Pertamina awaits disbursement of incentives



PT Pertamina (Persero) is waiting for the government to provide incentives in managing the three terminated oil and gas blocks, while making savings to further improve the economics of the project.

Pertamina Upstream Director Dharmawan H. Samsu said there were two ways that could be done to improve the economics of the project. First, from Pertamina's body by reducing the economic constraints of the project through efficiency. Second, get incentives from the government. Efficiency that can be done by Pertamina is through rigless.

Rigless or drilling without rigs is nothing new at Pertamina. Rigless is done during well completion, aka preparation or refining of wells to be produced as well as when cleaning wells from sedimentation or scaling. Massive rigless activities are carried out in the Mahakam Block and the Sanga Sanga Block.

Currently it also proposes incentives to the government in managing three termination block working areas, including the Mahakam Block managed by Pertamina Hulu Mahakam (PHM) and the Sanga Sanga Block by Pertamina Hulu Sanga Sanga (PHSS).

The third working area is the East Kalimantan-Attaka Block, which is managed by Pertamina Hulu East Kalimantan (PHKT). Submission of incentives in the East Kalimantan-Attaka Block has not been made because it is still in the evaluation stage of the submission proposal. 

   In the three blocks, Pertamina carries out field development (OPLL) operations to increase oil and gas production. Moreover, the three oil and gas blocks have a very old production age.

Total E&P Indonesia

For example, the Mahakam Block has more than 40 years of age. Previously, the Mahakam Block was managed by Total E&P Indonesia. At present, the Mahakam Block has been managed by Pertamina Hulu Migas (PHM) by being able to maintain production of 740 MMscfd (million metric standard cubic feet per day) of 120 wells since September 2019. 

Previously, the block's production was below the realized figure. According to him, the increase in production was obtained from drilling new wells and the production from the reservoir obtained was greater than projected.

In an effort to maintain this production, PHM has proposed drilling 257 new wells with a potential resource of 279 billion cubic feet / Bcf and 9 million barrels of oil / MMBO.

INCENTIVE FORM

Even though the well drilling has been approved by SKK Migas, Pertamina still gets incentives to improve the economics of the project. These incentives can be in the form of additional revenue sharing from the government or leasing relief for state assets. From the company side, Pertamina will also reduce the limits to the economy. 

Meanwhile, Pertamina is also targeting to drill exploratory wells in the Mahakam Block in the Third Quarter / 2020 or around July 2020. Drilling is carried out in Tunu Field and South Peciko.

"There is such a thing as a commercial breakthrough. Look, for example, Pertamina feels that this is not economical. Come to the government, this can be economical if given this kind of incentive. The government will fair, this can not be per project, "he said.

Pertamina also proposed an incentive to drill 755 new wells in the Sanga Sanga Block. Until now, the government has not yet issued approval for drilling in 755 wells. Pertamina is targeting to drill 755 wells in the Sanga Sanga Block this year.

"It has been proposed [incentives to the government] if I'm not mistaken 2 weeks ago," he said.

According to him, Pertamina will also propose drilling new wells in the East Kalimantan-Attaka Block. At present, Pertamina is still evaluating the proposal to drill a new well in the block.

"We want to do it intensively and aggressively for all termination blocks, including ONWJ [Offshore North West Java]," he said.

Dharmawan explained that the three blocks were prioritized first because they had enormous oil and gas potential. Pertamina sought to continue to extend the life of the fields in the three blocks. Pertamina Hulu Mahakam General Manager John Anis said that his party would continue to do so saving one of them by reducing the cost of drilling wells. One of them is rigless because it is able to reduce material prices while speeding up the processing time.

Previously, the Special Task Force (SKK) for Upstream Oil and Gas Business Activities (Oil and Gas) claimed to be boosting the development of a number of oil and gas fields in three blocks in 2020, following the Mahakam Block whose proposal had been approved. The field development is to boost the production of lifting 1 million barrels per day (BPH) in 2030 and lifting natural gas by 12,000 MMscfd.

Pertamina Tunggu Kucuran Insentif

PT Pertamina (Persero) menanti pemberian insentif dari pemerintah dalam mengelola tiga blok minyak dan gas bumi terminasi, sembari melakukan penghematan guna makin meningkatkan keekonomian proyek.

Direktur Hulu Pertamina Dharmawan H. Samsu mengatakan ada dua cara yang dapat dilakukan untuk meningkatkan keekonomian proyek. Pertama, dari tubuh Pertamina dengan menurunkan batasan keekonomian proyek melalui efisiensi. Kedua, mendapatkan insentif dari pemerintah. Efisiensi yang dapat dilakukan Pertamina salah satunya melalui rigless. 

Rigless atau melakukan pengeboran tanpa rig bukan merupakan hal baru di Pertamina. Rigless dilakukan saat well completion alias persiapan atau penyempumaan sumur untuk diproduksikan maupun saat pembersihan sumur dari endapan atau scalling. Aktivitas rigless masif dilakukan di Blok Mahakam maupun Blok Sanga Sanga.

Saat ini pihaknya juga mengajukan insentif ke pemerintah dalam mengelola tiga wilayah kerja blok terminasi, termasuk di dalamnya Blok Mahakam yang dikelola oleh Pertamina Hulu Mahakam (PHM) dan Blok Sanga Sanga oleh Pertamina Hulu Sanga Sanga (PHSS). 

Wilayah kerja ketiga adalah Blok East Kalimantan-Attaka yang dikelola oleh Pertamina Hulu Kalimantan Timur (PHKT). Pengajuan insentif di Blok East Kalimantan-Attaka belum dilakukan karena masih dalam tahap evaluasi proposal pengajuan. 

    Di ketiga blok tersebut, Pertamina melakukan operasi pengembangan lapangan lapangan (OPLL) untuk meningkatkan produksi migas. Terlebih, ketiga blok migas tadi telah memiliki usia produksi yang sangat tua.

Sebagai contoh, Blok Mahakam telah memiliki usia lebih dari 40 tahun. Sebelumnya, Blok Mahakam dikelola oleh Total E&P Indonesia. Saat ini, Blok Mahakam telah dikelola Pertamina Hulu Migas (PHM) dengan mampu mempertahankan produksi sebesar 740 MMscfd (million metric standard cubic feet per day) dari 120 sumur Sejak September 2019. 

Sebelumnya, produksi blok tersebut berda di bawah angka realisasi tersebut. Menurutnya, peningkatan produksi ini didapat dari pengeboran sumur baru dan produksi dari reservoir yang didapat lebih besar dari proyeksi.

Dalam upaya mempertahankan produksi tersebut, PHM telah mengajukan pengeboran 257 sumur baru dengan potensi sumber daya sebanyak 279 miliar kaki kubik/Bcf dan 9 million barrels of oil/MMBO.

BENTUK INSENTIF

Meskipun pengeboran sumur telah disetujui SKK Migas, Pertamina tetap mendapatkan insentif untuk meningkatkan keekonomian proyek. Insentif tersebut dapat berupa bagi hasil tambahan dari pemerintah maupun keringanan sewa aset negara. Dari sisi perseroan, Pertamina juga akan menurunkan batasan ke ekonomian. 

Sementara itu, Pertamina juga menarget untuk melakukan pengeboran sumur eksplorasi di Blok Mahakam pada Kuartal III/2020 atau sekitar Juli 2020. Pengeboran dilakukan di Tunu Field dan South Peciko.

“Ada yang namanya commercial breakthrough. Begini, misalnya Pertamina merasa ini tidak ekonomis jangan diam saja. Datanglah ke pemerintah, Ini bisa ekonomis, kalau dikasih insentif semacam ini. Pemerintah akan fair ini bisa, ini tidak bisa per proyek,” katanya.

Pertamina juga mengajukan insentif ke pengeboran 755 sumur baru di Blok Sanga Sanga. Hingga saat ini persetujuan belum dikeluarkan pemerintah terhadap pengeboran di 755 sumur tersebut. Pertamina menargetkan pengeboran 755 sumur di Blok Sanga Sanga dapat dilakukan pada tahun ini. 

“Sudah diajukan [insentif ke pemerintah], kalau tidak salah 2 minggu yang lalu," katanya.

Menurutnya, Pertamina juga akan mengajukan pengeboran sumur baru di Blok East Kalimantan-Attaka. Saat ini, Pertamina masih melakukan evaluasi pada proposal pengeboran sumur baru di blok tersebut.

“Kami mau melakukan secara intensif dan agresif untuk semua blok terminasi, temiasuk ONWJ [Offshore North West Java],” katanya.

Dharmawan menjelaskan ketiga blok tersebut diutamakan terlebih dahulu karena memiliki potensi migas yang sangat besar Pertamina berupaya untuk terus memperpanjang umur lapangan di ketiga blok tersebut. 

General Manager Pertamina Hulu Mahakam John Anis mengatakan pihaknya akan terus melakukan penghematan salah satunya dengan menurunkan biaya pengeboran sumur. Salah satunya dengan rigless karena mampu menurunkan harga material sekaligus mempercepat waktu pengerjaan.

Sebelumnya, Satuan Kerja Khusus (SKK) Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (Migas) mengaku akan menggenjot pengembangan sejumlah lapangan migas di tiga blok pada 2020, menyusul Blok Mahakam yang proposalnya telah disetujui. Pengembangan lapangan tersebut untuk menggenjot produksi lifting 1 juta barel per hari (BPH) pada 2030 dan lifting gas bumi sebesar 12.000 MMscfd.

Kepala SKK Migas Dwi Soetjipto mengatakan pengembangan lapangan digenjot di tiga Wilayah kerja yakni Blok Sanga Sanga di Kalimantan Timur, Blok Sakakemang di Musi Banyuasin, Sumatra Selatan, dan Lapangan Merakes di Blok East Sepinggan, Sumatra Selatan. 

Ekonom Energi UGM Fahmy Radhi mengatakan fleksibilitas yang diberikan pemerintah melalui Kementerian ESDM mengenai kontrak bagi hasil akan mendorong pengembangan lapangan migas.

SKK Migas Accelerates Approval of Oil and Gas Block Development Plan



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) will accelerate the approval of the plan to develop several oil and gas blocks to achieve the oil production target of 1 million barrels per day (BPH). 


    The reason is, until the end of 2019, national oil lifting was recorded at only 735,219 bpd. Head of SKK Migas Dwi Soetjipto said, his party had begun the process of accelerating the plan of development / PoD for oil and gas blocks, both for production and exploration blocks.

According to him, the operator of the Sanga-Sanga Block, PT Pertamina Hulu Sanga-Sanga, has submitted a proposal for its development plan which includes drilling 755 wells. However, because the operator requested incentives from the government, the PoD agreement awaited a decision regarding the incentives.

At present, he still sees what incentives must be given so that the continued development of the Sanga-Sanga Block is very economical. Furthermore, he will submit the proposed incentive to the Minister of Energy and Mineral Resources. Drilling wells in the Sanga-Sanga Block are needed to boost the block's oil and gas production.

Repsol

The 755 wells have a gas potential of 1.2 trillion cubic feet and oil of 84.3 million barrels. Regarding Sakakemang Block, Dwi said, Repsol SA as the contractor's cooperation contract (KKKS) had completed the delineation process of oil and gas reserves. 

    However, the contractor is still waiting for reserve certification from the government-owned research and development agency ESDM (Energy Mineral Resources) which operates in the upstream oil and gas sector (Lemigas).

"If you have received certification, then POD can be expected to be included in this first quarter and hopefully by the end of 2021 it can be on stream," he said.

Dwi explained that the potential for Sakakemang Block gas reserves reaches 2 trillion cubic feet. However, to accelerate development, reserve certification is only carried out for a portion of the existing potential, namely 1 trillion cubic feet. For certification, all potentials still need additional drilling.

In addition to the three oil and gas blocks, SKK Migas has approved further development plans for the Mahakam Block. Earlier in its official statement, SKK Migas announced that PT Pertamina Hulu Mahakam would drill 257 wells in five fields in the Mahakam Block during the 2020-2022 period. The investment cost is the US $ 1.5 billion.

    SKK Migas will also ensure that the approved POD goes according to plan. Regarding the Merakes Block, PoD was approved in 2018. In the PoD, ENI plans to drill six underwater wells and build an underwater pipeline system that will be connected to the floating production facility / FPU Jangkrik in the Muara Bakau Block.

    The Merakes Field is targeted to start operating in 2021 with a production peak estimated to reach 60,305 barrels of oil equivalent per day / boepd.

Target Lifting

To pursue the oil production target of 1 million BPD, SKK Migas also recently inaugurated the Integrated Operation Center (IOC). According to Dwi, with this system, his party can oversee the operational activities of all KKKS in Indonesia every day online. In addition, his party can provide input to KKKS before events occur that hamper oil and gas production targets. Although, not all KKKS data are integrated with this system.

"In 2020, hopefully, it can be integrated with exploitation blocks of at least 90%," he said.

In the first phase, the development of IOC has resulted in integration and supervision online and in real-time. For the next development phase, the IOC will be equipped with data management and analysis. With IOC, SKK Migas hopes that the implementation of oil and gas operations in 2020 can be even better.

"At this time the IOC has also been able to monitor the implementation of drilling work so that it will be easier to conduct supervision. So that precautions can be taken if there is potential for delays in drilling work, "Dwi said.

As is known, in 2019 oil and gas lifting in 2020 is targeted at 755 thousand BPD for oil and 1.19 million barrels of oil equivalent per day for gas. Meanwhile, referring to SKK Migas data, the realization of lifting up to 31 December 2019 was recorded at only 735,219 BPD or 94.8% of the targeted 775 thousand BPD APBN and gas at only 5,934 million cubic feet per day (mmscfd) or 84.7% of the target of 7,000 mmscfd .

   Although, in terms of the activities carried out, the realization in 2019 is better than 2018. For details, the realization of well work was recorded at 821 or rose 30%, well drilling reached 320 wells or rose 5%, and 3D seismic activity jumped 475% to 6,837 square kilometers.

Dwi explained, there are several SKK Migas strategies in increasing national oil and gas production. It will maintain existing production levels to remain high, convert resources that have been found into proven reserves that can be produced, accelerate chemical injection through advanced drainage activities (EOR), as well as exploration for major discoveries.

National oil lifting, referring to data from the Ministry of Energy and Mineral Resources, had reached 861 thousand BPD in 2012. However, the realization of oil lifting continued to fall to 779 thousand BPD in 2015. Lifting oil again rose slightly in 2016 to 829 thousand BPD.


After that, the realization of oil lifting continues to fall to 804 thousand BPD in 2017 and 778 thousand BPD in 2018. While national gas lifting has continued since 2012, which once reached 1.2 million barrels of oil equivalent per day / boepd. Even in the last four years, national gas lifting has been below 1.2 million bopeds. In particular, gas lifting continues to fall to 1.19 million boepd in 2015, 1.18 million boepd in 2016, 1.14 million boepd in 2017, and 1.13 million boepd in 2019.

SKK Migas Percepat Persetujuan Rencana Pengembangan Blok Migas

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) akan mempercepat persetujuan persetujuan rencana pengembangan beberapa blok migas untuk mencapai target produksi minyak 1 juta barel per hari (BPH). 

     Pasalnya, hingga akhir tahun 2019 lalu, lifting minyak nasional tercatat hanya sebesar 735.219 bph. Kepala SKK Migas Dwi Soetjipto menuturkan, pihaknya telah memulai proses percepatan plan of development/PoD blok migas, baik untuk blok produksi maupun eksplorasi. 

Beberapa lapangan yang ditargetkannya sudah mendapat persetujuan PoD ini yakni Sanga-Sanga, Sakakemang, dan Merakes. Menurut dia, operator Blok Sanga-Sanga yakni PT Pertamina Hulu Sanga-Sanga, telah mengajukan proposal rencana pengembangannya yang meliputi pengeboran 755 sumur. Namun, lantaran operator meminta insentif dari pemerintah, maka persetujuan PoD menunggu keputusan terkait insentif tersebut.

“Sanga-sanga punya potensi besar, tentu saja perlu kalkulasi mengenai keekonomian itu. Menteri Energi dan Sumber Daya Mineral Arifin Tasrif sudah memberikan support bahwa kami akan lebih fleksibel di dalam melihat tingkat keekonomian, artinya perubahan insnetif akan dimungkinkan,” jelas Dwi

Saat ini, pihaknya masih melihat insentif apa yang harus diberikan agar pengembangan lanjutan Blok Sanga-Sanga ini sangat ekonomis. Selanjutnya, pihaknya akan mengajukan usulan insentif ini kepada Menteri ESDM. Pengeboran sumur di Blok Sanga-Sanga dibutuhkan untuk menggenjot produksi migas blok tersebut. 

Ke-755 sumur ini memiliki potensi gas 1,2 triliun kaki kubik dan minyak 84,3 juta barel. Terkait Blok Sakakemang, Dwi menyebutkan, Repsol SA selaku kontraktor kontrak kerja sama (KKKS) blok tersebut telah merampungkan proses deliniasi cadangan migas. Namun, kontraktor masih menunggu sertifikasi cadangan dari lembaga penelitian dan pengembangan ESDM (Energi Sumber Daya Mineral) milik pemerintah yang beroperasi dalam bidang hulu Migas (Lemigas). 

“Kalau sudah mendapat sertifikasi, maka POD bisa diharapkan bisa dimasukkan di triwulan pertama ini dan diharapkan akhir 2021 bisa on stream,” tutur dia. 

Dwi sempat menjelaskan, potensi cadangan gas Blok Sakakemang mencapai 2 triliun kaki kubik. Namun, untuk mempercepat pengembangan, sertifikasi cadangan hanya dilakukan untuk sebagian potensi yang ada, yakni 1 triliun kaki kubik. Untuk sertifikasi seluruh potensi yang ada masih membutuhkan tambahan pengeboran. 

Selain ketiga blok migas tersebut, SKK Migas telah menyetujui rencana pengembangan lanjutan untuk Blok Mahakam. Sebelumnya dalam keterangan resminya, SKK Migas mengumumkan bahwa PT Pertamina Hulu Mahakam akan mengebor 257 sumur di lima lapangan di Blok Mahakam selama periode 2020-2022. 
Biaya investasi yang dikucurkan yakni sebesar US$ 1,5 miliar. SKK Migas juga akan memastikan POD yang telah disetujui berjalan sesuai rencana. Terkait Blok Merakes, PoD telah disetujui pada 2018 lalu. 

     Dalam PoD tersebut, ENI rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung/FPU Jangkrik di Blok Muara Bakau. Lapangan Merakes ditargetkan mulai beroperasi pada 2021 dengan puncak produksi yang diperkirakan bisa mencapai 60.305 barel setara minyak per hari/boepd.

Target Lifting

Untuk mengejar target produksi minyak 1 juta bph, SKK Migas juga baru saja meresmikan Integrated Operation Center (IOC). Menurut Dwi, dengan sistem ini, pihaknya bisa mengawasi kegiatan operasi seluruh KKKS di Indonesia setiap hari secara online. Selain itu, pihaknya dapat memberikan masukan kepada KKKS sebelum terjadi kejadian yang menghambat target produksi migas. Walaupun, belum seluruh data KKKS terintegrasi dengan sistem ini. 

“Pada 2020 ini, mudah-mudahan bisa untuk integrasi dengan blok eksploitasi paling tidak 90%,” ujarnya. 

Pada fase pertama, pengembangan IOC telah dihasilkan integrasi dan pengawasan secara online dan real time. Untuk fase pengembangan tahap berikutnya, IOC akan dilengkapi dengan manajemen dan analisis data. Dengan IOC, SKK Migas berharap pelaksanaan kegiatan operasi migas di 2020 dapat lebih bagus lagi.

“Saat ini di IOC juga telah mampu memonitor pelaksanaan pekerjaan drilling, sehingga akan semakin memudahkan dalam melakukan pengawasan. Sehingga dapat dilakukan tindakan pencegahan jika ada potensi keterlambatan pekerjaan drilling,” ujar Dwi. 

Seperti diketahui, pada tahun 2019 lifting migas tahun 2020 ditargetkan sebesar 755 ribu bph untuk minyak dan 1,19 juta barel setara minyak per hari untuk gas. Sementara itu, mengacu data SKK Migas, realisasi lifting hingga 31 Desember 2019 tercatat hanya 735.219 bph atau 94,8% dari target APBN 775 ribu bph dan gas hanya 5.934 juta kaki kubik per hari (mmscfd) atau 84,7% dari target 7.000 mmscfd. 

Walaupun, dari sisi kegiatan yang dilakukan, realisasi di 2019 lebih baik dari 2018. Rincinya, realisasi pekerjaan kerja ulang sumur tercatat sebanyak 821 atau naik 30%, pengeboran sumur mencapai 320 sumur atau naik 5%, dan kegiatan seismik 3D melonjak 475% menjadi 6.837 kilometer persegi.

Dwi menjelaskan, ada beberapa strategi SKK Migas dalam meningkatkan produksi migas nasional. Pihaknya akan mempertahankan tingkat produksi eksisting agar tetap tinggi, mengubah sumber daya yang telah ditemukan menjadi cadangan terbukti agar bisa diproduksi, mempercepat injeksi kimia melalui kegiatan pengurasan tahap lanjut (Enhance Oil Recovery/EOR), serta eksplorasi untuk penemuan besar. 

Lifting minyak nasional, mengacu data Kementerian ESDM, sempat mencapai 861 ribu bph pada 2012. Namun, realisasi lifting minyak ini terus turun menjadi 779 ribu bph pada 2015. Lifting minyak kembali naik sedikit pada 2016 menjadi 829 ribu bph. 

Setelah itu, realisasi lifting minyak terus turun menjadi 804 ribu bph pada 2017 dan 778 ribu bph pada 2018. Sementara lifting gas nasional terus sejak 2012 yang pernah mencapai 1,2 juta barel setara minyak per hari/boepd. Bahkan dalam empat tahun terakhir, lifting gas nasional sudah di bawah 1,2 juta boped. Rincinya, lifting gas terus turun menjadi 1,19 juta boepd pada 2015, 1,18 juta boepd pada 2016, 1,14 juta boepd pada 2017, dan 1,13 juta boepd pada tahun 2019 lalu.

Tanjung Enim Block Development Plan Approved Soon



The Ministry of Energy and Mineral Resources (ESDM) will approve the development plan / PoD Tanjung Enim coal methane gas block / CBM in January 2020. If realized, this CBM block will be the first to reach the POD stage in Indonesia. 

    Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, said that the completion of the Tanjung Enim Block POD had been hampered by economic problems in the project and gas prices. However, these two problems are expected to be completed soon. Thus, the Tanjung Enim Block POD can be immediately approved.

"So it is the first CBM block in Indonesia that can be signed by its first POD. Hopefully in 2020 [POD is approved] in January, "he said.


He explained, Tanjung Enim CBM Block was managed by an oil and gas company from Australia Nu Energy Gas Limited through its affiliate, Dart Energy (Tanjung Enim) Pte Ltd. Gas from the unconventional oil and gas block will later be taken by PT Pertamina Gas (Pertagas) to be distributed to end consumers. Rencana Pengembangan Blok Tanjung Enim Segera Disetujui

Kementerian Energi dan Sumber Daya Mineral (ESDM) akan memberikan persetujuan rencana pengembangan/PoD blok gas metana batubara/CBM Tanjung Enim pada Januari 2020. Jika terealisasi, blok CBM ini akan jadi yang pertama kali mencapai tahap POD di Indonesia. 

     Pelaksana Tugas Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM Djoko Siswanto mengatakan, penyelesaian POD Blok Tanjung Enim ini sempat terkendala masalah keekonomian proyek dan harga gas. Namun, kedua masalah ini diharapkan bisa segera rampung. Dengan demikian, POD Blok Tanjung Enim ini bisa segera disetujui. 

“Jadi Blok CBM pertama di Indonesia yang dapat ditandatangani POD pertamanya. Mudah-mudahan tahun 2020 [POD disetujui] di bulan Januari,” kata dia.

Dia menjelaskan, Blok CBM Tanjung Enim dikelola oleh perusahaan migas dari Australia Nu Energy Gas Limited melalui afiliasinya, Dart Energy (Tanjung Enim) Pte Ltd. Gas dari blok migas non-konvensional ini nantinya bakal diambil oleh PT Pertamina Gas (Pertagas) untuk didistribusikan ke konsumen akhir. Pada tahap awal, produksi gas blok ini sekitar 25 juta kaki kubik per hari/mmscfd. 

“Pertama ini di Indonesia, produksi 25 mmscfd dulu. Kalau ini berhasil, bisa dikembangkan lagi hingga ratusan mmscfd,” ujar Djoko.

Meski merupakan blok migas non-konvensional, Djoko menyebutkan bahwa harga gas dari Blok Tanjung Enim justru di bawah rata-rata harga gas di hulu nasional, yakni sekitar US$ 5 per juta british thermal unit/ mmbtu. 

     Pasalnya, dalam proses penyusunan PoD, pihaknya mendorong kontraktor untuk melakukan efisiensi dengan menggunakan teknologi. PoD yang akan disetujui meliputi sejumlah kegiatan yang akan dilakukan kontraktor dalam mengembangkan Blok Tanjung Enim. Salah satunya yakni pengeboran sumur produksi. 

“Ada 209 sumur di PoD-nya,” tambah Djoko.

Dalam laman resminya, Nu Energy menyatakan bahwa Blok Tanjung Enim memiliki lokasi strategis. Pasalnya, blok ini terletak dari dua kota yang perekonomian dan industrinya sedang tumbuh, yakni Prabumulih dan Palembang. 

    Selain itu, blok ini dekat dengan infrastruktur milik PT Bukit Asam Tbk dan PT Pertamina (Persero), sekaligus dari pipa gas ke Jawa dan Singapura. Cadangan 1C blok migas non-konvensional ini sebesar 75 miliar kaki kubik. 

Saat ini, Nu Energy sedang menjalankan lima titik tes pilot produksi. Nu Energy juga telah memperoleh persetujuan Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) untuk menyusun POD area utara dari Blok Tanjung Enim. 

    Dari kegiatan eksplorasi, Nu Energy telah memperoleh data dari pengeboran 13 sumur CBM, 27 sumur tambang batu bara, dan lima sumur migas konvensional, serta 55 jalur seismik.

Spur Lifting 1 Million Barrels

As of December 20, 2019, Senipah Terminal has carried out 74 oil shipments with an average of six to nine times each month. Outlook 2019, Senipah Terminal is targeting to be able to produce oil of 35.7 MBOPD with a lifting of 36.1 MBOPD. 

    The lifting amount covers 99% of the target work program and budget (WP&B) agreed by the Cooperation Contract Contractor (KKKS) together with SKK Migas. Meanwhile, if it is adjusted to the central government's target, the amount of lifting still covers 71.6% of the APBN target.

Realization until 22 December 2019, Senipah Terminal has produced 35.7 MBOPD with 34.6 MBOPD liftings. Oil and gas production in the Mahakam Block experienced a peak in the 1980s. After that, a natural decline in production occurs. Moreover, gas production such as balloons which when stabbed or drilled will experience high production but slowly decreases dramatically. Unlike the relatively flat oil production.

Dwi Soetjipto acknowledged the efforts made by PHM to hold the rate of decline in production were very massive, starting from optimizing the baseline interventions of existing and new wells, and lowering the pressure in existing fields. 

    However, he admitted that the APBN lifting target was not in accordance with the conditions on the ground. For example, the gas lifting target in the Mahakam Block based on the 2019 National Budget is 1,100 million cubic feet per day (MMSCFD), but the realization is only around 720 MMSCFD.



"The Mahakam Block even when Total [operated by Total before the transition to Pertamina Upstream Mahakam] was red, the figure was below 700 [MMSCFD]," he said.
Dwi is optimistic that the Indonesian oil and gas industry will one day enter the second golden era. He gave an example that the United States, which was previously the world's largest oil importer, is now able to become an exporter country thanks to advanced oil drainage with the Enhanced Oil Recovery (EOR) technique. In 2030, Indonesia is believed to be able to lift 1 million barrels of oil per day. Followed by natural gas lifting of 12,000 MMSCFD.

Like driving a bicycle fast, Dwi Soetjipto tried to realize the dream. There are four strategies that will be carried out, namely optimizing existing fields, making reserve wells for production, EOR, and aggressively conducting exploration. 

   Specifically in the Mahakam Block, SKK Migas has approved the Optimization of the Development of the First Field (OPLL-1) PHM of 257 wells in five sector areas namely 200 in the Tunu field, 18 wells in the Handil field, 8 wells in the Tambora field, 22 wells in the Peciko field, and 9 wells in the Bekapai field.

The well's potential resource is believed to be 279 billion cubic feet / BCF and 9 million barrels of oil / MMbbl. Later, field optimization will be followed by the next OPLL. Specifically OPLL-1, will guarantee the development of Mahakam Block production until 2022.

"The SKG MIgas began to change, the Mahakam OPLL was the first to be approved with the highest number of wells in only one approval, which is 257 wells. Usually only 10 of these wells are approved and specifically for Mahakam, "he said.

SKK Migas is also currently evaluating the PHSS OPLL proposal in the Sanga Sanga Block. The plan, PHSS will drill 755 wells which are believed to be able to encourage production until 2031. Exploration is also encouraged in other blocks. In fact, currently, SKK Migas is fighting for a number of incentives that are able to be received by KKKS in managing uneconomic fields.

These incentives can be in the form of taxation, credit, or profit-sharing schemes. Director of Pertamina Hulu Mahakam (PHM) Eko Agus Sardjono said that his party needed incentives from the government because the fields to be produced were not included in the economic scale. 

     In 2020, PHM plans to drill 115 development wells and two exploration wells. Pertamina Upstream General Manager Sanga-Sanga Ateng Surahman also claimed to need support from the government to increase the economic value of the project due to the small nature of the reservoir.

At present, PHSS oil lifting is 10,500 BOPD and gas is 67 MMSCFD. PHSS began to drill 4 new wells in 2018 and continued in 2019. 27 wells were aimed at increasing production. In 2020, the plan is to drill 40 oil and gas wells.

Memacu Lifting 1 Juta Barel

Matahari belum begitu terik, tetapi pria yang menjabat sebagai Kepala Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) itu seperti berlomba dengan waktu. Setelah mengayuh sepeda kurang lebih 10 menit, akhirnya dia berhenti di sebuah area padang rumput hijau. Tampak hanya sebuah alat berat yang dikelilingi rantai-rantai besi. 

Dwi ,kemudian berhenti tepat di depan papan berkarat bertuliskan Badak 1, yang merupakan sumur gas pertama di Indonesia berproduksi. Pertama kali dibor pada 27 November 1971 dan saat ini sumur Badak 1, di Lapangan Badak Blok Sanga Sanga sudah tidak berproduksi lagi.

Kunjungan ke sumur tua pada Sabtu (28/12/2019) itu menutup perjalanannya selama 3 hari 2 malam di Kalimantan Timur. Jelang akhir tahun 2019, ada dua operator blok migas yang dikunjunginya yakni Terminal Senipah yang dioperatori Pertamina Hulu Mahakam (PHM) dan Pertamina Hulu Sanga Sanga (PHSS). Khusus di Terminal Senipah, dia meninjau kesiapan lifting akhir tahun. 

Menurut jadwal, PHM akan melakukan lifting akhir tahun pada 30 dan 31 Desember 2019 dengan masing-masing sebesar 175 million barrel oil per day (MBOPD) Bekapai Crude Oil dan 350 MBOPD Handil Mix Crude (HMC).

Adapun hingga 20 Desember 2019, Terminal Senipah telah melakukan 74 kali pengapalan minyak dengan rata-rata setiap bulan sebanyak enam hingga sembilan kali. Outlook 2019, Terminal Senipah menarget mampu memproduksi minyak sebesar 35,7 MBOPD dengan lifting 36,1 MBOPD. 

     Besaran lifting tersebut menliputi 99% target work program and budget (WP&B) yang disetujui Kontraktor Kontrak Kerja Sama (KKKS) bersama SKK Migas. Sementara itu, jika disesuaikan dengan target pemerintah pusat, besaran lifting itu masih mencakup 71,6% dari target APBN.

Realisasi hingga 22 Desember 2019, Terminal Senipah telah memproduksi 35,7 MBOPD dengan lifting 34,6 MBOPD. Produksi migas di Blok Mahakam mengalami puncak kejayaan pada era 1980-an. Setelahnya, penurunan produksi secara alami atau natural decline terjadi. 

    Apalagi, produksi gas seperti balon yang ketika ditusuk atau dibor akan mengalami produksi tinggi tetapi perlahan menurun drastis. Berbeda dengan produksi minyak yang relatif datar.

Dwi Soetjipto mengakui, upaya yang dilakukan PHM untuk menahan laju penurunan produksi sangat masif mulai dari optimalisasi baseline intervensi sumur eksisting maupun sumur baru, dan lowering pressure di lapangan-lapangan eksisting. 

      Namun, target lifting APBN diakuinya memang tidak sesuai dengan kondisi di lapangan. Misalnya, target lifting gas di Blok Mahakam berdasarkan APBN 2019 adalah sebesar 1.100 juta kaki kubik per hari (MMSCFD), tetapi realisasinya hanya mencapai sekitar 720 MMSCFD.

“ Blok Mahakam bahkan saat Total [dioperatori Total sebelum transisi ke Pertamina Hulu Mahakam] pun merah, angkanya di bawah 700 [MMSCFD],” katanya.

Dwi optimistis industri minyak dan gas di Indonesia kelak akan memasuki second golden era. Dia mencontohkan Amerika Serikat, yang sebelumnya menjadi importir minyak terbesar dunia, kini justru mampu menjadi negara eksportir berkat pengurasan minyak tahap lanjut dengan teknik Enhanced Oil Recovery (EOR). Pada 2030, Indonesia diyakini akan mampu melakukan lifting 1 juta barel minyak per hari. Diikuti dengan lifting gas bumi sebesar 12.000 MMSCFD.

Seperti memacu sepeda dengan kencang, Dwi Soetjipto berupaya merealisasikan mimpi tersebut. Ada empat strategi yang akan dilakukan yakni optimalisasi lapangan eksisting, menjadikan sumur-sumur cadangan untuk bisa berproduksi, EOR, dan gencar melakukan eksplorasi. 

   Khusus di Blok Mahakam, SKK Migas telah menyetujui Optimasi Pengembangan Lapangan Lapangan Pertama (OPLL-1) PHM sebanyak 257 sumur di lima sektor area yakni 200 di lapangan Tunu, 18 sumur di lapangan Handil, 8 sumur di lapangan Tambora, 22 sumur di lapangan Peciko, dan 9 sumur di lapangan Bekapai.

Potensi sumber daya sumur tersebut diyakini sebanyak 279 miliar kaki kubik/BCF dan 9 million barrels of oil/MMbbl. Nantinya, optimalisasi lapangan akan diikuti dengan OPLL selanjutnya. Khusus OPLL-1, akan menjamin pengembangan produksi Blok Mahakam hingga 2022.

“SKK MIgas mulai berubah, OPLL Mahakam merupakan yang pertama kali disetujui dengan jumlah sumur terbanyak hanya dalam satu approval yakni 257 sumur.
Biasanya hanya 10 sumur ini sekali persetujuan dan khusus untuk Mahakam,” katanya.

SKK Migas juga saat ini sedang melakukan evaluasi proposal OPLL PHSS di Blok Sanga Sanga. Rencananya, PHSS akan mengebor 755 sumur yang diyakini
akan mampu mendorong produksi hingga 2031. Eksplorasi juga didorong di blok blok lain. Bahkan, saat ini SKK Migas sedang memperjuangkan sejumlah insentif yang mampu diterima KKKS dalam mengelola lapangan-lapangan yang tidak ekonomis. 

Insentif tersebut dapat berupa perpajakan, kredit, maupun skema bagi hasil. Direktur Utama Pertamina Hulu Mahakam (PHM) Eko Agus Sardjono mengatakan, pihaknya membutuhkan insentif dari pemerintah karena lapangan-lapangan yang akan diproduksi tersebut tidak masuk dalam skala keekonomian. 

     Pada 2020, PHM berencana mengebor 115 sumur pengembangan dan dua sumur eksplorasi. General Manager Pertamina Hulu Sanga-Sanga Ateng Surahman juga mengaku butuh dukungan dari pemerintah untuk meningkatkan nilai keekonomian proyek karena sifat reservoar yang kecil-kecil.

Saat ini, lifting minyak PHSS sebesar 10.500 BOPD dan gas sebesar 67 MMSCFD. PHSS mulai mengebor sumur baru pada 2018 sebanyak 4 sumur dan dilanjutkan pada 2019. sebanyak 27 sumur dengan tujuan untuk meningkatkan produksi. Pada 2020, rencananya akan dilakukan pengeboran 40 sumur migas.

PSGL and Pertamina EP Complete Survey in Matindok Block

The Geomarin III Research Vessel departs from the Port of Bitung towards the first Leg 3 coring survey location in Matindok Waters, Luwuk, Central Sulawesi since 9 December 2019. Previously, the team conducted a geophysical survey on 26 October to 7 November 2019, while the geological survey began on 13 November until the end of December 2019. The Center for Marine Geology Research and Development carried out all survey activities for three months, from preparation, acquisition of geophysical data and sampling for geochemical analysis.

Data acquisition activities have begun in mid-October to the end of December 2019. Microseepage targets for all of these activities include 180 locations, macroseepage covering 20 locations and well calibration as many as 30 locations. Leg-2 successfully completed 121 points, consisting of 101 microseepage locations and 20 macroseepages and 10 well calibration locations.

P3GL conducted a survey on an area of ​​1,225 km2 with an average water depth above 500 meters to 1,000 meters. The survey vehicle used in this study was KR Geomarin III and supported by geological and geophysical survey equipment, including Multibeam Echosounder (MBES), Subbuttom Profiling (SBP), Sidescan Sonar (SSS), and Piston Corer equipment, and equipped with Sound Velocity Profile (SVP).

In general, the Donggi-Matindok oil and gas field has an important role in supporting the production of Indonesia's liquefied natural gas (LNG). PT Pertamina EP Asset 4 has developed the Donggi Matindok Field oil and gas field since April 2016.

PSGL dan Pertamina EP Selesaikan Survei di Blok Matindok

Setelah menyelesaikan Leg-2, Badan Layanan Umum (BLU) Pusat Penelitian dan Pengembangan Geologi Kelautan, Badan Litbang ESDM bersama PT Pertamina EP menyelesaikan Survei Geokimia Microseapage Area Offshore Leg-3 di Blok Matindok, Sulawesi Tengah pada 20 Desember 2019. Kapal Riset Geomarin III (KR Geomarin III) telah tiba kembali di Pelabuhan Cirebon pada tanggal 26 Desember 2019. 

Sebelumnya Kepala Badan Litbang Kementerian ESDM Dadan Kusdiana menyebut, survei dilakukan untuk meningkatkan potensi cadangan minyak dan gas, demi menjamin keberlangsungan industri hulu migas. Salah satu potensi yang besar adalah potensi sumber daya migas di area lepas pantai Matindok, yang meliputi area prospek Bubalus, Kudu-kudu dan Kepe-kepe.

“Kegiatan ini juga dimaksudkan untuk mengantisipasi tingginya risiko pengeboran dan biaya tinggi, terkait dugaan keberadaan potensi hidrokarbon di area Pantai Matindok serta mengurangi resiko operasional pemboran di laut dalam,” ungkap Dadan seperti dikutip www. esdm.go.id.

Kapal Riset Geomarin III bertolak dari Pelabuhan Bitung menuju lokasi survei coring pertama Leg 3 di Perairan Matindok, Luwuk, Sulawesi Tengah sejak tanggal 9 Desember 2019. Sebelum memulai Leg-3, BLU P3GL bersama PT Pertamina EP menggelar Management Walk Through (MWT) untuk kegiatan survei Geokimia Matindok, di Bitung Sulawesi Utara pada tanggal 8-9 Desember 2019. 

Selama 15 hari, tim melakukan coring 79 sampel microseepage dan melakukan coring kalibrasi dua sumur pemboran dengan jumlah sampel 20 buah. Sebelumnya tim telah melaksanakan survei geofisika pada tanggal 26 Oktober hingga tanggal 7 November 2019, sedangkan survei geologi mulai dilaksanakan tanggal 13 November hingga akhir bulan Desember 2019 Pusat Penelitian dan Pengembangan Geologi Kelautan melaksanakan seluruh kegiatan survei selama tiga bulan, mulai dari persiapan, akuisisi data geofisika dan pengambilan sampel untuk analisis geokimia.

Kegiatan akuisisi data telah dimulai pertengahan bulan Oktober hingga akhir bulan Desember 2019. Target microseepage pada seluruh kegiatan ini meliputi 180 lokasi, macroseepage meliputi 20 lokasi dan kalibrasi sumur sebanyak 30 lokasi. Leg-2 berhasil menyelesaikan 121 titik, yang terdiri dari 101 lokasi microseepage dan 20 macroseepage dan 10 lokasi kalibrasi sumur. 

P3GL melakukan survei pada area seluas 1.225 km2 dengan kedalaman air rata-rata di atas 500 meter hingga 1.000 meter. Wahana survei yang dipergunakan dalam penelitian ini adalah KR Geomarin III dan ditunjang peralatan survey geologi dan geofisika, di antaranya Multibeam Echosounder (MBES), Subbuttom Profiling (SBP), Sidescan Sonar (SSS), serta peralatan Piston Corer, dan dilengkapi dengan Sound Velocity Profile (SVP).

Secara umum, Lapangan migas Donggi-Matindok memiliki berperan penting dalam mendukung produksi gas alam cair atau Liquefied Natural Gas (LNG) Indonesia. PT Pertamina EP Asset 4 mengembangkan lapangan migas Donggi Matindok Field sejak April 2016 lalu.
