First Quarter, PHE Gas Production Up 2 Percent

PT Pertamina Hulu Energi (PHE), a subsidiary of PT Pertamina (Persero) in the upstream sector, recorded gas production of 777 million cubic feet per day (MMSCFD) during January-March 2018. The amount is up 2 percent over the same period of 2017 of 765 MMSCFD .

"In 2018, PHE set a production target for March of 767.8 MMSCFD, realization of 1.2 percent higher" said R. Gunung Sardjono Hadi, Director of PHE.

PHE oil production in the first three months of 2018 was 63.037 barrels oil per day (BOPD), not much different from the same period of 2017 of 62,623 BOPD.

"PHE in 2018 targeted oil production in March at 65,243 BOPD, so production in March 2018 was 96.6 percent of the target," Gunung said.

According to Sardjono Hadi Mountain, PHE will accelerate the monetization of PHE reserves by implementing a backup source clustering strategy. This strategy can be used in working areas that have less gas reserves, but can be monetized soon. With PHE clustering no longer thinking just waiting for gas buyers, but innovating how to create a market. The reason, although having large reserves will be useless if there is no gas absorber.

"So it does not depend on the market, but it creates the market. That is what we are now pursuing, The concept of gas monetization is clustered. So we also have to think how to get into the midstream, "said Mount Sardjono Hadi.

He cited the development of gas in Senoro. Senoro gas will never be monetized if the facility does not build the refinery and regasification DSLNG in cooperation with several companies. PHE will also be more open to cooperate with other companies.

"Like Senoro if there is no DSLNG it will not be developed. That's one example for another development. We try to find, create new markets. So we do not sit sweetly waiting to come buyers, "said Mount Sardjono Hadi.

Meanwhile, Ekariza, Director of Operations and Production of PHE, said the realization of PHE gas production depends on absorption in the market if the absorption of large market, PHE can increase its gas production.

"First quarter gas production is higher because there is an increase in absorption. The largest production contribution comes from Tomori, "said Ekoriza. In addition to Tomori, the contribution of PHE gas production comes from the Offshore North West Java (ONWJ) block, Jambi Merang and West Madura Offshore (WMO).

Termination Blocks The target of PHE oil and gas production in the Company's Work Plan and Budget (RKAP) 2018 has also included the production of four terminated block of contracts to be managed by PHE. The four blocks are Tuban, Ogan Komering, Offshore South East Sumatra (OSES) and North Sumatra Offshore (NSO).

Two of the four blocks, Tuban and Ogan Komering, the production sharing contract (PSC) have been signed on April 20, 2018 and are effective as of May 20, 2018.

However, for Sukowati unitization field previously managed by Joint Operation Body (JOB) of Pertamina ~ PetroChina East Java from May 20, 2018 submitted to PT Pertamina EP Another block, Ogan Komering, contract is also signed on 20 April 2018 and effective on 20 May 2018.

Kuartal I, Produksi Gas PHE Naik 2 Persen

PT Pertamina Hulu Energi (PHE), anak usaha PT Pertamina (Persero) di sektor hulu, mencatat produksi gas 777 juta kaki kubik per hari (MMSCFD) sepanjang Januari-Maret 2018.

Oil and Gas and Geothermal Production Increases

Under the conditions of the problem in the right-left, such as should not raise the price of fuel oil, PT Pertamina can be a little grateful because of the performance of oil and gas (oil and gas) and geothermal production in the first quarter of 2018 grew. They hope that the growth momentum will be maintained until 2018. From January March 2018, Pertamina listed oil and gas equivalent oil production along 923,000 barrels of oll equivalent per day (boepd).

Details, 386,000 barrels per day (bpd) of oil production and 3.115 million standard cubic feet per clay (mmscfd) of gas production. Pertamina's only stagnant performance is the geothermal installed capacity of 617 megawatts (mw). But Pertamina is targeting, the capacity will soon increase.

"Currently, the Lumut Balai Unit 1 geothermal project is in the EPC phase and is scheduled to be onstream in Q4 of 2018," said Syamsu Alam, Upstream Director of PT Pertamina (Persero).

For continued performance growth, Pertamina maintains the oil and gas production of Mahakam Block by developing Tunu Shallow Phase 4 Field, Handil Phase 5 and Tambora Phase 5.

Banyu Urip-ExxonMobil Field

Pertamina also plans to increase the production of Banyu Urip-ExxonMobil Field, decrease the decline rate or the rate of production decline by drilling 108 wells and doing well service or repairing wells. After that, the company will re-activate the oil and gas field and optimize the geothermal operation of Ulubelu, Kamojang and Lahendong.

Jambaran Tiung Biru Field

While upstream projects that become Pertamina's priorities such as geothermal Karaha and Lumut Balai and gas Jambaran Tiung Biru. Another priority is the development of PIEP PLN Phase IV project to increase oil and gas production from international.

Related to the acquisition of oil and gas, the government decided 100% of the right to manage or participating interest (PI) of 2018 oil and gas blocks fell to Pertamina. The blocks include Tuban, Ogan Komering, NSO, Sanga-Sanga, Attaka, East Kal, OSES, and Central.

"The process of block termination management including operations and human resources runs smoothly," said Syamsu.

Review of LNG Facilities Development

The plan to build a liquefied natural gas (LNG) facility in Central Indonesia is reviewed. The reason is because there is demand or demand for gas that decreased drastically to meet the needs of power plants owned by PT Perusahaan Listrik Negara (PLN). Director of Procurement of PLN Supangkat Iwan Santoso said that his party has held talks with a consortium formed by PT Pertamina and PT Perusahaan Gas Negara (PGN) which is the winner of the tender related to this change.

Supangkat explains, at the beginning of the gas needs plan Central Indonesia region at least 100 billion british thermal units per day (bbtud). However, due to the active generation of Renewable Energy (EBT), there is a significant decrease in energy demand.

"Once big needs, replaced hydro so much reduced needs (gas)," said Supangkat, Monday (28/5).

ENGIE - France

In this tender, PT Pertamina and PGN formed a consortium with ENGIE, an LNG developer company from France. The total investment to build these facilities reaches US $ 1 billion.

Pengkajian Ulang Pembangunan Fasilitas LNG

Rencana pembangunan fasilitas liquefied natural gas (LNG) wilayah Indonesia Tengah dikaji ulang.

"Dulu kebutuhan besar, diganti hidro jadi jauh berkurang kebutuhannya (gas)," kata Supangkat, Senin (28/5).

Adapun total investasi membangun berbagai fasilitas tersebut mencapai US$ 1 miliar.

Pertamina Contributed

Pertamina contributed 49 percent of national oil production in the first quarter of 2018. On the other hand, rising oil prices boost operational costs for airlines.

The contribution of oil production of PT Pertamina (Persero) during the first quarter of 2018 was significant to the national petroleum production. In January-March 2018, Pertamina contributed 49 percent of national oil production or 386,000 barrels per day.

The transfer of oil and gas blocks of termination to Pertamina is considered to have a positive impact on the production increase. Pertamina's oil production rose 14 percent compared to 337,000 barrels per day in the first quarter of 2017. The most significant increase occurred in natural gas production.

Throughout the first quarter of 2018, gas production was 3.115 million standard cubic feet per day (MMSCFD) or rose 55 percent on an annual basis. Pertamina Corporate Communication Vice President Adiatma Sardjito said the priority programs in Pertamina's upstream oil and gas sector are maintaining oil and gas production of Mahakam Block, East Kalimantan.

Mahakam Block, East Kalimantan

Another program is to prevent the rate of decline in production at Banyu Urip Field, Cepu Block, including the commercialization of some previously inactive fields. In the Mahakam block, Pertamina is developing new fields to increase production, namely Tunu Shallow Phase 4 Field, Handil Phase 5, and Tambora Phase 5.

"To prevent the rate of decline in production at Banyu Urip Field, we drilled 108 wells for treatment, including reactivating previously inactive wells" Adiatma said.

This year, Pertamina was appointed by the government to manage eight blocks of termination oil and gas. The eight blocks are Tuban Block, Ogan Komering Block, North Sumatra Offshore Block, Sanga-Sanga Block, Attaka Block, East Kalimantan Block, Central Block and South East Sumatera Block. The entire set of eight blocks transfer from the old operator to Pertamina has been completed.

Director General of Oil and Gas of the Ministry of Energy and Mineral Resources (EMR) Djoko Siswanto said the handover of oil and gas blocks of termination to Pertamina contributed significantly to oil and gas production. Recently, the Ministry of Energy and Mineral Resources also submitted two blocks of terminated oil and gas to Pertamina, namely Jambi Merang Block and Pendopo-Raja Block.

Flight rate

The airline asked the government to adjust flight rates.

"At least, the lower limit tariff is raised," said Chairman of Indonesia National Air Carriers Association (INACA) Pahala N Mansury in Jakarta. Pahala N Mansury who is also the President Director of PT Garuda Indonesia (Persero) Tbk said that rupiah depreciation is felt by rupiah earning airlines. Because, about 90 percent of aircraft operational costs are calculated in US dollars. Moreover, the price of aviation increases.

According to Pahala N Mansury, currently the price of avtur up 40 percent, while the depreciation of the rupiah 4 percent. Thus, the increase in operational costs to about 17 percent, INACA proposes that the lower limit rate be increased from 30 percent to 40 percent of the upper limit rate. Minister of Transportation Budi Karya Sumadi through his short message explains, there has been no decision about tariff adjustment.

Pertamina Berkontribusi

Tarif penerbangan

Maskapai penerbangan meminta pemerintah menyesuaikan tarif penerbangan.

”Paling tidak, tarif batas bawahnya dinaikkan,” kata Ketua Umum Indonesia National  Air Carriers Association (INACA) Pahala N Mansury di Jakarta. Pahala N Mansury  yang juga Direktur Utama PT Garuda Indonesia (Persero) Tbk mengatakan, depresiasi rupiah sangat dirasakan maskapai berpenghasilan rupiah. Sebab, sekitar 90 persen biaya operasionalisasi pesawat dihitung dalam dollar AS. Apalagi, harga avtur naik.

Menurut Pahala N Mansury , saat ini harga avtur naik 40 persen, sedangkan depresiasi rupiah 4 persen. Dengan demikian, kenaikan biaya operasionalisasi menjadi sekitar 17 persen, INACA mengusulkan agar tarif batas bawah dinaikkan dari 30 persen menjadi 40 persen dari tarif batas atas. Menteri Perhubungan Budi Karya Sumadi melalui pesan singkatnya menjelaskan, belum ada keputusan soal penyesuaian tarif.

Oil production rose by 14 percent

Spurred Priority Program Upstream Sector of Pertamina

The priority program of PT Pertamina (Persero) in the upstream sector makes oil and gas production rise. During the first quarter of 2018, oil and gas production reached 923 thousand barrels of oil equivalent per day (mboepd). Details, oil production of 386 barrels per day. Up 14 percent compared to the same period last year. Meanwhile, gas production reached 3.1 15 mmscfd or up 55 percent.

Vice President Corporate Communications of PT Pertamina (Persero) Adiatma Sardjito said Pertamina has a number of priority programs in the upstream sector to boost production.

the Mahakam Block

"Among other things, maintaining oil and gas production of Mahakam Block by developing Tunu Shallow Phase 4 Field, Handil Phase 5, and Tambora Phase 5, "he said.

The government-owned oil and gas company also seeks to increase the production of Banyu Urip Field, decreasing the decline rate by drilling 108 wells; well service, and field reactivation program.

In addition, optimizing geothermal operations Ulubelu, Kamojang, and Lahendong. Some upstream projects are also a priority program by 2018. Among them are the geothermal of Karaha and Lumut Balai, the gas of Jambaran Tiung Biru, and the development of PLN Phase IV PIEP project to increase the international oil and gas production.

Exploration to increase oil and gas reserves and production was also carried out. Pertamina targets the drilling of 27 exploration wells with a total of resources (2C) of 556 million barrels of oil equivalent (mmboe). Until the end of the first quarter, Pertamina has drilled six exploration wells.

The drilling resulted in 2C findings of 40 mmboe from Wells Merest-2 of PHE collaboration with KKKS (contractor of cooperation contract). In 2017, new oil and gas reserves will be discovered with a production potential of 569 mmboe in the Parang-1 structure of the Nunukan Block, North Kalimantan. Each 374 mmbo for oil and gas reaches 1,136 BCE.

"We are grateful that the findings of the Parang Block become one of the top 10 findings of oil and gas 20 17 in Asia Pacific," he said.

The Nunukan block holders of participation rights consist of 64.5 percent PHE; 12.5 percent, BPRL Ventures Ind BV; and 23 percent Videcon Indonesia Nunukan Inc. Meanwhile, the company's geothermal production rose 1 percent from 949 GWh to 959 GWh. Pertamina's installed geothermal capacity until the first quarter of 2018 reached 617 mw. That's the same as the position in 2017.

"Current geothermal project is Lumut Balai Unit 1 in the EPC stage and is scheduled onstream in Q4 of 2018" he said.

Produksi Minyak naik 14 Persen

Dipacu Program Prioritas Sektor Hulu Pertamina

Program prioritas PT Pertamina (persero) di sektor hulu membuat produksi minyak dan gas bumi naik. Sepanjang triwulan penama 2018, produksi migas perseroan mencapai 923 ribu barel setara minyak per hari (mboepd).

Full Control in the Hand of the Government

Outside the company's ownership and management (operatorship) of oil and gas working areas, there is one major interest of the country, ie production from the region does not go down.

It is up to whoever manages, PT Pertamina (Persero) or operators who are mostly affiliated with foreign contractors. Another point in the extension of the termination block is that Indonesia's oil production is still fixed when the termination block is delegated to Pertamina for example. It's just Pertamina's part that grew when the termination block was handed over to the national oil company.

That is, when talking about energy, not talking about corporations, but countries. All energy wealth is owned by the state. Furthermore, the country that will decide to extend the block to the operators exist or to Pertamina. Certainly with a variety of considerations, such as production decline when there is transfer of management from the old operator to the new contractor.

So when talking about termination oil and gas blocks, there is no additional national oil production. There are only operator changes and profit sharing contract models. In fact, when going over manage block termination tends to decrease production. Moreover, Pertamina is just an operator that becomes a state tool in managing energy sources. All decisions are in the hands of the state that represents the government such as the Minister of Energy and Mineral Resources (ESDM).

The ESDM Ministry noted that the new contract process for six oil and gas blocks by 2020 is already in the valuation stage. The majority of operators exist still intend to continue management in the six blocks. The six oil and gas blocks to be terminated in 2020 are South Block J Block, Brantas, Bird's Head, Makassar Strait, Malacca Strait, and Onshore Salawati Basin. The Ministry of Energy and Mineral Resources will finalize the decision of the sixth minister of the oil and gas block in the first week of June 2018.

PT Pertamina Hulu Energi submitted a proposal to two oil and gas blocks, namely Bird's Head and Onshore Salawati Basin. Later, the two oil and gas blocks will be united into one working area. Pertamina Hulu Energi (PHE) President Director, Gunung Sardjono Hadi, admitted that the company proposed a new contract on the Bird's Head Block and Salawati with a scheme to be one.

"Because it would be more economical management by being made one," he said.

JOINED

In line with Mount Sardjono, Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto also mentioned that there is a great possibility that Salawati and Bird's Head are combined.

"Because the two working areas are close together, but we will study more deeply. Is it better to be merged or fixed individually, "he said.

Based on data from the Ministry of Energy and Mineral Resources, the Bird's Head Block has oil and gas production of 1,393 barrels of oil equivalent per day / boepd, while Salawati Basing Block has 4,993 boepd production.

In addition, the current manager of the Block J Block South Block, Conocophillips, has not submitted a proposal for a new contract on the block. Pertamina, which holds a 25% stake there, also did not submit proposals for new contracts in the block.

Petrochina, which owns 30% shares, is the only one interested and filed a prolongation in Block Jambi Block B. Block South Jambi Block B has not been in production since December 2012 on the grounds that it is no longer economical.

Chevron as the manager of Makassar Strait Block requested an extension period for the submission of the proposal. Djoko said Chevron requested time until the second week of June 2018 to submit a proposal for a new Makassar Strait contract. Thus, when the first week of termination of 2020 termination block managers, Makassar Strait block will be postponed first.

"If Chevron does not apply later, another existing operators in Makassar Strait, namely Eni Italy has claimed to be ready to submit a proposal. However, we will wait for Chevron's proposal first, "he said.

The rest, termination blocks of 2020 are already in demand by existing operators, such as the Brantas Block by Lapindo and Malaca Strait by EMP Malacca Strait S.A. Finally, Brantas Block has a production of 20.22 boepd, while Malaca Strait has 4,498 boepd production.

The Ministry of Energy and Mineral Resources is accelerating the settlement of new contracts terminating oil and gas blocks until 2026. The new contract will use a gross split scheme. The completion of the new termination block contract until 2026 is targeted to be completed by December 2018. Every month, the ESDM Ministry targets a one-year termination block period to be completed.

In addition, there are four oil and gas blocks whose contract expires in 2019, namely Jambi Merang Block, Pendopo & Raja, Bula, and Seram nonBula will sign a new contract on May 31, 2018. Acceleration of the new contract termination of oil and gas blocks termination of 2026 is expected to maintain production level oil and gas Indonesia. From the dynamic data of the Ministry of Energy and Mineral Resources, the average daily production of oil and gas until May 23, 2018 amounted to 2.16 million boepd, lower than the 2017 realization of 2.17 boepd.

Berdasarkan data Kementerian ESDM, Blok Kepala Burung memiliki produksi migas sebesar 1.393 barel setara minyak per hari (barrel of oil equivalent per day/boepd), sedangkan Blok Salawati Basing memiliki produksi 4.993 boepd.

Terakhir, Blok Brantas memiliki produksi sebesar 20,22 boepd, sedangkan Malaca Strait memiliki produksi 4.498 boepd.

Kementerian ESDM memang sedang mempercepat penyelesaian kontrak baru blok migas terminasi sampai 2026.

Pertamina Block Performance Supporting Block

Oil and gas production of PT Pertamina in the first quarter of 2018 reached 923,000 barrels of oil equivalent per day / boepd, up 35% compared to the same period last year of 684,000 boepd.

Based on data from Pertamina, the company's crude oil production during the first quarter of 2018 was 386,000 barrels per day (bpd), up 14% compared to the same period last year of 337 bpd. Pertamina's natural gas production during the first quarter of 2018 was 3.115 million cubic feet per day (mmscfd), up 55% over the same period last year of 2,007 MMSCFD.

the Mahakam block.

However, the achievement of crude oil production during the quarter I / 2018 is only 96% of the target. In fact, there are additional production from the Mahakam Block, Attaka, and field abroad. However, most of the existing field owned by the company actually decreased production naturally. Upstream Director of Pertamina Syamsu Alam acknowledged that the increase in oil and gas production can not be separated from the Mahakam block.

Pertamina manages the Mahakam Block starting January 1, 2018. In addition, eight oil and gas termination blocks handed over to Pertamina from early this year also contributed to the increase in oil and gas production. However, according to him, Pertamina's existing assets are declining naturally since the oil and gas fields are old.

"Therefore, inevitably we have to find or get new assets uutuk continue to increase oil and gas production," he said.

Syamsu explained the upstream business has a high enough Volatility and uncertainty. He cited the price of crude oil continues to fluctuate. Policies in the upstream oil and gas sector have also changed, such as cost sharing schemes to gross split.

Pertamina Corporate Communication Vice President Adiatma Sardjito added that the upstream oil and gas performance was realized due to the company's efforts to increase production.

"Achievement until the first quarter was the hard work of all elements of Pertamina," he said.

On the other hand, Pertamina also recorded an increase in contribution to oil and gas production nationally. Previously, the BUMN has a contribution of about 20% and now has gone up to about 40%. The increase was boosted by several government assignments in several blocks such as Offshore North West Java (ONWJ), Mahakam Block, and eight terminated oil and gas working areas in 2018, and two termination blocks in 2019.

Nicke Widyawati

Acting President Director Nicke Widyawati said that the company intends to push the oil and gas production level to continue growing.

"We expect production in some new oil and gas blocks given the government can double in 1-2 years to 3 years into the future. Like, in Jambi Merang Block, we have prepared US $ 200 million to conduct exploration, "said Nicke.

If you see the realization of 10 oil and gas blocks in 2017, Pertamina will get additional production for oil of 72.759 bpd and gas production of 386 MMscfd. Adiatma said, the process of managing block block termination, especially termination 2018, has started smoothly.

"The transition of operations and human resources operate smoothly," he said.

At eight 2018 oil and gas blocks terminated, Pertamina obtained Tuban Block, Ogan Komering, North Sumatra Offshore, Sanga-sanga, Attaka, East Kalimantan, Southeast Sumatra and Central. Then, on 2019 terminating oil and gas blocks, Pertamina gets Jambi Merang, and Pendopo Raja.

Adiatma said Pertamina has several priority programs in the upstream sector in 2018. One of them is maintaining the Mahakam Block production. The Company is developing Tunu Shallow Phase 4 Field, Handil Phase 5, and Tambosa Phase 5.

"In addition to Mahakam, we are also working to increase the production of Banyu Urip Field. We will press the decline rate by drilling 108 wells, well service and field reactivation program, "he said.

Meanwhile, in the geothermal sector, Pertamina recorded a 1% increase in production to 959 GW compared to the same period last year which amounted to 949 Gwh. Adiatma further said that Pertamina's installed geothermal capacity in the first three months of this year is still the same with the same period in 2017.

"Currently Lumut Balai Unit 1 geothermal project is in the EPC phase and is scheduled to be onstream in the fourth quarter of 2018," he said.

Blok Terminasi Dukung Kinerja Pertamina

Produksi minyak dan gas bumi PT Pertamina pada kuartal I/2018 mencapai 923.000 barel setara minyak per hari (barrel Oil  equivalent per day/boepd), naik 35% dibandingkan dengan periode yang sama tahun lalu 684.000 boepd.

Berdasarkan data Pertamina, produksi minyak mentah perseroan selama kuartal I/2018 sebanyak 386.000 barel per hari (bph) naik 14% dibandingkan dengan periode yang sama tahun lalu sebesar 337 bph. Realisasi produksi gas bumi Pertamina selama kuartal I/2018 sebanyak3.115 juta kaki kubik per hari (mmscfd)naik 55% dibandingkan periode yang sama tahun lalu 2.007 MMSCFD.

Pertamina mengelola Blok Mahakam mulai 1 Januari 2018.

Salah satunya, mempertahankan produksi Blok Mahakam.
