2019, Pertamina's Upstream Oil and Gas Investment Reaches US $ 3 Billion

PT Pertamina (Persero) plans to invest in its upstream oil and gas sector in 2019, around US $ 2.5-3 billion. This value increased compared to investment this year which reached US $ 2.4 billion. The increase in investment is in line with the increase in oil production to 414 thousand barrels per day (bpd).

Pertamina's Senior Vice President Strategic Planning and Operation Evaluation Meidawati said that the upstream oil and gas up to US $ 3 billion investment target in the next year is still limited to the company's internal plans. This number must be discussed again with shareholders, namely the Ministry of BUMN.

He explained that the cause of the decline in gas production was affected by the decline in deposits in Musi and a decline in production in the Mahakam Block.

One strategy that will be carried out at Sukowati Field is carbon dioxide injection. Aside from being the most suitable technology for this field, Pertamina also has a large source of carbon dioxide from the Jambaran-Tiung Biru Project that was worked on by Pertamina EP Cepu (PEPC).

Pertamina targets its oil and gas production to reach 1.9 million barrels of oil equivalent per day by 2025. In particular, oil production is targeted to reach 822 thousand bpd and gas 5.71 billion cubic feet per day.

PT Pertamina (Persero) merencanakan investasi untuk sektor hulu migasnya pada 2019 sekitar US$ 2,5-3 miliar. Nilai tersebut naik dibandingkan investasi di tahun ini yang mencapai US$ 2,4 miliar. Peningkatan investasi sejalan dengan kenaikan produksi minyak menjadi 414 ribu barel per hari (bph).

Senior Vice President Strategic Planning and Operation Evaluation Pertamina Meidawati mengatakan, target investasi hulu migas hingga US$ 3 miliar di tahun depan itu masih sebatas rencana internal perusahaan. Angka tersebut masih harus dibicarakan lagi dengan pemegang saham, yakni Kementerian BUMN.

“Untuk hulu secara keseluruhan sebesar US$ 2,5-3 miliar, tapi ini masih internal, karena harus minta persetujuan BUMN,” kata Meidawati di Jakarta.

Meidawati mengungkapkan, nilai investasi tergantung dari target produksi yang hendak dicapai pada tahun depan. Pada tahun depan, pihaknya menetapkan target produksi minyak lebih tinggi dibandingkan dengan tahun ini. Produksi minyak tahun depan ditargetkan mencapai 414 ribu bph, meningkat 3,5% dari tahun ini 400 ribu bph. 

    Namun, produksi gas 2019 justru hanya ditetapkan 2.069 juta kaki kubik per hari hari (million standard cubic feel per day/ mmscfd), lebih rendah 32,5% dari tahun ini 3.069 mmscfd.

Dia menerangkan penyebab menurunnya produksi gas itu dipengaruhi oleh penurunan resevoar di Musi serta penurunan produksi di Blok Mahakam. 

“Kalau minyaknya naik karena ada Banyu Urip. PHE (Pertamina Hulu Energi) naik, dari internasional naik, kemudian dari PHI (Pertamina Hulu Indonesia) juga naik" ujarnya.

Lapangan Banyu Urip; Blok Cepu dikelola oleh anak usaha Pertamina, PT Pertamina EP Cepu sebagai pemegang hak partisipasi sebesar 45% di Blok Cepu. Sesuai data SKK Migas, pada tahun depan, produksi minyak Blok Cepu diperkirakan bisa mencapai 220 ribu bph, naik dari posisi Juli sebesar 205.643 bph.

Selanjutnya, masih mengacu data yang sama, PT Pertamina Hulu Indonesia melalui PT Pertamina Hulu Mahakam yang mengelola Blok Mahakam ditargetkan menghasilkan minyak 48 ribu bph. PHI juga mengelola Blok Sanga-Sanga dan East Kalimantan-Attaka, dua blok terminasi yang diserahkan ke Pertamina. 

Sementara produksi minyak Pertamina EP ditargetkan sebesar 82 ribu bph, naik dari target tahun ini 77.934 bph. Di internasional, Pertamina telah memiliki blok migas di beberapa negara. Di Irak, perseroan memiliki saham di Lapangan West Qurna-1. Di Aljazair, persahaan migas milik negara ini menguasai 65% saham di Lapangan MLN dan 16,9% di Lapangan EMK. 

Sementara di Malaysia, perseroan memegang kepemilikan saham di BlokK, Blok Kikeh, Blok SNR Blok sK3o9 dan Blok SK311. Pertamina juga menguasai perusahaan migas Perancis, Maurel&Prom yang memiliki blok migas di sejumlah negara.

“Untuk PIEP (PT Pertamina “International EP) kenaikan produksi dari aset di Aljazair. Produksi minyak PIEP naik dari 108 ribu bph menjadi 112 ribu bph,” kata Meidawati.

Data Pertamina menunjukkan bahwa produksi minyak perusahaan migas milik negara ini terus naik sejak 2014 lalu. Pada saat itu, produksi minyak Pertamina masih sebesar 270 ribu bph. Realisasi produksi minyak ini terus meningkat menjadi 278 ribu bph pada 2015, 3.12 ribu bph pada 2016, 342 ribu pada 2017, dan mencapai 383 ribu bph sampai akhir September 2018.

Sementara itu, Presiden Direktur Pertamina EP Nanang Abdul Manaf mengungkapkan, sebagian besar lapangan migas yang dikelolanya umurnya lebih dari 40 tahun atau yang dikenal dengan lapangan tua. Karenanya, tantangan terbesar yang dihadapi pihaknya yakni menekan laju penurunan produksi. Secara umum di 2017 lalu, tingkat penurunan produksi hanya 2,5%. Sehingga, harapannya di tahun ini ada peningkatan produksi. Hingga Juli kemarin, pihaknya mencatat ada kenaikan produksi migas sekitar 5%. 

“Ini harapannya dari lapangan baru dan aset baru, yaitu Sukowati. Ini strategi detailnya, bagaimana kami melakukan upaya peningkatan produksi Pertamina EP” ujarnya. 

Dikatakannya, ada sejumlah langkah untuk optimalisasi lapangan migas tua dengan teknologi injeksi, seperti penggunaan Electrical Submersible Pump (ESP) hingga Enhanced Oil Recovery (EOR). Lapangan Sukowati misalnya, pihaknya bakal menggenjot produksinya hingga mencapai 10 ribu bph. Meski masih jauh dari produksi awal Lapangan Sukowati yang sebesar 40 ribu bph, produksi lapangan ini sempat turun drastis menjadi 6 ribu bph.

“Kami akan starting di 9 ribu bph. Harapan kami bagaimana bisa eksekusi program yang kami rencanakan ini, supaya ini bisa terjadi dan puncaknya itu akan bisa mencapai 12 ribu bph,” ujarnya.

Salah satu strategi yang akan dilakukan di Lapangan Sukowati, yakni injeksi karbondioksida. Selain merupakan teknologi yang paling cocok untuk lapangan ini, Pertamina juga memiliki sumber karbondioksida cukup besar dari Proyek Jambaran-Tiung Biru yang dikerjakan Pertamina EP Cepu.

Pertamina menargetkan produksi migasnya bisa mencapai 1,9 juta barel setara minyak per hari pada 2025. Rincinya, produksi minyak ditargetkan mencapai 822 ribu bph dan gas 5,71 miliar kaki kubik per hari.

PHE Oil and Gas Production Exceeds Target

PT Pertamina Hulu Energi (PHE) recorded an average oil and gas production of 229,441 barrels of barrel oil equivalent per day last September. The realization exceeds the target set at 224,818 BOEPD or around 102.1%.

The average oil production from the subsidiary of PT Pertamina (Persero) was recorded at 80,103 barrels per day (BPH) in September. While for PHE gas production in September 2018 reached 865 million cubic feet per day (million standard cubic feet per day / mmscfd) or 5% exceeded the target in the same period of 824 mmscfd.

PHE Operations and Production Director Ekariza said that the driving factor that boosted PHE's operational performance in September 2018 included the shifting of the Southeast Sumatra Block (SES) management to 100% in Pertamina's hands.

Direktur Operasi dan Produksi PHE Ekariza mengatakan, faktor pendorong yang mendongkrak kinerja operasional PHE pada September 2018 antara lain telah beralihnya pengelolaan Blok Southeast Sumatra (SES) menjadi 100% di tangan Pertamina.

Selain itu, peningkatan produksi juga terangkat oleh tercapainya target produksi migas pada anak-anak perusahaan PHE, antara lain JOB Medco E&P Tomori Sulawesi, PHE NSO dan NSB, PHE Ogan Komering, BOB Bumi Siak Pusako Pertamina Hulu, JOB Pertamina Talisman Jambi Merang, dan JOB Pertamina Petrochina Salawati.

“Kontributor terbesar terhadap produksi PHE secara konsolidasi tetap dari PHE Offshore North West Java (ONWJ), setelah itu Blok SES dan ketiga PHE West Madura Offshore (PHE-WMO) ,” kata Ekariza dalam keterangan tertulis di Jakarta, Rabu (7/11).

Ekariza menuturkan, seiring adanya peningkatan produksi minyak pada September 2018, rata-rata produksi siap jual (lifting) minyak PHE juga meningkat. Pada September lalu lifting minyak PHE naik menjadi 81,9 ribu bph, dibandingkan realisasi pada bulan sebelumnya rata-rata sebesar 61 ribu bph.

Secara kumulatif hingga akhir kuartal ketiga 2018, Pertamina Hulu Energi membukukan produksi migas sebesar 198.505 BOEPD atau 1,2% melebihi target yang ditetapkan pada periode yang sama sebesar 196.247 BOEPD.

Block Termination Performance Decreases

Oil and gas production in the termination block which is now managed by PT Pertamina tends to decrease. Perusahaan migas milik pemerintah ini menilai kontraktor migas (KKKS) terdahulu ikut berkontribusi atas penurunan produksi blok migas itu. Pertamina meraih mandat dari pemerintah untuk mengelola 10 blok migas terminasi. 

Ke-10 blok migas itu meliputi ONWJ, Blok Mahakam, Blok Tengah, Blok Attaka, East Kalimantan, NSO, Blok Sanga-sanga, Southeast Sumatera, Blok Tuban dan Ogan Komering.

Di jangka waktu itu, Pertamina tidak bisa masuk blok terminasi karena masih dikelola operator lama. Kecuali Blok Mahakam, Pertamina berniat mengebor 19 sumur, meski belakangan hanya 13 sumur yang dibor akrena produksinya sudah menurun.

Pertamina EP Drilling Banyuasin Well

PT Pertamina EP Asset 4 Cepu Field began raiding the Banyuasin P-3 (BNA-P3) well in Semanggi Village, Jepon District, Wednesday (11/7). That was a form of Pertamina EP's commitment to support Indonesia's energy security, as evidenced by the start of drilling wells exploited by the Banyuasin Well.

"If the target is successfully obtained, it will certainly have a positive impact on the surrounding community and additional PAD for Blora Regency," explained the former Field Manager of Pertamina EP Asset 4 Cepu Field.

According to the plan, BNA-P3 well drilling will take around 41 days with a target depth of 2,036 meters using the PDSI # 252 / LTO750-M Rig.

On the occasion of the celebration, the donation was distributed to 120 orphans and Dhuafa children from around the drilling area in Semanggi Village and Jepon District.

PT Pertamina EP Asset 4 Cepu Field mulai melakukan tajak sumur Banyuasin P-3 (BNA-P3) di Desa Semanggi, Kecamatan Jepon, Rabu (7/11). ltu sebagai bentuk komitmen Pertamina EP untuk mendukung ketahanan energi Indonesia, dibuktikan dengan dimulainya pemboran sumur eksploitasi Sumur Banyuasin. 

“Sumur BNA-P3 ini memiliki potensi migas yang cukup besar dan untuk memperoleh hasil yang sesuai diharapkan dibutuhkan sinergi dan dukungan dari seluruh stakeholders,” ungkap Agus Amperianto, General Manager Pertamina EP Asset 4. Dijelaskan, target dari pemboran ini adalah minyak sebesar kurang lebih 150 Barel Per Hari.

Apabila target tersebut berhasil didapatkan, tentunya akan memberikan dampak positif bagi lingkungan masyarakat sekitar dan tambahan PAD bagi Kabupaten Blora," terang mantan Field Manager Pertamina EP Asset 4 Cepu Field.

Menurut rencana, pengeboran sumur BNA-P3 akan membutuhkan waktu sekitar 41 hari dengan target kedalaman 2.036 meter menggunakan Rig PDSI #252/LTO750-M.

PT Pertamina EP Asset 4 Field Cepu berharap dukungan dari seluruh pihak agar proses pemboran ini berjalan lancar dan tanpa hambatan berarti serta tentunya zero accident. Dalam kesempatan syukuran tajak yang dilaksanakan tersebut dibagikan santunan kepada 120 Anak Yatim dan Dhuafa yang

berasal dari sekitar wilayah pemboran di Desa Semanggi dan Kecamatan Jepon.

“Kami berharap bisa mendapatkan hasil sebanyak-banyaknya dan hasil yang melimpah bagi perkembangan kabupaten Blora dan khususnya bagi Pertamina," ungkap Agus.

Pertamina will use the investment funds for production activities, especially well drilling. The acquisition of oil and gas fields is still under internal evaluation.

"There are also acquisitions but not many. That does not include the Rokan Block transition," Meidawati said.

Oil and gas well drilling activities will mainly be carried out in oil and gas fields managed by Pertamina EP and Pertamina Hulu Indonesia. Pertamina will also maximize investment in the Jambaran Tiung Biru project.

Until the end of September this year, Pertamina's oil and gas production realization was still slightly below the target. Meidawati said that Pertamina's oil production in September 2018 was still at 384,000 bopd, while gas production was 3,060 mmscfd.

Even so, Meidawati is optimistic that the oil and gas production target can be achieved by the end of the year. The investment realization of upstream oil and gas up to September 2018 reached US $ 1 billion, also still far from this year's target of US $ 2.3 billion to US $ 2.3 billion.

UGM Economic and Energy Observer, Fahmy Radhi assessed that Pertamina's investment in the next year with a maximum of only US $ 3 billion will not meet the funding needs to increase the production of oil and gas blocks they manage, especially termination blocks. Pertamina Cannot Boost the Rokan Block

     The management of PT Pertamina is pessimistic that it can increase oil and gas production in the Rokan Block which is officially managed in 2021. Because, currently the oil and gas block production continues to decline. 

    Meidawati, Pertamina's Senior Vice President of the Upstream Strategic Planning and Operation Evaluation, said that this year the Rokan Block is still targeted at 200,000 barrels per day (bpd).

      But in the 2019 National Budget, the Rokan Block is only targeted to produce 180,000 bpd or decrease by 20,000 bpd in a year. He considered the decline in Blok Rokan production because the current manager Chevron Pacific Indonesia did not issue investments in the block ahead of the termination period.

Tahun Depan, Pertamina Investasi US$ 3 Miliar  

Pertamina menargetkan produksi minyak 414.000 bopd dan gas 2.944 mmscfd di 2019.

PT Pertamina telah merancang rencana kerja tahun depan. Perusahaan milik negara ini bertekad meningkatkan produksi minyak di sepanjang 2019. Pertamina membidik produksi minyak 2019 mencapai 414.000 barrels oil per day (bopd). Angka itu naik 215% dibandingkan target produksi tahun ini 400.000 bopd.

Pertumbuhan produksi minyak akan berasal dari produksi Lapangan Banyu Urip Blok Cepu. Ada juga kenaikan produksi minyak dari beberapa anak usaha Pertamina, seperti Pertamina Hulu Energi (PHE), Pertamina Internasional EP (PIEP) dan Pertamina Hulu Indonesia (PHI). Sementara produksi gas tahun depan berpotensi menyusut 125 mmscfd dari target tahun ini sebesar 3.069 mmscfd.

"Target produksi gas di 2019 sebesar 2.944 mmfcsd," ungkap Meidawati, Senior Vice president Upstream Strategic Planning and Operation.

Penurunan produksi gas terjadi lantaran ada masalah di struktur Musi, Lapangan Pendopo, yang dikelola PT Pertamina EP Selain itu, produksi Blok Mahakam diproyeksikan belum optimal pada tahun depan. 

“Ada penurunan sedikit dari Blok Mahakam," jelas Meidawati.

Agar target produksi tahun depan bisa tercapai, Pertamina mengalokasikan investasi US$ 2,5 miliar hingga US$ 3 miliar, Angka investasi hulu migas tahun depan lebih tinggi dibandingkan tahun ini yang berkisar US$ 2,3 miliar hingga US$ 2,4 miliar.

Pertamina akan menggunakan dana investasi tersebut untuk kegiatan produksi, terutama pengeboran sumur. Adapun untuk kegiatan akuisisi lapangan migas masih dalam evaluasi internal. 

"Ada juga untuk akuisisi tapi tidak banyak. Itu belum termasuk transisi Blok Rokan," kata Meidawati.

Aktivitas pengeboran sumur migas terutama akan dilakukan di lapangan migas yang dikelola Pertamina EP dan Pertamina Hulu Indonesia. Pertamina juga akan memaksimalkan investasi di proyek Jambaran Tiung Biru. 

Hingga akhir September tahun ini, realisasi produksi migas Pertamina masih sedikit di bawah target. Meidawati menyebutkan produksi minyak Pertamina pada September 2018 masih sebesar 384.000 bopd, sementara produksi gas 3.060 mmscfd.  

Meski begitu, Meidawati optimistis target produksi migas bisa tercapai hingga akhir tahun nanti. Realisasi investasi hulu migas hingga September 2018 mencapai US$ 1 miliar, juga masih jauh dari target sepanjang tahun ini US$ 2,3 miliar hingga US$ 2,3 miliar. 

Pengamat Ekonomi dan Energi UGM, Fahmy Radhi menilai investasi Pertamina pada tahun depan yang maksimal hanya US$ 3 miliar tidak akan mencukupi kebutuhan dana untuk meningkatkan produksi blok migas yang mereka kelola, terutama blok terminasi. Nilai investasi tersebut juga dinilai hanya cukup untuk Blok Mahakam.

Jika ingin meningkatkan produksi, Pertamina seharusnya berinvestasi US$ 5 miliar pada tahun depan. Investasi tersebut digunakan untuk investasi teknologi yang bisa meningkatkan produksi migas, terutama di sumur tua yang banyak dikelola Pertamina.

"Jika menggunakan peralatan dan teknologi lama, saya menduga target produksi Pertamina tidak akan tercapai," ungkap Fahmy.

Pertamina Belum Bisa Menggenjot Blok Rokan

Manejemen PT Pertamina pesimistis bisa meningkatkan produksi minyak dan gas di Blok Rokan yang resmi dikelola pada tahun 2021. Pasalnya, saat ini produksi blok migas tersebut terus mengalami penurunan. 

    Meidawati, Senior Vice President Upstream Strategic Planning and Operation Evaluation Pertamina menyebutkan pada tahun ini Blok Rokan masih ditargetkan beroduksi 200.000 barel per hari (bph). 

    Namun di APBN 1 2019, Blok Rokan hanya ditargetkan berproduksi 180.000 bph atau turun 20.000 bph dalam setahun. Dia menilai penurunan produksi Blok Rokan karana pengelola saat ini Chevron Pacific Indonesia tidak mengeluarkan investasi di blok tersebut menjelang masa terminasi. 

    Di sisi lain, Pertamana belum bisa membenamkan investasi di Blok Rokan seperti ketika alih kelola Blok Mahakam.


"Biasanya semua operator blok terminasi hampir bisa dibilang tidak melakukan investasi, karena mereka takut dananya tidak balik," ungkap Meidawati

Cargo LNG Donggi has been sold 88%

As of November this year, PT Donggi Senoro LNG (DSLNG) has sent 36 cargo of liquefied natural gas (LNG). This amount is equivalent to 88% of this year's target of 41 LNG cargoes. Management of Donggi Senoro LNG is optimistic that the target can be achieved.

Corporate Affairs Director of DSLNG, Aditya Mandala said, as of November 7, 2018, he had sent 35 LNG cargoes. Well, on November 13, there will be an 86th cargo shipment with 125,000 cubic meters of vohune (1113) in each cargo.

"This year we have maintenance at the refinery for about two weeks, so we cannot produce optimally. Soon, on November 13 there will be the 36th shipment," he said.

However, Aditya was reluctant to mention, where will the remaining five LNG cargoes be unsold until the end of the year. One thing is certain, currently the export market still dominates DSLNG cargo shipments.

In detail, 81 LNG cargoes for export remain until 2027 to the three companies, namely Kyushu Electric Power Co. Inc., Korea Gas Corporation, and Jera Co Inc.

The other four cargoes are sent to the spot market, with periodic or incidental agreements. The spot market is aimed at companies in several countries, such as South Korea and Japan. Usually, DSLNG sends six to seven cargoes for the spot market every year.

"So if we need it, we immediately send it. If the long term ones are not needed, after that we auction to spot the market, usually to Singapore, China and India," he explained.

DSLNG does not have a fixed domestic market yet. They usually send LNG to PT PLN for electricity needs.

"Never been to Pertamina's Aru," Aditya said.

Kargo LNG Donggi Sudah Terjual 88%

Hingga November tahun ini, PT Donggi Senoro LNG (DSLNG) telah mengirim 36 kargo liquefied natural gas (LNG). Jumlah tersebut setara 88% dari target sepanjang tahun ini sebanyak 41 kargo LNG. Manajemen Donggi Senoro LNG optimistis target itu bisa tercapai.

Corporate Affairs Director DSLNG, Aditya Mandala menuturkan, per 7 November 2018 ini pihaknya telah mengirimkan 35 kargo LNG. Nah, pada 13 November nanti, akan ada pengiriman kargo yang ke-86 dengan vohune 125.000 meter kubik (1113) di setiap kargo.

"Tahun ini kami ada maintenance di kilang sekitar dua minggu, sehingga tidak bisa berproduksi secara maksimal. Sebentar lagi, yakni pada 13 November akan ada shipment ke-36,” ujar dia.

Namun Aditya enggan menyebutkan, akan dikirim kemana saja sisa lima kargo LNG yang belum terjual hingga akhir tahun nanti. Satu hal yang pasti, saat ini pasar ekspor masih mendominasi pengiriman kargo DSLNG.

Perinciannya, sebanyak 81 kargo LNG untuk ekspor tetap hingga 2027 kepada ketiga perusahaan, yakni Kyushu Electric Power Co Inc, Korea Gas Corporation, serta Jera Co Inc.

Adapun empat kargo lainnya dikirim ke pasar spot, dengan perjanjian periodik yang tidak tetap atau insidental. Pasar spot ditujukan ke perusahaan di beberapa negara, seperti Korea Selatan dan Jepang. Biasanya, DSLNG mengirimkan enam sampai tujuh kargo untuk pasar spot setiap tahun. 

"Jadi kalau butuh, langsung kami kirim. Jika yang long term sedang tidak butuh, setelah itu kami lelang untuk spot market, biasanya juga ke Singapura, China dan India,” jelas dia.

DSLNG belum memiliki pasar domestik tetap. Mereka biasanya mengirim LNG ke PT PLN untuk kebutuhan listrik. 

"Pernah juga ke Aru milik Pertamina," ungkap Aditya.

PHE Oil and Gas Production Exceeds 2018 Target

As of September this year, PT Pertamina Hulu Energi (PHE) oil and gas production has exceeded its target in 2018. In detail, PHE has produced oil reaching 229,441 barrels of oil equivalent per day (boepd), or 102.06% of the target amounting to 224,818 boepd.

At the same time, this subsidiary of PT Pertamina (Persero) has produced an average of 865 million cubic feet of gas per day (mmscfd). This figure reaches 105% of the target set at 824 mmscfd. 

    Director of Operation and Production of PT Pertamina Hulu Energi, Ekariza said, the factors that boosted PHE's operational performance until September this year include the participation of 100% participating interest (Pl) PHE Offshore Southeast Sumatra (OSES) for oil and gas management in the Southeast Sumatra Block (SES) .

In addition, the trigger for the increase in PHE production is the achievement of oil and gas production targets in a number of PHE subsidiaries including JOB Medco E & P Tomori Sulawesi, PHE NSO & NSB, PHE Ogan Komering, BOB Bumi Siak Pusako Pertamina Hulu, JOB Pertamina Talisman Jambi Merang, and JOB Pertamina Petrochina Salawati.

Angka tersebut mencapai 105% dari target yang ditetapkan mencapai 824 mmscfd. Direktur Operasi dan Produksi PT Pertamina Hulu Energi, Ekariza mengemukakan, faktor yang menclongkrak kinerja operasional PHE hingga September tahun ini antara lain telah masuknya participating interest (Pl) 100% PHE Offshore Southeast Sumatra (OSES) untuk pengelolaan migas di Blok Southeast Sumatra (SES).

Selain itu, pemicu peningkatan produksi PHE adalah tercapainya target kinerja produksi minyak dan gas di sejumlah anak perusahaan PHE antara lain JOB Medco E&P Tomori Sulawesi, PHE NSO&NSB, PHE Ogan Komering, BOB Bumi Siak Pusako Pertamina Hulu, JOB Pertamina Talisman Jambi Merang, dan JOB Pertamina Petrocfhina Salawati.

Old Field Becomes a Challenge

The age of oil fields in Indonesia that are aging or over 25 years is a challenge in an effort to increase oil production. In addition to the application of new technology, efforts to find new reserves on a large scale are very important in an effort to increase domestic production.

This step is to reduce dependence on oil imports which causes a deficit in Indonesia's trade balance. Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Amien Sunaryadi said, around 47 percent of oil fields in Indonesia are over 25 years old. According to Amien, to encourage an increase in Indonesia's oil production, hard work and patience are needed. Indonesian oil engineers must diligently go to the field to examine the appropriate treatment for each field so that oil production can be increased. Furthermore, choosing the right technology to increase production with sufficient funding support.

Commitment

Lapangan Tua Menjadi Tantangan

Usia lapangan minyak di Indonesia yang menua atau di atas 25 tahun menjadi tantangan dalam upaya meningkatkan produksi minyak. Selain penerapan teknologi baru, upaya menemukan cadangan baru dalam skala besar sangat penting dalam usaha meningkatkan produksi di dalam negeri.

Langkah ini untuk mengurangi ketergantungan terhadap impor minyak yang menyebabkan defisit pada neraca perdagangan Indonesia. Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi mengatakan, sekitar 47 persen lapangan minyak di Indonesia berumur di atas 25 tahun. Lapangan minyak yang tua secara natural produksinya turun. Kondisi tersebut sangat menantang dalam upaya menaikkan produksi minyak dan gas bumi di dalam negeri.

”Indonesia ini agak berisiko".

Penemuan baru berskala besar tidak ada. Kalaupun ada, kecil-kecil. Produksi kurang berhasil sehingga mengandalkan impor terus menerus. Padahal, produksi yang turun pada sumur-sumur tua, ongkosnya (untuk produksi) tidak turun,” kata Amien di Jakarta.

Berdasarkan data Kementerian Energi dan Sumber Daya Mineral (ESDM), produksi minyak rata-rata bulanan sebanyak 771.824 barel per hari atau masih di bawah target APBN 2018 yang sebanyak 800.000 barel per hari. Adapun produksi gas bumi 7.676 juta standar kaki kubik per hari (MMSCD). Angka itu sudah melampaui target APBN 2018 yang sebanyak 6.720 MMSCFD.

Menurut Amien, untuk mendorong peningkatan produksi minyak Indonesia, diperlukan kerja keras dan ketelatenan. Para insinyur minyak Indonesia harus rajin turun ke lapangan untuk meneliti perlakuan yang tepat terhadap setiap lapangan agar produksi minyak dapat ditingkatkan. Selanjutnya, memilih teknologi yang tepat untuk menaikkan produksi dengan dukungan pendanaan yang cukup.

Komitmen

Senior Vice President Upstream Strategic Planning and Performance Evaluation pada Direktorat Hulu PT Pertamina (Persero) Meidawati menambahkan, pihaknya berkomitmen untuk berupaya menemukan cadangan minyak baru. Bahkan, pada saat harga minyak jatuh di bawah 30 dollar AS per barel, Pertamina tetap melaksanakan eksplorasi. Tahun ini, belanja Pertamina di sektor hulu mencapai 2,4 miliar dollar AS.

”Investasi hulu bergantung pada target produksi yang hendak dicapai. Tahun ini kami menargetkan produksi 400.000 barel per hari, sedangkan tahun depan targetnya 414.000 barel per hari,” ujar Meidawati.

PT Pertamina Hulu Energi (PHE) managed to record oil and gas production of 229,441 thousand barrels of oil equivalent per day or barrel oil equivalent per day (Boepd) until the end of September 2018.
