Construction of refineries must begin immediately



Maritime Coordinating Minister Luhut Binsar Pandjaitan reminded Pertamina to seriously work on the refinery project of Petroleum (BBM) and petrochemicals. The reason is that President Joko Widodo complained that there was no refinery construction that had begun during his four years in office.

"I ask not to back down again, because I have been pushing for three years in petrochemicals from Taipei," Jokowi said.

As is known, Pertamina is working on six refinery projects at the same time, including new units and increasing capacity and quality of existing refineries. Construction of two new units in Tuban, East Java and in Bontang, East Kalimantan, as well as repairs to four existing refineries in Balongan, West Java; Balikpapan, East Kalimantan: Dumai-Riau and Cilacap, Central Java.

"For North Sumatra Refinery, we will sign the frame work agreement in December," said Pertamina President Director Nicke Widyawati.

The Bontang and Tuban refineries are planned to have a capacity of 300 thousand barrels per day (bpd). Furthermore, to repair and increase the capacity of the Cilacap refinery, the company is still finalizing the refinery. It must immediately begin the establishment of a joint venture. "We are doing land clearing in Cilacap," Nicke said.

The Balikpapan Refinery Project is carried out in two stages. The first phase of this project is targeted to be completed in 2021, where the capacity will increase from 260 thousand bpd to 350 thousand bpd. Furthermore, the second phase is targeted for completion in 2025, where refineries are able to process sour type oils from previously only medium heavy. The investment value of this project reached US $ 2.6 billion.

"In the middle of next month, we will sign the EPC (engineering, procurement, and construction) contract for the Balikpapan Refinery and we will start EPC work next year. All refinery projects are targeted for completion in 2025. Precisely, the Balikpapan and Balongan Refineries are projected to be completed in 2021, after the Cilacap and Tuban Refineries in 2024, and the Bontang Refinery and Dumai Refinery in 2025. At that time, Pertamina's refinery capacity will increase to 2 million bph.

Petrochemicals

For Petrochemicals, Pertamina has signed a frame work agreement with China Petroleum Corporation (CPC) Taiwan to build a petrochemical complex worth US $ 6.49 billion.

The facilities built are the Naphta cracker plant and the global scale Petrochemical downstream sector development unit in Indonesia. The project will be carried out with a Joint Venture scheme between Pertamina, CPC Taiwan, and several other potential downstream partners. The naphtha cracker plant is expected to produce at least one million tons of ethylene per year.

In addition, both of them will also build downstream units that will produce other refinery derivative products to meet industrial needs in Indonesia.

Ignatius Talulembang, Megaproject Processing and Petrochemical Director, explained that his party had already had initial discussions with CPC. At the stage first, it will prepare the land which is the location of this petrochemical project. So far, there are three location options, which are possible options near the West Java Balongan Refinery.

"After the land, our parallel will be FS (Feasibility study / feasibility study) to configure the petrochemical refinery, any products, with partners," he said

Furthermore, it will also form a joint venture with CPC. However, his side still has to discuss this with the CPC, including the matter of the amount of Pertamina's share ownership. It hopes to become a majority shareholder.

"Because we are in the country, the market is in us, so we are expected to have a bigger share," Tallulembang said.

Menteri Koordinator Kemaritiman Luhut Binsar Pandjaitan mengingatkan Pertamina untuk serius mengerjakan proyek kilang Bahan Bakar Minyak (BBM) dan petrokimia. Pasalnya, Presiden Joko Widodo mengeluhkan bahwa tidak ada pembangunan kilang yang dimulai selama menjabat dalam empat tahun ini.

“Saya minta jangan mundur lagi, karena saya sudah tiga tahun mendorong petrokimia dari Taipei tidak segera dimulai,” kata Jokowi. 

Seperti diketahui, Pertamina mengerjakan enam proyek kilang sekaligus, meliputi unit baru maupun peningkatan kapasitas dan kualitas dari kilang yang ada. Pembangunan dua unit baru di Tuban, Jawa Timur dan di Bontang, Kalimantan Timur, serta perbaikan empat kilang eksisting yang tersebar di Balongan, Jawa Barat; Balikpapan, Kalimantan Timur: Dumai-Riau  serta Cilacap, Jawa Tengah.

Sejauh ini, Pertamina telah membentuk perusahaan patungan dengan Rosneft Oil Company untuk menggarap KilangTuban dan dalam proses pemilihan lokasi. Pertamina juga telah menggandeng Saudi Aramco untuk proyek Kilang Cilacap dan sedang memproses pembentukan perusahaan patungan. Sementara untuk Kilang Bontang, perseroan masih harus merampungkan frame work agreement dengan mitranya, Overseas Oil and Gas LLC (OOG) dan Cosmo Oil Internastional Pte Ltd (COI).

“Untuk Kilang ontang, kami akan lakukan tanda tangan frame work agreement di Desember,” kata Direktur Utama Pertamina Nicke Widyawati. 

Kilang Bontang dan Tuban direncanakan memiliki kapasitas 300 ribu barel per hari (bph). Selanjutnya untuk perbaikan dan peningkatan kapasitas Kilang Cilacap, perseroan masih melakukan finalisasi Kilang harus segera dimulai pembentukan perusahaan patungan (joint venture). Namun, lanjut Nicke, pihaknya terus mengerjakan proyek ini. 

“Kami lakukan land clearing di Cilacap,” ujar Nicke.

Untuk Kilang Balikpapan, Direktur Perencanaan Investasi dan Manajemen Risiko Pertamina Heru Setiawan menuturkan, pihaknya kini sedang mencari mitra untuk mengerjakan proyek ini. Seleksi calon akan dilakukan dengan mekanisme beauty contest, di mana pesertanya akan menerima undangan dari perseroan. 

“Kami sudah mulai sampaikan suratnya ke calon-calon. Ada 70 yang kami kirimi surat undangan beauty contest, masih tunggu responnya,” kata dia.

Proyek Kilang Balikpapan dikerjakan dalam dua tahap. Tahap pertama proyek ini ditargetkan rampung pada 2021, di mana kapasitasnya akan naik dari 260 ribu bph menjadi 350 ribu bph. Selanjutnya, tahap kedua ditargetkan selesai pada 2025, di mana kilang menjadi mampu mengolah minyak jenis sour dari sebelumnya hanya medium heavy. Nilai Investasi proyek ini mencapai US$ 2,6 miliar.

“Pertengahan bulan depan kami tanda tangan EPC (engineering, procurement, and construction) contract Kilang Balikpapan dan kami mulai pekerjaan EPC tahun depan. Lalu yang kami percepat, kilang dan petrokimia di Tuban. Hari ini sudah proses lahan, baik lahan Kementerian Lingkungan Hidup maupun warga, kami juga lakukan reklamasi,” jelas Nicke.

Seluruh proyek kilang ditargetkan selesai pada 2025. Tepatnya, Kilang Balikpapan dan Balongan diproyeksikan akan selesai pada 2021, setelah itu Kilang Cilacap dan Tuban pada 2024, serta Kilang Bontang dan Kilang Dumai pada 2025. Pada saat itu, kapasitas kilang Pertamina akan naik menjadi 2 juta bph.

Petrokimia
Untuk Petrokimia, Pertamina telah menandatangani frame work agreement dengan China Petroleum Corporation (CPC) Taiwan membangun komplek petrokimia senilai US$ 6,49 miliar. 

Fasilitas yang dibangun yakni pabrik naphta cracker dan unit pengembangan sektor hilir Petrokimia berskala global di Indonesia. Proyek akan dikerjakan dengan skema Joint Venture antara Pertamina, CPC Taiwan, dan beberapa mitra hilir potensial lainnya. Pabrik naphtha cracker diharapkan akan memproduksi paling sedikit satu juta ton ethylene per tahun. 

Selain itu, keduanya juga akan membangun unit hilir yang akan memproduksi produk turunan kilang lainya untuk memenuhi kebutuhan industri di Indonesia. 

Direktur Megaproyek Pengolahan dan Petrokimia Ignasius Talulembang menjelaskan, pihaknya sudah ada diskusi awal dengan CPC. Pada tahap
pertama, pihaknya akan menyiapkan lahan yang menjadi lokasi proyek petrokimia ini. Sejauh ini, ada tiga opsi lokasi, di mana opsi yang memungkinkan yakni di dekat Kilang Balongan Jawa Barat.

“Setelah lahan, paralel kami akan lakukan FS (Feasibility study/kajian kelayakan) untuk membuat konfigurasi kilang petrokimia, produk-produknya apa saja, bersama partner,” tutur dia 

Selanjutnya, pihaknya juga akan membentuk perusahaan patungan dengan CPC. Namun, pihaknya masih harus mendiskusikan hal ini bersama CPC, termasuk soal besaran kepemilikan saham Pertamina. Pihaknya berharap bisa menjadi pemegang saham mayoritas. 

“Karena kita di dalam negeri, pasarnya ada pada kita, jadi diharapkan kami yang lebih besar share-nya,” ujar Tallulembang.

There is a Potential for New Oil Reserves in the Cepu Block

However, Amien has not explained in more detail. One thing is certain, next year, SKK Migas is optimistic that the production of Banyu Urip can increase from the current of 208,000 barrels per day (bpd) to 209,000 bpd to 212,000 bpd.

Ada Potensi Cadangan Minyak Baru di Blok Cepu


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas (SKK Migas) mencatat ada temuan cadangan minyak baru di Lapangan Banyu Urip, Blok Cepu, yang saat ini dikelola ExxonMobil. 

     Kepala SKK Migas, Amien Sunaryadi, mengatakan, ada potensi tambahan minyak mentah dari lapisan batuan klastik di Banyu Urip. Jika terbukti, cadangan tersebut berpotensi menambah umur lapangan tersebut yang saat ini diproyeksikan hanya sampai tujuh tahun ke depan.

"Itu, kan, di Banyu Urip, ya, di atasnya ada lapisan klastik. Nah, hal tersebut sedang dipelajari dan ternyata ada minyaknya juga. Ini belum dimasukkan ke cadangan. Apabila ada waktu yang cukup, akan ada pengeboran lagi Ekplorasi di wilayah kerja tersebut bukan meluas, namun antar-lapisan," ungkap Amien.

Namun, Amien belum menjelaskan lebih rinci. Satu hal yang pasti, pada tahun depan, SKK Migas optimistis produksi Banyu Urip bisa meningkat dari saat ini yang sebesar 208.000 barel per hari (bph) menjadi 209.000 bph hingga 212.000 bph. 

"Seharusnya bisa lebih besar. Tapi fasilitas penyimpanan mjnyak Gagak Rimang tidak cukup untuk menampung minyak lebih besar," ucap dia.

Oleh karena itu, menurut Amien, yang menjadi concern saat ini adalah fasilitas penampungan, bukan lagi data di bawah permukaan (subsurface). 

"Dulu takut subsurface, cadangan 475 juta barel dan setelah diuji setahun lebih, disimpulkan cadangan 700 juta barel, cadangan tidak masalah," pungkas dia.

Revision of PoD I Masela Block Completed Next Year

Inpex plans to apply for an extension of the offshore oil and gas block contract in the Arafura Sea, Maluku. The Masela Block contract will expire November 2028. The contractor can apply for an oil and gas block contract extension no later than 10 years before the contract expires.

Revisi PoD I Blok Masela Selesai Tahun Depan


SKK Migas menargetkan pengajuan revisi rencana pengembangan Lapangan Abadi, Blok Masela oleh Inpex Corporation rampung pada awal 2019. Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Amien Sunaryadi mengatakan, proyek Blok Masela dalam tahap finalisasi revisi rencana pengembangan (plan of development/ POD) tahap pertama.

Menurutnya, revisi POD I Blok Masela diterima oleh pihak SKK Migas pada akhir bulan ini. Dokumen tersebut kemudian diserahkan kepada Menteri ESDM lgnasius Jonan pada pertengahan Desember 2018 sehingga persetujuan pengembangan Masela dapat ditandatangani pada akhir tahun ini.

“Masela itu dulu sudah diusulakan untuk offshore [kilang LNG lepas pantai] kemudian diubah menjadi onshore [kilang LNG darat]. Nah, pada perubahan itu, lnpex kemudian membuat pre-FEED [kajian awal desain awal Masela]. Nah pre-FEED baru saja selesai Oktober 2018. Data pre-FEED kemudian menjadi dasar penyusunan POD 1. Mereka [Inpex] sedang finalisasi itu, jadi perlu waktu lama,” katanya.

Inpex berencana mengajukan perpanjangan kontrak blok migas lepas pantai di Laut Arafura, Maluku tersebut. Kontrak “Blok Masela akan berakhir November 2028. Kontraktor dapat mengajukan perpanjangan kontrak blok migas paling cepat 10 tahun sebelum kontrak berakhir.

“Kami masih terus berdiskusi dengan Pemerintah Indonesia tentang proyek LNG Abadi. Kami belum bisa berkomentar lebih jauh untuk saat ini,” kata Iwan. 

Disisi lain, Kementerian ESDM menyatakan bahwa pemerintah telah menyetujui perpanjangan kontrak Blok Masela hingga 20 tahun ke depan. Dirjen Minyak dan Gas Bumi, Kementerian ESDM Djoko Siswanto menyebut bahwa pada prinsipnya pemerintah sepakat dengan perpanjangan Blok Masela meskipun perusahaan migas dari Jepang tersebut belum mengajukan perpanjangan kontrak secara resmi.

“Nanti 28 November [2028] berakhir. Jadi November 2018, Inpex sudah bisa mengajukan perpanjangan kontrak. Sudah ada pembicaraannya, nanti administrasi-nya 28 November 2018, prinsipnya kita oke."

Dia mengatakan, dalam lawatan Menteri ESDM lgnasius Jonan ke Jepang beberapa waktu lalu, pemerintah telah meminta lnpex untuk segera menyelesaikan revisi POD tahap pertama. 

“Tahun ini approval-nya. Pemerintah minta lnpex biar cepat mengajukan POD.”

Soal insentif, dia mengatakan, hal itu akan dibahas setelah pembahasan mengenai biaya rampung seluruhnya. Proyek blok Masela dikelola oleh Inpex Masela Limited dengan komposisi saham partisipasi 65% dan Shell Up-stream Overseas Services Ltd. sebesar 35%.

Amien said that for the 2019 investment target it could not be predicted considering the cooperation contract work plan and budget (WPNB) of the contractor contractors (KKKS) were still being discussed. Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan meningkatnya investasi sektor minyak dan gas berharap banyak pada temuan wilayah kerja raksasa. Berkaca dari realisasi investasi hingga 31 Oktober 2018 yang mencapai US$ 8,7 miliar atau 61% dari total target rencana tahun ini, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menegaskan bahwa potensi ke
depan tidak banyak perubahan kinerja. 

Setidaknya sampai fasilitas produksi Blok Masela terealisasi yaitu sekitar tahun pada 2021-2022 dan proyek migas laut dalam. Kepala SKK Migas Amien Sunaryadi mengatakan investasi sektor migas di Indoensia terkesan tidak besar, karena belum ditemukan wilayah kerja (WK) yang memiliki cadangan migas skala besar “Jadi investasi akan besar kalau ada discovery besar. Nah tahun ini tidak tercapai [target], ada macam-macam faktornya,” katanya 

Tersendatnya investasi migas 2018 juga dipicu pergesaran pengeboran ekplorasi dan eksploitasi yang batal dilaksanakan, karena diundur tahun depan. Ke depan SKK Migas menegaskan untuk lebih berkomitmen mengawal realiasi ekplorasi. Pada 2019, proyek utama hulu migas yang rencananya berproduksi hanya bersumber dari Blok Bison Iguana Gajah Puteri. Produksi dari lapangan migas di Kepulauan Riau ini rencananya terlaksana pada kuartal III/2019.

Jika pada tahun depan investasi migas relatif stagnan, rencana penanaman modal pada 2020 tampak lebih bergairah. Pasalnya, ada empat blok migas yang akan mulai berproduksi. Sebut saja seperti Blok Badik dari West Badik (kuartal III/2020) yang saat ini dalam perkembangan tender Front End Engineering Design (FEED), Blok Tangguh Train-3 (kuartal III/2020) yang berada pada tahap konstruksi, Blok Wasambo (kuartal IV/2020) dalam proses FEED, serta Blok MDA dan MBH milik HCML yang rencananya berproduksi pada kuartal lll/2020.

Amien mengatakan untuk target investasi 2019 belum dapat diperkirakan mengingat rencana kerja dan anggaran (WPNB) kontraktor kontrak kerja sama (KKKS) masih dibahas. Investasi sektor migas, menurut Amien, juga dapat didorong dengan realisasi komitmen kerja pasti (KKP) bagi KKKS yang sudah memiliki hak mengelola lelang blok migas dengan skema Gross Split.  

Nantinya, SKK Migas mengawasi realisasi KKP yang disusun kontraktor dalam 5 tahun pertama. Amien mengakui rencana KKP yang dilaporkan kontraktor masih berdasarkan jumlah investasi dan pelaksanaan per tahunnya, tetapi tidak menyertakan proyek yang dikerjakan. Khusus untuk KKP, aktivitas eksplorasi terbagi di dalam WK dan di luar WK atau open area. 

Untuk aktivitas eksplorasi di dalam WK, KKKS dapat melakukan survei, airborne magnetic, airborne gravity, seismik, dan pengeboran eksplorasi. Sementara itu untuk open area, aktivitasnya mulai dari survei, airborne magnetic, airborne gravity dan seismik.

“Khusus untuk KKP dipastikan, bahwa uang ini harus dibelanjakan untuk eksplorasi. Yang harus kami jaga, jangan sampai mereka melaporkan eksplorasi di area terbuka dengan jumlah besar, ternyata realisasinya lebih kecil,” kata Amien.

Sebelumnya, Wakil Menteri ESDM Arcandra Tahar menegaskan dengan mengandalkan KKP yang dihadirkan dalam Gross Split, pengelolaan blok eksplorasi lebih terarah. 

“Bisnis migas itu memang berisiko. Ya dihitung, karena sudah ada data awalnya, kalau tidak dari situ, mengandalkan dari dana pemerintah tidak cukup.”

Mekanisme KKP lebih memberikan kepastian dana investasi untuk eksplorasi daripada mengandalkan dana yang dikeluarkan lewat Anggaran Pendapatan dan Belanja Negara (APBN). Setidaknya hal ini terekam dari jumlah investasi dalam kurun 2010-2019 oleh Badan Geologi.

Huda Promises to Prepare NGRR Oil Field



Three years of land acquisition were not immediately completed for the New Grass Root Refinery (NGRR) oil refinery plan in Remen and Mentoso Village, Jenu District, Tuban Regency. Pertamina's Managing Director Nicke Widyawati signaled a change of location.

It is reported that NGRR requires 340 hectares of land in Jenu District. Some 15 percent of the land can be obtained because of the Ministry of Environment and Forestry (KLHK). 

     The remaining 85 percent of the land owned by residents does not want to be released. For this problem, Huda asked, so that all parties think broadly, do not think for themselves or personally. This NGRR project will improve the economy in Tuban.

"Apapun yang dibutuhkan [NGRR] atas masalah ini kami siap," kata Fathul Huda, Kamis (15/11).

Diberitakan NGRR membutuhkan lahan 340 hektare di Kecamatan Jenu. Sebagian lahan sekitar 15 persen bisa diperoleh lantaran milik Kementerian Lingkungan Hidup dan Kehutanan (KLHK). Selebihnya 85 persen lahan milik warga belum mau dibebaskan. Untuk masalah ini, Huda meminta, agar semua pihak berpikir secara luas, jangan berpikir untuk diri sendiri atau pribadi. Proyek NGRR ini akan meningkatkan ekonomi di Tuban.

"Mau kerja apa anak cucu kita nanti, semua harus dibicarakan, jangan asal menolak" pesan Huda.

Pria kelahiran Montong Tuban itu juga menyatakan keinginannya agar proyek kerja sama dua negara itu tetap dibangun di Tuban. Karena bisa menyejahterakan kelangsungan hidup masyarakat Tuban.  Kilang minyak ini penting. Bagaimana kelangsungan anak cucu kita nanti" pungkasnya.

The Government Found Five New Oil and Gas Reserves



The Geological Agency of the Ministry of Energy and Mineral Resources (ESDM) found five new potential oil and gas reserves in the eastern region of Indonesia. The government claims the reserves are very economical to be developed and can enter the oil and gas block auction specifications.

The Head of the ESDM Geological Agency, Rudy Suhendra, said the five potential oil and gas reserves are located in West Singkawang, Banyumas Basin, Papua Boka Area, Kutai Basin and West Agats Area (Papua). However, the Geology Agency has not been able to explain in detail the potential of oil and gas reserves from the five regions. Understandably, the potential for oil and gas reserves can later be proven through exploration activities.

"Resources are not yet known, only indications of a reserve, will be resumed. The process is at the Ministry of Energy and Mineral Resources Directorate General of Oil and Gas, there will be a sequence of exploration," added Rudy, Thursday (11/15).

Thus, the government expects five potential reserves to be included in the oil and gas block auction process. As a result, cooperation contract contractors (KKKS) can carry out further exploration activities. Moreover, according to Rudy, the five potential oil and gas reserves are very economical to develop.

"From the preliminary study, the potential for oil and gas reserves is very economical. Therefore, the data already exists. We hope this will be included in the auction process, then we will socialize to interested parties," said Rudy.

He acknowledged the efforts of the Geological Agency to find potential oil and gas reserves supported by funding as basic as possible from the State Expenditures Budget (APBN), which is worth Rp. 70 billion, for exploration activities.

Pemerintah Menemukan Lima Cadangan Migas Baru


Badan Geologi Kementerian Energi dan Sumber Daya Mineral (ESDM) menemukan lima potensi cadangan minyak dan gas (migas) baru di Wilayah timur Indonesia. Pemerintah mengklaim cadangan tersebut sangat ekonomis untuk dikembangkan dan bisa masuk spesifikasi lelang blok migas.

Kepala Badan Geologi Kementerian ESDM, Rudy Suhendra, menyebutkan lima potensi cadangan migas tersebut berlokasi di West Singkawang, Banyumas Basin, Boka Area Papua, Kutai Basin dan West Agats Area (Papua). Namun Badan Geologi belum bisa menjelaskan secara mendetail berapa potensi cadangan migas dari lima wilayah tersebut. Maklum, potensi cadangan migas nanti bisa dibuktikan melalui kegiatan eksplorasi. 

"Resources belum diketahui, hanya indikasi ada cadangan, nanti dilanjutkan. Prosesnya ada pada Direktorat Jenderal Migas Kementerian ESDM, nanti ada urutan eksplorasi," imbuh Rudy, Kamis (15/11).

Dengan demikian, pemerintah mengharapkan lima potensi cadangan bisa diikut sertakan dalam proses lelang blok migas. Alhasil, kontraktor kontrak kerja sama (KKKS) bisa melaksanakan kegiatan eksplorasi lebih lanjut. Apalagi, menurut Rudy, kelima potensi cadangan migas tersebut sangat ekonomis untuk dikembangkan.

"Dari kajian awal, potensi cadangan migas tersebut sangat ekonomis. Oleh karena itu, datanya sudah ada. Kami mengharapkan ini masuk dalam proses lelang, nanti kami akan mensosialisasikan kepada peminat,“ ungkap Rudy.

Dia mengakui upaya Badan Geologi menemukan potensi cadangan migas didukung oleh pendanaan ala kadarnya dari Anggaran Pendapatan Belanja Negara (APBN), yakni senilai Rp 70 miliar, untuk kegiatan eksplorasi.

Rekind Targeting Gas Tiung Biru



PT Rekayasa Industri, the developer of the Cirebon-Semarang segment of the transmission gas pipeline project, is targeting the supply of natural gas from the Jambaran Tiung Biru Field in Bojonegoro, Central Java to be channeled through the Cirebon-Semarang gas pipeline.

Yanuar Budinorman, Managing Director of Industri Industri (Rekind), said that the process of discussing the construction of the Cirebon-Semarang gas pipeline project has entered the final stage, including regarding the source of gas supply. Currently there are two gas sources being tested by the subsidiary, PT Pupuk Indonesia (Persero).

The two gas sources come from Jambaran-Tiung Biru, Cepu Block which is managed by PT Pertamina EP Cepu (PEPC) as many as 20 million cubic feet per day (MMscfd). The natural gas supply will also be imported and the Madura BD Field, the Madura Strait Block managed by Husky CNOOC Madura Ltd. (HCML).


"That 20 MMscfd from Jambaran-Tiung Biru is one of them. We begged again, another 20 MMscfd plus from Husky. So because we have partnered with Pertagas [PT Pertamina Gas] and BBG [PT Bayu Buana Gemilang] who are looking for their source, but they already know the source and everything, "he said recently.

Rekind targets the physical construction of the gas pipeline to begin at the end of December 2018. PT Pertamina EP Cepu said that it would be available the addition of gas production from the Jambaran-Tiung Biru Field development project amounted to 20 MMscfd.

Pertamina EP President Director Cepu Jamsaton Nababan said the increase in production from the initial estimate of 172 MMscfd came from optimizing project design. Later, from the total production of 192 MMscfd, the allocation of 100 MMscfd is for Pertamina (Persero), which is then channeled to PLN for electricity needs in East and Central Java.

Gas of 72 MMscfd will supply industrial needs in Central and East Java. Meanwhile, his side is currently looking for potential buyers for gas allocation of 20 MMscfd.

Yanuar stressed, the company he led received this year's award through the selection of the Indonesian Engineers Association for Rekind's innovation in the Kamojang-5 PLTP project with a capacity of 1x35 Megawatts (MW).

The project auction in 2012 was an international tender which was attended by four foreign contractors. The auction starts in the fourth quarter of 2012. through a process of technical and commercial evaluation. The Rekind-Sumitomo Corporation Consortium was announced as the auction winner in mid-2013.

Rekind Incar Gas Tiung Biru


PT Rekayasa Industri, pengembang proyek pipa gas transmisi ruas Cirebon-Semarang, mentargetkan suplai gas bumi dari Lapangan Jambaran Tiung Biru di Bojonegoro, Jawa Tengah untuk dialirkan melalui pipa gas Cirebon-Semarang.

Direktur Utama Rekayasa Industri (Rekind) Yanuar Budinorman mengatakan, proses pembahasan pembangunan proyek pipa gas ruas Cirebon-Semarang telah memasuki tahap akhir, termasuk mengenai sumber pasokan gas. Saat ini sudah ada dua sumber gas yang tengah dicoba oleh anak usaha PT Pupuk Indonesia (Persero) tersebut.

Dua sumber gas tersebut berasal dari Jambaran-Tiung Biru, Blok Cepu yang dikelola PT Pertamina EP Cepu sebanyak 20 juta kaki kubik per hari (MMscfd). Suplai gas bumi juga akan didatangkan dan Lapangan Madura BD, Blok Madura Strait yang dikelola oleh Husky CNOOC Madura Ltd. (HCML).

“Itu 20 MMscfd dari Jambaran-Tiung Biru salah satunya. Kami lagi mohonkan, 20 MMscfd lagi plus dari Husky. Jadi karena kami sudah bermitra dengan Pertagas [PT Pertamina Gas] dan BBG [PT Bayu Buana Gemilang] yang mencari sumbernya mereka, tetapi sudah tahu sumber dan mana aja,” katanya, belum lama ini.

Rekind menargetkan, pembangunan fisik pipa gas tersebut dimulai pada akhir Desember 2018. PT Pertamina EP Cepu menyatakan akan terdapat
penambahan produksi gas dari proyek pengembangan Lapangan Jambaran-Tiung Biru sebesar 20 MMscfd. 

Direktur Utama Pertamina EP Cepu Jamsaton Nababan mengatakan, peningkatan produksi dari perkiraan awal sebesar 172 MMscfd tersebut berasal dari optimalisasi desain proyek. Nantinya, dari total produksi 192 MMscfd tersebut, alokasi sebesar 100 MMscfd diperuntukkan untuk Pertamina (Persero), yang kemudian dialirkan ke PLN untuk kebutuhan listrik di Jawa Timur dan Jawa Tengah.

Gas sebanyak 72 MMscfd akan memasok kebutuhan industri di Jawa Tengah dan Jawa Timur. Sementara itu, pihaknya saat ini sedang mencari calon pembeli untuk alokasi gas sebesar 20 MMscfd. 

“Sedang proses apakah ke Persero semua atau pembeli lain. Kalau ada yang minat silahkan.”

Sementara itu, Rekind, perusahaan penyedia rekayasa, pengadaan dan konstruksi (engineering, procurement, Construction/EPC) , mendapatkan penghargaan dalam pembangunan Pembangkit Listrik Tenaga Panas Bumi (PLTP) Kamojang 5.

Melalui penyelenggaraan Conference of Asean Federation of Engineering Organization (CAFEO Ke-36) pada 12-14 November 2018, Rekind dianugerahi penghargaan Asean Engineering Award 2018, untuk kategori perusahaan. Penghargaan ini diberikan AFEO untuk prestasi dan inovasi Rekind untuk proyek rekayasa di kawasan Asean. 

“Kami sangat mendukung dan mengapresiasi penyelenggaraan penghargaan Asean Engineering Award 2018 ini karena turut mendorong pertumbuhan dan pencapaian kinerja Rekind melalui tata kelola perusahaan BUMN yang baik, pengelolaan SDM yang berdaya saing tinggi dan memaksimalkan kontribusi nyata perusahaan bagi masyarakat," ujar Yanuar Budinonnan.

Yanuar menegaskan, perusahaan yang dipimpinnya tersebut menerima penghargaan tahun ini melalui seleksi Persatuan lnsinyur Indonesia atas inovasi Rekind dalam proyek PLTP Kamojang-5 berkapasitas 1x35 Megawatt (MW).

Pelelangan proyek pada 2012 ini merupakan tender internasional yang diikuti oleh empat kontraktor asing. Pelelangan dimulai pada kuartal IV/2012. melalui proses evaluasi teknis dan komersial. Konsorsium Rekind-Sumitomo Corporation diumumkan sebagai pemenang lelang pada pertengahan 2013. 

“Dalam proyek PLTP Kamojang-5, Rekind dipercaya sebagai pemimpin konsorsium dengan Sumitomo Corporation sebagai anggota konsorsium.
