Pertamina and ADNOC Work in Balongan Refinery



PT Pertamina and the national oil company Abu Dhabi, ADNOC, have agreed to work together to further develop the potential for developing the Integrated Petrochemical Refinery Complex in Balongan, Indramayu, West Java.


The signing of a memorandum of understanding (MoU) between Pertamina and ADNOC was carried out in Abu Dhabi, United Arab Emirates (UAE), on Sunday (1/12/2020).

    Pertamina President Director Nicke Widyawati said the MoU was a follow-up to the comprehensive strategic framework (CSF) agreement that had been signed by both parties in July 2019.

The MoU was conducted to explore opportunities for cooperation in all oil and gas business chains, both in the UAE, Indonesia and internationally. Nicke further explained, as a result of the intensive discussion, Pertamina and ADNOC succeeded in increasing the agreement towards a more strategic and specific direction.

Among them are to evaluate the potential for developing crude to petrochemical complexes in Balongan. As a first step, both parties will study and explore the proposed business structure and technical configuration in the development of the refinery.

"Pertamina is opening up to a strategic partnership. The potential collaboration with ADNOC will strengthen Pertamina's business steps especially in optimizing the development of petrochemical refineries in Balongan, West Java so that later it can produce high-value products and meet the demand for domestic and foreign petrochemical products, especially polyolefins, "Nicke said.

On the same occasion, Pertamina and ADNOC also signed LPG supply agreements. This year, ADNOC will provide LPG up to 528,000 metric tons for Pertamina in order to secure domestic LPG needs.

"This transaction is also effective because the source is directly from the producer," Nicke said.

For information, ADNOC is known as one of the largest LPG producers in the world with a capacity of more than 10 million metric tons per year.

Pertamina dan ADNOC Kerjaama di Kilang Balongan

PT Pertamina dan perusahaan minyak nasional Abu Dhabi, ADNOC, bersepakat menjalin kerja sama untuk mengembangkan lebih lanjut potensi pengembangan Kompleks Kilang Terintegrasi Petrokimia di Balongan, Indramayu, Jawa Barat. 

Penandatanganan nota kesepahaman (MoU) antara Pertamina dan ADNOC dilakukan di Abu Dhabi, Uni Emirat Arab (UEA), pada Minggu (12/1/2020).
Direktur Utama Pertamina Nicke Widyawati menyatakan MoU itu merupakan tindak lanjut dari kesepakatan comprehensive strategic framework (CSF) yang telah ditandatangani kedua belah pihak pada Juli 2019.

MoU dilakukan untuk menjajaki peluang kerja sama di seluruh mata rantai bisnis minyak dan gas, baik di UEA, Indonesia, maupun internasional. Lebih lanjut Nicke menjelaskan, sebagai hasil diskusi intensif tersebut, Pertamina dan ADNOC berhasil meningkatkan kesepakatan ke arah yang lebih strategis dan spesifik. 

Diantaranya untuk mengevaluasi potensi pengembangan crude to petrochemicals complex di Balongan. Sebagai langkah awal, kedua belah pihak akan mempelajari dan mendalami usulan struktur bisnis dan konfigurasi teknis pada pengembangan kilang tersebut.

“Pertamina membuka diri untuk strategic partnership. Potensi kolaborasi dengan ADNOC akan memperkuat langkah bisnis Pertamina khususnya dalam mengoptimalkan pengembangan kilang petrokimia di Balongan Jawa Barat sehingga nantinya dapat menghasilkan produk yang bernilai tinggi serta memenuhi permintaan produk petrokimia dalam dan luar negeri, terutama polyolefin,” ujar Nicke.

Dalam kesempatan yang sama Pertamina dan ADNOC juga menandatangani perjanjian pasokan elpiji. Pada tahun ini ADNOC akan menyediakan elpiji sampai dengan 528.000 metrik ton untuk Pertamina dalam rangka mengamankan kebutuhan elpiji dalam negeri.

“Transaksi ini juga efektif karena sumbernya langsung dari produsen,” ujar Nicke.

Sebagai informasi, ADNOC dikenal sebagai salah satu produsen elpiji terbesar di dunia dengan kapasitas lebih dari 10 juta metrik ton per tahun.

Pertamima and Adnoc Explore Potential of Balongan Refinery

Nicke Widyawati ensured Pertamina was open to strategic cooperation. The potential collaboration with Adnoc, according to him, will strengthen Pertamina's business steps, especially in optimizing the development of the petrochemical refinery in Balongan.

She considered the potential of this cooperation was important because the development of the crude oil processing complex into petrochemicals would also be integrated with Balongan's Refinery Development Master Plan (RDMP).

In addition, Pertamina and Adnoc also signed a supply agreement for Liquefied Petroleum Gas (LPG). Thus, in 2020 Adnoc will provide LPG up to 528 thousand MT LPG to Pertamina in order to secure the domestic LPG needs.

    Meanwhile, Adnoc CEO Sultan Ahmed al Jaber said the agreement with Pertamina would support and strengthen the company's presence in Indonesia. Al-Jaber rate, Indonesia is one of the fastest-growing markets in Southeast Asia.

"This signed agreement also shows opportunities for innovative value creation and strong bilateral relations between the UAE and the Republic of Indonesia," Al-Jaber said.

In addition to cooperating with Adnoc, Pertamina is also collaborating with UAE company, Mubadala, to accelerate the development of RDMP Balikpapan, East Kalimantan.

PT Pertamina (Persero) dan perusahaan minyak Uni Emirat Nab (UEA) Adnoc telah berkomitmen mengembangkan Kompleks Kilang Terintegrasi Petrokimia di Balongan, Jawa Barat. Kedua perusahaan juga telah menandatangani nota kesepahaman atau memorandum of understanding (MOU) untuk mengembangkan lebih lanjut potensi pengembangan Kilang Balongan di Abu Dhabi, UEA.

Direktur Utama Pertamina Nicke Widyawati menyatakan, kedua perusahaan sepakat untuk meningkatkan kerja sama ke arab yang lebih spesifik dan strategis. 

"Sebagai langkah awal, kedua belah pihak akan mempelajari dan mendalami usulan struktur bisnis dan kofigurasi teknis atas pengembangan kilang tersebut," kata Nicke.

Kesepakatan tersebut merupakan tindak lanjut dari kesepakatan Comprehensive Strategic Frame-work (CSF) yang telah ditandatangani kedua belah pihak pada Juli 2019. Hal tersebut dilakukan untuk menjajaki peluang kerja sama di seluruh mata rantai bisnis minyak dan gas, baik di UEA, Indonesia, maupun internasional. 

Nicke Widyawati memastikan Pertamina membuka diri untuk kerja sama strategis. Potensi kolaborasi dengan Adnoc, menurut dia akan memperkuat langkah bisnis Pertamina khususnya dalam mengoptimalkan pengembangan kilang petrokimia di Balongan.

“Sehingga nantinya dapat menghasilkan produk yang bernilai tinggi serta memenuhi permintaan produk petrokimia dalam dan luar negeri terutama polyolefin," tutur Nicke.

Nicke Widyawati menilai potensi kerja sama ini penting karena pengembangan kompleks pengolahan minyak mentah menjadi petrokimia juga akan terintegrasi dengan Refinery Development Master Plan (RDMP) Balongan. 

Selain itu, Pertamina dan Adnoc juga menandatangani perjanjian pasokan liquied petroleum gas (LPG). Dengan demikian, pada 2020 Adnoc akan menyediakan LPG sampai dengan 528 ribu MT LPG untuk Pertamina dalam rangka mengamankan kebutuhan LPG dalam negeri.

“Transaksi ini juga efektif karena sumbernya langsung dari produsen,” ungkap Nicke.

Terkait pasokan LPG, Adnoc dikenal sebagai salah satu perusahaan minyak dan gas yang memproduksi LPG terbesar di dunia dengan kapasitas mencapai lebih dari 10 juta MT per tahun. 

    Sementara itu, CEO Adnoc Sultan Ahmed al Jaber mengatakan, perjanjian dengan Pertamina akan mendukung dan memperkuat kehadiran perusahaannya di Indonesia. Al-Jaber menilai, Indonesia adalah salah satu pasar dengan pertumbuhan ekonomi tercepat di Asia Tenggara.

"Kesepakatan yang telah ditandatangani ini juga menunjukkan peluang penciptaan nilai yang inovatif dan hubungan bilateral yang kuat antara UEA dengan Republik Indonesia," kata Al- Jaber.

Selain bekerja sama dengan Adnoc, Pertamina juga menggandeng perusahaan UEA, Mubadala, untuk mempercepat pengembangan RDMP Balikpapan, Kalimantan Timur.

Pertamina Teams Up With Investors to Build Refineries



PT Pertamina continues to explore cooperation with various parties to develop the oil and gas business. At present, the state-owned oil and gas company is working on the RU V Balikpapan Refinery Development Master Plan (RDMP) with an investment of US $ 5.5 billion. 


    Pertamina needs investors to fund around the US $ 1.6 billion of the total investment value. One investor who is willing to fund the Balikpapan Refinery project is Mubadala.

Pertamina Gandeng Investor Untuk Membangun Kilang

PT Pertamina terus menjajaki kerjasama dengan berbagai pihak untuk mengembangaan bisnis minyak dan gas. Saat ini, perusahaan minyak dan gas milik pemerintah ini sedang menggarap proyek Refinery Development Master Plan (RDMP) RU V Balikpapan dengan investasi US$ 5,5 miliar. 

    Pertamina membutuhkan investor untuk mendanai sekitar US$ 1,6 miliar dari total nilai investasi tersebut. Adapun salah satu investor yang bersedia mendanai proyek Kilang Balikpapan adalah Mubadala.

Vice President Corporate Communitucion PT Pertamina Fajriyah Usman mengatakan pihaknya menjalin kerjasama dengan Mubadala bukan saja di bidang kilang tapi di hulu minyak dan gas. Mubadala juga punya blok migas di Indonesia. Kami sedang membicarakan hal ini," kata Fajriyah Usman.

Mubadala adalah perusahaan migas yang berasal Uni Emirat Arab yang memilki bisnis terpadu. Artinya, Pertamina selain bisa mendapatkan dana dari Mubadala sekaligus juga bermitra dalam pengembangan blok migas.

Fajriyah menyebutkan, komitmen kerjasama dengan Mubadala sudah dilakukan di Uni Emirat Arab (UEA) awal pekan ini. Pertamina sudah menandatangani perjanjian prinsip dan refinery principle agreement tuntuk mengevaluasi Iebih lanjut peluang kerjasama investasi di sektor pengolahan. 

Perjanjian tersebut akan memberikan struktur yang jelas dan memastikan kerja sama sebagai jalur menuju investasi bersama yang potensial. Nah salah satunya dalam rangka memastikan percepatan pengembangan RDMP RU V Balikpapan.

Mubadala, Pertamina Prospective Investor in Balikpapan Refinery Project



Mubadala Investment Company, a financial investment company from the United Arab Emirates (UAE), has the potential to become an investor in the Balikpapan Refinery Project which is managed by PT Pertamina (Persero). The investment needed for this project is estimated at the US $ 5.5 billion.

    Pertamina has signed a principle agreement or Refinery Investment Principle Agreement to further evaluate investment cooperation opportunities in the processing sector.

The agreement will provide a clear structure to ensure cooperation as a pathway to potential joint investment. This agreement is also a follow-up to the development of relations between Mubadala and Pertamina and Indonesia, which includes the upstream, processing and Petrochemical sectors.

Pertamina President Director Nicke Widyawati said the signing of this agreement was a form of Pertamina and Mubadala's commitment as one of the investors who expressed interest in developing the Balikpapan Refinery. The signing of this principle agreement is needed to continue the partnership process to the due diligence and negotiation stages.

"This shows the seriousness of the two parties to reach a business agreement in order to accelerate the construction of the Balikpapan Refinery, as mandated by the Government to Pertamina," said Nicke Widyawati.

According to Nicke, Pertamina is currently looking for Equity Investors (capital investment partners) to join in developing the Balikpapan Refinery East Kalimantan. The process began in May 2019, with the issuance of Project Teaser to prospective investors consisting of international oil and gas companies, trading companies and financial investors.

"After the teaser project was published, several investors have sent a Letter of Interest (LOI) to Pertamina and the next process will be a project sounding and a visit to the Balikpapan Refinery for interested investors," said Nicke.

According to Nicke, potential partners targeted for the Balikpapan Refinery Project are financial investment companies. This is because the project has entered the construction stage and there is already a tolling scheme. So that Mubadala is a financial investment company that has the potential to meet the criteria set by Pertamina.

"In addition, Mubadala is also considered to have technical competence that is expected to help Pertamina in project management," said Nicke Widyawati.

Previously, in November 2019, Pertamina had issued a Preliminary Information Memorandum to selected investors who had expressed their interest and commitment to the Balikpapan Refinery project.

The estimated investment needed for the project is around the US $ 5.5 billion. Until the end of November 2019, the construction progress of the Balikpapan Refinery has reached 9%, compared to the 6% plan. The Balikpapan Phase I refinery is targeted to be operational in June 2023.

At the same time, Pertamina has also prepared the Balikpapan Phase II Refinery Project. The basic design (basic engineering design / BED) of this project has been completed, and is now in preparation for the auction this year and then continues construction in the same year, 2020.

    Pertamina telah meneken perjanjian prinsip atau Refinery Investment Principle Agreement untuk mengevaluasi lebih lanjut peluang kerja sama investasi di sektor pengolahan.

Perjanjian tersebut akan memberikan struktur yang jelas untuk memastikan kerja sama sebagai jalur menuju investasi bersama yang potensial. Perjanjian ini juga merupakan tindak lanjut dari pengembangan hubungan antara Mubadala dan Pertamina dan Indonesia, yang mencakup sektor hulu, pengolahan, dan Petrokimia.

Direktur Utama Pertamina Nicke Widyawati menuturkan, penandatangan perjanjian ini merupakan bentuk komitmen Pertamina dan Mubadala sebagai salah satu investor yang menyatakan minat untuk pengembangan Kilang Balikpapan. Penandatanganan perjanjian prinsip ini diperlukan untuk melanjutkan proses kemitraan ke tahap uji tuntas dan negosiasi.

“Ini menunjukkan adanya keseriusan kedua belah pihak untuk mencapai kesepakatan bisnis dalam rangka mempercepat pembangunan Kilang Balikpapan, sebagaimana yang diamanahkan Pemerintah kepada Pertamina,” kata Nicke Widyawati.

Menurut Nicke, saat ini Pertamina sedang mencari Equity Investor (mitra investasi modal) untuk bergabung dalam mengembangkan Kilang Balikpapan. Proses tersebut dimulai sejak Mei 2019, dengan penerbitan Project Teaser kepada calon investor yang terdiri dari perusahaan minyak dan gas internasional, perusahaan perdagangan, dan investor keuangan.

“Setelah project teaser diterbitkan, beberapa investor telah mengirimkan Letter of Interest (LOI) kepada Pertamina dan proses selanjutnya akan dilakukan project sounding dan kunjungan ke Kilang Balikpapan bagi investor yang tertarik,” ujar Nicke.

Menurut Nicke calon mitra yang ditargetkan untuk Proyek Kilang Balikpapan adalah perusahaan investasi keuangan. Hal ini mengingat proyek telah memasuki tahapan konstruksi dan sudah ada skema tolling. Sehingga Mubadala merupakan salah satu perusahaan investasi keuangan yang berpotensi sesuai dengan kriteria yang ditetapkan Pertamina.

“Selain itu, Mubadala juga dipandang memiliki kompetensi teknis yang diharapkan dapat membantu Pertamina dalam hal manajemen proyek,” tutur Nicke Widyawati.

Sebelumnya, pada November 2019, Pertamina telah mengeluarkan Preliminary Information Memorandum kepada investor terseleksi yang telah menyatakan minat dan komitmennya terhadap proyek Kilang Balikpapan. 

Estimasi investasi yang diperlukan untuk proyek tersebut sekitar US$ 5,5 miliar. Hingga akhir November tahun 2019 lalu, progres konstruksi Kilang Balikpapan sudah mencapai 9%, dibanding rencana 6%. Kilang Balikpapan Tahap I ini ditargetkan bisa mulai beroperasi pada Juni 2023. 

Pada saat yang sama, Pertamina juga sudah menyiapkan Proyek Kilang Balikpapan Tahap II. Desain dasar (basic engineering design/BED) proyek ini sudah selesai, dan kini sedang dalam persiapan lelang pada tahun ini kemudian dilanjutkan konstruksi pada tahun yang sama yaitu 2020.

Pertamina-Adnoc Develops Petrochemical Integrated Refinery in Balongan

She explained, ADNOC was a potential strategic partner calculated by Pertamina. Because, in addition to his experience managing integrated refineries of petrochemical facilities with the largest capacity in the Middle East and the fourth largest in the world, ADNOC also offered an option to offer Pertamina's participation in the oil and gas production block in the UAE.

Menurut Nicke Widyawati, potensi kerja sama ini penting karena pengembangan komplek petrokimia ini rencananya akan terintegrasi dengan proyek perbaikan dan peningkatan kapasitas (upgrading) Kilang Balongan. Sehingga selain akan mengurangi impor Bahan Bakar Minyak (BBM), proyek ini juga akan meminimalkan impor produk petrokimia. 

   Pihaknya menargetkan proyek ini dapat menghasilkan produk yang bernilai tinggi serta memenuhi permintaan produk petrokimia dalam dan luar negeri, terutama polyolefin.

“Potensi kolaborasi dengan ADNOC akan memperkuat langkah bisnis Pertamina khususnya dalam mengoptimalkan pengembangan kilang petrokimia di Balongan,” tegas Nicke.

Nicke Widyawati menjelaskan, ADNOC merupakan mitra strategis potensial yang diperhitungkan Pertamina. Pasalnya, selain berpengalaman mengelola kilang terintegrasi fasilitas petrokimia dengan kapasitas terbesar di Timur Tengah dan terbesar ke­-4 di dunia, ADNOC juga memberikan opsi tawaran partisipasi Pertamina di blok produksi migas di UEA. 

Kerja sama hulu migas ini nantinya akan didiskusikan oleh kedua pihak. Selain itu, dalam kesempatan yang sama, Pertamina dan ADNOC juga menandatangani perjanjian pasokan gas minyak cair/LPG. Pada tahun 2020 ini, ADNOC akan memasok LPG sampai dengan 528 ribu metrik ton untuk Pertamina untuk mengamankan kebutuhan LPG dalam negeri.

“Transaksi ini juga efektif karena sumbernya langsung dari produsen,” ujar Nicke.

ADNOC juga dikenal sebagai salah satu perusahaan migas yang memproduksi LPG terbesar di dunia dengan kapasitas mencapai lebih dari 10 juta metrik ton per tahun untuk kebutuhan dalam negeri maupun pasar internasional. 

Sementara itu, Menteri Negara Uni Emirat Arab (UEA) Sultan Ahmed Al Jaber mengatakan, perjanjian dengan Pertamina akan mendukung ADNOC untuk memperkuat keberadaannya di Indonesia sebagai salah satu pasar pertumbuhan ekonomi tercepat di Asia Tenggara. Kesepakatan yang telah ditandatangani ini juga menunjukkan peluang penciptaan nilai yang inovatif dan hubungan bilateral yang kuat antara UEA dengan Republik Indonesia.

ESDM Auction 12 Oil and Gas Blocks



The Ministry of Energy and Mineral Resources (ESDM) plans to bid or auction 12 oil and gas blocks in 2020. Director of Upstream Business Development Directorate General of Oil and Gas at the Ministry of Energy and Mineral Resources Mustafid Gunawan said there were 10 conventional oil and gas blocks and two non-conventional blocks to be offered.

"This year the auction for oil and gas WK Working Areas has a conventional target of 10, and has been prepared for the scheme, judging from the technical side of whether cost recovery or gross split," he said.

Mustafid explained that in the first quarter of 2020, he would explain which 10 conventional WKs were offered. Meanwhile, oil and gas working areas Non-conventional, according to Mustafid, have not been offered for a long time.

Last year, 3 new working areas were signed, namely Anambas, Selat Panjang, and West Ganal. The government gets a signature bonus of US $ 37.6 million and a definite commitment of US $ 268.5 million. "We are in the transition period from the enactment of the Ministerial Regulation, so it will be around March [officially enacted]. We hope that as soon as it has been resolved many investors will ask for it, "he added.

On the other hand, Acting Director-General of Oil and Gas at the Ministry of Energy and Mineral Resources, Djoko Siswanto, confirmed that two contract schemes will be offered in the oil and gas block auction this year to avoid polemics between Cooperation Contract Contractors (KKKS). Joko said that cost recovery still dominated as many as 200 contracts, while gross split was only around 45 contracts.

"If the cost recovery is definitely split, the government will be greater because the government will share the costs. If it is a gross split, the portion of the government is small because it is the contractor, "he said.

Previously, ESDM Minister Arifin Tasrif ensured that the oil and gas Working Area auction would use the selection of two oil and gas contract schemes.

Supply Is Ready to Increase from 12 Projects



The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) estimates 12 upstream oil and gas projects are ready to operate throughout 2020 with estimated gas production of 705 million standard cubic feet per day (MMscfd) and oil of 3,000 barrels per day (BPD).

SKK Migas Deputy for Operations Julius Wiratno said that of the 12 oil and gas projects planned to start operating this year, the biggest was the Merakes Project undertaken by Eni Indonesia.

"Merakes will be operational in the fourth quarter of 2020," he said.

Julius said the Merakes project by Eni East Sepinggan Ltd had an estimated production of 400 MMscfd. Meanwhile, gas reserves in the Merakes Field are estimated at 2 trillion cubic feet (Tcf).

Eni started the Merakes-1 Well in 2014. Three years ago, Eni had drilled the Merakes-2 Appraisal Well. Meanwhile, the government has approved the proposed development plan (POD) for the Merakes Field, located in the Kutai basin, off the coast of East Kalimantan, in April 2018. Eni has begun developing the Merakes Field in May 2019.

On 2 May 2019, a symbolic steel cutting was carried out as a proof of the start of the Merakes Field development project. In Merakes Field, Eni plans to drill six underwater wells and build an underwater pipeline system that will be connected to Jangkrik's floating production unit (FPU) in Muara Bakau Block. Based on SKK Migas data, in the first quarter of 2020, there are estimated to be four upstream oil and gas projects
operate.

The four projects are Bukit Tua Phase 3 by Petronas Carigali Ketapang II Ltd with an estimated production of 31.5 MMscfd, Grati Pressure Lovering by Ophir Indonesia (Sampang) Pty. Ltd with an estimated production of 30 MMscfd, Buntal-5 by Medco E&P Natuna Ltd with an estimated production of 45 MMscfd, and Sembakung Power Plant by Pertamina EP:

Furthermore, in the second quarter of 2020 there were three projects planned to be operational. Call it the Randu Scissors project by PT PHE Randu Scissors with an estimated production of 3 mmscfd, Betung Compressors by Pertamina EP with an estimated production of 15 mmscfd, Malacca Strait Phase-1 by EMP Malacca Strait with an estimated production of 3,000 BPD, Meliwis by Ophir Indonesia (Madura Offshore) Pty. Ltd with an estimated production of 20 mmscf.

Entering the third quarter of 2020, SKK Migas projects that three projects will produce. Starting from the Cantik project by PT Sele Raya Belida with an estimated production of 2.5 mmscfd, LP-MP SKG-19 Compressor by Pertamina EP with an estimated production of 150 mmscfd and Peciko 8A by Pertamina Hulu Mahakam with an estimated production of 8 mmscfd.

This year, the government is targeting lifting oil and gas 1.95 million Barrels of Oil Equivalent Per Day (BOEPD), while the realization of lifting in 2019 is 1.8 million BOEPD. Meanwhile, the oil production target is 755,000 BPD, while gas is 1.19 million BOEPD. Achievement of lifting oil 7,000 BPD, and gas 1.06 million BOEPD in 2019.

SPEED OF LICENSING

Meanwhile, SKK Migas accelerates the upstream oil and gas licensing process to an average of 3 days from the previous 15 days to ensure all oil and gas projects are completed on time.

SKK Migas Head Dwi Soetjipto said the One Door Service Policy (ODSP) program was present to build a transformation towards improving upstream oil and gas investment. In addition, the implementation of OSDP is expected to be in line with the dream of producing 1 million barrels of oil in 2030.

According to him, oil and gas exploration and exploitation activities require several licenses involving more than one agency. Through ODSP, SKK Migas claims that all licensing contract cooperation (KKKS) licensing process services are carried out in one door quickly.

Not only that, SKK Migas and KKKS also jointly conducted research on the completeness for each licensing requirement from various existing agencies. Dwi also promised that in the future the upstream oil and gas licensing related to SKK Migas would be integrated into the local government level.

      Licensing processes that take time, such as the EIA permit are promised to be completed sooner. Dwi added that this was important considering that if the project was completed on time, the project costs would not have been substantial and those that had been agreed upon and implementation were more efficient.

On the same occasion, Secretary-General of the Ministry of Energy and Mineral Resources (ESDM) Ego Syahrial said that from 2017 to 2019 it had cut 189 permits. Of the licenses that were cut, at least 60 regulations came from the oil and gas sector.

"This year continued with ODSP, SKK Migas took the role even further. The end is to be able to produce 1 million barrels, "he said.

Meanwhile, Vice President of Corporate Services of Inpex Masela Ltd, Nico Muhyiddin, admitted that licensing issues are things that can slow down the project. According to him, the collaboration between SKK Migas and KKKS will see deeper problems so that efforts to find a way out more quickly and precisely.

"We hope that the implementation of this program will run well so that the intended target can be achieved properly," he said.

ExxonMobil Indonesia's Vice President Public and Government Affairs Azi N. Alam also appreciated SKK Migas's steps in implementing ODSP services. Azi explained the coordination that had been established coupled with ODSP provided progress in the process of an addendum to the revision of the analysis of environmental impacts (Amdal) at the Banyu Urip Bojonegoro Field in East Java.

Pasokan Siap Bertambah dari 12 Proyek

Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memperkirakan 12 proyek hulu migas siap beroperasi sepanjang 2020 dengan estimasi produksi gas sebesar 705 juta standar kaki kubik per hari (MMscfd) dan minyak 3.000 barel per hari (bph).

Deputi Operasi SKK Migas Julius Wiratno mengatakan mengatakan dari 12 proyek migas yang direncanakan mulai beroperasi pada tahun ini, yang paling besar adalah Proyek Merakes yang dikerjakan Eni Indonesia.

“Merakes akan beroperasi pada kuartal keernpat tahun 2020 ini,” ujarnya.

Julius mengatakan proyek Merakes oleh Eni East Sepinggan Ltd memiliki estimasi produksi 400 MMscfd. Adapun, cadangan gas di Lapangan Merakes diperkirakan sebesar 2 triliun kaki kubik (Tcf). 

Eni mulai Sumur Merakes-1 pada 2014. Tiga tahun berselang, Eni telah mengebor Sumur appraisal Merakes-2. Adapun, pemerintah telah menyetujui proposal rencana pengembangan (POD) Lapangan Merakes yang terletak di cekungan Kutai, lepas pantai Kalimantan Timur, pada April 2018. Eni sudah memulai pengembangan Lapangan Merakes pada Mei 2019.

Pada 2 Mei 2019, dilakukan pemotongan baja secara simbolis sebagai salah satu bukti dimulainya proyek pengembangan Iapangan Merakes. Di Lapangan Merakes, Eni rencananya akan mengebor enam sumur bawah laut serta membangun sistem pipa bawah laut yang akan terhubung dengan fasilitas produksi terapung (floating production unit/FPU) Jangkrik di Blok Muara Bakau. Berdasarkan data SKK Migas, pada kuartal I/2020, diperkirakan ada empat proyek hulu migas yang
beroperasi.

Keempat proyek tersebut adalah Bukit Tua Phase 3 oleh Petronas Carigali Ketapang II Ltd dengan estimasi produksi 31,5 MMscfd, Grati Pressure Lovering oleh Ophir Indonesia (Sampang) Pty. Ltd dengan estimasi produksi 30 MMscfd, Buntal-5 oleh Medco E&P Natuna Ltd dengan estimasi produksi 45 MMscfd, dan Sembakung Power Plant oleh Pertamina EP:

Selanjutnya, pada kuartal II/2020 tercatat ada tiga proyek yang direncakan beroperasi. Sebut saja seperti proyek Randu Gunting oleh PT PHE Randu Gunting dengan estimasi produksi 3 mmscfd, Kompresor Betung oleh Pertamina EP dengan estimasi produksi sebesar 15 mmscfd, Malacca Strait Phase-1 oleh EMP Malacca Strait dengan estimasi produksi 3.000 bph, Meliwis oleh Ophir Indonesia (Madura Offshore) Pty. Ltd dengan estimasi produksi 20 mmscf. 

Memasuki kuartal III/2020, SKK Migas memproyeksikan tiga proyek akan berproduksi. Mulai dari proyek Cantik oleh PT Sele Raya Belida dengan estimasi produksi sebesar 2,5 mmscfd, Kompresor LP-MP SKG-19 oleh Pertamina EP dengan estimasi produksi 150 mmscfd serta Peciko 8A oleh Pertamina Hulu Mahakam dengan estimasi produksi 8 mmscfd.

Tahun ini, pemerintah menargetkan lifting migas 1,95 juta barel setara minyak per hari (boepd), sedangkan realisasi lifting 2019 sebesar 1,8 juta boepd. Adapun, target produksi minyak 755.000 bph, sedangkan gas sebesar 1,19 juta boepd. Capaian lifting minyak 7.000 bph, serta gas 1,06 juta oepd pada 2019.

PERCEPAT PERIJINAN

Adapun, SKK Migas mempercepat proses perizinan hulu migas menjadi rata-rata 3 hari dari sebelumnya selama 15 hari untuk memastikan seluruh proyek migas selesai tepat waktu. 

Kepala SKK Migas Dwi Soetjipto mengatakan program One Door Service Policy (ODSP) hadir untuk membangun transformasi menuju perbaikan investasi hulu migas. Selain itu, pelaksanaan OSDP diharapkan searah dengan mimpi produksi minyak 1 juta barel pada 2030. 

Menurutnya, dalam kegiatan eksplorasi maupun eksploitasi migas membutuhkan beberapa perizinan yang melibatkan lebih dari satu instansi. Melalui ODSP, SKK Migas mengklaim seluruh layanan proses perizinan Kontraktor Kontrak Kerja Sama (KKKS) dilaksanakan dalam satu pintu dengan cepat.

Tidak hanya itu, SKK Migas dan KKKS juga bersama-sama melakukan penelitian atas kelengkapan untuk setiap persyaratan perizinan dari berbagai instansi yang ada. Dwi juga menjanjikan ke depan perizinan hulu migas yang berhubungan dengan SKK Migas akan ikut diintegrasikan hingga ke level pemerintah daerah. 

Proses perizinan yang menghabiskan waktu, seperti perizinan Amdal dijanjikan akan diselesaikan lebih cepat. Dwi menambahkan hal ini penting mengingat jika proyek selesai tepat waktu, biaya proyek juga tidak akan bertamnah besar dan yang telah disetujui dan pelaksanaan lebih efisien. 

Pada kesempatan yang sama, Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial mengatakan sepanjang 2017 hingga 2019 pihaknya telah memangkas 189 perizinan. Dari perizinan yang dipangkas, setidaknya 60 regulasi yang berasal dari sektor migas.

“Tahun ini dilanjutkan dengan ODSP, SKK Migas ambil peran lebih jauh lagi. Ujungnya untuk mampu memproduksi 1 juta barel,” katanya.

Sementara itu Vice President Corporate Services Inpex Masela Ltd Nico Muhyiddin mengakui permasalahan perizinan merupakan hal yang dapat memperlambat proyek. Menurutnya, kolaborasi antara SKK Migas dan KKKS akan melihat permasalahan lebih dalam sehingga upaya mencari jalan keluar lebih cepat dan tepat.

“Kami harapkan implementasi program ini berlangsung dengan baik sehingga target yang dituju bisa dicapai dengan benar," katanya.

Vice President Public and Government Affairs ExxonMobil Indonesia Azi N. Alam juga mengapresiasi langkah SKK Migas menerapkan layanan ODSP. Azi menjelaskan koordinasi yang sudah terjalin ditambah dengan ODSP memberikan kemajuan dalam proses adendum revisi analsisi mengenai dampak lingkungan (Amdal) di Lapangan Banyu Urip Bojonegoro Jawa Timur.

“Kami kerja sama dengan SKK Migas, Kementerian ESDM, dan KLHK [Kementerian Lingkungan Hidup dan Kehutanan] untuk kemauan adendum amdal,” katanya.
