisi, kami juga telah membuat kemajuan yang baik dalam rencana meningkatkan bauran produksi, serta mendorong penjualan produk premium di bisnis hilir dan kimia ujarnya. Di sisi lain, Chevron mencatatkan pertumbuhan laba bersih sepanjang kuartal I/2018 sebesar 5,64% menjadi US$ 3,63 miliar dibandingkan dengan kuartal I/2017.

Chief Executive Officer Chevron Michael Wirth mengatakan, laba bersih pada kuartal pertama tahun ini mencatatkan kenaikan signifikan dibandingkan dengan tahun lalu. Keuntungan yang didapatkan salah satu perusahaan The Seven Sister itu karena kombinasi kenaikan produksi dan kenaikan harga minyak dunia.

“Kami pun mencatatkan kenaikan arus kas karena dukungan kombinasi margin hulu dan tingkat volume produksinya. Kenaikan produksi migas kami disokong 
pengembangan shale [minyak dan gas serpih] di Permian Basin hingga mendorong kenaikan produksi di sana sampai 65% dibandingkan dengan tahun lalu,” ujarnya.

HILIR SURAM 

Meskipun begitu, ketiga perusahaan itu kompak mencatatkan penurunan pendapatan pada sektor hilir migas. Shell mencatat penurunan pendapatan bersih hilir minyak dan gas sebesar 30% menjadi US$ 1,8 miliar. Lalu, pendapatan bersih hilir secara total, ExxonMobil mencatatkan penurunan sangat besar, yakni 15,77% menjadi US$ 940 juta.

Chevron pun mencatatkan penurunan pendapatan bersih hilir migas sebesar 21,38% menjadi US$ 728 juta dibandingkan dengan kuartal pertama tahun lalu. Pengamat Reforminer Pri Agung Rakhmanto menilai, pendapatan pada sektor hilir The Seven Sisters itu terjadi karena pendapatan pada tahun sebelumnya lebih bagus seiring dengan harga minyak rendah. Hal itu berbanding terbalik dengan kondisi di hulu, setelah melakukan efisiensi besar-besaran menjadi keuntungan besar ketika harga minyak melonjak.

“Prospek bisnis hilir migas maupun hulu migas bisa saja mencatatkan keuntungan atau tidak berlawan seiring pergerakan harga minyak yang dinamis. Pasalnya, timing investasi yang menentukan, bukan perkembangan harga minyak,” ujarnya.

Nah, seiring dengan pergerakan harga minyak yang arahnya terus menanjak, bukan berarti prospek pendapatan hilir bakal terus turun. Bila harga minyak terus stabil, ada peluang sektor hulu dan hilir migas akan kembali positif bersama-sama ke depan.

Jonan Unburses Investment Blocks


    ESDM Minister Ignatius Jonan admitted that the revocation of 32 rules is nothing but to remove the barriers that have been complained by entrepreneurs.

    The Ministry of Energy and Mineral Resources (ESDM) cut 2 regulations across the sector and will continue to accelerate investment. The effort is also expected to eliminate the barriers that had been a barrier for entrepreneurs.

    Menteri ESDM Ignasius Jonan mengaku pencabutan 32 aturan itu tidak lain untuk menghilangkan hambatan yang selama ini dikeluhkan para pengusaha.

    Kementerian Energi dan Sumher Daya Mineral (ESDM) memangkas 2 peraturan di seluruh sektor dan akan terus dilakukan untuk memperlancar investasi. Upaya itu juga diharapkan mampu meniadakan hambatan yang selama ini menjadi hambatan bagi para pengusaha.

    Ke-32 regulasi sektor ESDM yang dicabut itu tersebar pada sub-sektor minyak dan gas bumi (migas), mineral dan batu bara (minerba), ketenagalistrikan, energi baru terbarukan dan konservasi energi (EBTKE), juga regulasi pada Satuan Kerja Khusus Pelaksana kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas).

“Sesuai arahan Presiden, kita harus coba mendorong investasi untuk pertumbuhan ekonomi dan penciptaan lapangan kerja yang lebih baik. Salah satu arahan ialah mengurangi perizinan, mengurangi peraturan yang dipandang bisa mendorong untuk kegiatan usaha dan investasi makin lama makin baik,” ujar Menteri ESDM Ignasius Jonan di Kantor Kementerian ESDM, Jakarta, kemarin.

    Jonan menuturkan, dari total 32 regulasi yang dihapus, perinciannya ialah 11 regulasi dari migas, 4 regulasi ketenagalistrikan, 7 sektor minerba, 7 EBTKE, dan 3 peraturan pelaksanaan pada SKK Migas.

    Menurut dia, peraturan di bawahnya juga harus segera turut dicabut. Dengan begitu, kebijakan bisa berjalan optimal dan nampaknya bisa segera dirasakan pengusaha.

    Jonan mengaku landasan pencabutan 32 aturan itu tidak lain untuk menghilangkan hambatan yang selama ini dikeluhkan para pengusaha. Hambatan membuat investasi sulit untuk tumbuh sesuai harapan pemerintah dan masyarakat.

    Dia mengatakan Kementerian ESDM akan terus menjalankan strategi supaya sektor usaha semakin makin lama semakin baik. Upaya mempermudah investasi melalui pencabutan atau penyederhanaan peraturan serta perizinan akan terus ditingkatkan.

“Bukan hanya 32 (aturan yang saat ini dicabut), mungkin seminggu-dua minggu lagi akan dikurangi lagi supaya kegiatan usaha semakin baik,” tutupnya.

Tidak relevan

    Pada kesempatan yang sama, Sekretaris Jenderal Kementerian ESDM Ego Syarial menjelaskan alasan 11, aturan di sektor migas dicabut ialah selain dikeluhkan pengusaha, juga sudah tidak relevan lagi.

    Seperti halnya Peraturan Menteri Pertambangan dan Energi Nomor 02 Tahun 1975 tentang keselamatan kerja pada pipa penyaluran serta fasilitas kelengkapan untuk pengangkutan minyak dan gas bumi di luar wilayah kerja pertambangan minyak dan gas bumi.

“Peraturan ini memang sudah tidak relevan karena sudah ada peraturan baru,” katanya.

    Kemudian, proses perizinan sektor migas juga akan disederhanakan. Ego mengatakan prinsip dasar peraturan ESDM yang tidak akan dicabut meliputi turunan dari amanat Undang-Undang Dasar tentang pengelolaan sumber daya alam yang sebesar-besarnya-untuk kesejahteraan masyarakat dan aturan tentang safety.

“Di luar itu, hal-hal yang sifatnya sudah tidak relevan dan ditengarai selama ini menghambat dunia usaha, kita cabut,” tukasnya.

Pertamina Immediately Completes Balikpapan Refinery FID



    PT Pertamina aims to finalize the final investment decision (FID) of the Balikpapan Refinery Development Master Plan (RDMP) project in the first quarter of 2018.

    Senior Vice President of Project Execution of Pertamina Pertamina Processing and Petrochemical Directorate of Pertamina Tallulembang said refinery upgrading through the RDMP project is needed to compete with other refineries in the Asia Pacific region.

    Through upgrading, Pertamina's refinery will have high complexity so that it can process crude oil from other countries that mostly have high sulfur content.

    One of the upgrading projects done by the company is in Balikpapan Refinery. Currently, the company is working on finalizing the detailed design review (FEED review) of this project.

"With the FID plan in the first quarter of 2018 and EPC (engineering, procurement and construction) award in the fourth quarter of 2018," he said.

    This is in accordance with the exposure Pertamina in Commission VII DPR RI, some time ago. The Balikpapan Phase I RDMP is targeted to be completed by 2021, increasing the company's refinery capacity by 100 thousand barrels per day (bpd). This year, the company plans to finalize the FEED review, the establishment of EPC contractors, and partner selection. While the Balikpapan Phase II RDMP is targeted to be completed by 2025.

    The RDMP program will increase the capacity and complexity of the refinery. In the first phase, Balikpapan refinery capacity will increase from 260 thousand bpd to 350 thousand bpd. In the second stage, the refinery becomes capable of processing oil until the sour type from before only medium heavy.

    The investment requirement for Balikpapan's RDMP refinery reaches US $ 4.6 billion. In detail, the first phase requires US $ 2.6 billion and the second phase of US $ 2 billion. As is known, Pertamina is working on six refinery projects at once, both new units and capacity and quality improvement of existing refineries. 

    Construction of two new units in Tuban, East Java and Bontang, East Kalimantan, and repair of four existing refineries spread across Balongan, West Java; Balikpapan, East Kalimantan; Dumai, Riau; And Cilacap, Central Java.

    The fund needed to complete this project is huge, at about US $ 30 billion. Once the Balikpapan Phase I RDMP is completed, Pertamina's refinery capacity will increase to 1.1 million bpd. Next, in 2023, RDMP Refinery Cilacap and Refinery Balongan is targeted to finish and increase the total refinery capacity to 1.3 million bpd.

    In 2024, the Tuban Grass Root Refinery (GRR) project and the Dumai Refinery RDMP are scheduled to be completed so that the refinery capacity will increase to 1.7 million bpd. Finally in 2025, GRR Bontang and RDMP Refinery of Balikpapan Phase II will be completed and Pertamina refinery capacity increased to 2 million bpd.

"For the other three megaprojects (RDMP Cilacap, Balinese RDMP, and GRR Tuban), we plan to start the BED (basic engineering design / design basic) or FEED phase this year," said Tallulembang.

Pertamina Segera Rampungkan FID Kilang Balikpapan

    PT Pertamina menargetkan dapat merampungkan keputusan investasi akhir (final investment decision/FID) proyek Refinery Development Master Plan (RDMP) Kilang Balikpapan pada kuartal pertama 2018.

    Senior Vice President Project Execution Direktorat Megaproyek Pengolahan dan Petrokimia Pertamina Ignatius Tallulembang mengatakan, upgrading kilang melalui proyek RDMP diperlukan agar dapat bersaing dengan kilang lain di wilayah Asia Pasifik.

    Melalui upgrading, kilang milik Pertamina akan memiliki kompleksitas tinggi sehingga dapat mengolah minyak mentah dari negara lain yang kebanyakan memiliki kadar sulfur tinggi.

    Salah satu proyek upgrading yang dilakukan perseroan yakni di Kilang Balikpapan. Saat ini pihaknya sedang mengerjakan finalisasi kajian ulang desain rinci (front end engineering design review/FEED review) proyek ini.

“Dengan rencana FID di kuartal satu 2018 dan EPC (engineering, procurement, and construction/rekayasa, pengadaan, dan konstruksi) award di kuartal empat 2018,” katanya.

    Hal ini sesuai dengan paparan Pertamina di Komisi VII DPR RI, beberapa waktu lalu. RDMP Kilang Balikpapan Tahap I ditargetkan selesai pada 2021 sehingga meningkatkan kapasitas kilang perseroan sebesar 100 ribu barel per hari (bph). Pada tahun ini, rencananya perseroan akan merampungkan review FEED, penetapan kontraktor EPC, dan pemilihan mitra. Sementara RDMP Kilang Balikpapan Tahap II ditargetkan selesai pada 2025.

    Program RDMP nantinya akan meningkatkan kapasitas sekaligus kompleksitas kilang. Pada tahap pertama, kapasitas Kilang Balikpapan akan naik dari 260 ribu bph menjadi 350 ribu bph. Pada tahap kedua, kilang menjadi mampu mengolah minyak hingga jenis sour dari sebelumnya hanya medium heavy.

    Kebutuhan investasi untuk RDMP Kilang Balikpapan ini mencapai US$ 4,6 miliar. Rincinya, tahap pertama membutuhkan US$ 2,6 miliar dan tahap kedua US$ 2 miliar. Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, baik unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua unit baru di Tuban, Jawa Timur dan Bontang, Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan, Jawa Barat; Balikpapan, Kalimantan Timur; Dumai, Riau; Serta Cilacap, Jawa Tengah.

    Dana yang dibutuhkan untuk merampungkan proyek ini sangat besar, yakni sekitar US$ 30 miliar. Begitu RDMP Kilang Balikpapan Tahap I selesai, kapasitas kilang Pertamina akan naik menjadi 1,1 juta bph. Berikutnya, pada 2023, RDMP Kilang Cilacap dan Kilang Balongan ditargetkan selesai dan meningkatkan total kapasitas kilang menjadi 1,3 juta bph.

    Pada 2024, Proyek Grass Root Refinery (GRR) Tuban dan RDMP Kilang Dumai dijadwalkan rampung sehingga kapasitas kilang naik menjadi 1,7 juta bph. Terakhir pada 2025, GRR Bontang dan RDMP Kilang Balikpapan Tahap II bakal selesai dan kapasitas kilang Pertamina meningkat mencapai 2 juta bph.

“Untuk tiga megaproyek lainnya (RDMP Cilacap, RDMP Balongan, dan GRR Tuban), kami berencana untuk memulai fase BED (basic engineering design/ desain dasar) atau FEED tahun ini,” tutur Tallulembang.

32 EMR Regulation Delete



    The Ministry of Energy and Mineral Resources (ESDM) revoked 32 regulations to increase investment in this sector. For the oil and gas sector, for example, the Ministry of Energy and Mineral Resources targets an increase in investment of 67.38% to US $ 17.04 billion or around Rp 228.9 trillion this year.

    He explained that in total there are 32 regulations in ESDM sector revoked. There are 11 regulations in the oil and gas sector, 4 electrical regulations, 7 mineral and coal regulations (minerba), 7 New Renewable Energy and Energy Conservation (EBTKE) regulations, and 3 regulations of the Special Operations Unit for Upstream Business Activities Oil and Gas (SKK Migas). As a result, many licenses based on these rules will be removed.

"This will continue to be done, not just 32 regulations. Maybe in the next 1-2 weeks will be reduced again so that the longer the business activities the better, "said Jonan.

    Secretary General concurrently Acting Director General of Oil and Gas Directorate General of ESDM Ego Syahrial explains, there are three principles that it holds in revoking the rules. Some of these regulations, namely Minister of Energy and Mineral Resources Regulation 8/2005 have been regulated in more detail in Ministerial Regulation 52/2017, 44/2005 and Ministerial Regulation 26/2006 has been updated in detail in Presidential Regulation 191/2014, Ministerial Regulation 22/2008 has been regulated in detail in Government Regulation 27/2017, and Ministerial Regulation 22/2016 is included in Ministerial Regulation 35/2016.

    However, there are regulations that are revoked. Some of these regulations are Ministerial Regulation 51/2017 on the Guidance and Governance of State Property on Upstream Oil and Gas Activities and Ministerial Regulation 2/2008 on. Implementation of Obligation of Fulfillment of Domestic Oil and Gas Needs by Cooperation Contract Contractor (KKKS).

"In addition to revoked (regulations), in a week we will try to simplify the six regulations into three," said Ego.
The same is true in the minerals and coal sectors. According to the Director General of Minerba Bambang Gatot, Minister of Mining and Energy Decree 2555.K / 1993, 1614/2004, 134.K / 201 / MPE / 1996, and 2202.K / 201 / MPE / 1994 revoked because it is irrelevant and has been replaced become Ministerial Regulation 34/2017 on Licensing of Mineral and Coal Field.

    Subsequently, the Decree of the Minister of Mining and Energy 135.K / 201 / MPE / 1996, 103.K / 008 / MPE / 1994, and 620.K / 008 / MPE / 1994 was revoked in light of new regulations. Furthermore, it will also simplify some rules, namely by combining or eliminating certain regulations.

"At least another week, maybe we will issue a Ministerial Regulation upstream, which is more or less to remove the six rules," he said.

    In EBTKE sector, Director General of EBTKE Rida Mulyana said, four regulations were revoked because they are no longer relevant to be implemented. These four regulations are Regulation of the Minister of EMR 13/2013, 14/2016, 11/2009, and 18/2012. While the three Ministerial Regulations, namely Minister Regulation 19/2015, 19/2016, and 21/2016 revoked because it has been issued Ministerial Regulation 50/2017.

"For Ministerial Regulation 11/2009 and 18/2012 will be accommodated in the Ministerial Regulation of the amendment," said Rida.

    While in the electricity sector, four regulations are revoked because there is already Law no. 30 of 2009 which regulates it. These four regulations are Regulation of the Minister of Mines and Energy 03.P / 451 / M. PE / 1991 and 02.P / 451 / M.PE / 1991, and Minister of EMR Regulation 33/2008 and 04 / 2012. Previously, 11 regulations in the electricity sector have been revoked.

    Next, in the SKK Migas environment, the three regulations that were revoked were the Governance Regulation (PTK) 12/2007, 13/2007, and 37/2017.

    Contacted separately, the Chairman of Indonesia Mining Institute Irwandy Arif hopes the mining process will run better with the elimination or merging of the Minister of Energy and Mineral Resources Regulation. He mentioned a number of regulations related to the Contract of Work (CoW) and Working Agreement on Coal Mining Concession (PKP2B) is no longer relevant. Oil and Gas Investment

    Meanwhile, the government set five companies as the winners of the 15 oil and gas block auction 2017 period using the production sharing contract (PSC) for gross split for the first time.

    From this auction, the government obtained the first three year investment commitment of US $ 23.6 million. Deputy Minister of EMR Arcandra Tahar said many companies still have doubts about the gross split PSC. Some companies even ask for time to discuss these new scheme contracts together including large corporations. However, through this auction is seen there are oil and gas companies interested in doing business with gross split scheme.

"There are five companies that declare interest to run the business in the oil and gas industry of Indonesia," said Arcandra after the announcement of the winning bidder of oil and gas blocks in Jakarta.

    The gross split mechanism applies to new contracts or extended contracts. Thus, old contracts still use cost recovery mechanism.

    Pertamina became the first company to use gross splits last year for the ONWJ oil and gas block because the coincidence of his contract expired last year and extended. 32 Peraturan ESDM Dicabut


    Kementerian Energi dan Sumber Daya Mineral (ESDM) mencabut 32 peraturan untuk menaikkan investasi di sektor ini. Untuk sektor migas, misalnya, Kementerian ESDM menargetkan kenaikan investasi sebesar 67,38% menjadi US$ 17,04 miliar atau sekitar Rp 228,9 triliun pada tahun ini.

    Menteri ESDM Ignasius Jonan mengatakan, sesuai arahan Presiden Joko Widodo, pihaknya berupaya mendorong investasi untuk  mendukung pertumbuhan ekonomi dan penciptaan lapangan kerja. Pasalnya, meski indikator makro terus membaik, pertumbuhan ekonomi nasional masih bertahan di level 5,2%.

“Ini (pertumbuhan ekonomi) agar bisa lebih tinggi, salah satunya dengan mengurangi perizinan, mengurangi peraturan yang dipandang bisa mendorong kegiatan berusaha dan berinvestasi, terutama dari sektor usaha agar makin lama makin baik,” kata Jonan.

    Dia menjelaskan, total terdapat 32 peraturan di sektor ESDM yang dicabut. Rinciannya, sebanyak 11 peraturan di sektor minyak dan gas bumi (migas), 4 peraturan kelistrikan, 7 peraturan mineral dan batubara (minerba) , 7 peraturan Energi Baru Terbarukan dan Konservasi Energi (EBTKE), dan 3 peraturan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Migas (SKK Migas).

    Dampaknya, banyak perizinan yang didasari atas peraturan-peraturan tersebut akan dihapus.

“Ini akan terus dilakukan, bukan hanya 32 peraturan. Mungkin dalam 1-2 minggu lagi akan dikurangi lagi supaya semakin lama kegiatan usaha itu semakin baik,” jelas Jonan.

    Sekretaris Jenderal merangkap Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Ego Syahrial menjelaskan, terdapat tiga prinsip yang dipegang pihaknya dalam mencabut peraturan. Pertama, untuk hal-hal yang sifatnya amanat Undang-Undang Dasar (UUD) , tidak akan dicabut. Kedua, seluruh peraturan yang terkait keamanan juga tidak akan dicabut. Ketiga, Regulasi tentang governance juga akan dipertahankan.

“Di luar itu, yang sifatnya sudah tidak relevan dengan perkembangan, Zaman, yang ditengarai selama ini menghambat dunia usaha untuk mendapat izin dan lain sebagainya, kami cabut,” kata dia.

    Di sektor migas, beberapa peraturan dicabut karena sudah tidak relevan atau ada peraturan baru yang mengatur lebih detail. Beberapa regulasi ini yakni Peraturan Menteri ESDM 8/2005 sudah diatur lebih rinci dalam Peraturan Menteri 52/2017, 44/2005 dan Peraturan Menteri 26/2006 telah diperbarui dengan detail dalam Peraturan Presiden 191/2014, Peraturan Menteri 22/2008 telah diatur dengan rinci dalam Peraturan Pemerintah 27/2017, serta Peraturan Menteri 22/2016 masuk dalam Peraturan Menteri 35/2016.

    Meski demikian, ada regulasi yang memang dicabut saja. Beberapa regulasi ini adalah Peraturan Menteri 51/2017 tentang Pembinaan dan Tata Kelola Barang Milik Negara pada Kegiatan Hulu Migas dan Peraturan Menteri 2/2008 tentang. Pelaksanaan Kewajiban Pemenuhan Kebutuhan Migas Dalam Negeri oleh Kontraktor Kontrak Kerja Sama (KKKS).

“Selain dicabut (peraturan-peraturan), dalam seminggu kami akan usahakan sederhanakan enam peraturan menjadi tigas,” tutur Ego. 

Hal yang sama juga terjadi di sektor mineral dan batubara. Menurut Direktur Jenderal Minerba Bambang Gatot, Keputusan Menteri Pertambangan dan Energi 2555.K/1993, 1614/2004, 134.K/201/MPE/ 1996, dan 2202.K/201/MPE/ 1994 dicabut karena sudah tidak relevan dan telah diganti menjadi Peraturan Menteri 34/2017 tentang Perizinan Bidang mineral dan batubara.

    Berikutnya, Keputusan Menteri Pertambangan dan Energi 135.K/201/MPE/ 1996, 103.K/ 008/ MPE/ 1994, dan 620.K/ 008/ MPE/ 1994 dicabut mengingat sudah ada regulasi baru. Selanjutnya, pihaknya juga akan menyederhanakan beberapa peraturan, yakni dengan menggabungkan atau menghilangkan regulasi tertentu.

“Paling lama seminggu lagi, mungkin kami akan menerbitkan Peraturan Menteri yang bagian hulu, yang kurang lebih menghapus enam peraturan,” ujar dia.

    Di sektor EBTKE, Direktur Jenderal EBTKE Rida Mulyana menuturkan, empat peraturan dicabut karena tidak relevan lagi untuk diimplementasikan. Keempat regulasi ini adalah Peraturan Menteri ESDM 13/2013, 14/2016, 11/2009, dan 18/2012. Sementara tiga Peraturan Menteri, yakni Peraturan Menteri 19/2015, 19/2016, dan 21/2016 dicabut karena sudah diterbitkan Peraturan Menteri 50/ 2017.

“Untuk Peraturan Menteri 11/2009 dan 18/2012 nanti akan diakomodir di Peraturan Menteri perubahannya,” kata Rida.

    Sementara di sektor kelistrikan, empat peraturan dicabut karena sudah ada Undang-Undang No. 30 Tahun 2009 yang mengaturnya. Keempat regulasi ini adalah Peraturan Menteri Pertambangan dan Energi 03.P/451/M. PE/1991 dan 02.P/451/M.PE/1991, serta Peraturan Menteri ESDM 33/2008 dan 04/ 2012. Sebelumnya, 11 peraturan di sektor kelistrikan telah dicabut.

Berikutnya, di lingkungan SKK Migas, tiga regulasi yang dicabut adalah Peraturan Tata Kelola (PTK) 12/ 2007, 13/ 2007, serta 37/ 2017.

Lebih Baik

    Dihubungi terpisah, Ketua Indonesia Mining Institute lrwandy Arif berharap proses pertambangan berjalan lebih baik dengan adanya penghapusan maupun penggabungan Peraturan Menteri ESDM. Dia menyebut sejumlah peraturan terkait Kontrak Karya (KK) dan Perjanjian Karya Pengusahaan Pertambangan Batubara (PKP2B) memang sudah tidak relevan lagi. Pasalnya, sudah ada amendemen kontrak yang telah ditandatangani.

“Yang paling penting adalah implementasi peraturan tersebut (de facto) dengan peraturannya sendiri (de jure) harus sesuai dan tepat waktu,” ujar dia.

    Sementara itu, Ketua Harian Asosiasi Produsen Listrik Swasta Indonesia (APLSI) Arthur Simatupang menuturkan, pihaknya masih mengkaji sejumlah peraturan menteri ESDM. Namun, dia belum membeberkan peraturan mana saja. Nantinya, hasil kajian tersebut akan diserahkan ke Kementerian ESDM.

“Kita ingin propose beberapa masukan,” ujarnya.

Investasi Migas


    Kementerian ESDM menargetkan investasi sektor minyak dan gas bumi tahun ini mencapai US$ 17,04 miliar, naik 67,38% dari realisasi tahun lalu sebesar US$ 10,18 miliar. Kenaikan signifikan terjadi di hilir migas dari US$ 845,58 juta menjadi US$ 2,59 miliar.

    Ego Syahrial sebelumnya mengakui, realisasi investasi sektor migas berada di titik terendah pada 2017, karena jatuhnya harga minyak mentah. Namun, pada tahun ini, investasi migas diharapkan kembali sama seperti pada 2014-2015. Realisasi investasi migas tercatat mencapai US$ 20,72 miliar pada 2015 dan turun menjadi US$ 17,38 miliar pada 2014.

“Di 2018 ini, kami rencanakan investasi hulu dan hilir migas sebesar US$ 17,04 miliar, kembali ke level pada 2014-2015 lalu,” kata dia.

    Sementara itu, pemerintah menetapkan lima perusahaan sebagai pemenang dari lelang 15 blok migas periode 2017 yang menggunakan skema kontrak kerja sama (production sharing contract/PSC) bagi hasil kotor (gross split) untuk pertama kalinya.

    Dari lelang ini, pemerintah memperoleh komitmen investasi tiga tahun pertama sebesar US$ 23,6 juta. Wakil Menteri ESDM Arcandra Tahar mengatakan, banyak perusahaan yang masih memiliki keraguan dengan PSC gross split. Beberapa perusahaan bahkan sampai meminta waktu untuk mendiskusikan kontrak skema baru ini bersama-sama termasuk perusahaan besar. Meski demikian, melalui lelang ini terlihat terdapat perusahaan migas yang tertarik berbisnis dengan skema gross split.

“Ada lima perusahaan yang menyatakan berminat untuk menjalankan bisnis di industri migas lndonesia," kata Arcandra usai pengumuman pemenang lelang blok migas di Jakarta.

    Mekanisme gross split diterapkan untuk kontrak baru atau kontrak yangg diperpanjang. Jadi, kontrak-kontrak lama masih memakai mekanisme cost recovery.

    Pertamina menjadi perusahaan pertama yang menggunakan gross split tahun lalu untuk blok migas ONWJ karena kebetulan kontraknya habis tahun lalu dan diperpanjang. Ini sekaligus menjadi contoh bagi perusahaan lain. Lalu, tahun ini ada lima pemenang lelang migas yang akan menggunakan mekanisme gross split karena kontrak baru. Sehingga, total ada 6 perusahaan yang sudah menggunakan gross split.

    Ego Syahrial menjelaskan, sampai batas akhir pemasukkan dokumen penawaran, terdapat tujuh bersaing yang memperbutkan lima blok migas. Persaingan utamanya untuk Blok Andaman ll, di mana terdapat tiga perusahaan yang memperebutkannya.

“Total nilai komitinen pasti dari kelima blok migas yang dimenangkan yakni US$ 23,6 juta. Sementara bonus tanda tangan yang diperoleh US$ 3,25 juta,” ujarnya.

    Blok Andaman II dimenangkan oleh Konsorsium Premier Oil Far East Ltd, Kriss Energy (Andaman Il) BY dan Mubadala Petroleum (Andaman Il JSA) Ltd. Mubadala menjanjikan komitmen pasti tiga tahun pertama berupa kegiatan G&G dan seismik 3D seluas 1.850 kilometer persegi (km2) senilai US$ 7,55 juta. Sementara bonus tanda tangan yang diberikan US$ 1 juta.

    Berikutnya, Blok Andaman l dimenangkan oleh Mubadala Petroleum (SE Asia) Ltd dengan komitmen pasti investasi US$ 2,15 juta dan bonus tanda tangan US$ 750 ribu. Selanjutnya, Blok Merak-Lampung dimenangkan oleh PT Tansri Madjid Energi yang menjanjikan investasi US$ 1,32 juta dan bonus tanda tangan US$ 500 ribu.

    Sementara PT Saka Energi memenangkan Blok Pekawai dan West Yamdena. Di Pekawai, Saka Energi menjanjikan komitmen investasi US$ 10,45 juta dan bonus tanda tangan US$ 500 ribu. Sedangkan di West Yamdena, komitmen investasi yang akan dikeluarkan sebesar US$ 2,1 juta dan bonus tanda tangan US$ 500 ribu. Ego menjelaskan, penandatanganan PSC dengan kelima pemenang akan dilakukan sesegera mungkin.

“Bisanya dalam waktu 14 hari setelah mereka terima,” tutur dia.
