If Production is Maximum, TPPI Tuban Can Save Foreign Exchange IDR 56 Trillion



Indonesian President Joko Widodo (Jokowi) and First Lady Iriana Jokowi visited the Indotama Trans-Pacific Petrochemical Refinery (TPPI) located in Jenu District, Tuban Regency, Saturday (21/12). During the visit, Jokowi with his wife were also accompanied by East Java Governor Khoflfah Indar Parawansa.

Director of PT Pertamina (Persero) Nicke Widyawati explained the structure of Tuban Petro including the TPPI Tuban in it, the share of state-owned shares was 98 percent, while 2 percent were privately owned. While 98 percent of the shares are owned 51 percent by PT Pertamina (Persero) and 47 percent by the Ministry of Finance.

"The development plans to be carried out by TPPI include revamping plate-former, aromatic revamping, LPG Unit construction, and olefin complex. It is estimated that in 2023 it will be completed, "Nicke said.

Dalam kunjungan tersebut, Jokowi bersama istri juga didampingi Gubernur Jatim Khoflfah Indar Parawansa.

Direktur Utama PT Pertamina (Persero) Nicke Widyawati menjelaskan, struktur Tuban Petro termasuk TPPI Tuban di dalamnya, kepemilikan saham yang dimiliki negara sebanyak 98 persen, sedangkan 2 persennya dimiliki swasta. Sedangkan 98 persen saham dimiliki tersebut 51 persen PT Pertamina (Persero) dan 47 persen Kementerian Keuangan.

“Rencana pengembangan yang akan dilakukan TPPI antara lain revamping plat-former, revamping aromatic, pembangunan LPG Unit, dan olefin complex. Diperkirakan tahun 2023 akan selesai dikembangkan,” kata Nicke.

Sementara itu, Presiden Jokowi mengatakan, TPPI Tuban merupakan salah satu kiIang minyak yang terbesar di Indonesia. TPPI mampu menghasilkan produk aromatik seperti paraxylene, orthoxylene, benzene,dan toluene. Selain itu juga penghasil BBM premium, pertamax, elpiji, dan solar. 

“Ini bisa untuk semuanya. Oleh sebab itu saya menyampaikan kepada Menteri BUMN, Dirut Pertamina, Komut Pertamina, tidak Iebih dari tiga tahun harus rampung semuanya. Ada pilihan-pilhan yang bisa diputuskan segera,” tegasnya sambil meminta Januari 2020 sudah ada kejelasan mengenai pengembangan.

Menurut Presiden Jokowi  jika hasil produksinya maksimal bisa menghemat devisa hingga USD 4,9 miliar atau sekitar Rp 56 triliun. Produk petrokimia seperti ini merupakan subtitusi produk impor.

Cepu Block Needs 'Dipper' Greater

"We will balance [the production] between the two oil and gas fields," said ExxonMobil Indonesia President Louise McKenzie.

With the operation of the Kedung Keris field, it has further strengthened the overall production of the Cepu Block, which currently supports more than 25% of Indonesia's oil production. 


    ExxonMobil Indonesia's brilliant performance in Cepu also increased after as of 30 November, the cumulative production from Banyu Urip reached 357 million barrels of oil. With the achievements of ExxonMobil Indonesia, it has fulfilled the commitments of produced reserves from the initial development plan (POD), in less than half the period of the Cooperation Contract.

Based on company information, ExxonMobil Indonesia had previously found around 450 million barrels of oil reserves in the Banyu Urip Field, Cepu Block, precisely in 2001. EMCL signed a Cost Recovery (PSC) production sharing contract on 17 September 2005 and lasted until 2035. In addition to fulfilling its production commitments reserves, EMCL also succeeded in revising the amount of Banyu Urip's 450 million barrels of oil at the time of full funding, and again increased to 823 million barrels of oil.

In the initial POD, the commitment of produced reserves from Banyu Urip was recorded at 357 million BPD and was fulfilled. Seeing the achievements of Louise also claimed to continue to hope to be able to meet more than double the volume commitment of the initial development plan. On the other hand, Head of the East Java Energy and Mineral Resources (ESDM) Office Setiadjit said investors were asked to be active in addressing permit and Amdal difficulties so that his party could facilitate. Regarding the revision of the Amdal of the Banyu Urip Field, Setiadjit acknowledged that the Bojonegoro Regency Government had not submitted a proposed change.

"Now the Bojonegoro Regency Government needs to be encouraged. If necessary, I visit the Bojonegoro Regent about this [Amdal revision], "he said.

It is very ironic if the efforts of the Cooperation Contract Contractors (KKKS) together with SKK Migas to increase production are hampered by licensing matters. Implicitly, SKK Migas also wants the Amdal revision to be completed soon. Moreover, according to the Head of SKK Migas Dwi Soetjipto said that in accordance with the High Rate Test (HRT) of the Banyu Urip Field, it is capable of producing oil of 235,000 BPD safely.

Dwi also hopes that all licensing processes can be completed quickly. Because with the Amdal revision being hampered, increased production from the Cepu Block has also been hampered. Like an increase in oil such as the volume of water in a bucket but can not be taken more, because the 'dipper' or EIA permit is not revised.

Cepu Perlu ‘Gayung’ Lebih Besar


Di saat penurunan alamiah produksi minyak bumi nasional, anomali terjadi di Blok Cepu. lzin Analisis Mengenai Dampak Lingkungan (Amdal) di wilayah kerja yang dikelola oleh ExxonMobil Cepu Limited (EMCL) dan Pertamina EP Cepu itu bahkan perlu direvisi demi mengoptimalkan potensi tambaban produksi.

Saat ini, produksi minyak terbesar berasal dari blok Cepu sebesar 216.000 barel per hari (bph) dan mengungguli kinerja produksi Blok Rokan, Riau, yang ditetapkan sebesar 190.000 bph pada 2019. Hasil produksi minyak dari Blok Cepu didapatkan dari kinerja EMCL di Lapangan Banyu Urip, dengan kapasitas produksi berdasarkan Amdal sebesar 220.000 bph. 
Selain Banyu Urip, sebenarnya pekan lalu ExxonMobil telah mengoperasikan produksi minyak dari Lapangan Kedung Keris dengan kapasitas 10.000 bph. Hanya saja, karena revisi Amdal untuk dapat memproduksi minyak hingga 230.000 bph belum keluar, kinerja dari Banyu Urip dan Kedung Keris perlu disesuaikan.

“Kami akan menyeimbangkan [produksi] antara dua lapangan migas tersebut,” tutur President ExxonMobil Indonesia Louise McKenzie.

Dengan beroperasinya Iapangan Kedung Keris, semakin mengukuhkan keseluruhan produksi Blok Cepu, yang saat ini menopang lebih dari 25% produksi minyak Indonesia. Kinerja cemerlang ExxonMobil Indonesia di Cepu pun bertambah setelah per 30 November lalu, produksi kumulatif dari Banyu Urip mencapai 357 juta barel minyak. Dengan capaian   ExxonMobil Indonesia telah memenuhi komitmen cadangan terproduksikan dari rencana pengembangan (POD) awal, dalam waktu kurang dari setengah periode Kontrak Kerja Sama.

Berdasarkan informasi perusahaan, ExxonMobil Indonesia sebelumnya telah menemukan cadangan minyak sekitar 450 juta barel di Lapangan Banyu Urip, Blok Cepu, tepatnya pada 2001. EMCL menandatangani kontrak bagi hasil (PSC) Cost Recovery pada 17 September 2005 dan berlangsung hingga 2035. Selain memenuhi komitmen memproduksi cadangan, EMCL juga berhasil merevisi jumlah cadangan Banyu Urip 450 juta barel minyak pada saat pendanaan penuh (full funding), dan kembali meningkat menjadi 823 juta barel minyak.

Dalam POD awal, komitmen cadangan terproduksikan dari Banyu Urip tercatat 357 juta bph dan telah terpenuhi. Melihat capaian Louise pun mengaku terus berharap untuk dapat memenuhi Iebih dari dua kali lipat komitmen volume rencana pengembangan awal. Mengacu data SKK Migas, produksi siap jual (lifting) minyak Blok Cepu ditargetkan 216.000 bph pada 2019. 

Hingga September 2019 lalu, realisasi lifting minyak Blok Cepu tercatat telah melampaui target, yakni sebesar 216.011 bph. Deputi Operasi Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Julis Wiratno menjelaskan sejauh ini produksi dari Banyu Urip masih murni berisi kandungan minyak dan belum ada air yang ikut terproduksi bagian dari reservoir management yang sangat bagus.”

Analisis Mengenai Dampak Lingkungan (Amdal)

Sebenarnya, dengan meningkatnya cadangan minyak dan Lapangan Banyu Urip, volume produksi dapat ditingkatkan. Namun,belum rampungnya pengurusan revisi izin Amdal masih menjadi hambatan. Terkait proses Amdal, Louise mengatakan ada beberapa tahapan yang harus dilalui, tanpa menyebut apa saja fase tersebut. 

“Kami mengalami kemajuan, dan mudah-mudahan [izin Amdal] akan keluar dalam satu-dua bulan,” katanya.

Di sisi lain, Kepala Dinas Energi dan Sumber Daya Mineral (ESDM) Jawa Timur Setiadjit mengatakan investor diminta aktif untuk menyampaikan kesulitan perizinan dan Amdal, sehingga pihaknya dapat memfasilitasi. Terkait dengan revisi Amdal Lapangan Banyu Urip, Setiadjit mengakui pihak Pemerintah Kabupaten Bojonegoro belum menyampaikan usulan perubahan. 

“Sekarang ini yang dari Pemerintah Kabupaten Bojonegoro perlu didorong. Kalau perlu saya berkunjung ke Bupati Bojonegoro tentang ini [revisi Amdal],” tuturnya.

Sangat ironis sebenarnya apabila upaya Kontraktor Kontrak Kerja Sama (KKKS) bersama SKK Migas untuk meningkatkan produksi terhambat urusan perizinan. Secara implisit, SKK Migas pun menginginkan revisi Amdal segera rampung. Apalagi, menurut Kepala SKK Migas Dwi Soetjipto mengatakan sesuai dengan High Rate Test (HRT) Lapangan Banyu Urip mampu memproduksi minyak sebesar 235.000 bph dengan aman.

Dwi pun berharap semua proses perizinan dapat diselesaikan dengan cepat. Karena dengan terhambatnya revisi Amdal, peningkatan produksi dari Blok Cepu pun ikut terhambat. Ibarat bertambahnya minyak seperti volume air dalam ember tetapi tidak dapat diambil lebih banyak, karena ‘gayung’ atau izin Amdal tidak direvisi.

Mengenai kapasitas produksi (eksisting), TPPI Tuban untuk Paraxylene 600 KTPA, Benzene 300 KTPA, Orthoxylene 120 KTPA, Toluene 100 KTPA. Dari kapasitas tersebut menghasilkan penghematan devisa sebesar USD 1,4 Miliar. Rokan Block Production Down to 161 Thousand BPH



Next year's Rokan Block oil production is targeted at only 161 thousand barrels per day (BPD), down 15.26% from this year's production target of 190 thousand BPD. He explained, the Rokan Block oil production target of 161 thousand BPD only counted Chevron's planned activities. Because, in the work plan and budget (work plan and budget / WP & B) Block Rokan, has not included the planned activities to be carried out by Pertamina in the transition period in 2020.

"It is hoped that Pertamina can enter to conduct drilling, it is hoped that it can improve what is included in WP&B," Dwi said.

Regarding the transfer of management of the Rokan Block, he said that Pertamina and Chevron were still having discussions. One of the problems that are driving up these negotiations is the question of economics. Both have their respective counts related to liabilities and benefits that exist in the next two years until the end of 2021. Dwi added, the negotiations between the two oil and gas companies were almost final.

"Pertamina plans to report this week, for the legal and valuation aspects," he said.

In the transition period, he hopes that Pertamina can increase investment in the Rokan Block. Thus, there is additional production potential from drilling activities carried out by the state-owned oil and gas company. But this still depends on the results of discussions between the two companies. 

     Dwi had revealed, Pertamina already has a plan related to what activities will be carried out in the Rokan Block next year. Not only that, the state-owned oil and gas company has also prepared funds. It also hopes that Pertamina can implement the advanced oil recovery (EOR) method that has been researched by Chevron.


Previously, Pertamina Upstream Director Dharmawan H Samsu had revealed, his side was ready to fund the drilling of wells in the Rokan Block next year. However, the realization of this activity depends on the agreement with Chevron. Regarding the number of wells to be drilled, he wants as much as possible, but this is influenced by the availability of the wellhead and valve they have.

During the heyday of Rokan Block in 1973, oil production was almost 1 million BPD. However, oil and gas block production continues to decline over time. In 2011, the Rokan Block still produced around 356.98 thousand BPD of oil or contributed 39.56% of the total national oil production at that time 902.35 BPD. However, referring to SKK Migas data, at the end of September 2019, the block oil lifting was only 192,193 BPD or 25.8% of the total national oil lifting of 744,700 BPD.

    The government has appointed Pertamina as the operator of the Rokan Block after its existing contract expires in 2021 in July last year. However, the Rokan Block PSC contract for the period after 2021 was only signed by Pertamina in May 2020. The transition process for the management of the new Rokan Block is rolling after the new contract is signed.

Produksi Blok Rokan Turun Menjadi 161 Ribu BPH


Produksi minyak Blok Rokan pada tahun depan ditargetkan hanya 161 ribu barel per hari (bph), turun 15,26% dari target produksi tahun ini sebesar 190 ribu bph. Proses alih kelola ke PT Pertamina (Persero) harus segera rampung agar produksi blok migas ini bisa lebih tinggi. 

Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) Dwi Soetjipto mengatakan, target produksi minyak Blok Rokan turun di tahun depan lantaran production sharing contract/PSC blok tersebut habis di 2021. Sehingga kontraktor Blok Rokan, yakni PT Chevron Pacific Indonesia (CPI), mengurangi aktifitas operasinya.

“Target produksi minyak Rokan 161 ribu bph, turun, karena tidak ada aktifitas. Maka kami sekarang mendorong transisi berlangsung secepat-cepatnya,” kata dia dalam kunjungan ke Bojonegoro.

Dia menjelaskan, target produksi minyak Blok Rokan 161 ribu bph hanya menghitung rencana kegiatan Chevron. Pasalnya, dalam rencana kerja dan anggaran (work plan and budget/WP&B) Blok Rokan, belum memasukkan rencana kegiatan yang akan dilakukan oleh Pertamina di masa transisi pada tahun 2020.

“Diharapkan Pertamina bisa masuk untuk melakukan drilling, diharapkan bisa memperbaiki apa yang masuk dalam WP&B,” ujar Dwi.
Terkait alih kelola Blok Rokan, disebutnya bahwa Pertamina dan Chevron masih melakukan diskusi. Salah satu masalah yang mengganjak negosiasi ini yakni soal keekonomian. Keduanya memiliki hitungan masing-masing terkait liabilitas dan manfaat yang ada dalam dua tahun ke depan hingga akhir 2021. Dwi menambahkan, negosiasi kedua perusahaan migas itu hampir final.

“Pertamina berencana melaporkan pada minggu ini, untuk aspek legal dan aspek valuasi,” tuturnya.

Pada masa transisi, pihaknya berharap Pertamina bisa menambah investasi di Blok Rokan. Sehingga, ada tambahan potensi produksi dari aktifitas pengeboran yang dilakukan oleh perusahaan migas pelat merah itu. Namun hal ini masih tergantung hasil diskusi kedua perusahaan. 

      Dwi sempat mengungkapkan, Pertamina telah memiliki perencanaan terkait kegiatan apa saja yang akan dijalankan di Blok Rokan pada tahun depan. Tak hanya itu, perusahaan migas pelat merah itu juga telah menyiapkan dananya. Pihaknya juga berharap Pertamina dapat mengimplementasikan metode pengurasan minyak tahap lanjut (enhanced oil recovery/EOR) yang telah diriset Chevron.

     Sebelumnya, Direktur Hulu Pertamina Dharmawan H Samsu sempat mengungkapkan, pihaknya siap mendanai pengeboran sumur di Blok Rokan pada tahun depan. Namun, realisasi kegiatan ini tergantung pada kesepakatan dengan Chevron. Terkait jumlah sumur yang akan dibor, pihaknya ingin sebanyak-banyaknya, namun hal ini dipengaruhi oleh ketersediaan well head dan valve yang dimiliki. 

Blok Rokan pada masa kejayaannya di 1973, produksi minyaknya hampir mencapai 1 juta bph. Namun, produksi blok migas ini terus turun seiring waktu. Di 2011, Blok Rokan masih menghasilkan minyak sekitar 356,98 ribu bph atau berkontribusi 39,56% dari total produksi minyak nasional saat itu 902,35 bph. Namun mengacu data SKK Migas, di akhir September 2019 lalu, lifting minyak blok ini hanya 192.193 bph atau 25,8% dari total lifting minyak nasional 744.700 bph. 

Pemerintah telah menetapkan Pertamina sebagai operator Blok Rokan pasca kontrak eksistingnya berakhir pada 2021 nanti pada Juli tahun lalu. Namun, kontrak PSC Blok Rokan untuk periode setelah 2021, baru ditandatangani oleh Pertamina pada Mei tahun 2020 ini. Proses transisi pengelolaan Blok Rokan baru bergulir pasca kontrak baru ditandatangani.

Pertamina EP Achieved a Profit of US $ 604 Million



Until November 2019, a subsidiary of PT Pertamina (Persero), PT Pertamina EP, posted revenues of US $ 2,714 million. Of the total income, PEP received a profit of US $ 604 Million.

"Financial performance is certainly influenced by several factors including oil prices and exchange rates," said Pertamina EP President Director Nanang Abdul Manaf.


In the same period, total PEP oil production reached 82,396 BOPD. The realization is 101% of the 2019 Oil Production Target contained in the Work Plan and Corporate Budget (RKAP). While PEP gas production is at 957 MMSCFD or 99% of the Gas Production Target in 2019 RKAP.

"The achievement of oil and gas production targets is supported by a series of work program execution that is integrated and in accordance with the time frame," he said.

Up to November 2019 the number of drilling has reached 91 wells, of which 12 are still in the process of completion. While the number of workover wells completed as of November 2019 reached 184 wells. There are still 9 more wells that will be completed in the near future.

Nanang explained that well exploration also continues and has reached 10 wells, as many as three of them are in the process of completion until the end of December 2019. Not only that, mapping in the search for oil and gas technology with two dimensions (2D) and three dimensions (3D) is also carried out by PEP support exploration activities. Until November 2019, PEP has conducted a 2D seismic survey of 48 km and a 3D seismic survey of 469 km2.

This achievement certainly cannot be separated from the synergy and hard work of all PEP people. With a total working time of 91,487,347 working hours survived, PEP continues to uphold the HSSE (Health, Safety, Security, and Environmental) aspects so as to successfully maintain zero fatality until November 2019. In addition to improving performance in terms of production, PEP also continues to strive to develop programs for community development.

Pertamina EP Meraih Laba Sebesar US$ 604 Juta

Hingga November 2019, anak perusahaan PT Pertamina (Persero), PT Pertamina EP, membukukan pendapatan sebesar US$ 2.714 juta. Dari jumlah pendapatan tersebut, PEP mendapatkan keuntungan sebesar US$ 604 Juta.

"Kinerja keuangan tentunya dipengaruhi oleh beberapa faktor antara lain harga minyak dan nilai kurs," kata Presiden Direktur Pertamina EP Nanang Abdul Manaf.

Pada periode yang sama, total produksi minyak PEP mencapai 82.396 BOPD. Realisasi tersebut merupakan 101% dari Target Produksi Minyak tahun 2019 yang ada dalam Rencana Kerja dan Anggaran Perusahaan (RKAP). Sementara produksi gas PEP berada di angka 957 MMSCFD atau 99% dari Target Produksi Gas dalam RKAP 2019.

"Pencapaian target produksi baik minyak maupun gas didukung oleh rangkaian eksekusi program kerja yang terintegrasi serta sesuai dengan tatanan waktu,” ujarnya.

Jumlah pengeboran hingga November 2019 mencapai 91 sumur di mana 12 sumur di antaranya masih dalam proses penyelesaian. Sementara jumlah sumur work over yang telah selesai per November 2019 mencapai 184 sumur. Masih ada 9 sumur lagi yang akan rampung dalam waktu dekat. 

Nanang menjelaskan bahwa eksplorasi sumur juga terus dilakukan dan telah mencapai 10 sumur, sebanyak tiga di antaranya dalam proses penyelesaian hingga akhir Desember 2019. Tidak hanya itu, pemetaan dalam pencarian migas berteknologi dua dimensi (2D) dan tiga dimensi (3D) juga dilakukan PEP untuk mendukung kegiatan eksplorasi. Hingga November 2019, PEP telah melakukan survei seismik 2D sebesar 48 km dan survei seismik 3D sebesar 469 km2.

Pencapaian ini tentu tidak terlepas dari sinergitas dan kerja keras seluruh insan PEP. Dengan total waktu kerja sebesar 91.487.347 jam kerja selamat, PEP senantiasa menjunjung tinggi aspek HSSE (Health, Safety, Security, and Environmental) sehingga berhasil mempertahankan zero fatality hingga November 2019. Selain meningkatkan performa dari segi produksi, PEP juga terus berusaha mengembangkan program pemberdayaan masyarakat. 

Konsistensi dan semangat untuk tumbuh dan berkembang bersama masyarakat terus dibuktikan dengan mengembangkan berbagai program Corporate Social Responsibility (CSR) yang diperuntukkan bagi masyarakat di sekitar wilayah operasi kerja.

PLN Becomes Potential Potential Buyer of LNG Masala Project



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) stated that PT PLN (Persero) is committed to buying liquefied natural gas / LNG from the Abadi LNG Project, Masela Block, around 2-3 million tons per year.

Head of SKK Migas Dwi Soetjipto said, his party and Inpex Masela Ltd had obtained LNG purchase commitments from several companies, one of which was PLN. However, the purchase of LNG is still waiting for PLN to ensure its gas needs in the future.

"We have gotten an illustration from PLN, maybe 2-3 million tons per year. It's just that PLN is still waiting for the revision of the RUPTL (General Plan for Electric Power Supply) and later approval of the RUPTL in the future, "Dwi said after the socialization of the Abadi LNG Project to the National Upstream Oil and Gas Support Industry.

According to Dwi, other companies have also expressed their interest in absorbing LNG from the Abadi Project. One of these companies is the Japanese LNG company, Tokyo Gas. So, until now, around 40-50% of the total estimated LNG production of this project of 9.5 million tons per year has a commitment to purchase.

It was stated that Inpex had actually traveled to various countries offering LNG produced by the Abadi Project. It's just that, at this time the world market is indeed an excess of gas supply, so domestic LNG marketing is very challenging. The existence of this purchase commitment will only be binding after the prospective buyer sends a letter of intent (LoI).

"From the marketing side that has been awaited, is it the LoI from companies that indeed they will take a certain amount. This soon some friends have moved. The most obvious is PT PLN, "Dwi said.

Even though he already had a commitment, he admitted there had been no discussion about gas prices. Because the price of gas will follow the prices in the international market. In addition to LNG, the Abadi Project will also flow its gas through pipelines to an area of ​​around 150 million cubic feet per day / mmscfd. According to him, potential buyers for this gas supply also already exist.

"Gas pipelines that are interested in building petrochemicals there already exist," he said.

Dwi explained gas production from the Abadi Project was prioritized to meet domestic needs. This means that if there are no more domestic companies buying, the gas supply will be offered to international buyers. Domestically, besides PLN, PT Perusahaan Gas Negara (PGN) Tbk is also said to be interested in buying gas from the Abadi Project.

"If we look at the gas balance, the possibility of decline from the existing [oil and gas block], later until 2027 added with piped gas, we have calculated approximately 60% for domestic and 40% exports," he said.

He stressed, this commitment to purchase gas is important for the continued development of the Abadi LNG Project. The reason, financial institutions will only be willing to provide funding if Inpex already has a commitment to buy from the end customer. 

    While marketing its gas, Inpex is now also completing an environmental impact analysis (EIA) and compiling a detailed front end engineering design (FEED) for this project. This commitment to purchase gas and FEED is needed to finalize the final investment / FID decision. After the FID is reached, the Abadi Project will enter the construction phase.



SKK Migas targets Proyak Abadi to start production in 2027. The project is projected to produce 9.5 million tons of gas per year in LNG and 150 mmscfd for pipeline gas. Inpex Corporation through its affiliate, Inpex Masela Ltd, has signed an amendment to the Masela Block production sharing contract (PSC).



The oil and gas block contract was extended by 27 years so that the contract expired in 2055 from 2028. The National SKK Migas National Industry also invited national industries engaged in upstream oil and gas support services to work on the Abadi LNG Refinery Project, the Masela Block. This is to maximize the level of domestic component (TKDN) in the project, as well as the development of national capacity for vendors and workers.

Dwi Soetjipto said the Abadi LNG Project is ready to begin in 2020. Therefore, it and the government continue to encourage capacity building and the ability of Indonesian vendors and workers according to the standards required by the Abadi LNG project.

"This project is a golden opportunity for Indonesia to build its national capacity and capabilities in the deep sea. Because in the future the potential of oil and gas reserves will shift to the deep sea, "Dwi said.

In this socialization, details of the national capacity building program were conveyed to the upstream oil and gas industry and banking supporting associations. Some of them are the identification and assessment of company and manufacturer capabilities, gap analysis between the capability and capacity of the manufacturer and the specifications and volume of the Abadi LNG project, coordination with potential manufacturers in increasing production capacity and quality in order to meet the Abadi LNG project standards, and assistance in accessing banking capital.

"This project is expected to be able to encourage multiplier effects at the national and regional levels, starting from the construction phase of the Abadi LNG project in the next 2-3 years. This is real multiple effects that will soon be realized, "Dwi said.

Dwi explained, strengthening the capability of regional companies and local communities was one of the programs that had been prepared by INPEX together with SKK Migas. So that the benefits of the Abadi LNG project really have an economic impact and prosperity in the surrounding area, such as in the Tanimbar Islands Regency and Maluku Province.

The efforts undertaken include facilitating cooperation between national contractors and regional vendors, assistance to regional governments in preparing local workers and vendors in accordance with the Abadi LNG project qualifications. According to him, the implementation of these programs will involve a variety of relevant stakeholders, such as vendors from the upstream oil and gas supporting industry, BUMN, banking and other financing institutions, regional governments, and prospective workers.

"I am optimistic that in the next 2-3 years the national capacity of vendors and Indonesian workers will be able to meet the needs of the Abadi LNG project and the TKDN target in the Abadi LNG project can be achieved," Dwi said.

Based on SKK Migas calculations which have also been agreed upon in the development plan (POD), the utilization of TKDN of the Abadi LNG project will reach 26.62%.

"With a project development value of around US $ 19.8 billion, there will be a potential of US $ 5.27 billion, equivalent to around Rp 73 trillion in domestic goods / services expenditure. This is a very large number, and is a tangible manifestation of the upstream oil and gas contribution in developing the Indonesian economy, "said Dwi.

This TKDN can be in the form of various goods and services that are available domestically and able to meet the needs of the Abadi LNG project construction and production phase. With the TKDN provided by Indonesian companies at the national and regional levels, employment for the Indonesian people will also emerge.

Meanwhile, President Director of Indonesia INPEX Masela Ltd Akihiro Watanabe said, INPEX supported the TKDN utilization program, the use of vendors, and the absorption of Indonesian workers for the development of the Abadi LNG Project.

"The Abadi LNG project is very important both for us and for Indonesia, so we support this joint synergy step fully," he said.

PLN Menjadi Calon Pembeli Potensial LNG Proyek Masala


Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan PT PLN (Persero) berkomitmen membeli gas alam cair/LNG dari Proyek LNG Abadi, Blok Masela sekitar 2-3 juta ton per tahun. 

Kepala SKK Migas Dwi Soetjipto menuturkan, pihaknya dan Inpex Masela Ltd telah memperoleh komitmen pembelian LNG dari beberapa perusahaan, salah satunya PLN. Namun pembelian LNG ini masih menunggu PLN memastikan kebutuhan gasnya di masa mendatang.

“Kami sudah dapat gambaran dari PLN, mungkin 2-3 juta ton per tahun. Hanya saja, PLN masih menunggu revisi RUPTL (Rencana Umum Penyediaan Tenaga Listrik) dan nanti persetujuan RUPTL ke depan,” kata Dwi usai Sosialisasi Proyek LNG Abadi Kepada Industri Nasional Penunjang Hulu Migas.

Menurut Dwi, perusahaan lain juga telah menyatakan minatnya untuk menyerap LNG dari Proyek Abadi. Salah satu perusahaan ini yakni perusahaan LNG asal Jepang, Tokyo Gas. Sehingga, hingga kini, sekitar 40-50% dari total estimasi produksi LNG proyek ini sebesar 9,5 juta ton per tahun sudah memiliki komitmen pembelian. 

Disebutkan bahwa Inpex sebenarnya telah berkeliling ke berbagai negara menawarkan LNG yang dihasilkan Proyek Abadi. Hanya saja, saat ini pasar dunia memang sedang kelebihan pasokan gas, sehingga pemasaran LNG domestik ini sangat menantang. Adanya komitmen pembelian ini pun baru akan mengikat setelah perusahaan calon pembeli mengirimkan letter of intent (LoI).

“Dari pihak marketing yang ditunggu itu kan LoI dari perusahaan-perusahaan bahwa memang dia akan mengambil pada jumlah tertentu. Ini segera beberapa kawan sudah bergerak. Yang paling jelas PT PLN,” kata Dwi. 

Meski sudah memiliki komitmen pun, diakuinya belum ada pembicaraan soal harga gas. Pasalnya, harga gas nantinya akan mengikuti harga yang ada di pasar internasional. Selain LNG, Proyek Abadi juga akan mengalirkan gasnya melalui pipa untuk wilayah sekitar sebesar 150 juta kaki kubik per hari/mmscfd. Menurutnya, calon pembeli untuk pasokan gas ini juga sudah ada.

“Gas pipa yang berminat untuk yang membangun petrokimia di sana juga sudah ada,” ujarnya.

Dwi menjelaskan, produksi gas dari Proyek Abadi diutamakan untuk memenuhi kebutuhan dalam negeri. Artinya, jika perusahaan dalam negeri tidak ada lagi yang memebeli, maka pasokan gas akan ditawarkan ke pembeli internasional. Di dalam negeri, selain PLN, PT Perusahaan Gas Negara (PGN) Tbk disebut juga berminat membeli gas dari Proyek Abadi.

“Kalau kita lihat dari gas balance, kemungkinan decline dari existing [blok migas], nanti sampai 2027 ditambah gas pipa, kami sudah menghitung kira-kira 60% untuk dalam negeri dan ekspor 40%,” kata dia.

Ditegaskannya, komitmen pembelian gas ini penting untuk kelanjutan pengembangan Proyek LNG Abadi. Pasalnya, lembaga keuangan hanya akan mau memberikan pendanaan jika Inpex telah memiliki komitmen pembelian dari konsumen akhir. Sembari memasarkan gasnya, Inpex kini juga seang merampungkan analisis dampak lingkungan (Amdal) dan menyusun desain rinci (front end engineering design/FEED) proyek ini. Komitmen pembelian gas dan FEED ini dibutuhkan untuk penyelesaian keputusan akhir investasi /FID. Setelah FID tercapai, Proyek Abadi akan masuk tahap konstruksi.

SKK Migas menargetkan Proyak Abadi akan mulai berproduksi pada 2027. Proyek ini diproyeksikan menghasilkan gas sebesar 9,5 juta ton per tahun dalam bentuk LNG dan 150 mmscfd untuk gas pipa. Inpex Corporation melalui afiliasinya, Inpex Masela Ltd, telah menandatangani amendemen kontrak kerja sama (production sharing contract/ PSC) Blok Masela. 

Kontrak blok migas ini diperpanjang 27 tahun sehingga kontraknya berakhir pada 2055 dari awalnya 2028 Industri Nasional SKK Migas juga mengajak industri nasional yang bergerak di bidang jasa penunjang hulu migas untuk ikut menggarap Proyek Kilang LNG Abadi, Blok Masela. Hal ini guna memaksimalkan tingkat komponen dalam negeri (TKDN) dalam proyek tersebut, serta pengembangan kapasitas nasional untuk vendor dan tenaga kerja.

Dwi Soetjipto menuturkan, Proyek LNG Abadi siap dimulai pada tahun 2020. Karenanya, pihaknya dan pemerintah terus mendorong peningkatan kapasitas serta kemampuan vendor dan tenaga kerja Indonesia sesuai standar yang diperlukan proyek LNG Abadi.

“Proyek ini adalah kesempatan emas bagi Indonesa untuk membangun kapasitas nasional dan kemampuannya di laut dalam. Karena di masa mendatang potensi cadangan migas akan bergeser ke laut dalam,” kata Dwi.

Dalam sosialisasi ini, detil dari program peningkatan kapasitas nasional disampaikan kepada asosiasi industri penunjang hulu migas dan perbankan. Beberapa diantaranya yakni identifikasi dan penilaian kemampuan perusahaan dan pabrikan, analisa gap antara kemampuan dan kapasitas pabrikan dengan spesifikasi dan volume proyek LNG Abadi, koordinasi bersama pabrikan potensial dalam meningkatkan kapasitas dan kualitas produksi agar bisa memenuhi standar proyek LNG Abadi, serta bantuan akses modal perbankan.

“Proyek ini diharapkan dapat mendorong multiplier effect di tingkat nasional maupun daerah, mulai dari fase konstruksi proyek LNG Abadi sekitar 2-3 tahun lagi. Ini merupakan efek berganda nyata yang akan segera terwujud,” ujar Dwi.

Dijelaskan Dwi, penguatan kemampuan perusahaan daerah dan masyarakat lokal menjadi salah satu program yang sudah disiapkan oleh INPEX bersama SKK Migas. Sehingga manfaat proyek LNG Abadi ini benar-benar memberikan dampak ekonomi dan kesejahteraan di wilayah sekitar, seperti di Kabupaten Kepulauan Tanimbar dan Provinsi Maluku. 

Upaya yang dilakukan antara lain dengan memfasilitasi kerja sama antara kontraktor nasional dan vendor daerah, bantuan kepada pemda dalam menyiapkan tenaga kerja dan vendor setempat sesuai kualifikasi proyek LNG Abadi. Menurutnya, pelaksanaan program-program ini akan melibatkan berbagai para pemangku kepentingan terkait, seperti para vendor dari industri penunjang hulu migas, BUMN, lembaga perbankan dan pembiayaan lainnya, pemerintah daerah, dan calon tenaga kerja.

“Saya optimis 2-3 tahun lagi kapasitas nasional dari vendor maupun tenaga kerja Indonesia akan mampu memenuhi standar kebutuhan proyek LNG Abadi serta target TKDN di proyek LNG Abadi dapat tercapai,” tutur Dwi.

Berdasarkan perhitungan SKK Migas yang juga telah disepakati dalam rencana pengembangan (Plan of Development/POD), pemanfaatan TKDN proyek LNG Abadi akan mencapai 26,62 %. 

“Dengan nilai pembangunan proyek sekitar US$ 19,8 miliar, maka akan ada potensi US$ 5,27 miliar atau setara dengan sekitar Rp 73 triliun belanja barang/jasa di dalam negeri. Ini adalah jumlah yang sangat besar, dan salah satu wujud nyata kontribusi hulu migas dalam membangun perekonomian Indonesia,” tegas Dwi.

TKDN ini dapat berupa kebutuhan berbagai barang dan jasa yang telah tersedia di dalam negeri dan mampu memenuhi kebutuhan fase konstruksi dan produksi proyek LNG Abadi. Dengan TKDN itu disediakan oleh perusahaan Indonesia di tingkat nasional dan daerah, maka lapangan pekerjaan bagi masyarakat Indonesia juga akan muncul. 

Sementara itu, Presiden Direktur Indonesia INPEX Masela Ltd Akihiro Watanabe mengatakan, INPEX mendukung program pemanfaatan TKDN, penggunaan vendor, dan penyerapan tenaga kerja Indonesia untuk pengembangan Proyek LNG Abadi.

“Proyek LNG Abadi ini sangat penting baik bagi kami maupun bagi Indonesia, sehingga langkah sinergi bersama ini kami dukung sepenuhnya,” ungkapnya.
