Arcandra: Gross Split Fixes Investors



The government is optimistic that the gross splits oil and gas (oil and gas) contract mechanism will still attract investors to invest in the oil and gas sector in Indonesia, which over the past few years has declined. This is because the gross split mechanism offers a simpler and more profitable business process for contractors and governments.



"A lot of things the government is doing to improve the investment climate of oil and gas, among them provide ease of investing with transparandan accountable fiscal regime, and cut licensing. The most important thing is the change in mechanism from cost recovery to gross split, "said the Vice Minister Energy and Mineral Resources (ESDM) Arcandra Tahar in Jakarta.

The statement of Arcandra at the same time responded to the request of President Joko Widodo to the Ministry of Energy and Mineral Resources when it opened the 42nd IPA Convention and Exhibition 2018 in Jakarta on Wednesday (2/5) to cut and simplify regulations and permits in upstream oil and gas industry to attract investment to Indonesia. According to Arcandra, the business process on cost recovery mechanism is very complicated and lengthy.

"Cost recovery is complicated, because every penny issued must get approval from SKK Migas. So when we offer a simple gross split business process, no more approval budget but only the program, "he explained.

Changes made by the government too, said Arcandra, to fruition. He mentioned that at 2016 oil and gas auction, when the cost recovery scheme still prevails, the result is that no oil and gas blocks are in demand. But at auction 2017, when the government began to apply gross split, oil and gas blocks attracted investors. In 2017, as many as five blocks of interest and in 2018 as many as 11 blocks of interest.

"Later in June there will be more signed contracts," said Arcandra.

Arcandra denied the notion that increased interest in the auction of oil and gas blocks was triggered by rising oil prices. Some even think that gross split is only in demand by small companies.

"The price of oil in 2017 has not gone up yet. Moreover oil and gas investment does not depend on oil prices for a moment. Investors see it as a long-term prospect, because this investment takes 15-20 years, "he said.

He also denied that oil and gas companies that are interested in gross split are small scale companies.

"Please check the multinational companies that get new oil and gas blocks. There's Repsol, Andaman, "he said.

Arcandra ensures that these mechanism changes are underway to enhance the exploration activities that results will be enjoyed in the next 10-15 years. Meanwhile, to increase production in the short term, the government seeks to open itself to various technologies that can be applied to boost production. "We have seen positive changes through the revision of the Minister of Energy and Mineral Resources Regulation related to gross split. It is very clear the ESDM Ministry has received industry input and strengthen the provisions to improve the competitiveness of this scheme, "said Chuck Taylor.

Another investment policy is to provide an opportunity for existing investors to manage the oil and gas working area (WK) so that investment and production are maintained, but still have to be more profitable to the state. The policy is implemented through Minister of Energy and Mineral Resources Regulation No. 23 of 2018 on Management of Oil and Gas Working Areas that Will End Their Contract of Work.

The spirit of the Regulation of the Minister of Energy and Mineral Resources to maintain, even increase the oil and gas production from WK whose contract will expire. In addition, also maintain the continuity of investment in WK oil and gas. The end result, the greatest benefit for the state.

Oil and Gas Investment

Meanwhile, oil and gas investment that entered into Indonesia as of March 2018 was US $ 2.4 billion or around Rp 33 trillion, or 14 percent of the 2018 investment target of US $ 14.2 billion (Rp 200 trillion).

In the IPA event, the President of Indonesian Potroleum Association (IPA) Ronald Gunawan said investment is needed to boost production numbers that continue to decline and get new reserves of oil and gas. Until 2050, oil and gas will still be the main support of Indonesia's energy needs. Related to efforts to attract investors in the oil and gas sector, Ronald said the government has made a number of policy alignment. The form starting from the revision of existing rules, issuing new rules, to cut the rules that are considered to hinder operations.

"We expect that the improvement of the oil and gas investment climate in Indonesia continues to increase the number and speed up oil and gas projects to produce," said Ronald.

He also appreciated the issuance of Government Regulation (PP) 27/2017 and PP 53 / 2017. However, IPA hopes that simplification of regulation can continue to the local government level.

"One of the most important is the integration of central and local government regulations. If the rules in the Ministry of Energy and Mineral Resources have been pruned, but in other ministries as yet, it is also difficult. The local government also has some rules that need to be streamlined and not convoluted, "he said.

He cited the regulation of steel imports. Oil and gas companies must take care of licensing in the Ministry of Industry and Trade Ministry if they wish to import. His party and SKK Migas are working to make this simplified.

"Then the biggest problem is land acquisition. If we want drilling, we need land clearance. Local government the process is very long. From the data, it takes a long time to land acquisition, must build the land and so on, "said Ronald.

The same thing was also expressed by Head of SKK Migas Amien Sunaryadi. According to him, there are areas of oil and gas operations that have not been defined in spatial and regional plans by local governments. On the other hand, the plan has been issued into a Regional Regulation (Perda). Amien Sunaryadi said that improving the competitiveness of upstream oil and gas industry in Indonesia needs communication and hard work from all stakeholders.

Arcandra: Gross Split Tetap Memikat Investor


Pemerintah optimistis bahwa mekanisme kontrak minyak dan gas (migas) gross split tetap memikat investor untuk berinvestasi di sektor migas di Indonesia yang selama beberapa tahun terakhir merosot. Hal ini disebabkan mekanisme gross split menawarkan proses bisnis yang lebih sederhana dan menguntungkan kontraktor maupun pemerintah.

“Banyak hal yang dilakukan pemerintah untuk memperbaiki iklim investasi migas, di antaranya memberi kemudahan berinvestasi dengan rezim fiskal yang transparandan akuntabel, serta memangkas perizinan. Yang terpenting lagi adalah perubahan mekanisme dari cost recovery ke gross split,” kata Wakil Menteri Energi dan Sumber Daya Mineral (ESDM) Arcandra Tahar di Jakarta.

Pernyataan Arcandra tersebut sekaligus menjawab permintaan Presiden Joko Widodo kepada Kementerian ESDM ketika membuka The 42nd IPA Convention and Exhibition 2018 di Jakarta, Rabu (2/5), agar dilakukan pemotongan dan penyederhanaan peraturan dan perizinan di industri hulu migas untuk menarik investasi ke Indonesia. Menurut Arcandra, proses bisnis pada mekanisme cost recovery sangat rumit dan panjang. 

“Cost recovery itu rumit, karena setiap penny yang dikeluarkan harus mendapatkan approval dari SKK Migas. Jadi saat kita menawarkan gross split yang proses bisnisnya simpel, tidak ada lagi approval budget melainkan hanya program,” jelasnya. 

Perubahan yang dilakukan pemerintah pun, kata Arcandra, membuahkan hasil. Dia menyebutkan, pada lelang migas 2016, ketika masih berlaku skema cost recovery, hasilnya tidak ada satu pun blok migas yang diminati. Namun pada lelang 2017, saat pemerintah mulai menerapkan gross split, blok migas diminati investor. Pada 2017, sebanyak lima blok diminati dan pada 2018 sebanyak 11 blok diminati. 

“Nanti bulan Juni juga akan ada lagi kontrak yang ditandatangani,” ujar Arcandra.

Arcandra membantah anggapan yang mengatakan bahwa meningkatnya minat terhadap lelang blok migas dipicu oleh harga minyak yang mulai membaik. Bahkan ada yang beranggapan bahwa gross split hanya diminati oleh perusahaan kecil.

“Harga minyak tahun 2017 itu belum naik. Lagi pula investasi migas tidak bergantung pada harga minyak sesaat. Investor melihatnya adalah prospek jangka panjang, karena investasi ini butuh waktu 15-20 tahun,“ katanya.

Dia juga membantah bahwa perusahaan migas yang meminati gross split adalah perusahaan skala kecil. 

“Silakan cek saja perusahaan multinasional yang mendapatkan blok migas baru. Ada Repsol, Andaman,” katanya.

Arcandra memastikan bahwa perubahan mekanisme ini dilakukan untuk meningkatkan kegiatan eksplorasi yang hasilnya baru akan dinikmati dalam 10-15 tahun mendatang. Sementara untuk meningkatkan produksi dalam jangka pendek, pemerintah berupaya membuka diri terhadap berbagai teknologi yang bisa diaplikasikan untuk mendongkrak produksi. Apresiasi terhadap mekanisme gross split juga disampaikan oleh Managing Director Chevron IndoAsia Business
Unit Chuck Taylor. 

“Kita telah melihat perubahan-perubahan positif melalui revisiatas Peraturan Menteri ESDM terkait gross split. Sangat jelas Kementerian ESDM telah menerima masukan industri dan memperkokoh ketentuan-ketentuan untuk meningkatkan daya saing skema ini,” kata Chuck Taylor.

Adapun kebijakan investasi lain adalah memberi kesempatan kepada investor existing untuk mengelola wilayah kerja (WK) migas sehingga investasi dan produksi terjaga, tetapi tetap harus lebih menguntungkan negara. Kebijakan tersebut dilakukan melalui Peraturan Menteri ESDM Nomor 23 tahun 2018 tentang Pengelolaan Wilayah Kerja Migas yang Akan Berakhir Kontrak Kerja Samanya.

Semangat Peraturan Menteri ESDM tersebut untuk menjaga, bahkan meningkatkan produksi migas dari WK yang kontraknya akan berakhir. Selain itu, juga menjaga kelangsungan investasi pada WK migas tersebut. Hasil akhirnya, manfaat yang sebesar-besarnya bagi negara.

Investasi Migas

Sementara itu, investasi migas yang masuk ke Indonesia per Maret 2018 tercatat US$ 2,4 miliar atau sekitar Rp 33 triliun, atau 14% dari target investasi 2018 sebesar US$ 14,2 miliar (Rp 200 triliun). 

Pada event IPA, Presiden Indonesian Potroleum Association (IPA) Ronald Gunawan mengatakan, investasi sangat diperlukan untuk mendongkrak angka produksi yang terus menurun dan mendapatkan cadangan baru migas. Hingga 2050, migas masih akan menjadi penopang utama kebutuhan energi Indonesia. 

   Terkait upaya menarik investor di sektor migas, Ronald menyebut pemerintah telah melakukan sejumlah penyelarasan kebijakan. Bentuknya mulai dari revisi aturan yang telah ada, menerbitkan aturan baru, hingga memotong aturan yang dianggap menghambat operasional.

“Kami mengharap agar perbaikan iklim investasi migas di Indonesia terus dilanjutkan sehingga dapat meningkatkan jumlah serta mempercepat proyek-proyek migas untuk berproduksi,” ujar Ronald.

Dia juga mengapresiasi penerbitan Peraturan Pemerintah (PP) 27/2017 dan PP 53/ 2017. Namun, IPA berharap penyederhanaan regulasi dapat terus dilakukan hingga ke tingkat pemerintah daerah.

“Salah satu yang paling penting adalah integrasi peraturan pemerintah pusat dan pemerintah daerah. Kalau aturan di Kementerian ESDM sudah dipangkas, tetapi di kementerian lain belum, susah juga. Pemerintah daerah juga memiliki beberapa aturan yang perlu di streamline dan tidak berbelit-belit,” kata dia.

Dia mencontohkan regulasi impor baja. Perusahaan migas harus mengurus perizinan di Kementerian Perindustrian dan Kementerian Perdagangan jika ingin mengimpor. Pihaknya dan SKK Migas sedang mengupayakan agar hal ini bisa disederhanakan.

“Kemudian masalah yang paling besar adalah pembebasan tanah. Kalau kami mau drilling, perlu pembebasan tanah. Pemerintah daerah prosesnya sangat lama. Dari data-data, perlu waktu lama untuk pembebasan lahan, harus membangun lahan dan sebagainya,” papar Ronald. 

Hal senada juga diungkapkan Kepala SKK Migas Amien Sunaryadi. Menurut dia, ada daerah operasi migas yang belum didefinisikan dalam rencana tata ruang dan wilayah oleh pemerintah daerah. Di sisi lain, rencana tersebut telah dikeluarkan menjadi Peraturan Daerah (Perda). Amien Sunaryadi mengatakan, peningkatan daya saing industri hulu migas di Indonesia butuh komunikasi dan kerja keras dari seluruh pemangku kepentingan. 

“Kami yakin industri migas akan tetap ada di Indonesia karena permintaan global yang terus meningkat. Industri menghadapi tantangan yang memaksa kita semua untuk menjadi kreatif dan inovatif dalam melakukan efisiensi untuk meningkatkan daya saing,” ujar Amien.

Exxon Mobil Prepare US $ 100 Million


Exxon Mobil has invested US $ 100 million to drill a well from Kedung Keris field to realize an additional 10,000 barrels per day production from the field located in Cepu-East Java Block. Erwin Maryoto, Vice President of Public and Government Affairs of ExxonMobil Indonesia, said that the company spent US $ 100 million in Kedung Keris, including the management of the old wells. In 2019, Kedung Keris will start on stream and there is an additional production of about 10,000 barrels per day.

Late April 2018 yesterday, we have just signed the EPC [Engineering Procurement Construction] contract. Later on, PT Meindo Elang Indah is a national company, "he said.

Erwin said, Meindo Elang Indah will only work on production facilities in the well and install a pipe of approximately 16 km from the process facility in Banyu Urip. Later, the crude oil obtained in Kedung Keris will be processed directly in Banyu Urip. ExxonMobil has not given a signal yet to add exploration wells.

The addition of Kedung Keris will also increase the production of Cepu Block near its peak at 220,000 barrels per day. Erwin said, currently Banyu Urip production is about 210,000 barrels per day. Special production in Banyu Urip in environmental impact analysis (AMDAL) is maximum production of 220,000 barrels per day.

"We will update the rules. If, the addition of Kedung Keris smoothly hopefully can be 220,000 barrels per day, "he said.

SKIP TARGET

Meanwhile, Banyu Urip production at 210,000 barrels per day has exceeded this year's target of 205,000 barrels per day. Related to the additional production potential in Banyu Uiip area, ExxonMobil admitted to continue to study to see the development of oil and gas reserves there. Erwin said, by passing the peak of production at around 210,000 barrels per day it would not affect the US Company's well well to maximize production by analyzing existing reservoir data. Like, oil and gas reserves initially estimated there are 450 million barrels, but after the evaluation of its reserves there are about 729 million barrels.

"We also continue to conduct studies and analysis for the potential of other new reserves," he said.

Erwin noted, Banyu Urip production in the position of about 210,000 barrels per year can still continue until the next 3 years. We try to keep watch for production to be above 200,000 barrels per day. Evaluation results show this production level can last until 2021, but if we find new reserves could continue, "he said.

Exxon Mobil Siapkan US$100 Juta


Exxon Mobil mengeluarkan investasi senilai US$ 100 juta untuk mengebor satu sumur dari lapangan Kedung Keris untuk merealisasikan adanya tambahan produksi sebesar 10.000 barel per hari dari lapangan yang berada di Blok Cepu-Jawa Timur. Erwin Maryoto, Vice President Public and Goverment Affairs ExxonMobil Indonesia mengatakan, pihaknya mengeluarkan US$ 100 juta di Kedung Keris itu termasuk pengelolaan sumur yang lama. Pada 2019, Kedung Keris bakal mulai on stream dan ada tambahan produksi sekitar 10.000 barel per hari.

Akhir April 2018 kemarin, kami baru saja tanda tangan EPC [Engineering Procurement Construction] kontrak. Nantinya yang mengerjakan adalah PT Meindo Elang Indah, itu perusahaan nasional,” ujarnya.

Erwin menuturkan, Meindo Elang Indah hanya akan mengerjakan fasilitas produksi di sumur dan memasang pipa kurang lebih 16 km dari fasilitas proses di Banyu Urip. Nantinya, minyak mentah yang didapatkan di Kedung Keris akan diproses langsung di Banyu Urip. ExxonMobil pun belum memberikan sinyal akan menambah eksplorasi sumur.

Tambahan dari Kedung Keris itu pun akan menambah produksi Blok Cepu mendekati titik puncaknya di level 220.000 barel per hari. Erwin mengatakan, saat ini produksi Banyu Urip sudah sekitar 210.000 barel per hari. Khusus produksi di Banyu Urip dalam analisis mengenai dampak lingkungan (Amdal) tertera maksimal produksi 220.000 barel per hari.

“Kami akan mengikuij aturan tersebut. Kalau, tambahan dari Kedung Keris lancar mudah-mudahan bisa menjadi 220.000 barel per hari,” ujarnya.

LEWATI TARGET

Adapun, produksi Banyu Urip yang berada di 210.000 barel per hari sudah melewati target tahun ini yang sebesar 205.000 barel per hari. Terkait potensi tambahan produksi di kawasan Banyu Uiip, ExxonMobil mengaku terus melakukan studi untuk melihat perkembangan cadangan migasnya di sana. 

     Erwin menuturkan, dengan melewati titik puncak produksi di sekitar 210.000 barel per hari tidak akan mempengaruhi umur sumur Perusahaan AS itu memaksimalkan produksi dengan menganalisa data reservoir yang ada. Seperti, awalnya cadangan migas di sana diperkirakan 450 juta barel, tetapi setelah dievaluasi cadangannya ada sekitar 729 juta barel.

“Kami pun terus melakukan studi dan analisa untuk adanya potensi cadangan-cadangan baru lainnya,” ujarnya.

Erwin mencatat, produksi Banyu Urip yang berada pada posisi sekitar 210.000 barel per tahun ini masih bisa berlanjut hingga 3 tahun ke depan. Kami  coba jaga terus agar produksi bisa di atas 200.000 barel per hari. Hasil evaluasi menunjukkan level produksi ini bisa bertahan sampai 2021, tetapi kalau kami temukan cadangan baru bisa saja terus berlanjut,” ujarnya.

Homework to Cut the Intermediary



Indonesia's downstream gas prices are said to be the most expensive in Asean. The government has tried to push the layers that make the downstream price become larger, but the distance of supply and demand is still a constraint.

Director of Executive Reforminer Institute Komaidi Notonegoro said the difference in the price of gas downstream in Indonesia is quite high because there are several layers in the process of distribution. Like, in Bekasi, West Java, upstream gas prices for the region are worth US $ 6 per MMBtu, but the price to end consumers could be US $ 14.5 per MMBtu so there is a difference of US $ 8.5 per MMBtu.

"There are five layers of gas traders there who each take an average margin of US $ 1.5 per MMBtu," he said.

Based on data from Reforminer Institute, the average price of gas, upstream of Indonesia reached US $ 5.3 per million British thermal units (MMBtu) with a price range of US $ 2.05 per MMBtu to US $ 8.9 per MMBtu. The average price of upstream gas in the country is more expensive when compared with other countries in Asean. Malaysia and Vietnam have an average upstream gas price of US $ 4.8 per MMBtu. 

     Then, the average price of upstream gas in Thailand and Myanmar is even cheaper each of US $ 4.5 per MMBtu and US $ 4.2 per MMBtu. Komaidi said that the price difference of upstream gas between Indonesia with neighboring countries in Asean not too much different, but from the downstream side is very much different. Meanwhile, the downstream price of gas in Malaysia and Vietnam could be cheaper because of the government's policy of sacrificing energy prices for its industry.

"They [Malaysia and Vietnam] are willing to make sacrifices on the price of industrial gas because it can support industrial productivity. It could have a positive impact on the economy, "he said.

PT Perusahaan Gas Negara Tbk. also admitted forced to buy gas allocation to channel through the infrastructure that has been built. President Director of Perusahaan Gas Negara (PGN) Jobi Triananda Hasjim said the company has a gas distribution infrastructure around thousands of kilometers (KM) in East Java, but for some time after the infrastructure was built there was no gas flowing.

"It made us look for another gas allocation."

The Ministry of Energy and Mineral Resources (ESDM) has already issued the Minister of Energy and Mineral Resources Regulation no. 06/2016 on Allocations and Prices Natural gas. Under the regulation, the gas allocation is only granted to the party who owns the infrastructure and the existence of the multilevel trader will be abolished within two years from the time the rule is issued.

Unfortunately, the deadline for the existence of a multilevel trader still can not be completed until the deadline of February 2018. In fact, there is a discourse of Ministerial Regulation no. 06/2016 it will be revised to accommodate multilevel traders who have not solved the problem. Jobi was reluctant to comment much related to the ministerial regulation revision plan.

"Discussions continue to be done, still waiting for the implementation time only. We are ready whatever the government's decision, "he said.

In addition to regulating multilevel traders, the ESDM Ministry also regulates gas trading margins to a maximum of 7% in Minister of Energy and Mineral Resources Regulation No. 58 of 2017, but the provisions will still apply after 18 months of issued regulations.

INFRASTRUCTURE

Meanwhile, gas prices in Indonesia have the potential to remain expensive because the available gas reserves are currently very far apart and industrial gas users. Large gas reserves are currently located in eastern Indonesia, while industries are still concentrated in western Indonesia such as Java and Sumatra. Liqufied Natural Gas (LNG) can be a solution, but the process requires additional cost in the future.

Head of Oil and Gas Monetization Division of SKK Migas Waras Budi Santosa continued, the regasification in Indonesia is still expensive because the new short-term LNG contract is only about 10 years. In fact, the contract could be given a tenor of 30 years so that the process of regasification costs can go down.

"If you only rely on piped gas will be difficult. Industrial sources in Java and Sumatera, but gas reserves in West Java and South Sumatra can drop dramatically if not found in the near term, "he said.

Waras said Indonesia is potentially a surplus of LNG within the next 5 to 10 years. The gas source comes from East Kalimantan and Papua, from where it can be channeled to the needy areas. On the other hand, the Chairman of the Forum of Natural Gas User Industry (FIPGB) Achmad Safiun is still demanding the gas price for the industry could be US $ 6 per MMBtu. The reason, Presidential Regulation (Perpres) No. 40 of 2016 noted if the industrial gas price is higher than US $ 6 per MMBtu, related ministers can set the price of natural gas.

The government must decide to use a direct or indirect subsidy strategy for industrial gas, or to wait for all implementation of the rules to naturally affect the price of natural gas, including for the industry.

Harga gas hilir Indonesia disebut paling mahal di Asean. Pemerintah Telah berupaya menekan layer-layer yang membuat harga hilir menjadi lebih besar, tetapi jarak supply dan demand yang jauh masih menjadi kendala.

Seperti, di Bekasi, Jawa Barat, harga gas di hulu untuk wilayah itu senilai US$ 6 per MMBtu, tetapi harga ke konsumen akhir bisa US$ 14,5 per MMBtu sehingga ada selisih US$ 8,5 per MMBtu.

"Ada 5 layer trader gas di sana yang masing-masing mengambil margin rata-rata US$1,5 per MMBtu,” ujarnya.

Berdasarkan data dari Reforminer Institute, rata-rata harga gas, hulu Indonesia tercatat mencapai US$ 5,3 per juta british thermal unit (MMBtu) dengan rentang harga US$ 2,05 per MMBtu sampai US$ 8,9 per MMBtu. Rata-rata harga gas hulu di dalam negeri ini lebih mahal apabila dibandingkan dengan negara lain di Asean. Malaysia dan Vietnam memiliki rerata harga gas hulu yakni, US$ 4,8 per MMBtu. 

       Lalu, rata-rata harga gas hulu di Thailand dan Myanmar malah lebih murah lagi masing-masing sebesar US$ 4,5 per MMBtu dan US$ 4,2 per MMBtu. Komaidi mengatakan bahwa perbedaan harga gas hulu antara Indonesia dengan negeri jiran di Asean tidak terlalu jauh berbeda, tetapi dari sisi hilir sangat jauh berbeda. Adapun, harga hilir gas di Malaysia dan Vietnam bisa lebih murah karena ada kebijakan pemerintahnya yang mengorbankan harga energi demi industrinya.

“Mereka [Malaysia dan Vietnam] mau bekorban pada harga gas industri karena bisa menopang produktivitas industri. Hal itu bisa berimbas positif kepada ekonomi,” ujarnya.

PT Perusahaan Gas Negara Tbk. pun mengaku terpaksa membeli alokasi gas untuk menyalurkan melalui infrastruktur yang sudah dibangun. Direktur Utama Perusahaan Gas Negara (PGN) Jobi Triananda Hasjim mengatakan, perseroan memiliki infrastruktur distribusi gas sekitar ribuan kilometer (KM) di Jawa Timur, tetapi selama beberapa waktu setelah infrastruktur dibangun tidak ada gas yang mengalir. 

“Hal itu membuat kami mencari alokasi gas lain.”

Kementerian Energi dan Sumber Daya Mineral (ESDM) pun sudah mengeluarkan Peraturan Menteri ESDM No. 06/2016 tentang Alokasi dan Harga
Gas Bumi. Dalam aturan itu, disebutkan alokasi gas hanya diberikan kepada pihak yang memiliki infrastruktur dan keberadaan trader bertingkat akan dihapuskan dengan diberikan waktu hingga 2 tahun sejak aturan itu diterbitkan.

Sayangnya, tenggat waktu keberadaan trader bertingkat masih belum mampu diselesaikan sampai batas waktu Februari 2018. Malah, ada wacana Peraturan Menteri No. 06/2016 itu akan direvisi untuk mengakomodir trader bertingkat yang belum menyelesaikan persoalannya. Jobi pun enggan berkomentar jauh terkait rencana revisi peraturan menteri  tersebut. 

“Pembahasan terus dilakukan, masih menunggu waktu implementasinya saja. Kami sudah siap apapun keputusan pemerintah," ujarnya. 

Selain mengatur trader bertingkat, Kementerian ESDM juga mengatur margin niaga gas menjadi maksimal 7% dalam Peraturan Menteri ESDM Nomor 58 tahun 2017, tetapi ketentuan itu masih akan berlaku setelah 18 bulan peraturan diterbitkan.

INFRASTRUKTUR

Sementara itu, harga gas di Indonesia berpotensi tetap mahal karena cadangan gas yang tersedia saat ini sangat berjauhan dan pengguna gas industri. Cadangan gas yang besar saat ini berada di daerah Indonesia Timur, sedangkan industri masih terpusat di Indonesia Barat seperti, Jawa dan Sumatra. Liqufied Natural Gas (LNG) bisa menjadi solusi, tetapi prosesnya memerlukan tambahan biaya lagi ke depannya.

Kepala Divisi Monetisasi Minyak dan Gas Bumi SKK Migas Waras Budi Santosa melanjutkan, regasifikasi di Indonesia masih mahal karena kontrak LNG baru jangka pendek hanya sekitar 10 tahun. Padahal, kontrak itu bisa saja diberikan tenor 30 tahun sehingga proses regasifikasi biayanya bisa turun.

“Kalau hanya mengandalkan gas pipa akan sulit. Sumber industri di Jawa dan Sumatera, tetapi cadangan gas di Jawa Barat dan Sumatra Selatan bisa turun drastis
kalau tidak ditemukan dalam jangka dekat,” ujarnya.

Waras mengatakan, Indonesia justtu berpotensi surplus LNG dalam 5 sampai 10 tahun ke depan. Sumber gasnya itu berasal dari Kalimantan Timur dan Papua, dari sana nanti bisa disalurkan ke daerah yang membutuhkan. Di sisi Iain, Ketua Forum Industri Pengguna Gas Bumi (FIPGB) Achmad Safiun masih menuntut harga gas untuk industri bisa US$ 6 per MMBtu. Alasannya, Peraturan Presiden (Perpres) Nomor 40 Tahun 2016 mencatat jika harga gas bumi industri lebih tinggi dari US$6 per MMBtu, menteri terkait bisa tetapkan harga gas bumi tersebut.

ApaIagi, pada periode 2015-2017 harga minyak dan gas bumi sudah turun hampir 60%, tetapi harga gas untuk industri tidak segera turun hingga saat ini. Hal itu membuat kami sulit bersaing dengan industri pengguna gas di Iuar negeri,” ujarnya.

Pemerintah pun harus memutuskan untuk menggunakan strategi pemberian subsidi secara Iangsung maupun tidak Iangsung kepada gas industri, atau menunggu semua implementasi aturan memberikan dampak secara alami kepada harga gas bumi, termasuk untuk industri.

7 Gas Contracts Signed



Seven gas purchase agreements or PJBGs were signed with total gas volume during the contract of 65,41 tillion British thermal units. The seven contracts of the Gas Sales and Purchase Agreement (PJBG) are expected to increase state revenue of US $ 111.08 million or Rp 1.49 trillion.

Head of SKK Migas Amien Sunaryadi said gas distributed in seven PJBGs will be used for fertilizer, oil lifting, oil refinery (BBM), electricity, city gas and industrial gas. The allocation is used in accordance with Minister of Energy and Mineral Resources Regulation no. 6/2016, ie natural gas allocation policy directed to ensure efficiency and effectiveness as fuel, raw or otherwise.

"Moreover, energy needs such as gas and petroleum are predicted to increase. Therefore, in order to meet these needs, it is necessary to explore the source of large reserves, he said, in the closing of IPA Convex Ke-42, Friday (4/5).

In the contract there are seven signed PJBG. First, First, Kangean Energy Indonesia Ltd. signed a gas sales contract to PT Petrokimia Gresik, as a buyer with a daily gas volume of 7.5 billion to 8.5 billion british thermal units per day. PJBG contract duration is for 2 years in 2018 to 2019 for the needs of the fertilizer industry.

Secondly, PT Tropik Energi Pandan signed a gas sales contract with PT Pupuk Sriwidjaja Palembang with 10 billion british thermal unit gas volume per day. Duration of contracts for 10 years from 2019 to 2028 for the needs of the fertilizer industry.

Third, Petrogas (Basin) Ltd. signed a gas sales contract with PT Pertamina EP with a volume of 0.5 million cubic feet per day. Contract duration for 3 years from 2018-2020 for oil lifting needs. Fourth, Petrogas (Basin) Ltd. signed a contract with PT Pertamina (Persero) with a volume of 0.5 million cubic feet per day. Contract duration for 4 years from 2016 to 2020 for the needs of the RU VII Kasim refinery.

Fifth, PT Pertamina Hulu Energi (PHE) Jambi Merang, Talisman Ltd., Pacific Oil & Gas, signed a contract with PT Pertamina Gas with 6 billion-23 billion British thermal units per day. Contract duration for 5 months from 2018 to 2019 for oil lifting, electricity, and RU II Dumai, Sixth, PT Medco E & P Indonesia has signed a contract with PT Perusahaan Gas Negara Tbk. with a volume of 0.25 million cubic feet per day. The duration of the contract is valid for 10 years from 2017 to 2027 for the regional gas network Musi Banyuasin.

Seventh, PT PHE Offshore North West Java (ONWJ) signed a contract with PT Pertagas Niaga with a volume of 5 billion british thermal units per day. Duration of contract 9 years from 2017 to 2026 for industrial needs. The seven signed contracts of PJBG, two of which already have mutual consent.

Both contracts are between Petrogas and Pertamina for refineries starting in 2016, and PHE ONWJ with Pertagas Niaga valid since 2017. Amien said the contract consists of various points, but when the contract approval process between the two sides there are several points which should be reviewed until completion. Well, there are some points in the two contracts that have not been completed so that made a joint agreement first.

"So, during the completion of the full contract points, with the agreement with the gas has been flowing in accordance with the plan," he said.

ENERGY DEFENSE

Director of Operations and Production of PHE Ekariza said the signing of the company's PJ BG contract is an effort to monetize gas to support national energy security.

"We hope as a subsidiary of Pertamina can continue to contribute continuously to the fulfillment of national oil and gas production targets and the fulfillment of domestic energy needs," he said.

Director of Utarna Medco E & P Indonesia Ronald Gunawan said the signature of this contract became one of the efforts to meet the needs of domestic gas.

"Purchase of gas from us to PGN is used for jargas in Musi Banyuasin Regency. Until April 30, 2018, the number of gas networks has reached 1,155 households, gas from us has also been used for the gas network in Palembang about 6,000 houses, "he said.

PGN Corporate Secretary Rachmat Hutama said the new Medco E & P gas signed by PGN would be used for the needs of 6,031 households.

"We will continue to aggressively develop national gas infrastructure, especially the efficient and environmentally friendly gas utilization for the community," he said.

7 Kontrak Gas Ditanda tangani


Tujuh perjanjian jual beli gas atau PJBG ditanda tangani dengan total volume gas selama kontrak sebesar 65,41 tiliun British termal unit. Tujuh kontrak Perjanjian Jual Beli Gas (PJBG) itu diperkirakan bisa menambah penerimaan negara senilai US$ 111,08 juta atau Rp 1,49 triliun.

Kepala SKK Migas Amien Sunaryadi mengatakan, gas yang disalurkan dalam tujuh PJBG itu akan digunakan untuk kebutuhan pupuk, lifting minyak, kilang bahan bakar minyak (BBM), kelistrikan, jaringan gas kota, dan industri. Alokasi itu digunakan sesuai dengan Peraturan Menteri ESDM No. 6/2016, yaitu kebijakan alokasi gas bumi diarahkan untuk menjamin efisiensi dan efektivitas sebagai bahan bakar, baku, atau Iainnya.

“Apalagi, kebutuhan energi seperti gas dan minyak bumi diprediksi terus meningkat. Untuk itu, demi memenuhi kebutuhan itu diperlukan eksplorasi sumber cadangan besar yang  ujarnya, dalam penutupan IPA Convex Ke-42, Jumat (4/5).

Dalam kontrak itu ada tujuh PJBG yang ditandatangani. Pertama, Pertama, Kangean Energy Indonesia Ltd. meneken kontrak jual gas kepada PT Petrokimia Gresik, selaku pembeli dengan volume gas harian 7,5 miliar sampai 8,5 miliar british thermal unit per hari. Durasi kontrak PJBG itu selama 2 tahun pada 2018 sampai 2019 untuk kebutuhan industri pupuk.

Kedua, PT Tropik Energi Pandan meneken kontrak jual gas dengan PT Pupuk Sriwidjaja Palembang dengan volume gas 10 miliar british thermal unit per hari. Durasi kontrak selama 10 tahun sejak 2019 sampai 2028 untuk kebutuhan industri pupuk.

Durasi kontrak selama 4 tahun sejak 2016 sampai 2020 untuk kebutuhan kilang RU VII Kasim.

Ketujuh, PT PHE Offshore North West Java (ONWJ) meneken kontrak dengan PT Pertagas Niaga dengan volume 5 miliar british thermal unit per hari. Durasi kontrak 9 tahun sejak 2017 sampai 2026 untuk kebutuhan industri. Tujuh kontrak PJBG yang ditandatangani itu, dua di antaranya sudah ada kesepakatan bersama. 

Kedua kontrak itu adalah antara Petrogas dan Pertamina untuk kebutuhan kilang yang dimulai sejak 2016, dan PHE ONWJ dengan Pertagas Niaga yang berlaku sejak 2017. Amien mengatakan, kontrak itu terdiri berbagai poin-poin, tetapi ketika proses persetujuan kontrak antara kedua belah pihak ada beberapa poin yang harus di review hingga selesai. Nah, ada beberapa poin dalam dua kontrak itu yang belum selesai sehingga dibuat kesepakatan bersama terlebih dulu.

“Jadi, selama penyelesaian poin lengkap kontrak, dengan kesepakatan bersama gas pun sudah mengalir sesuai dengan rencana,” ujarnya.

KETAHANAN ENERGI

Direktur Operasi dan Produksi PHE Ekariza mengatakan, tanda tangan kontrak PJ BG perseroan ini menjadi upaya untuk monetisasi gas agar mendukung ketahanan energi nasional.

“Kami berharap sebagai anak usaha Pertamina dapat terus berkontribusi secara berkesinambungan terhadap pemenuhan target produksi migas nasional dan pemenuhan kebutuhan energi dalam negeri,” ujarnya.

Direktur Utarna Medco E&P Indonesia Ronald Gunawan mengatakan, tanda tangan kontrak ini menjadi salah satu upaya untuk memenuhi kebutuhan gas domestik.

“Jual beli gas dari kami kepada PGN digunakan untuk jargas di Kabupaten Musi Banyuasin. Sampai 30 April 2018, jumlah jaringan gas sudah mencapai 1.155 rumah tangga, gas dari kami juga telah digunakan untuk jaringan gas di Palembang sekitar 6.000 rumah,” ujarnya.

Sekretaris Perusahaan PGN Rachmat Hutama mengatakan, gas dari Medco E&P yang baru di tanda tangani dengan PGN bakal digunakan untuk kebutuhuan 6.031 jaringan rumah tangga.

“Kami pun akan terus agresif membangun infrastruktur gas bumi nasional, terutama pemanfaatan gas bumi yang efisien dan ramah lingkungan bagi masyarakat,” ujarnya.

Expands Downstream Oil and Gas Business, Exxon Mobil Spends US $ 544 Million



ExxonMobil expanded its downstream oil and gas business in Indonesia by acquiring and signing a new contract worth US $ 544 million. The expansion is done for the business of lubricants and fuel oil (BBM). Vice President of Public and Government Affairs of Exxon Mobil Indonesia Erwin Maryoto said, it continues to evaluate all investment opportunities in Indonesia. "We see Indonesia is a fast growing market, so we continue to invest, not only in the upstream, but also downstream and petrochemicals," he said on the sidelines of The 42nd IPA Convention and Exhibition 2018 in Jakarta.

Business expansion downstream, realized by ExxonMobil by acquiring 100% PT Federal Karyatama, owner of lubricant brand of Federal Oil and subsidiary of PT Mitra Pinasthika Mulia Tbk. The acquisition transaction is targeted to be completed in the 2018 third quarter with an investment cost of approximately US $ 436 million or Rp 6.08 trillion.

According to Erwin, this acquisition will complement ExxonMobil's lubricant business in Indonesia. Currently oil and gas company from the United States has been marketing special lubricants four-wheeled vehicles with the brand Mobill. The acquisition of Federal Oil makes the company has a two-wheeled lubricant market in Indonesia.

"Because we see the lubricant market in Indonesia is one of the fastest growing lubricant markets in Asia Pasitik," said Erwin.

He is optimistic that ExxonMobil's lubricant market share will rise significantly because Federal Oil itself has a sizeable market. Not only that, it also expands the business of selling Fuel Oil to the industry. Since last year, Exxon Mobil has partnered with PT Indomobil Prima Energi to sell fuel to industries in Java. Furthermore, Exxon Mobil will enter the industrial fuel market in Balikpapan.

"We are also signing for leasing of fuel terminal and storage in Balikpapan with Indika Energy subsidiary," he said.

ExxonMobil also signed a lease contract with PT Kariangau Gapura Terminal Energi, a subsidiary of PT Indika Energy Tbk, in April. Under the contract, Kariangau Gapura Terminal Energy will build, own and operate storage terminals for storage and fuel shipments in Kariangau, Balikpapan, East Kalimantan, exclusively for ExxonMobil.

"The contract is for 20 years with a 10-year contract extension option. The contract value is approximately US $ 108 million, "said Erwin.

The plan, this fuel storage capacity of 100 thousand kilo liter (KL). This added storage will help the government's efforts to create national energy security. The reason, the government encourages companies to have a lot of fuel storage in these areas. The fuel sold is an Exxon Mobil production.

Production Booster

On the other hand, Exxon Mobil is committed to increasing its oil and gas production in Indonesia. After successfully completing the development of the Cepu Block, Erwin said, it managed to boost its oil production to reach 210 thousand barrels per day (bpd). This production figure will increase after Exxon Mobil has successfully completed Kedung Keris Project.

"Now our expectations (production) 10 thousand bpd from the well (Kedung Ke ris)," he said.

Because in the process at the facility Banyu Urip, then the production of Kedung Keris will increase the production of Cepu Block to 220 thousand bpd. Exxon Mobil recently signed an engineering, procurement, and construction (EPC) engineering contract with PT Meindo Elang Indah in April. The work that Meindo undertakes will include the construction of a wellpad and installing a 16 kilometer (km) long pipe from a well in Kedung Keris to a processing facility in Banyu Urip. Project Investment Kedung Keris is USS 100 million.

"Start of production (Kedung Keris) is expected end of 2019," said Erwin.

Until then, it will seek oil production from Banyu Urip can still be maximized. The four BUMDs are PT Blora Patragas Hulu, PT Petrogas Jatim Utama Cendana, PT Asri Darma Sejahtera and PT Sarana PatraHulu Cepu.

Perluas Bisnis Hilir Migas, Exxon Mobil Mengeluarkan US$ 544 Juta


ExxonMobil memperluas bisnis hilir migasnya di Indonesia dengan melakukan akuisisi dan meneken kontrak baru senilai US$ 544 juta. Ekspansi dilakukan untuk bisnis pelumas dan bahan bakar minyak (BBM). Vice President Public and Government Affair Exxon Mobil Indonesia Erwin Maryoto menuturkan, pihaknya terus mengevaluasi semua peluang investasi yang ada di Indonesia. Salah satunya pihaknya melihat apakah peluang yang ada sesuai dengan tujuan
bisnis perusahaan.

“Kami lihat Indonesia adalah pasar yang bertumbuh dengan cepat, sehingga kami terus berinvestasi, tidak hanya di hulu, tetapi juga hilir dan petrokimia,” kata dia di sela The 42nd IPA Convention and Exhibition 2018 di Jakarta.

Perluasan bisnis di hilir, diwujudkan ExxonMobil dengan mengakuisisi 100% PT Federal Karyatama, pemilik merek pelumas Federal Oil dan anak usaha PT Mitra Pinasthika Mulia Tbk. Transaksi akuisisi itu ditargetkan rampung pada kuartal ketigas 2018 dengan biaya investasi sekitar US$ 436 juta atau Rp 6,08 triliun.

      Menurut Erwin, akuisisi ini akan melengkapi bisnis pelumas ExxonMobil di Indonesia. Saat ini perusahaan migas asal Amerika Serikat tersebut telah memasarkan pelumas khusus kendaraan roda empat dengan merk Mobill. Akuisisi Federal Oil membuat perusahaan memiliki pasar pelumas kendaraan roda dua di Indonesia.

“Karena kami lihat pasar lubricant di Indonesia adalah salah satu pasar lubricant yang berkembang sangat cepat di Asia Pasitik,” jelas Erwin.

Dia optimistis pangsa pasar pelumas ExxonMobil akan naik meningkat signifikan lantaran Federal Oil sendiri memiliki pasar cukup besar. Tidak hanya itu, pihaknya juga melakukan ekspansi bisnis penjualan Bahan Bakar Minyak untuk industri. Sejak tahun lalu, Exxon Mobil telah mengandeng PT Indomobil Prima Energi untuk menjual BBM kepada industri di Jawa. Selanjutnya, Exxon Mobil akan masuk ke pasar BBM industri di Balikpapan.

“Kami juga sudah tanda tangan untuk sewa fuel terminal and storage di Balikpapan dengan anak usaha Indika Energy,” tutur dia.

ExxonMobil juga menandatangani kontrak sewa fasilitas jasa storage dengan PT Kariangau Gapura Terminal Energi, anak usaha dari PT Indika Energy Tbk, pada April lalu. Dalam kontrak itu, Kariangau Gapura Terminal Energy bakal membangun, memiliki, dan mengoperasikan terminal storage untuk penyimpanan
dan pengiriman BBM di Kariangau, Balikpapan, Kalimantan Timur, secara eksklusif untuk ExxonMobil.

“Kontraknya untuk 20 tahun dengan opsi perpanjangan kontrak 10 tahun. Nilai kontraknya kurang lebih US$ 108 juta,” ujar Erwin.

Rencananya, kapasitas penyimpanan BBM ini sebesar 100 ribu kilo litre (KL). Tambahan penyimpanan ini disebutnya akan membantu upaya pemerintah menciptakan ketahanan energi nasional. Pasalnya, pemerintah mendorong perusahaan untuk memiliki banyak penyimpanan BBM di daerah-daerah. BBM yang dijual merupakan produksi Exxon Mobil.

“Kami mengambil dari wilayah Asia Pasifik. Kami ambil dari Singapura dan Thailand,” kata dia.

Genjot Produksi

Di sisi lain, Exxon Mobil berkomitmen untuk meningkatkan produksi migasnya di Indonesia. Setelah berhasil merampungkan pengembangan Blok Cepu, Erwin mengatakan, pihaknya berhasil menggenjot produksi minyaknya mencapai 210 ribu barel per hari (bph). Angka produksi ini akan naik setelah Exxon Mobil berhasil merampungkan Proyek Kedung Keris.

“Sekarang ekspektasi kami (produksi) 10 ribu bph dari sumur (Kedung Ke ris) tersebut,” tutur dia. 

Karena di proses di fasilitas Banyu Urip, maka produksi dari Kedung Keris akan menambah produksi Blok Cepu menjadi 220 ribu bph. Exxon Mobil baru saja menanda tangani kontrak paket rekayasa, pengadaan, dan konstruksi (engineering, procurement, and construction/ EPC) dengan PT Meindo Elang lndah pada April lalu. Pekerjaan yang digarap Meindo nantinya akan meliputi pembangunan wellpad dan memasang pipa sepanjang 16 kilometer (km) dari sumur di Kedung Keris ke fasilitas pemrosesan di Banyu Urip. Investasi Proyek Kedung Keris ini USS 100juta.

“Mulai produksinya (Kedung Keris) diharapkan akhir 2019,” kata Erwin.

Sampai saat itu, pihaknya akan mengupayakan produksi minyak dari Banyu Urip tetap bisa maksimal. Dia menjelaskan, meski tingkat produksi minyak Lapangan Banyu Urip relatif tinggi, masa plato lapangan ini tidak akan terpangkas. Pasalnya, berdasarkan evaluasi, cadangan minyak di lapangan ini  ternyata mencapai 729 juta barel atau lebih tinggi dari perkiraan awal 450 juta barel. Untuk menjaga tingkat produksi, pihaknya terus melakukan studi di sekitar Lapangan Banyu Urip, terutama potensi di reservoir klastik.

“Kalau nanti kami bisa tes dan bisa terbukti ada potensi, cadangan bisa meningkat. Sehingga umur platonya bisa lebih lama lagi,” tuturnya. 

Dengan kondisi saat ini, masa plato produksi Lapangan Banyu Urip masih akan bertahan sampai 2021. Kedung Keris dan Banyu Urip merupakan dua lapangan di Blok Cepu. Saat ini, komposisi saham di Blok Cepu adalah ExxonMobil Cepu Limited sebagai operator memiliki saham 45%, PT Pertamina EP Cepu 45%, serta empat Badan Usaha Milik Daerah 10%. Keempat BUMD itu yaitu PT Blora Patragas Hulu, PT Petrogas Jatim Utama Cendana, PT Asri Darma Sejahtera, dan PT Sarana PatraHulu Cepu.

Pertamina shells out dividends to govt



State-owned oil and gas company Pertamina says it has transferred Rp 8.57 trillion (US$613.18 million) in dividend to the government from the Rp 33.3 trillion net profit it booked in 2017. The dividend payment was agreed on Wednesday during the annual shareholders meeting.

Pertamina acting president director Nicke Widyawati said that 2017 was full of many challenges for the company as a result of the hike in crude oil prices and the rupiah's depreciation against the US dollar.

"Throughout the year, the company tried to maintain a positive financial performance amid the global increase in oil prices. We focused on strategic projects while carrying out efficiency in all lines. As a result, we could still record an increase in revenue,” Nicke said in a statement on Wednesday Pertamina recorded $42.96 billion in its 2017 revenue, or 18 percent growth from $36.49 billion in revenue the previous year.

Sales of crude oil in both the domestic and international markets was the main contributor to revenue growth, with the Indonesian Crude Price (ICP) reaching $51.17 per barrel, while the reference price in the state bud get was $48 per barrel. Meanwhile, gas production also increased from 650 million barrels of oil equivalent per day (mboepd) in 2016 to 693 mboepd in 2017.

"The production of the Banyu Urip field and Pertamina’s other overseas fields contributed particularly to the increase in oil and gas production,” said Nicke, adding that the company also increased its geothermal production to 3,900 GWh in 2017 from 3,043 GWh, a 27 percent year-on-year growth.

Next Year Cepu Production 220,000 Barrels Per Day



ExxonMobil Indonesia continues the Kedung Keris field development project, Cepu Block. With additional production from the field, total production of Cepu Block reaches 220,000 barrels per day (bpd), Erwin Maryoto, Vice President of Public and Government Affairs ExxonMobil Indonesia, explained that it has just signed engineering, procurement and construction (EPC) contract with PT Meindo Elang Indah in April 2018 for construction of Kedung Keris.

Kedung Keris Field Work will begin the process of constructing production facilities in wells and pipe installation approximately 16 kilometers from Kedung Keris Field to the existing processing facility in Banyu Urip. In Kedung Keris Field EXXonMobil invested about US $ 100 million.

After the start of the construction process, Erwin is optimistic that Kedung Keris Field can produce or on stream of 10,000 per barrel by the end of 2019. Kedung Keris field production will increase the production of Cepu Block to 220,000 barrels per day (BPH) by the end of next year.

"At Banyu Urip our production is now over 210,000 barrels per day," Erwin said. Erwin revealed, with such potential production, ExxonMobil will not update the environmental impact assessment (amdal) of Cepu Block. The Cepu Block amdal has reached 220,000 bph.

"Amdalnya already allow for that.We follow the amdal 220.000 bph," he added.

Erwin also believes the maximum production of Cepu Block will not affect the life of the well in the block, since the Cepu Block reserves of 450 million barrels is now 729 million barrels.

Tahun Depan Produksi Cepu 220.000 Barel Per Hari


ExxonMobil Indonesia meneruskan proyek pengembangan Lapangan Kedung Keris, Blok Cepu, Dengan produksi tambahan dari lapangan tersebut, total produksi Blok Cepu mencapai 220.000 barel per hari (bph), Erwin Maryoto, Vice President Public and Goverment Affairs ExxonMobil Indonesia, menjelaskan, pihaknya baru saja menandatangani kontrak engineering, procurement and construction (EPC) dengan PT Meindo Elang Indah pada April 2018 lalu untuk pengerjaan konstruksi Kedung Keris.

Pengerjaan Lapangan Kedung Keris akan memulai proses pembangunan fasilitas produksi di sumur dan pemasangan pipa kurang lebih sepanjang 16 kilometer dari Lapangan Kedung Keris ke fasilitas pengolahan yang ada di Banyu Urip. Di Lapangan Kedung Keris EXXonMobil menggelontorkan investasi sekitar US$ 100 juta.

Setelah mulainya proses konstruksi ini Erwin cukup optimistis, Lapangan Kedung Keris bisa berproduksi atau on stream sebesar 10.000 per barel pada akhir tahun 2019. Produksi Lapangan Kedung Keris ini akan menambah produksi Blok Cepu hingga menjadi 220.000 barel per hari (BPH) di akhir tahun depan. 

"Di Banyu Urip produksi kami sekarang lebih dari 210.000 barel per hari," kata Erwin. Erwin mengungkapkan, dengan potensi produksi sebesar itu, ExxonMobil tidak akan memperbarui analisa dampak lingkungan (amdal) Blok Cepu. Sebab amdal Blok Cepu sudah mencapai 220.000 bph. 

"Amdalnya sudah memungkinkan untuk itu. Kami ikuti saja amdal 220.000 bph," tambahnya. 

Erwin juga yakin produksi maksimal Blok Cepu tidak akan mempengaruhi umur sumur di blok tersebut, karena cadangan Blok Cepu dari 450 juta barel kini menjadi 729 juta barel.

Business Actor Requires Legal Certainty



Business actors in upstream oil and gas industry need legal certainty in doing business. A volatile rule will confuse investment decisions. Decision-alignment at the central and regional levels is also required. 

     According to the President of the Indonesian Petroleum Association (IPA) Ronald Gunawan, the upstream oil and gas industry is a business that is covered in obscurity. Drilling of oil and gas wells will not necessarily produce beneficial results. Upstream oil and gas is also a capital-intensive and long-term industry.

"Therefore, legal certainty is very important. In addition to its capital-intensive and long-term nature, upstream oil and gas is also covered by the uncertainty of successful drilling wells, "Ronald said during a discussion session at the 42nd IPA Convention and Exhibition on Thursday (5/3/2018) in Jakarta.

     Regarding the law in the oil and gas sector, according to Vice Chairman of Commission I of DPR Satya Widya Yudha, the revision of Law Number 22 Year 2001 on Oil and Natural Gas has not been completed yet. He admitted, the revision process is very long. Currently, the revision stage is still in the Legislative Council of the House of Representatives. Satya acknowledges that the revision of this Law is highly anticipated by oil and gas business actors.

"There are still differences of opinion in Commission VII which handles the energy sector with Commission VI which handles state-owned enterprises. The difference is related to Pertamina's status, which wants to become a special business entity, "Satya said.

Head of Special Unit for Upstream Oil and Gas Business Activities (SKK Migas) Amien Sunaryadi said that to ease the business and investment upstream of oil and gas in Indonesia, the government has cut a number of rules that are considered to complicate the investment. 

     As of March 2018, the Ministry of Energy and Mineral Resources has cut 18 regulations and 23 certifications or recommendations concerning the licensing of the oil and gas sector. Not only in the Ministry of Energy and Mineral Resources, SKK Migas also remove 12 regulations, while the Downstream Oil and Gas Regulatory Agency (BPH Migas) cut 3 regulations.

Pelaku Usaha Membutuhkan Kepastian Hukum


Pelaku usaha industri hulu minyak dan gas bumi membutuhkan kepastian hukum dalam berbisnis. Aturan yang mudah berubah akan membingungkan pengambilan keputusan berinvestasi. Keselarasan keputusan di tingkat pusat dan daerah juga diperlukan. 

    Menurut Presiden Asosiasi Perminyakan Indonesia (IPA) Ronald Gunawan, industri hulu minyak dan gas bumi adalah bisnis yang diliputi ketidakjelasan. Pengeboran sumur migas belum tentu memberikan hasil menguntungkan. Hulu migas juga merupakan industri padat modal dan bersifat jangka panjang.

”Karena itu, kepastian hukum sangat penting. Selain sifatnya padat modal dan jangka panjang, hulu migas juga diliputi ketidakpastian keberhasilan pengeboran sumur,” kata Ronald dalam salah satu sesi diskusi di Konvensi dan Pameran IPA Ke-42, Kamis (3/5/2018), di Jakarta.

Pengusaha juga dihadapkan pada belum padunya pelaksanaan aturan di tingkat pemerintah pusat dan daerah. Kendati pemerintah pusat sudah menyederhanakan peraturan, di pemerintah daerah belum tentu serupa. Ia mencontohkan pembebasan lahan yang masih sulit. 

     Soal undang-undang di sektor migas, menurut Wakil Ketua Komisi I DPR Satya Widya Yudha, revisi Undang-Undang Nomor 22 Tahun 2001 tentang Minyak dan Gas Bumi belum tuntas. Ia mengakui, proses revisi sangat panjang. Saat ini, tahapan revisi masih ada di Badan Legislatif Dewan Perwakilan Rakyat. Satya mengakui bahwa revisi Undang-Undang ini sangat dinantikan oleh pelaku usaha sektor migas.

”Masih ada perbedaan pendapat di Komisi VII yang menangani sektor energi dengan Komisi VI yang menangani badan usaha milik negara. Perbedaan itu berhubungan dengan status Pertamina yang hendak menjadi badan usaha khusus,” ujar Satya.

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi mengatakan, untuk mempermudah bisnis dan investasi hulu migas di Indonesia, pemerintah sudah memangkas sejumlah aturan yang dianggap mempersulit investasi. 

     Sampai dengan Maret 2018, Kementerian Energi dan Sumber Daya Mineral telah memangkas 18 regulasi dan 23 sertifikasi atau rekomendasi yang menyangkut perizinan sektor migas. Tidak hanya di Kementerian ESDM, SKK Migas juga menghapus 12 regulasi, sedangkan Badan Pengatur Hilir Minyak dan Gas Bumi (BPH Migas) memangkas 3 peraturan.
